In accordance with the Civil Emergency Planning Exercise Policy 1 a consequence management field exercise will be conducted from 8 th to 11 th October 2018, jointly organised by the Euro-Atlantic Disaster Response Coordination Centre (EADRCC) and the Republic of Serbia, the host nation. The field exercise will be preceded by a training programme and a Virtual Reality Exercise with the aim to train and exercise procedures for the Local Emergency Management Authority (LEMA), the UN model On-site Operation Co-ordination Centre (OSOCC) and liaison officers, as well as team leaders of participating consequence management teams. 2. The Main Planning Conference for the EADRCC Consequence Management Exercise SRBIJA 2018 was held from 26 February to 1 March 2017 in Belgrade, Serbia. The outcomes of the Main Planning Conference are captured in the attached Exercise Instructions. 1 EAPC(SCEPC)D(2004)0003-REV3+AS1-1- NHQD96022

The conference further elaborated the scenario and developed sections of the Exercise Instructions, including host nation support, border crossing procedures, financial issues, medical support, logistics, and accommodation. 4. The conference hosted 160 participants from 26 Allied and partner nations. The following international organisations/bodies were also represented: NATO Military Liaison Office Belgrade, UN Office for the Coordination of Humanitarian Affairs (OCHA), EU Emergency Response Coordination Center (ERCC), Crisis Management and Disaster Response Centre of Excellence (CMDR COE), Joint CBRN Defence Centre of Excellence, Centre of Excellence for Military Medicine (MILMED COE), Balkan Medical Task Force, Headquarters Multinational Peace Force South-Eastern Europe Brigade (SEEBRIG), and four local offices of international bodies 2. Seven NATO civil experts participated to the conference as members of the Core Planning Team. 5. Apart from Serbia, 15 nations have indicated their willingness to deploy consequence management teams and 23 nations will provide supporting staff to the exercise. 6. The participants were divided into six working groups led by members of the Core Planning Teams: a) Information Management and Host Nation Support; b) Urban Search and Rescue and Occupational Safety; c) Water Rescue d) CBRN sub-group; e) Medical; and f) Media. The Core Planning Team developed the draft Master Scenario Events List (MSEL) based on the discussions in the working groups and taking into account the announced teams and the exercise sites. 7. The Master Scenario Events List (MSEL) with be further developed by the Core Planning Team. The exercise sites will be prepared by Serbia in close cooperation with EADRCC and the Core Planning Team. 8. Participants are invited to register for the exercise no later 29 th June 2018 by using the team registration forms included in the Exercise Instructions and by using the on-line registration form (available shortly after the FPC) for the exercise staff. 5 APPENDIX 1 1. Introduction GENERAL ISSUES 1.1. The Exercise Instructions reflect the agreements reached by the parties organizing the Exercise "SRBIJA 2018" that is to be held from 8 th to 11 th October 2018 in Serbia The specific framework of the Exercise (dates and programme) can be found in Appendix 5 to Annex All details regarding host nation support can be found in Annex The organizational costs for the exercise will be borne by the host nation and NATO. Limited NATO funds will be available to subsidize partner nations participation that are eligible for financial support. Financial arrangements are specified in Appendix 10 to Annex It is expected that military formations participating in the exercise will work in the spirit of the Oslo Guidelines. In addition, the Memorandum of Understanding on the Facilitation of Vital Civil Cross Border Transport 3 will be applicable during the preparation and conduct of the exercise, subject to consultations with the host nation Elements of these exercise instructions may be subject to change and each organizing party will inform the other of such changes. 2. Exercise description 2.1. The name of the exercise is "SRBIJA 2018" In accordance with the Civil Emergency Planning Exercise Policy 4, a consequence management field exercise will be conducted in October 2018, jointly organised by the Euro- Atlantic Disaster Response Coordination Centre (EADRCC) and the Republic of Serbia, the hosting nation. The field exercise will be preceded by a training programme, a Table Top Exercise and a Command Post Exercise with the aim to train and exercise procedures for the Local Emergency Management Authority (LEMA), the UN model On-site Operation Coordination Centre (OSOCC) and liaison officers, as well as team leaders of participating consequence management teams The scenario for the field exercise is based on urban search and rescue operations, flood response and response to chemical incidents which will affect the civil population and critical infrastructure in the area around Mladenovac The agreed lead-in scenario can be found in Appendix 2. 6 APPENDIX 1 interesting play for the teams and to meet the exercise objectives. The resulting list of events will be circulated as an independent document to members of the Directing Staff only. 3. Exercise Location 3.1. The field exercise will be conducted in six main sites, all located in the vicinity of Mladenovac. Teams participating in the field exercise should arrive on 7 th October 2018 in order to be accommodated, to receive information, and to prepare for the field activities. Departure of teams will be from 12 th October Dates and hours mentioned in these exercise instructions are in local time (UTC/GMT+2 hours), unless stated otherwise The exercise sites are named as follows: Keramika; Markovac; Rabrovac; Kosmaj; Garaši; Šamot; 3.3. Upon arrival, participating teams will be provided with a map of the exercise area, indicating the exercise sites The DISTAFF will adjust the type and intensity of the events in accordance with the type and skills of teams. 4. Exercise Programme 4.1. The exercise will consist of three phases (details in Appendix 5): Phase one: 7 th to 9 th October 2018 arrival of teams to the host country, demonstration of team skills, preparations and training, including a guided discussion among professionals and a command post exercise (CPX) using virtual reality; Phase two: 9 th to 11 th October 2018 field exercise (FTX), the core part of the exercise and hot-wash meetings; Phase three: 12 th October 2018 departure of teams. 5. Exercise participation 5.1. Participants in the field exercise are (detailed participation is in Appendix 6 to Annex 1): The Ministry of Interior of the Republic of Serbia, the Sector for Emergency Management (SEM), the City of Belgrade LEMA (augmented with representatives of authorities of levels included in the response simulation); SEM relief/rescue simulation 1-4

7 APPENDIX 1 teams, the Red Cross with simulation teams, role players and injury make-up teams; ministries, organisations and the Armed Forces of Serbia; Municipalities of Mladenovac and Arandjelovac with required services and simulation teams; NATO International Staff EADRCC, and NATO MLO Belgrade; Crisis Management and Disaster Response Centre of Excellence; Joint CBRN Centre of Excellence; National and NATO Civil Experts working in the exercise command elements; Various international organisations/bodies, regional and national civil or military consequence management teams of NATO and partner nations to be deployed as an EADRU; 5.2. The Host Nation should coordinate invitations to the exercise with full transparency to NATO Allies. Participation of parties other than those listed above will need to be signalled in advance and agreed upon by NATO Allies. 6. The Overall Aim of the Exercise 6.1. The overall aim of the exercise is to enhance interoperability and exercise cooperation, and contribute to enhancing national capabilities of NATO Allies and partners. 7. Exercise Main Objectives 7.1. Support national authorities in building resilience through improved disaster preparedness, planning, prevention and response, and strengthen their capability to manage potential civil emergencies; 7.2. Improve cooperation and tools available to partners; 7.3. Practice EADRCC procedures and capabilities, and test new technologies in order to improve cooperation among Allied and partner nations during a consequence management operation, including response to chemical, biological or radiological incidents; 7.4. Strengthen Serbia s capabilities to receive international assistance and effectively organise and co-ordinate consequence management operations involving international response teams; 7.5. Facilitate cross-border co-operation among neighbouring countries, including by practising the provisions of the Memorandum of Understanding for the Facilitation of Vital Civil Cross Border Transport; 7.6. Conduct a Virtual Exercise and exercise the use of the Virtual On-site Operations Coordination Centre (Virtual OSOCC); 7.7. Practice, as appropriate, co-ordination and co-operation between International Organisations; 1-5

8 APPENDIX Practice internationally agreed guidelines, including the INSARAG guidelines for urban search and rescue teams (USAR); and 7.9. Familiarise Civil Experts with the CEP Crisis Management Arrangements (CMAs) and the NATO Crisis Response System (NCRS). 8. Execution 8.1. The lead-in scenario, the situation at the start of the exercise and the map of the exercise are in Appendix 2 and 3 of Annex 1, respectively The planning responsibility for exercise "SRBIJA 2018" is assigned to the representatives of Serbia and the EADRCC, as well as the DISTAFF WG comprising planners from participating NATO and partner nations and international organisations The following planning milestones have been agreed: The Main Planning Conference in Belgrade: 26 th February to 1 st March 2018; The Final Planning Conference in Belgrade: 14 th to 17 th May 2018; The final site visit of the Core Planning Team in Belgrade: 3 rd to 5 th September Co-ordinating Instructions 9.1. During the exercise, approved procedures and documents will be followed. In particular, the Guidelines for Planning, Conduct and Assessment of International EAPC Exercises 5 will be applied. Selected recommendations resulting from the Conference and Seminar on Lessons Learned from Operations and Exercises Conducted by the EADRCC 6 will be implemented and tested. Lessons identified from previous exercises will be implemented as appropriate All participants are strongly advised to ensure that staff are fully conversant with the content of relevant documents and are following the guidance contained in the relevant instructions Parties organising the exercise are responsible for the conduct of the exercise as well as for issuing appropriate supporting exercise instructions The media activities are specified in the Public Information Strategy in Appendix 11 to Annex Support staff elements will be wearing coloured vests and badges (indicating their roles) while they are at the exercise sites. Command and Management Officers conducting the exercise (OCE): APPENDIX Republic of Serbia: Sector for Emergency Management (SEM) of the Ministry of Interior; NATO International Staff: Team Leader EADRCC, Operations Division The Directing Staff (DISTAFF) will have members from NATO International Staff and participating NATO and partner nations The DISTAFF role is to direct and control the exercise play in order to achieve the exercise objectives. Instructions issued by the DISTAFF are binding for players. The DISTAFF will be fully independent and physically separated from the players and will have complete freedom of action and unlimited access to all information in order to fulfil its function National personnel in Simulation Teams (role players) will assist the DISTAFF to accomplish the aims and objectives of the exercise; Members of the DISTAFF should arrive at the exercise venue no later than 7 th October Emergency Termination and Emergency Suspension: If an emergency occurs, which warrants the temporary suspension or termination of the exercise, OCE may terminate or suspend the exercise by transmitting a no-play message to the DISTAFF Communication and Information Systems (CIS): An IC&T Support Unit will provide communication equipment to ensure proper communication for OSOCC, LEMA, DISTAFF and Evaluators Heads of the DISTAFF, OSOCC and Evaluators are obliged to familiarize the members of their staff with communication procedures Coordination and Communication instructions for the exercise are in Appendix 9 to Annex Occupational Safety: Serbia will provide dedicated safety and security advisers from Police and other competent authorities to the On-site Commanders at each exercise site. 11. Public Information and Media Play A Public Information Centre will be established at the Base of Operations during the exercise and will be manned by representatives from Serbia s authorities. 1-7

10 APPENDIX The main tasks of the Information Centre will be to inform the media and the general public about the "SRBIJA 2018" exercise. In addition, media play (SIMPRESS) will be a part of the field exercise The use of social media in emergencies will be exercised in a closed simulation environment with the aim to capture the public perception and to counter false information. 12. Testing the Use of the MoU on the Facilitation of Vital Civil Cross Border Transport Cross-border co-operation among neighbouring countries is one of the nine main objectives which are to be achieved within the framework of the exercise. Nations participating in exercise "SRBIJA 2018" are invited to test and make use of the provisions of the MoU. Nations that have not signed the MoU are also invited to participate in this particular part of the exercise Most nations participating in the exercise are also MoU Participants (MoU signatory states), which provides an excellent opportunity to test the practical application of the MoU, not least because of the different means of transport that national teams plan to use to reach Serbia. MoU Participants and other nations participating in exercise "SRBIJA 2018" are invited to consider testing the following issues/provisions: The implementation of border crossing procedures and how they are applied (dissemination of the MoU, development and implementation of additional arrangements etc.) Structures involved in the facilitation of cross-border movements, their functions and how they work (POC etc.) The time taken to transport relief personnel and material from the sending state to the requesting state The type of facilitation given by the transiting state(s) and the requesting state Other agreements/arrangements which were applied, and how they work. 13. Employing a Telemedicine System A Multinational Telemedicine System has been developed under the NATO Science for Peace and Security Program. The system was tested in a field environment during exercise UKRAINE 2015 in September 2015, exercise CRNA GORA 2016 in November 2016, and exercise BOSNIA I HERCEGOVINA 2017 In September The project was completed successfully in Exercise SRBIJA 2018 provides an opportunity to employ the possibilities of a telemedicine system to increase and adapt medical support on site by remotely engaging medical experts from assisting nations. 1-8

11 APPENDIX With deployed field telemedicine kits (hand-portable containers), on-site medical personnel will be able to reach back and get advice from medical experts in emergency hospitals in other countries through different communication channels, including satellites. 14. Evaluation An independent multinational evaluation team will be established to evaluate the exercise. Terms of Reference for the Evaluation Team are in Appendix 13 to Annex In order to get a realistic evaluation of participating units capabilities to respond to an emergency situation, those who participate in the planning for the exercise should not be involved in the exercise as players. This will assure that activities during the exercise will be as close to reality as possible The evaluation process will comprise the following stages: A hot-wash after the Field Exercise on 11 th October 2018 as part of exercise phase two; Teams evaluation reports; Evaluators report; A lessons identified conference in January 2019; Exercise report prepared by the EADRCC; and Presentation of the Exercise Report to CEPC On 11 th October 2018, a hot-wash will be conducted, during which the exercise planners, the DISTAFF and team leaders will have an opportunity to exchange views on the conduct of the exercise. The outcome of the hot-wash will be incorporated in the exercise report The Head of the Evaluators Team will submit a report on Exercise SRBIJA 2018 to the EADRCC by 15 th November Based on the evaluation reports and the findings of the participants, the EADRCC will prepare a draft Post Exercise Report. A lessons identified conference will be organized in early 2019 to discuss and finalize the draft Post Exercise Report for submission to CEPC. 15. Training Activities The following training activities for teams will be organised and offered during phase one: Guided discussion among CBRN and medical teams, including team leaders and team members, based on Non-Binding Guidelines and Minimum Standards for CBRN first responders, will be offered. The aim of this guided discussion is to enhance the quality and timeliness of response to CBRN incidents, to enhance the interoperability of multi-agency 1-9

12 APPENDIX 1 first responders and to demonstrate and practice basic skills associated with Hot Zone Management during the response to a CBRN/HAZMAT event Guided discussions will also be organised for USAR and water rescue teams (TBC) An occupational safety awareness briefing will be offered to all exercise participants The Civil Protection Group s experts on public information in crises will offer media training for teams and public information personnel. Considering that the new version of the NATO CEP Budapest Guidelines includes a section on social media, the media training program will include an awareness training on the use of social media in emergencies A training on Protection of Civilians in a complex emergency will be offered for military and selected civilian participants in the exercise A Virtual Reality Command Post Exercise will be organised on 9 th October 2018 in order to set up and test the command structures involving staff members of the DISTAFF, LEMA and OSOCC, as well as liaison officers and team commanders; 16. Safety and Security All participants, regardless of their mode of travel (plane, train, or vehicle), will be met at the state border by a representative of the General Police Directorate of the Ministry of Interior of the Republic of Serbia Police will be responsible for the security and protection of exercise participants The Base of Operations will be guarded on a 24/7 basis All participating teams will receive detailed briefings about the safety and security plan and procedures upon arrival. All exercise participants will be provided with name tags that should be worn visibly at all times. 1-10

13 LEAD-IN SCENARIO "SRBIJA 2018" APPENDIX 2 On 2 October at 10:23 AM local time, a powerful 6,7 Richter scale (10km deep) earthquake struck the wider area of the city of Belgrade in the municipality of Mladenovac. The epicentre is located in Međulužje (44 24ˊ 54 N, ˊ 33 E), a few kilometres south of Mladenovac. Devastating effects were felt in the whole city of Belgrade, as well as neighbouring areas south west from Mladenovac. Initial reports indicate that a large number of older residential buildings are heavily damaged or completely collapsed. Many people were injured and the number of casualties is still unknown. The population in the affected area refuses to return to their homes in fear of aftershocks. News reports indicate that the earthquake generated a series of accidents in a large ceramic factory in Mladenovac. Since the disaster occurred during working hours, a large number of workers are missing or unaccounted for. Also, there are reports of chemical leakages with strange smells spreading in the vicinity of the factory. As a consequence of the earthquake, dikes on Rabrovac Lake and Markovac Lake started to leak. At least one settlement is flooded and one lake is full of debris. Therefore, there is a risk of contamination. Electricity and water infrastructure were severely damaged, but road and telecommunication infrastructure suffered only minor damages. Also, heavy damage is reported in the wider area of the city of Arandjelovac, located 15 km south-west of the epicentre. Unofficial reports indicate that the industrial zone in Aranđelovac suffered the most severe damages, possibly with a high number of casualties. Additionally, official representatives of the hydro power plant at Garaši Accumulation Lake reported structural damage of a bridge and possible casualties in a fishermen s settlement. Since the lake is the city s main water supply and there are rumours of possible contamination, water quality control activities are necessary. Domestic assets are mainly focused on the rescue activities in the Mladenovac residential area and the affected southern outskirts of Belgrade. Due to the severity of the consequences and the situation in the field, authorities of the Republic of Serbia will probably issue an official request for international assistance. 1-11

Type: Earthquake Date and time: 2 October at 10:23 AM local time Location of the Disaster: Central Serbia, vicinity of the capital City of Belgrade Initial emergency: On 2 October at 10:23 AM local time, a powerful 6,7 Richter scale (10km deep) earthquake struck the wider area of the city of Belgrade in the municipality of Mladenovac. The epicenter is located in Međulužje (44 24ˊ 54 N, ˊ 33 E), a few kilometers south of Mladenovac. Devastating effects were felt in the whole city of Belgrade, as well as neighboring areas south west from Mladenovac. 2. Consequences: Reports indicate that a large number of older residential buildings are heavily damaged or completely collapsed. Many were injured and the number of casualties is still unknown. News reports indicate that the earthquake generated a series of accidents in a large ceramic factory in Mladenovac. Since the disaster occurred during working hours, a large number of workers is missing or unaccounted for. Also, there are reports of chemical leakages with strange smells spreading in the vicinity of the factory. Dikes on Rabrovac Lake and Markovac Lake started to leak and flooded nearby settlements, leaving debris and a risk of contamination. Electricity and water infrastructure were severely damaged, but road and telecommunication infrastructure suffered only minor damages. 1-24

27 APPENDIX 8 Heavy damage is reported in the wider area of the city of Arandjelovac, located 15 km south-west of the epicentre. Reports indicate that the industrial zone in Arandjelovac suffered severe damages, possibly with a high number of casualties. Official representatives of the hydro power plant at Garaši Accumulation Lake reported structural damage of a bridge and possible casualties in a fishermen s settlement. Since the lake is the city s main water supply and there is the possibility of contamination, water quality control activities are necessary. 3. National response: National rescue teams and assets are mainly focused on the rescue activities in the Mladenovac residential area and the affected southern periphery of Belgrade. Due to the exhausted capacities and in light of the upcoming cold season, additional humanitarian assistance is necessary. 4. 29 APPENDIX 9 1. Co-ordination COORDINATION AND COMMUNICATION 1.1. The designated emergency operation centre of the government of the affected state is known internationally as the Local Emergency Management Authority (LEMA). As agreed in the EAPC Policy on Enhanced Practical Cooperation in the Field of International Disaster Relief 7, national teams will remain under their own control while deployed to the stricken nation, but under operational direction of the LEMA. Also, in case of a major disaster, the United Nations Office for the Co-ordination of Humanitarian Affairs (UN-OCHA) may deploy an On-Site Operations Co-ordination Centre (OSOCC) to assist the local government authorities in co-ordinating international assistance. The Head of the OSOCC will be called the OSOCC Manager All relief and rescue actions will remain the responsibility of the receiving state. The LEMA will be the tasking authority. The Head of the LEMA will be called the LEMA Commander. The LEMA will operate as the strategic and operational control centre for national and international resources, while the OSOCC will act as the co-ordinator for all international assistance. Cooperation between these two entities is therefore of the utmost importance. For that purpose, the OSOCC will be deployed and physically located near the LEMA In order to be able to accomplish the co-ordinator role, Liaison Officers (LOs) from all international teams will receive tasking requests and direction from the OSOCC The main tasks of the international Liaison Officers will be: To inform the OSOCC of the composition and capabilities of their national teams; To assist in the planning for the optimal use of all international resources (tasks, rotation, etc.); To serve as a point of contact between their teams and the OSOCC To inform the OSOCC about all activities undertaken during the operations conducted by their team(s) (progress, problems encountered, solutions for the problems, assistance needed, etc.); and To provide team leaders with tasking from the OSOCC For this exercise, within the Chain of Co-ordination, Command and Control, four functional levels have been identified: 1.6. The Policy Level, which assesses the situation and decides on the role of the entire rescue operation, based on applicable laws and operational procedures; 7 EAPC(C)D(98)10 Revised 1-27

30 APPENDIX The Strategic Command, which decides on the level of preparedness and the operational framework. In addition, this functional level has the responsibility for the strategic and tactical use of all resources, national as well as international. This functional level is carried out by the Government of Serbia in conjunction with the LEMA; The Operational Command is executed by the LEMA in close cooperation with the OSOCC. Tasking and orders are given to different international and national teams The On-Site Command, which conducts the integrated command of one ongoing operation within the operational framework provided by the LEMA and co-ordinates the response efforts of the teams on site. Each operational site will need its On-Site Commander; The Team Leaders work at the tactical level and report to the On-Site commander and their national authorities The LEMA Commander decides on the use of available resources in accordance with operational plans. Based on available resources, LEMA will either: issue an order to deploy national team(s) or; issue a request for deployment of international team(s) to the OSOCC All relevant information (location, task(s) as well as assigned national and/or requested international resources) will be provided to the On-site Commander so that he/she can carry out the tasks described above Every Team Leader, prior to deployment, has to agree to the tasks assigned, based on the skills of the team and the available equipment Team Leaders have to report the results of his/her operations to the On-Site Commander as well as to the OSOCC through the LOs. 2. Communication 2.1. The members of DISTAFF, LEMA and OSOCC as well as the LO s and On-site Commanders will be equipped with sufficient radio communication equipment, telephone sets and computers. Serbia will provide the required number of TETRA radios and other communication means, e.g. VHF repeater stations, as determined by the organising parties Communications between the LOs and the OSOCC will be done in English Internal tactical communications can be conducted in other languages International and Serbian s teams are expected to bring and use their own communication means for internal (tactical) communication Permission from the host nation is necessary for the use of one s own communication equipment for internal communications The host nation will coordinate the use of frequencies by international and national teams. In accordance with the Procedures for the Use of the Euro-Atlantic Disaster 1-28

31 APPENDIX 9 Response Unit (EADRU) in International Disaster Relief 8, participating nations should provide Serbia with all information concerning the means of communication (frequencies, technical details, etc.) to be used. Accuracy of such information is vital to the success of any consequence management mission All related data should be sent to the host nation no later than 29 th June 2018 with an info copy to the EADRCC. No offer will be accepted after the deadline. This requirement for co-ordination of frequencies is emphasised in the Tampere Convention on the Provision of Telecommunication Resources for Disaster Mitigation and Relief Operations Working and backup channel frequencies will be communicated to participating teams no later than 8 th October Reporting 3.1. The LEMA will submit daily reports to the EADRCC. These reports should be formatted as per Appendix 10 to Annex Reports have to cover a 24-hour period from to 24.00, and should reach the EADRCC not later than GMT The OSOCC will submit its daily reports to the LEMA no later than local time (OSOCC guidelines should be utilised) The participating international teams should submit daily reports to the OSOCC no later than local time The basic minimum contents of the daily reports is in Appendix 10 to Annex The EADRCC will provide Situation Reports to the participating nations POCs with updates All written communications that will be transmitted during the exercise must carry the first-line identifier Exercise/SRBIJA The last line of the message should read Exercise/Exercise/Exercise All reports will be posted on the Virtual OSOCC website (see also Appendix 15, Annex 1). 8 EAPC(SCEPC)WP(99)2(Revised) 1-29

36 APPENDIX 12 FINANCIAL ARRANGEMENTS 3. All costs for participation in planning conferences and/or the exercise will have to be paid by the participants of the sending nations. 4. In accordance with the NATO funding policy for participants or teams from eligible partner countries who are not able to cover the full cost of their participation in the conferences or the exercise, limited NATO funds may be available to subsidise costs for travel, accommodation and meals for a limited number of partner participants In line with applicable NATO policy, and subject to funds availability, eligible partner country s travel and accommodation costs will be either subsidized or reimbursed on the basis of actual expenses upon presentation of relevant invoices Subsidization or reimbursement of participation costs will only cover up to 100% of travel expenses and accommodation costs, specifically: Travel costs will cover land or air (economy) transportation to and from the location of the event Accommodation costs will cover the price of the hotel room (including taxes) and breakfast for the duration of the event plus two days for travel (one before and one after the event to allow appropriate transport connections) All other expenses (including per diem, meals, transportation to and from airport or train station, incidentals, etc.) will not be reimbursed. 5.
