John Allen is the Air Force Director of Civil Engineers, Deputy Chief of Staff for Logistics, Engineering & Force Protection, Headquarters U.S. Air Force, Washington, D.C. He is responsible for providing policy and oversight for the planning, development, construction, maintenance, utilities and environmental quality of 183 Air Force bases worldwide valued at more than $297 billion. This responsibility includes housing, fire emergency services, explosive ordnance disposal and emergency management services. He also influences resourcing for installation support functions with an annual budget of $11 billion and is the focal point for organizing, training and equipping the 51,000-person engineering force. Allen, Jr. is the Principal Assistant Deputy Administrator for Military Application, National Nuclear Security Administration, Department of Energy, Washington, D.C. He assists the Deputy Administrator for Defense Programs to ensure the nation sustains safe, secure, and effective nuclear weapons. Col Allen entered the Air Force in 1994 after receiving his commission through the Air Force Reserve Officer Training Corps program at Texas A&M University. Buzz August is the Deputy Director of Operations, Strategic Deterrence and Nuclear Integration for Air Mobility Command. He assists the director for policy and procedures for rapid global mobility air operations and transportation functions assigned to the command. 7 BRIGADIER GENERAL (DR.) SHARON R. BANNISTER Brig. Gen. (Dr.) Sharon Bannister is the Deputy Assistant Director, Education and Training, Defense Health Agency, Defense Health Headquarters, Falls Church, Virginia. She directs the joint development and sustainment of the Department of Defense medical training initiatives and academic policy, leading 509 staff across two regions with an annual operating budget of $61.5 million. She is directly responsible for the three medical institutes that graduate over 28,000 enlisted medical personnel annually, provide combat trauma and joint medical operations training to over 260K DoD personnel, and provide leadership training opportunities for approximately 10,000 current leaders of military healthcare organizations. Additionally, as the Assistant Surgeon General for Dental Services, the general provides policy and operational advice to the Air Force Surgeon General on matters involving the dental practice of 1,000 dentists and 2,500 technicians. Prior to this assignment, General Bannister served as the Deputy Program Officer of the Military Health System Program Management Office, Office of the Assistant Secretary of Defense for Health Affairs, Defense Health Headquarters, Falls Church, Virginia. Col Brown graduated from Florida State University in 1994 with a degree in Criminal Justice and earned his commission through the Air Force Reserve Officer Training Corps. He is responsible for the wing s KC-10 Extender and C- 17 Globemaster III aircraft that provide global mobility support for national security objectives, combat operations, contingencies, and humanitarian relief efforts worldwide through aerial refueling and air land capabilities. Dozier is the Vice Commander, 5th Air Force, and Director, Pacific Air Forces Joint Air Component Coordination Element, Yokota Air Base, Japan. Fifth Air Force conducts joint and bilateral planning and engagements to defend Japan and respond to regional contingencies. Fesler is the Vice Director of Operations, Headquarters North American Aerospace Defense Command, Peterson Air Force Base, Colo. Friedrichs is the Air Combat Command (ACC), Command Surgeon, located at Joint Base Langley-Eustis, Virginia. He organizes, trains, equips and maintains combat-ready medical forces for rapid deployment and employment. He is responsible to the ACC Commander for the healthcare of 81,000 activeduty and civilian personnel located worldwide. 15 medical treatment facilities and more than 300 operating locations worldwide fall under his responsibility through medical contingency operations; a comprehensive, communitybased health care system; and human weapon system integration. As the Combat Air Forces medical lead agent, they develop medical strategy, doctrine, concepts, tactics and procedures for medical air power employment. His Office is also the Air Force's medical global force provider supporting U.S. Joint Forces Command with wartime taskings and worldwide crisis response. In his additional role as the AF Medical Service Readiness Goal Champion he is responsible to the Surgeon General to organize, improve and report the Air Force Medical Service readiness measures. Brig Gen Friedrichs received his commission through the Reserve Officer Training Corps in 1986 and his Doctor of Medicine degree (M.D.) from the Uniformed Services University in He has served as a Clinical Assistant Professor of Surgery at the Uniformed Services University and published ten peer-reviewed surgical articles. Froehlich is the Director of Logistics, Engineering and Force Protection, Headquarters Air Force Global Strike Command, Barksdale Air Force Base, Louisiana. As director, he leads more than 200 professionals across eight divisions. He is responsible for integrating strategy, policy, resources, performance management and human capital development in support of the more than 18,500 maintenance, munitions, supply, transportation, civil engineering, and force protection personnel who serve throughout the command. A4 is responsible for integration, advocacy, and oversight of the nation's largest nuclear weapon storage facility, its Minuteman III intercontinental ballistic missiles, B-1, B-2 and B-52 bombers while also performing lead command functions for the Air Force's UH-1N helicopter fleet, the E-4B National Airborne Operations Center aircraft (NAOC), and the NC3 system. Colonel Froehlich provides combatant commanders with combat ready forces and equipment to conduct the strategic nuclear deterrence and global strike operations. General Froehlich received his commission in 1992 after graduating from the University of Tennessee with military distinction. Twenty-fourth Air Force and AFCYBER personnel build, operate, secure, defend and extend the Air Force portion of the Department of Defense global network. Joint Force Headquarters-Cyber personnel perform operational planning as part of coordinated efforts to support Air Force component and combatant commanders and, upon the approval of the President and/or the Secretary of Defense, the execution of offensive cyberspace operations. The general assists the commander in directing the activities of two cyberspace wings and the 624th Operations Center, all headquartered at JBSA-Lackland, Texas. King is the Director of Logistics, Engineering and Force Protection, Headquarters Pacific Air Forces, Joint Base Pearl Harbor- Hickam, Hawaii. Kosinski is the Director, Commander s Action Group, United States Africa Command, Kelley Barracks, Stuttgart, Germany. Lasica is the Commander, 31st Fighter Wing, Aviano Air Base, Italy. He commands the only permanently assigned U.S. Air Force fighter aircraft wing in NATO s Southern Region. Lauderback serves as the Director of Intelligence for the Combined Joint Task Force-Operation Inherent Resolve, Southwest Asia. She leads intelligence operations and analysis for the CJTF Commander and staff to accomplish the mission of military defeating the Islamic State of Iraq and Syria. General Lauderback graduated from Clemson University in 1993 with a Bachelor of Arts in political science. Her career as an intelligence officer spans the strategic, tactical and operational levels of war throughout the Pacific, Central and European theaters of operation. Her command experience includes leading the National Air and Space Intelligence Center where she was responsible for providing a broad range of integrated, tailored assessments and services to joint operational forces, national policy makers and the acquisition community. She served as the Commander, 67th Cyberspace Operations Group where she oversaw the execution of offensive cyberspace operations, network attack and exploitation. Marks is the Air Mobility Command Surgeon and Chief of the Air Force Nurse Corps, serving at Scott Air Force Base, Illinois. As chief medical consultant to the Commander, Air Mobility Command, he ensures maximum combat readiness, operational health, and efficient delivery of health care to 448,000 beneficiaries. He provides guidance on medical capabilities through plans, operational policies, military specific medical training, consultation, and financial management. General Marks oversees the health care services provided by 6,250 medical personnel at 11 military treatment facilities and two aeromedical evacuation squadrons. He oversees a medical budget of $781 million and assets exceeding $1.6 billion. As Command Surgeon, General Marks is responsible for clinical oversight of the Air Force global aeromedical evacuation system which is a keystone of our national en route care capabilities. En route care consists of care for combat casualties from the point of injury on the battlefield all the way to definitive care at U.S.- based military medical centers. The general leads clinical operations capability development and sets research priorities for aeromedical evacuation and the transformational Air Force Critical Care Air Transport Teams and Tactical Critical Care Evacuation Teams. As Chief of the Air Force Nurse Corps, he creates and evaluates nursing policies and programs for 19,000 active-duty, Guard and Reserve nursing personnel. 66 UNITED STATES AIR FORCE Colonel Michael E. Martin Col Michael E. Martin is the Director of Air Force Resilience under the Deputy Chief of Staff for Manpower, Personnel and Services, Headquarters U.S. Air Force, Arlington, Va. He is responsible for providing strategic solutions that maximize resilience and normalize helpseeking behavior as strength, and for delivering the most effective prevention and response to interpersonal and self-directed violence through engaging Airmen and their families early, and pushing professional help to our Airmen in their units. Prior to this assignment, he was the Commander, 24th Special Operations Wing, Hurlburt Field, Florida. Col Martin graduated from Texas A&M University as a Reserve Officer Training Corps distinguished graduate, and was commissioned in the Air Force in December He began training as an Air Traffic Control officer in November Later, he was accepted into the Combat Control training pipeline in 1998; throughout his training and operational career, he acquired skills as a combat diver, joint terminal attack controller, master static line and military freefall parachutist eventually earning both German and Irish parachutist wings. Col Martin has led Special Tactics and Special Operations Forces during Operations SOUTHERN WATCH, ENDURING FREEDOM, IRAQI FREEDOM and NEW DAWN and participated in joint combat missions during Operations ANACONDA in 2002 and PHANTOM FURY (Battle of Fallujah II) in Col Martin developed and executed combat tactics, techniques and procedures for the Iraqi Counter- SCUD mission in support of the 2003 invasion. Col Martin also commanded the 21st Special Tactics Squadron on two deployments to Iraq and Afghanistan in 2008 and After squadron command, Col Martin was assigned to Headquarters Air Force as the Chief of Checkmate and the Director of the Air Force Pakistan/Afghanistan Coordination Cell. Upon completion of National War College, Col Martin led the 724th Special Tactics Group first as Deputy Commander then Commander. He then served as the Deputy Commander for Special Operations Command Africa, and was subsequently selected as the 24th Special Operations Wing Commander. 70 Colonel David N. Miller, Jr. is the Director of Plans, Programs and Financial Management, Headquarters Air Force Space Command, Peterson Air Force Base, Colorado. 72 COLONEL CHRISTOPHER J. NIEMI U N I T E D S T A T E S A I R F O R C E Colonel Christopher J. Niemi is the Commander, 3rd Wing, Joint Base Elmendorf-Richardson, Alaska. The 3rd Wing provides the commander, U.S. Pacific Command, trained and equipped tactical air dominance forces, command and control platforms, and strategic and tactical airlift resources for contingency operations and also provides the commander, U.S. Northern Command, immediate early airborne detection, warning, surveillance and interception of hostile forces within the Alaskan North American Aerospace Defense Command Region. The wing flies the F-22, C-17, C-12 and E-3 aircraft and is responsible for over 2,200 assigned Airmen. Colonel Niemi entered the Air Force in 1993 as a graduate from the Air Force Reserve Officer Training Corps at the Georgia Institute of Technology. During his first F-15E operational assignment at RAF Lakenheath, he served as a combat mission commander during Operation ALLIED FORCE. He attended the USAF Weapons School enroute to Seymour Johnson AFB, N.C., where he was selected as one of eight F-22 Initial Operational Test and Evaluation pilots. Colonel Niemi was subsequently assigned to numerous F-22 training, tests, and operational squadrons, after which he served as the Senior Air Force Advisor to the Deputy Assistant Secretary of Defense for Force Development, Office of the Under Secretary of Defense for Policy. PIETRYKOWSKI Colonel Susan Pietrykowski is the Deputy Command Surgeon, Headquarters Air Combat Command, Joint Base Langley-Eustis, VA. She advises the Commander of ACC on medical issues during ACC/SG absences and serves as ACC s Senior Medical Service Corps officer. The ACC/SG directorate organizes, trains, equips and maintains combat-ready forces for rapid deployments and employment. The ACC/SG is also responsible for the health of 88,000 active-duty and civilian personnel, as well as to provide reachback support for 3 Air Force Forces (AFFOR) SGs and more than 300 operating locations worldwide through medical contingency operations. The SG Directorate guides modernization and development of $292M WRM deployable ground medical & $89M homeland defense assets. Quinn is the Chief, Strategic Planning Integration Division, Office of the Deputy Chief of Staff for Strategic Plans and Requirements, Headquarters U.S. Air Force. He leads the total force team tasked with integrating all Air Force core function support plans into the Air Force s overarching $140 billion annual plan. Colonel Quinn s division develops a forward looking, thirty year costconstrained Resource Allocation Plan that builds and sustains an Air Force capable of executing roles and missions as directed by National strategic guidance. 78 COLONEL GEORGE M. REYNOLDS Colonel George M. Moose Reynolds is Vice Commander of the 25th Air Force, Joint Base San Antonio-Lackland, Texas. He is responsible to the commander for providing multisource intelligence, surveillance and reconnaissance products, applications, capabilities and resources; electronic warfare and integrating cyber ISR forces and expertise. The 25th Air Force includes the 70th, 363rd and 480th ISR Wings, the 9th Reconnaissance Wing, 55th Wing, 319th Air Base Wing, the Air Force Technical Applications Center and all Air Force cryptologic operations. 83 UNITED STATES AIR FORCE BRIGADIER GENERAL SHARON A. SHAFFER Brigadier General Sharon A. Shaffer is the Commander, Air Force Legal Operations Agency (AFLOA), Joint Base Andrews, Maryland. As the Judge Advocate General's Corps' only G-Series commander, she is responsible for the command and control of a 900-member organization of legal professionals composed of officers, enlisted members, civilian attorneys, paralegals and support staff, operating at 76 locations worldwide. She is responsible for assisting The Judge Advocate General in the administration of military justice throughout the Air Force, and defending the Air Force in civil litigation before federal and state courts and administrative boards. She is also responsible for training Air Force legal professionals through The Judge Advocate General's School, and providing legal information technology support to Air Force legal offices worldwide. Additionally, AFLOA is organized around a system of Field Support Centers of legal specialists. They include legal experts in military justice, commercial litigation, contract law, aircraft accident investigations, environmental law, labor law, medical law, utility litigation, tort law, and the Air Force Claims Service Center. Brigadier General Shaffer was commissioned as an Air Force officer through the direct appointment program and entered active duty on 5 February She has served as a Circuit Trial Counsel, Circuit Defense Counsel, Military Judge, and Staff Judge Advocate for Air Force Reserve Command, Pacific Air Forces, and Air Combat Command. 86 BIOGRAPHY UNITED STATES AIR FORCE COLONEL DAVID W. SNODDY Colonel David W. Snoddy is the Vice Commander, U.S. Air Force Warfare Center, Nellis Air Force Base, Nevada. The USAFWC's mission is developing innovative leaders and full spectrum capabilities through responsive, realistic, and relevant Air Force and Joint testing, tactics development, and advanced training across all levels of war. The center ensures deployed forces are well trained and well equipped to conduct integrated combat operations. From operational testing and tactics development programs to the advanced training schools, exercises and venues, the center provides Airmen with proven and tested technology, the most current tactics, superb academic training and a unique opportunity to practice integrated force employment. The center functions as a team of innovative, highly skilled Airmen providing effective weapons, tactics, and command and control integrated across air, space and cyberspace for the Joint Force Commander. The USAFWC is organized under Air Combat Command into four wings, two named activities, and one detachment with more than 11,000 Airmen serving in the 57th Wing, 53rd Wing, 99th Air Base Wing, 505th Command and Control Wing, the Nevada Test and Training Range, and the Air Force Joint Test Program Office. Colonel Snoddy graduated from Kent State University, Kent, Ohio, in 1992 with a Bachelor of Arts in technology and a minor in psychology. Upon graduation, he received his commission through the Air Force Reserve Officer Training Corps. He has served on staffs at Headquarters Air Force, two joint sub-unified commands, and Office of the Secretary of Defense levels. Colonel Snoddy's professional experience includes cyberspace operations, policy development, executive services, architecture planning, network operations, and mission systems maintenance. His tactical experience includes service with Joint Task Force-Southwest Asia's Joint Intelligence Center during Operation Southern Watch and as the J6 for a Joint Special Operations Task Force during Operations Iraqi Freedom and Enduring Freedom. STEWART Brigadier General Phillip Stewart is the incoming commander for the NATO Alliance Ground Surveillance Force (NAGSF) at Naval Air Station Sigonella, Italy. He is scheduled to take command on 10 September 2018 and is currently undergoing NAGSF immersion at Ramstein Air Base, Germany. Brig Gen Stewart was commissioned in 1992 through ROTC after graduating from the Georgia Institute of Technology. He has earned master s degrees in Military Studies and Operational Planning, both from the Marine Corps University, as well as a master s in Strategic Studies from the U.S. Army War College. Additionally, Brig Gen Stewart is a graduate of the School of Advanced Warfighting at the Marine Corps University. He has commanded at multiple levels including twice in combat, first as Commander of the 362 nd Expeditionary Reconnaissance Squadron at Balad Air Base, Iraq, and most recently as Commanding General of NATO Train Advise Assist Command-Air (TAAC-Air) and 438 th Air Expeditionary Wing Commander in Kabul, Afghanistan. In addition, he served as the Wing Commander of the 9 th Reconnaissance Wing at Beale Air Force Base, California. Brig Gen Stewart s staff duties include tours in USAFE as the Deputy USAFE A3/10 (Ramstein Air Base, Germany), and on the Joint Staff in the J-5 (The Pentagon, Washington, DC), first as the Assistant Deputy Director for Political- Military Affairs for the Middle East, and later as the Senior Executive Assistant to the Director of the J-5. He leads a wing of 7,847 personnel in the developmental test and evaluation of F-35, KC-46, F-22, F-16, B-1, B-2, B-52, C-17, C-130, KC-135, Global Hawk, joint remotely piloted aircraft and emerging technologies. Additionally, General Teichert is the Installation Commander responsible for operating the base and supporting more than 11,000 active duty, reserve, civil service and defense contractors at Edwards, the second largest base in the U.S. Air Force.
