2 Acting Chief, Contingency Planning & Force Readiness Division, 17 th Coast Guard District (Alaska) 5/2013-6/2014 Responsibilities: Trusted to serve in acting role above pay grade to lead a complex portfolio of Arctic and preparedness activities for all Alaska. Effectively led and oversaw team of 17 including Commanders (O5), GS-14s and more junior personnel with a combined budget of $3.8 mil. Selected Major accomplishments: Arctic Shield- During a period of unprecedented national & international focus on the Arctic, used superior leadership to personally oversee planning of Operation Arctic Shield, the CG s seasonal Arctic operation for 2013 & 2014, with annual budgets of ~$1-3 mil across multiple offices, field units, ships & aircraft, including OPLAN development. Superb project management skills ensured several seasons of heightened CG search and rescue and pollution response readiness, growing tribal outreach and enhanced waterways safety across the Arctic. SONS 2013 Senior Leader Seminar: Effectively partnered with regional government and tribal stakeholders as a key member of Alaska Coast Guard s Spill of National Significance exercise series, which brought together 100+ regional senior leaders that enhanced regional cooperation and raised critical issues to national leadership. Chief, Contingency Planning Department, Coast Guard Sector New Orleans 7/2009-6/2012 Responsibilities: Personally led preparedness activities for natural and humancaused disasters in one of the busiest and highest risk ports in the U.S; key leader in disaster & spill response. Oversaw the readiness and safety programs for 16 cutters and small boat stations, totaling nearly 800 military, reserve and civilian Coast Guard personnel. Directly supervised 17 people with $115K budget. Selected Major accomplishments Incident management- NIMS ICS Planning Section Chief (PSC) for numerous large & medium incidents. Effectively used expertise, leadership and diplomacy in high-stress situations to save lives and protect the environment. Cases included Cedyco Mud Lake spill (2nd largest in US in 2010, after Deepwater Horizon), numerous barge spills, historic 2011 Mississippi High water. Key member of Deepwater Horizon initial response and hurricane contingency planning team, ensuring the massive response structure was ready to protect people and equipment from a storm. Port Security: Quantified and mitigated security risks for the lower Mississippi River by working with port security stakeholders, and assisted with oversight of over $60 million in Port Security Grants. Major project management & collaboration- War of 1812 commemoration- key planner for first stop in multi-port national event, collaboration with USN and local LE partners; ensured waterways safety and security for 4 tall ships and 6+ U.S. and international naval vessels, as well as raising visibility for USCG as important maritime service. New Orleans Area Contingency Plans Improvements: Led team that collaboratively worked with stakeholders to update spill response plans; used adroit personal diplomacy and public speaking to gain buy-in with State and Parish leaders, industry and NGOs in a politically charged environment. Resulted in a revitalized area committee and on-time/on budget plan updates. 2
3 Marine Transportation Policy Analyst, Coast Guard Headquarters 7/2006-6/2009 Responsibilities: Responsible to develop and execute CG and interagency policies to improve the nation s Marine Transportation System, address salvage & waterway obstructions, and promote collaborative safety policies as part of the team that hosted the National Harbor Safety Conferences. Selected Major accomplishments Marine Transportation System (MTS) National Strategy- As key drafting team member, used superior policy expertise and deft political skills to work with interagency partners to create and gain buy-in on comprehensive national strategy for marine transportation policy coordination; joint strategy was approved by 18 Cabinet Secretaries & Agency Heads, which enhanced Federal MTS cohesion. Salvage & hazard to navigation- Recognized national level CG expert; key drafter of CG policy on salvage (Navigation & Vessel Inspection Circular 9-02); shaped interagency actions & promoted salvage preparedness, response, recovery and MTS resilience nationwide. National Harbor Safety Conference leadership team- used effective project management, MTS, and policy expertise to help plan and execute National Harbor Safety Conferences in 2007, 08 and 09; successful events with 300+ senior attendees that promoted best practice sharing, collaboration and partnering to improve safety on the nation s waterways. Coast Guard Strategic Planning- Selected to be part of the CG s enterprise strategic planning effort. Using exceptional judgement and analytical skills, assessed importance of various agency core competencies across future scenarios & determined which competencies were most robust; resulted in CG senior leadership using these strategies to chart future organizational course. Staff officer for Oil, Hazmat, Radiation & Nuclear Detection policy, Office of Response Policy, CG Headquarters 7/2002-7/2004 Responsibilities: Key developer of CG Radiation & nuclear detection policy resulted in dramatically improved ability to prevent nuclear and radioactive items and weapons from entering the US by sea. Also adeptly applied analytic skills to develop policies that maintained robust CG oil spill response capability during post-9/11 national security focus, including maintaining buoy tender fleet spill response capability. Chief, Waterways Management Branch, Coast Guard Marine Safety Office Puget Sound 7/1998-6/2002 Responsibilities: Used policy expertise and collaboration skills to promote waterways safety for the Puget Sound region and approaches, which included increasing the safety of maritime traffic schemes, developing Harbor Safety committee safety protocols, keeping major waterway events safe (such as Seafair, the 1999 World Trade Organization meetings, and Makah tribal whaling).
