SIMONE Commandant, Defense Language Institute Foreign Language Center, and Commander, Presidio of Monterey Colonel Sirnone was born in New Jersey in He attended the U.S. Mihtary Academy at West Point, New York and graduated with a Bachelor of Science degree in After serving eight years in field artillery cannon units, Colonel Shone attended Columbia University, receiving his Master of Arts degree in International Affairs in From 1985 until 1988, Colonel Sirnone served as an Assistant Professor of Soviet Studies in the Department of Social Sciences at West Point, and completed a Master of Philosophy degree in Political Science at Columbia University and the Certificate of Advanced Training in Soviet Studies from the Averell Harriman Institute. From June of 1988 until June of 1989, Colonel Simone was Operations Officer of lst Battalion, 15th Field Artillery in South Korea. He then attended the Armed Forces Staff College, the U.S. Army Russian Institute Germany, and the Defense Attach6 Course. In 1998, Colonel Simone returned for another two years in Moscow as the Army Attach6. From August 2000 to May 2003, he commanded the European Operations Division of the Defense Threat Reduction Agency's On-Site Inspection Directorate, based in Darmstadt, Germany. On 4 June 2003, Colonel Simone became the Commandant of the Defense Language Institute, and Commander of the Presidio of Monterey and Ord Military Community. From 1993 to 1995, Colonel Simone served as the Assistant Army Attach6 in Embassy Moscow. After his tour in Russia, Colonel Simone was stationed in Vienna as the Assistant Joint Staff Representative to the U.S. Delegation to the Organization for Security and Cooperation in Europe (OSCE).
2 BIOGRAPHY UNITED STATES AIR FORCE COLONEL DANIEL L. SCOTT Colonel Scott is the Assistant Commandant, Defense Language Institute Foreign Language Center at the Presidio of Monterey, California. Previously, as the Deputy Director of Intelligence at U.S. Central Command, he directed targeting during Operations ENDURING and IRAQI FREEDOM. He has also commanded RC-135 Rivet Joint operations at the 390th Intelligence Squadron (AIA), Kadena AB, Okinawa, Japan. Colonel Scott's experience includes a Joint Staff Tour where he was an Air Forces Analyst for the Joint Warfighting Assessment Division in the Directorate for Force Structure, Resources, and Assessment (5-8). Colonel Scott graduated from the U.S. Air Force Academy in 1979 and entered active duty as a Cryptologic Management Officer. He initially served in Rivet Joint operations with the Electronic Security Command in Okinawa. During DESERT SHIELDISTORM, Colonel Scott was the Operations Officer for the 6975th Electronic Security Squadron (Provisional) and was responsible for RIVET JOINT, Communications Security, and Special Intelligence Support operations. Colonel Scott's staff experience includes long range planning at Headquarters, Electronic Security Command, Force Structure and Joint Warfighting Assessments on the Joint Staff, Strategy and policy at U.S. STRATCOM, and Chief Intelligence Support, National Airborne Operations Center (NAOC). He is a graduate of the National Security Agency's Junior Officer Cryptologic Career Program. Colonel Scott attended the University of Zaragoza, Spain, as an Olmsted Scholar and attended Air Command and Staff College as an exchange officer in Venezuela. He was also a National Defense Fellow at the University of Miami, Florida. Colonel Scott is a Foreign Area Officer for Russia and Latin America. Colonel Scott's wife, Martha, is a retired Air Force officer and communications specialist from Albuquerque, NM. They have two daughters, Lisa and Jacqueline, and one son Jeffrey. 4 CSM MICHAEL P. SHAUGHNESSY CSM Michael P. Shaughnessy was born in Bradford, Pennsylvania and joined the Army in 1976 under the Delayed Entry Program. After he entered active duty in April 1977, he completed Basic Training at Fort Leonard Wood, Missouri; the Basic Arabic Language Course at DL1 and 98G AIT at Goodfellow AFB, Texas. CSM Shaughnessy's first assignment was as an EWISIGINT Voice Interceptor to the 265' ASA Company, Fort Campbell, Kentucky. During his career, he has served as Squad Leader, Platoon Sergeant Field First Sergeant Senior Transcriber, Senior Instructor, Detachment NCOIC, Recruiter and Career Manager, Chief of Military Language Instructors, Garrison Sergeant Major and Battalion Command Sergeant Major. His assignments have included: Fort Campbell where he served in the 265th ASA Company and the 31 l'h MI Battalion (CEWI); US Army Field Station Augsburg, Detachment Athens, where he worked with the US Air Force 6916~ Electronic Security Squadron; US Army Intelligence School, Fort Devens, Massachusetts, where he taught the Electronic Warfare Operations Course and the 98G Basic Noncommissioned Officer's Course; US Career Program Management Division, Fort Meade, Maryland; Military Intelligence Excepted Career Program Management Division, Fort Meade and DLIFLC, Presidio of Monterey, California. While assigned to USAFIA, CSM Shaughnessy deployed in support of Operations DESERT SHIELDJDESERT STORM, RESTORE HOPE and UPHOLD DEMOCRACY. Since April 2002, he has been assigned as the Command Sergeant Major of the 201" MI Battalion, Fort Gordon, Georgia, where he deployed in support of Operations ENDWG FREEDOM and IRAQI FREEDOM. CSM Shaughnessy is a graduate of the Command Sergeant Major Course, the US Army Sergeants Major Academy; the Department of Defense Strategic Debriefing and Interrogation Course; the Advanced Noncommissioned Officer Course for 98G; the Anti-Terrorism Instructor Course; the Basic Instructornrainer Course; PLDC, The Basic Technical Course for 98G; Air Assault School; 98G AIT and the Basic Arabic Language Course. Additionally he has completed several language refresher courses, management seminars and the Garrison Sergeant Major Course. CSM Shaughnessy holds a Bachelor's Degree in Economics and Political Science from the University of Pittsburgh and a Master's Degree in International Relations from Troy State University. CSM Shaughnessy has been awarded the Bronze Star Medal, the Meritorious Service Medal (20LC); the Joint Service Commendation Medal, the Army Commendation Medal (IOLC), the Good Conduct Medal (9' Award); the National Defense Service Medal; the Armed Forces Emtionary Medal; the Southwest Asia Service Medal (2BSS); the NCO Professional Development Ribbon (Numeral 4); the Army Service Ribbon; the Overseas Service Ribbon; the Liberation of Kuwait (Kuwait) Medal; the Liberation of Kuwait (Saudi Arabia) Medal; the Global War on Terrorism Expeditionary Medal; the Global War on Terrorism Service Medal; the Joint Meritorious Unit Award; the Meritorious Unit Commendation; the Army Superior Unit Award (IOLC) and the Air Assault Badge. CAIRNS Garrison Commander, Presidio of Monterey Colonel Cairns was born in Rome, NY on 20 December He was commissioned through ROTC from Norwich University as a distinguished military graduate. He is married to the former Margaret (Greta) Hardin of Coral Gables, Florida; they have four children. His assignments include: Platoon Leader in 4th Infantry Division; Supply Officer in 5th Special Forces Group (ABN); Company Commander in 1 gth Airborne Corps; Detachment Commander and Adjutant in 3rd Battalion, 5th Special Forces Group (ABN); Adjutant and Company Commander in 1'' Battalion, 3rd Special Forces Group (ABN); Com any Commander and Battalion S-3 in 3' a Battalion, 1 oth Special Forces Group (ABN); Group S-3 in loth Special Forces Group (ABN); Chief of Personnel Monitorship in USSOCOM; Battalion Commander in 2nd Battalion, 1 St Special Warfare Training Group (ABN); Deputy Group Commander in 1 St Special Warfare Training Group (ABN); and Executive Officer for the Commanding General, lst U.S. Army.
