3 PINNACLE: JOINT OPERATIONS MODULE Module Overview Purpose: The PINNACLE curriculum helps prepare prospective joint/combined force commanders to lead joint and combined forces, building upon the progression of knowledge imparted first by CAPSTONE and then by the Joint Flag Officer Warfighting Course. The goal is to enhance their joint force decision-making capabilities and thus better prepare them for duty in key leadership positions now and in the future within Joint and Combined Force Headquarters staffs worldwide. Length: Four days Classification: Determined by module supporting materials (ranges from UNCLASSIFIED to SECRET) Mission: Convey to the prospective joint/combined force commander an understanding of national policy and objectives with attendant international implications and the ability to translate those objectives/policy into integrated campaign plans. The overarching goal is to set conditions for future success in the joint, combined, and interagency arenas by utilizing advanced knowledge of operational art to underpin the instinct and intuition of the prospective commanders. Learning Areas: Learning Area 1 The Joint/Combined Force Environment Analyze the changed nature of operations for a joint/combined force commander, vis-àvis a Service or functional component commander, identifying fundamental differences in the way a joint/combined force commander must think about the environment as its nature and complexity changes. Synthesize operational-level lessons learned from the full spectrum of recent major operations in order to evaluate them with regard to potential future operations. Synthesize means and methods to more effectively harmonize all elements of national power at the theater strategic and operational level to achieve national goals and objectives in a complex global environment. Learning Area 2 Building and Sustaining the Joint/Combined Force Examine the impact of a comprehensive, whole of government approach across the spectrum of joint/combined force operations. Evaluate specific joint plugs and enablers that can be used by joint force commanders to enhance their organic capabilities. 1-1

4 PINNACLE: JOINT OPERATIONS MODULE Apply transformational concepts to traditional planning, forming, and manning options to develop alternative planning and forming options. Learning Area 3 Commanding the Joint/Combined Force Synthesize processes to further the understanding of, identify the challenges associated with, and effectively blend the art (synergy) and science (synchronization) of commanding joint/combined forces. Apply an understanding of and appreciation for translating national objectives and policies into objectives and conditions, and development of an operational design to visualize and describe the necessary framework for actions to achieve those objectives. Analyze the impact of strategic communications and information operations on unity of effort and the achievement of national objectives. Evaluate emerging technologies that mitigate the challenges of the death of time and distance with regard to the operational environment. Evaluate various issues related to deployment, employment, and sustainment of forces from the perspective of the joint/combined force commander. Evaluate command and control challenges and associated insights facing the joint/combined force commander, including the personalities of external principals (DOD, interagency, and international), transitions, mission approval / decentralization, information sharing and Commander s Critical Information Requirements. Analyze seams a joint/combined force commander may face, which could include interfaces with key Service, interagency, multinational, and functional combatant commander representatives. Evaluate key national authority and Rules of Engagement issues which could impact the joint/combined force, including national policies and prerogatives, information sharing, and Titles. 1-2

5 PINNACLE: JOINT OPERATIONS MODULE Course Description: The unit learning strategy is built around interactive seminars that utilize targeted formal presentations to provide a baseline and establish themes for further discussion. VTCs with current joint and combined force commanders provide additional discussion opportunities. Senior Fellows play a key role in guiding the discussions, and Subject Matter Experts provide a wealth of additional expertise. The biographies of Senior Fellows and Subject Matter Experts participating in this class are provided in the Participant Guide Front Matter. A policy of non-attribution is in effect throughout whereby all persons associated with the module can be assured that any comments, opinions, or other statements they make during the sessions will in no way be associated with them beyond the confines of the meeting rooms without their expressed permission. This allows all persons involved both presenters and participants the latitude to speak candidly, ask questions, and offer opinions and solutions to all types of training situations without reprisal or otherwise being connected to the comments. Instructional and reference materials: The items below are provided to/used by the Fellows throughout the module. Participant Guide. This Guide contains all UNCLASSIFIED materials used at various points during the module. It includes copies of seminar slides, background references and information, and other instructional materials and learning opportunities for use during the module and in the future. 11 John F. Kelly General, United States Marine Corps Commander U.S. Southern Command General Kelly was born and raised in Boston, MA. He enlisted in the Marine Corps in 1970, and was discharged as a sergeant in 1972, after serving in an infantry company with the 2nd Marine Division, Camp Lejeune, NC. Following graduation from the University of Massachusetts in 1976, he was commissioned and returned to the 2nd Marine Division where he served as a rifle and weapons platoon commander, company executive officer, assistant operations officer, and infantry company commander. Sea duty in Mayport, FL, followed, at which time he served aboard aircraft carriers USS Forrestal and USS Independence. In 1980, then Captain Kelly transferred to the U.S. Army s Infantry Officer Advanced Course in Fort Benning, GA. After graduation, he was assigned to Headquarters Marine Corps, Washington, DC, serving there from 1981 through 1984, as an assignment monitor. Captain Kelly returned to the 2nd Marine Division in 1984, to command a rifle and weapons company. Promoted to the rank of Major in 1987, he served as the battalion s operations officer. In 1987, Major Kelly transferred to the Basic School, Quantico, VA, serving first as the head of the Offensive Tactics Section, Tactics Group, and later assuming the duties of the Director of the Infantry Officer Course. After three years of instructing young officers, he attended the Marine Corps Command and Staff College, and the School for Advanced Warfare, both located at Quantico. Completing duty under instruction and selected for Lieutenant Colonel, he was assigned as Commanding Officer, 1st Light Armored Reconnaissance Battalion, 1st Marine Division, Camp Pendleton, CA. Holding this command position for two years, Lieutenant Colonel Kelly returned to the East Coast in 1994, to attend the National War College in Washington, DC. He graduated in 1995, and was selected to serve as the Commandant s Liaison Officer to the U.S. House of Representatives, Capitol Hill, where he was promoted to the rank of Colonel. In 1999, Colonel Kelly transferred to joint duty and served as the Special Assistant to the Supreme Allied Commander, Europe, in Mons, Belgium. He returned to the United States in 2001, and was assigned to a third tour of duty at Camp Lejeune, now as the Assistant Chief of Staff G-3 with the 2nd Marine Division. In 2002, selected to the rank of Brigadier General, Colonel Kelly again served with the 1st Marine Division, this time as the Assistant Division Commander. Much of Brigadier General Kelly s two-year assignment was spent deployed in Iraq. He then returned to Headquarters Marine Corps as the Legislative Assistant to the Commandant from 2004 to Promoted to major general, he returned to Camp Pendleton as the Commanding General, I Marine Expeditionary Force (Forward). The command deployed to Iraq in early 2008 for a year-long mission, replacing II Marine Expeditionary Force (Forward) as Multinational Force-West in Al Anbar and western Ninewa provinces. LtGen Kelly commanded Marine Forces Reserve and Marine Forces North from October 2009 to March General Kelly comes to United States Southern Command from his previous position as the Senior Military Assistant to the Secretary of Defense from March 2011 to October A

13 Lieutenant General Thomas D. Waldhauser Director, J-7, Joint Staff Lieutenant General Waldhauser was born in South St. Paul, Minnesota, and is a graduate of Bemidji State University. He was commissioned in 1976 as an infantry officer. His company grade assignments included platoon and company commander billets with both the 1st and 2nd Marine Divisions; Commanding Officer of the Marine Detachment aboard the USS Long Beach (CGN-9); and staff of the Commander of Amphibious Squadron Seven. As a field grade officer, Lieutenant General Waldhauser was a Battalion Landing Team Operations Officer and served on the faculty of the Amphibious Warfare School. During the Amphibious Warfare School tour, he deployed to the staff of the Commander, U.S. Marine Corps Central Command (Forward) during Operation Desert Shield/Desert Storm. Lieutenant General Waldhauser also served on the II Marine Expeditionary Force staff and was the Battalion Landing Team Commander of 3rd Battalion, 2nd Marine Regiment. He also had duty at Headquarters, U.S. Marine Corps, and the Pentagon with the Joint Staff Combating Terrorism Directorate (J-34). As a Colonel, Lieutenant General Waldhauser assumed command of the 15th MEU (SOC) in During this tour, the 15th MEU (SOC) participated in combat operations in Southern Afghanistan for Operation Enduring Freedom and in Iraq for Operation Iraqi Freedom. Appointed to the rank of Brigadier General in 2003, his initial assignments as a General Officer were Commanding General, Marine Corps Warfighting Laboratory, and Deputy Commander, Marine Corps Combat Development Command. From , he served as Chief of Staff, US Special Operations Command, in Tampa, Florida. As a Major General, he commanded the First Marine Division from September 2007 until July Promoted to Lieutenant General in 2009, Lieutenant General Waldhauser served as the Deputy Commandant for Plans, Policies, and Operations during From October 2010 through September 2012, he served as the Commanding General, I Marine Expeditionary Force, and Commanding General, U S Marine Corps Forces Central Command. Lieutenant General Waldhauser served as the Senior Military Assistant to the Secretary of Defense from October 2012 through September During the Fall of 2013, Lieutenant General Waldhauser served as the Joint Staff Director of Operations, Joint Staff J3 (Acting), prior to assuming his current duties as the Joint Staff Director for Joint Force Development, Joint Staff J7. 19 Brigadier General William M. Jurney Deputy Director, Joint Training, Joint Staff J7 Brigadier General "Bill" Jurney graduated from the University of North Carolina at Charlotte in He enlisted in the Marine Corps in 1987 as an infantryman and was assigned to Security Forces at the Marine Barracks in Guam, Mariana Islands. In 1988, he was commissioned through the Enlisted Commissioning Program (ECP). From , he served as a Rifle Platoon Commander and Company Executive Officer in 2d Battalion, 4th Marines participating with the 22 nd MEU in support of Operation Sharp Edge in the U.S Embassy, Monrovia, Liberia and deploying in support of Operations Desert Shield and Desert Storm. Other operational assignments include Rifle Company Commander and Battalion Operations Officer with 3d Battalion, 8th Marines ( ). While serving as the Operations Officer for BLT 3/8, he deployed with the 26th MEU conducting missions in support of Operations Allied Force, (Adriatic); Shining Hope (Albania); Joint Guardian Initial Entry Forces (Kosovo); and Avid Response (Turkey). From , he served as the Commanding Officer, 1st Battalion, 6th Marines deploying the Battalion twice in support of Operation Iraqi Freedom (OIF). In 2011, he returned to Camp Lejeune serving as the Commanding Officer, 2d Marine Regiment until deploying in 2013 for duty as the Executive Officer to the Commander, International Security Assistance Forces and U.S. Forces Afghanistan. His service outside the operating forces include: Company Commander and Assistant Director of the Drill Instructor School at Marine Corps Recruit Depot, Parris Island, South Carolina ( ); Commanding Officer, Recruiting Station Baltimore, Maryland ( ); and Joint assignment as the Chief of Plans and Future Operations with U.S. Joint Forces Command ( ). He holds a Bachelor s degree in History, and Master s degrees in Military Arts and Science, and National Security and Strategic Studies. Brigadier General Jurney's personal decorations include the Defense Superior Service Medal (2), the Legion of Merit, the Bronze Star with Combat Distinguishing Device (2), the Meritorious Service Medal (3), the Navy and Marine Corps Commendation Medal (3), the Joint Service Achievement Medal, and the Combat Action Ribbon (3). He is also a recipient of the Navy League s General Holland M. Smith Award for Operational Excellence and the General John A. Lejeune Leadership Award. 21 GEORGE W. FORESMAN HONORABLE Former United States Under-Secretary of Homeland Security George Foresman is employed as a Senior Fellow for the National Defense University in support of the Pinnacle, Capstone, and Keystone Joint Operations Module. Foresman is a results-driven professional with unique leadership credentials in the actual design, building and operation of complex public and private sector activities capable of delivering best quality results. Throughout his 30 year career he led the start-up of more than seven high profile public and private sector entities while also being tapped to strengthen numerous existing organizations. George also possesses bi-partisan credentials. He has worked as a career and appointed official for five Democratic and Republican Governors of Virginia and a U.S. President and has extensive legislative experience. His past work has included coalescing and testing international consensus on a range of important security issues. Among his significant national public roles are being appointed by the President and confirmed by the U.S. Senate in 2005 as America s first Under Secretary of Preparedness at the Department of Homeland Security (DHS) and subsequently serving as its first Under Secretary for National Protection and Programs, serving on America s Project for National Security Reform (PNSR) as it undertook a comprehensive update of U.S. national security apparatus, being selected as Vice-chair of a five year Congressional Commission that assessed America s readiness for catastrophic contingencies and serving as a state Cabinet leader. For more than two decades Foresman has worked closely with the Defense Department and the Armed Services on issues ranging from military readiness to nuclear command and control to civil-military relationships, among many others. Foresman now serves as President of Secure Mountain Solutions an information analytics, sharing and data storage provider. He continues to independently provide counsel to corporate and government leaders and their organizations on a broad range of policy, operating and strategic issues. A member of numerous corporate and non-profit Boards, he is also a Trustee of the General George C. Marshall Foundation and serves as a Visiting Scholar at the School of Engineering and Applied Science at the University of Virginia. Foresman maintains active participation in national and international security initiatives including through continued formal service as a senior advisor and mentor for educational programs and war-games. Mr. Foresman is a graduate of the Virginia Military Institute, as well as the Virginia Executive Institute. 3-A

23 General Douglas Fraser United States Air Force (Ret) General Douglas Fraser retired from the U.S. Air Force in January 2013 after a 37 year career. Since retiring, General Fraser works as Senior Fellow for the National Defense University in support of the Pinnacle, Capstone, and Keystone programs. He also works as a global security consultant with several U.S. defense companies. In addition, he participates in security policy discussions with retired Chinese defense officials through a Yale University sponsored U.S.-China Track II Dialogue forum. His last assignment in the U.S. armed forces was as the Commander, U.S. Southern Command, responsible for U.S. military operations in Central and South America and the Caribbean. In this capacity, General Fraser was responsible for leading Department of Defense relief efforts following the 2010 Haiti earthquake. Prior to commanding U.S. Southern Command, he served as the Deputy Commander, U.S. Pacific Command from General Fraser commanded operational flying units across the U.S. Air Force at the squadron, group, and wing levels. As a general officer, in addition to US Southern Command, he commanded the US Air Force Space Warfare Center and four different organizations in Alaska -- Alaskan Command, the Alaskan North American Defense Region, Joint Task Force Alaska, and Eleventh Air Force. General Fraser s staff assignments include two tours in the Pentagon, first in the Headquarters US Air Force and then for the Office of the Assistant Secretary of Defense for Strategy, Resources and Requirements and for the Air Force Chief of Staff. He also served as the Executive Assistant to the Commander, U.S. Pacific Command in Hawaii. He holds a bachelor s degree in Political Science from the US Air Force Academy and a master s degree in Political Science from Auburn University. COATES, OMM, MSM, CD ROYAL CANADIAN AIR FORCE Major-General Coates is the Director of NORAD Operations, at HQ NORAD, Peterson Air Force Base, Colorado Springs, CO. Major-General Coates joined the CF after completing his postsecondary education at the University of Calgary with majors in chemistry and biochemistry. Upon entering the Canadian Forces he was trained as a helicopter pilot. His flying career started as a reconnaissance pilot flying light observation helicopters with 444 Squadron in Lahr, Germany and 430 Squadron in Valcartier, Québec. He also flew utility helicopters with both 408 Squadron in Edmonton, Alberta and 427 Squadron in Petawawa, Ontario. He led the deployment of three helicopters to England and France during Canada's celebration of the 50th Anniversary of D-Day and spent six months as a Forward Air Controller with the UN Protection Force in Bosnia-Herzegovina. Major-General Coates served as the Air Component Commander during support to the Pan Am Games in Winnipeg, returned to Bosnia-Herzegovina for the second time, serving as the CO of the Canadian Helicopter Detachment for seven months, and he led the rerole of 427 Sqn from a Tactical Aviation unit to a Special Operations Aviation Squadron. In his staff appointments Major-General Coates has served as an operations officer with 10 Tactical Air Group HQ in St Hubert, 1 Wing HQ in Kingston, with the Air Staff in Ottawa and as the CAOC Director in Winnipeg. He has contributed to the planning and execution of aviation support to a variety of domestic operations, including forest fires, ice storms, and floods. He has been involved with the air and aviation planning for Canadian missions to Haiti and Honduras, the first Canadian tactical aviation deployments to both Bosnia and Kosovo, air support for the French-led mission to the Democratic Republic of Congo, as well as Canada's mission to Afghanistan. As the CAOC Director for the Canadian NORAD Region he coordinated NORAD's response to numerous increased operational requirements, including Canadian domestic operations and Northern sovereignty. 39 Robert J. Fenton, Jr. Robert J. Fenton, Jr. was appointed Regional Administrator for FEMA Region IX in July Previously, Mr. Fenton served as the Deputy Associate Administrator in the Office of Response and Recovery at FEMA Headquarters and was responsible for coordinating the Federal response in support of States during major disasters. He coordinated and integrated Federal interagency all-hazards disaster planning and response operations; managed emergency response teams; and oversaw disaster emergency communications programs. Mr. Fenton came to FEMA Headquarters in July 2009 to serve as the Acting Deputy Assistant Administrator for Response, where he was instrumental in crafting the reorganization of the Response Directorate and the Office of Response and Recovery, as well as leading the Response Directorate s focused efforts on whole community catastrophic planning, doctrine development, staff training/credentialing, and exercises. Mr. Fenton previously worked at FEMA Headquarters as the Acting Deputy Operations Branch Chief in 2007, leading the development and implementation of the Incident Management Assistance Teams. From 2006 to 2009, Mr. Fenton served in the dual roles of Director of Disaster Assistance and Acting Director of Disaster Operations in the FEMA Region IX Office. Mr. Fenton was responsible for the delivery and coordination of all hazards disaster planning, and response and recovery activities in the Region, which serves Arizona, California, Nevada, and Hawaii, as well as Guam, American Samoa, the Mariana Islands, Marshall Islands, and Micronesia. Mr. Fenton also served as Chief of the Region IX Response Branch, where he led interagency work groups in the development of the National Incident Management System and the National Response Framework. He was also responsible for conducting interagency training, coordination, and exercises with Federal Emergency Support Function agencies in preparation for disaster response. Since joining FEMA in 1996, Mr. Fenton has played a significant role in numerous largescale response and recovery operations in the U.S. and has responded to more than 50 Federal disasters, including Hurricane Katrina, the four Florida Hurricanes of 2004, the Southern California Wildfires of 2003 and 2007, the Super Typhoon Pongsona in Guam, and the 9/11 World Trade Center terrorist attacks. 3-B

47 Lieutenant General James B. Laster Director, Marine Corps Staff Lieutenant General James B. Laster assumed his current position as the Director, Marine Corps Staff in December Lieutenant General Laster is a native of Dallas, Texas, and was commissioned a second lieutenant in 1978 through the Platoon Leaders Course Program. Upon completion of The Basic School, he reported to 3d Battalion, 4th Marine Regiment, where he served as a rifle platoon commander and rifle company executive officer. In January 1981, Lieutenant General Laster transferred to Marine Barracks, Washington, DC where he served as a platoon commander, company executive officer, and White House Social Aide. In November 1983, Lieutenant General Laster was assigned to 7th Marines and served two years as a rifle company commander, one year as weapons company commander in 3d Battalion, 7th Marines and completed his tour as the regimental assistant operations officer. In December 1987, he attended the Army Airborne School and Advanced Infantry Officers Course at Fort Benning, Georgia, and was a Distinguished Graduate. Lieutenant General Laster transferred to 25th Marines in September 1989 and assumed duties as Inspector Instructor for Company A, 1stBn, 25th Marines, and served as the I-I Operations Officer for 25th Marine Regiment. In May 1991, Lieutenant General Laster was assigned as Aide-de-Camp to the Commandant of the Marine Corps, General C. E. Mundy, Jr. He subsequently attended Marine Corps Command and Staff College and graduated with distinction. Returning to the Fleet Marine Force in June 1993, he commanded Headquarters and Service Company, I MEF, and Headquarters and Service Company, 1st Surveillance, Reconnaissance, and Intelligence Group. In January 1995, he assumed duties as Executive Officer, 1st Battalion, 1st Marines and deployed to the Arabian Gulf with the 15th MEU (SOC). During this assignment he also served as Commander, Maritime Special Purpose Force (MSPF), 15th MEU (SOC). In August 1996, he was promoted to Lieutenant Colonel and assumed duties as Operations Officer and deployed again to the Arabian Gulf/CENTCOM AOR. In November 1997, he was assigned as Deputy AC/S G-7 and Inspector, 1st Marine Division. During the period January to March 1998, Lieutenant General Laster deployed to Africa as J-3 of Joint Task Force Kenya in support of Operation Noble Response, Humanitarian Relief operations in Kenya, East Africa. Lieutenant General Laster assumed command of 3d Battalion, 4th Marines in May 1998 and moved the battalion to Twentynine Palms, California. He relinquished command in June 2000 and was transferred to the National War College. Upon completion of the National War College in June 2001, he was promoted to Colonel, and was assigned to the Joint Staff as Chief of War Plans, J-7. Following the events of September 11th, he assumed duties in the Joint Staff J-3 as Assistant Chief, Future Operations Group. From 2003 to 2005, Lieutenant General Laster commanded The Basic School, and then assumed duties as Chief of Staff, Training and Education Command. Lieutenant General Laster commanded Training Command during May 2006 to November 2007, and served as Commanding General of Training and Education Command during December 2007 to May He assumed command of Marine Corps Recruit Depot Parris Island, South Carolina and Eastern Recruiting Region on 30 May In August 2009, Lieutenant General Laster assumed command of 3d Marine Division. Lytle III Assistant Commandant for C4IT & Commander, Coast Guard Cyber Command U.S. Coast Guard Rear Admiral Lytle serves as the Assistant Commandant for Command, Control, Communications, Computers and Information Technology (C4IT) and Commander, Coast Guard Cyber Command. As the Assistant Commandant for C4IT, he is responsible for the management and oversight of all Coast Guard C4IT operational, business, and infrastructure assets. As the Commander of Coast Guard Cyber Command, he is responsible for providing a safe, secure, and resilient cyber environment that allows for the execution of Coast Guard and marine operations. Rear Admiral Lytle is a 1981 graduate of the U.S. Coast Guard Academy in New London, CT. Upon graduation with a Bachelor of Science degree in Management, he was assigned to duty on board the USCGC BOUTWELL in Seattle, WA as the Anti-submarine and Weapons Officer. In 1983 he moved to Miami, FL and served tours in the District Seven Command Center and in what is now the District Seven Maritime Intelligence Center. From 2003 to 2005 he completed duty at CG Headquarters as the Chief, Office of Command and Control Capability. He returned to TISCOM in 2005 to serve as the Commanding Officer. From 2008 to 2011, Rear Admiral Lytle held the position of Deputy Assistant Commandant for C4IT (CG-6d), with over a year of that period also serving as the Acting Assistant Commandant for C4IT and the Coast Guard Chief Information Officer. From 2011 to 2014, he served as the Director, Command, Control, Communications and Computer (C4) Systems and Chief Information Officer (CIO) of the U. S. Cyber Command. He has commanded No XIII Squadron (Tornado GR4A) and Royal Air Force Marham; he also served in Turkey as the Commander British Forces Op RESINATE (NORTH) and was responsible for all in-country air operations planning during the run-up to Op TELIC. For service during these commands, he has been awarded a Queens Commendation for Valuable Service, and was appointed OBE and then CBE. Following promotion to Air-Vice Marshal, he took command of No 2 Group in 2011, and then in 2012 he also assumed the additional duties of Chief of Staff Operations and Support, a role which included responsibility for operational planning and direction for AIR Command. Osborn s staff tours have all had a Capability focus. During his time as the 1* Head of Capability Deep Target Attack, he was appointed as the Senior Responsible Owner for Combat Air, Land Forces Engagement and Complex Weapons, and as Programme Director for Carrier Strike. During his time as the 2* Director Capability Joint Forces Command, he stood up the Capability role within the Command, a responsibility that included planning and programming authority for Defence C4ISR, Special Projects, Joint Medical and Joint Logistics. In Jan 2015, he was promoted to Air Marshal and assumed his current role as Chief of Defence Intelligence. 87 Vice Admiral William A. Brown Deputy Commander, U.S. Transportation Command Vice Adm. William A. Brown is the deputy commander, U.S. Transportation Command, Scott Air Force Base, Ill. USTRANSCOM is the single manager for global air, land, and sea transportation for the Department of Defense. Brown previously served as the USTRANSCOM director of Strategy, Policy, Programs, and Logistics (J5/4). Prior to his arrival at USTRANSCOM from Headquarters United States European Command, Stuttgart-Vaihingen, Germany, Brown served as the director of Logistics (J4). He directed logistical support for U.S. forces assigned to the United States European Command theater of operations. He previously served as commander, Fleet and Industrial Supply Centers, San Diego. Prior to assuming his position at COMFISCS, he served as the fleet supply officer at U.S. Fleet Forces Command in Norfolk. Brown hails from Gloucester County, Virginia. A Naval Reserve Officers Training Corps scholarship student at Virginia Military Institute, he was commissioned in the Navy in May He received a master's degree in Business Administration from the Navy Postgraduate School in 1990 and attended Stanford Business School Executive Training Program in Brown has served in a variety of sea and shore duty assignments providing him with extensive logistics and management expertise. His initial sea tour was aboard USS John F. Kennedy (CV 67), where he served as disbursing officer, wardroom officer, and stock control officer. He served as supply officer aboard USS Leftwich (DD 984) during Operation Nimble Archer and completed his sea assignments as supply officer aboard USS George Washington (CVN 73) during Operation Southern Watch in Ashore, he was assigned to the Naval Air Systems Command; the former Naval Aviation Supply Office; Commander, Naval Air Force, U.S. Atlantic Fleet; Naval Supply Systems Command and commander, Naval Air Forces. During the initial phases of Operations Enduring Freedom and Iraqi Freedom, he was the operations director at the Naval Inventory Control Point, Philadelphia. His awards include the Defense Superior Service Medal, Legion of Merit (four awards), Meritorious Service Medal (four awards), Navy and Marine Corps Commendation Medal (two awards), Navy and Marine Corps Achievement Medal and various other decorations. He is a qualified Naval Aviation Supply Corps Officer and Surface Warfare Supply Corps Officer. Rear Adm. Brown is a 1989 recipient of the Navy League's Vice Admiral Robert F. Batchelder Award. GALLAGHER VICE ADMIRAL UNITED STATES NAVY (RETIRED) Former U.S. Military Representative to the NATO Military Committee Dick Gallagher is employed as a Highly Qualified Expert - Senior Mentor for the Joint Staff J7 in support of Combatant Command and Joint Task Force Operations and Exercises and as a Senior Fellow in support of the National Defense University s Pinnacle, Capstone, and Keystone programs. He graduated from the U.S. Naval Academy in June 1976 and was designated a naval aviator in September 1977 at Chase Field in Beeville, Texas. He earned a bachelor s degree in physics and a master s degree in public administration from George Washington University, and attended the military s Industrial College of the Armed Forces. VADM Gallagher retired from the United States Navy in 2012 after 36 years of service. His final duty was in Brussels, Belgium as the U.S. military representative to the NATO Military Committee where he represented the CJCS in strategic planning, crisis response and financial management of the 27 member political-military alliance of NATO. He previously served as the U.S. European Command s director of the European Plans and Operations Center, and then remained in Germany to become the EUCOM deputy commander. In this capacity he was solely responsible for planning, coordination and execution of the U.S. military s operations in 93 countries on 3 continents and he led the 100,000 military and civilian personnel in Europe through continual change involving base closures, mission increases, war initiation, personnel reductions and the creation of the U.S. Africa Command. Previous flag officer assignments include Commander Carrier Group 4, which was re-designated Commander, Carrier Strike Force Training Atlantic, and head of Policy with NATO at SACLANT in Norfolk, Virginia. VADM Gallagher also commanded the aircraft carrier USS John C. Stennis, USS Inchon the world s only mine counter measures command and support ship, the Navy Fighter Weapons School (TOPGUN) and Fighter Squadron 142 making two deployments aboard the USS Dwight D. Eisenhower spanning Desert Shield and Desert Storm. Gallagher has logged more than 4,000 flight hours and 800 carrier landings while operating a number of different fighter aircraft, including the F-4, F-14, F/A-18 and F-16N. He has received two Defense Distinguished Service Medals, two Defense Superior Service Medals, four Legions of Merit, two Meritorious Service Medals, two Navy and Marine Corps Commendation Medals, the NATO Meritorious Service Medal, and numerous other awards. He was recently awarded the Amicus Wimpina medal by the good people of Bad Wimpfen, Germany, signifying their long relationship and mutual respect. He has also participated in two forums on Iran sponsored by the Hinckley Institute of Politics in Salt Lake City and UCLA, dealing with issues regarding the Iran-U.S. relationship, giving his expert opinion on the subject. Gallagher was recently elected to the board of and currently volunteers with the National Ability Center of Park City, Utah, helping those with disabilities learn adaptive skills through sports and recreation. 3-C
