Aircrew Training Program Inspector and Team Chief, Aircrew Training, Directorate of Air, Space, and Information Operations (A3T), Headquarters Air Mobility Command (AMC), Scott AFB, Illinois, Led HQ AMC Operations & Training team members in assessment inspections and staff assistance visits of AMC field units. Documented the results of inspections with grades for AMC Director of Operations (A3) and AMC Commander. Provided unit, squadron and group commanders detailed items for improvement to implement. Responsible for developing and recommending policy improvements for aircraft and aircrew training and operating procedures. Compiled command trend data. Based on analysis of that data, suggested enhancements of command policy to AMC leadership. Global Operations Director, Tanker Airlift Control Center (TACC) HQ Air Mobility Command, Scott AFB, Illinois, Command executive agent responsible for the overall accomplishment of air mobility operations worldwide averaging more than 350 flights daily. Those missions included short-notice humanitarian relief, Presidential support, Prime Nuclear Airlift Force (PNAF), joint/combined exercises, aeromedical evacuations, contingencies, special operations and politically sensitive flights. Provided airlift command and control for Operation EDURING FREEDOM resulting in over 560,000 troops and 442,000 tons of cargo delivered to USCENTCOM. Oversaw the movement of the 101 st & 82 nd Airborne, 10 th Mountain, 3d Marine Expeditionary Unit, Canadian, and French forces into and out of Afghanistan and Iraq. Controlled flights carrying the first US diplomats to new Afghan government, the Iraqi Civilian Coalition Authority to meetings with the President, and high level Defense Department and Military leadership to consulted with European partners. Directed the aeromedical evacuations of repatriated POWs, critically wounded warriors, and injured Iraqi children needing reconstructive surgery. Managed the transport of M-1 tanks to forward Iraqi airfields and airlift of Army Special Forces into Jordanian airfields. Instructor Pilot, KC-135, Reservist and Air Reserve Technician (ART), 77th ARS Seymour Johnson AFB, North Carolina, Instructed over 60 pilots in initial qualifications for the 916 th Air Refueling Wing s conversion from the KC-10 to the KC-135 aircraft. Conversion accomplished six months ahead of schedule. Managed unit training programs and increased unit semi-annual and annual training completion rates from 82% to 99%. Developed large scale and multi-service tactical training programs to provide realist combat training for aircrew, planning staff, and unit leadership. Created flying portion of the 916 th ARW's first operational readiness 2
3 exercise. Deployed to Pisa, Italy to fly missions in support of Deliberate Guard and NATO Operations in Bosnia and Europe. Chief, KC-135 Test Pilot/ Chief of Safety, 337 th Flight Test Squadron, McClellan AFB, California, Developed initial KC-135 flight test operations at McClellan AFB. Designed KC-135 mission qualification and training programs for the 337 th FLTS. Commanded functional check flights (FCF) which tests the aircraft's flight controls, engines, major systems, manual and emergency systems. Certified airworthiness of depot overhauled and rebuilt aircraft. Was the final quality control officer for a half-billion dollars per year aircraft depot production line. Pilot member of the Sacramento Air Logistics Center s Material Safety Task Group (MSTG) charged with implementing mishap safety report recommends for material improvements in A-10 and F-111 weapon systems. As Safety Officer, conducted risk analysis of all 337 th squadron s A-10, F-111, and KC-135 operational test and evaluation (OT&E) missions. Qualified in over 30 different mission design series (MDS) of C-135 aircraft to include KC-135 A, D, E, Q, R, T and EC-135C. Aircraft Commander/Pilot, KC-135R, Squadron Safety Officer 306 th Air Refueling Squadron, Altus, Oklahoma, Conducted air refueling and cargo missions worldwide. Supported our national nuclear deterrence by sitting quick reaction alert for the Single Integrated Operational Plan (SIOP). Flew 55 sorties in Operation DESERT SHIELD/STORM/CALM. Deployed as part of the first group to set up air refueling operations at King Khalid International Airport, Riyadh, Saudi Arabia in August Later moved operation to Al Dhafra Air Base, United Arab Emirates. Supported joint counternarcotics operations in Caribbean, Central and South America out of deployed location at Howard AB, Panama Canal Zone ( ). Commanded the first AMC s KC-135 experimental palletized cargo channel mission which established the command model for future KC-135 channel missions. 4 ADDITIONAL EXPERENCE Co-Managing Student Editor, Journal of Homeland and National Security Perspectives, Center for Security Studies, Angelo State University, San Angelo, Texas, Homeland Security Field Experience: Love Field Active Shooter Exercise, First of its kind, comprehensive largescale multi-agency active shooter exercise conducted overnight at Love Field, Dallas, Texas. Acted as an armed individual. Evaluated, assessed and suggested areas of improved response for airlines, Federal, State, and local law enforcement, and Love Field management. Emergency Management Field Experience: Hurricane Fran, 1996, Goldsboro, North Carolina. Category 3 hurricane with winds at landfall of 137 mph passed less than 10 miles west of Goldsboro. Estimated winds in excess of 90 mph caused extensive damage throughout the region. Acted as a volunteer and first responder to associated disaster impacts in the community such as extended power and potable water outages, physical and environmental damage, and critical infrastructure restoration. Experienced firsthand the destructive power of a large hurricane.
