3 Introduction The Centre of Excellence Defence Against Terrorism (COE-DAT) is pleased to present the Course Catalog, containing a complete listing of courses and educational programs conducted by COE-DAT. The Course Catalog describes a variety of unique educational programs designed to support professional development in the fields of terrorism and counterterrorism. Located in Ankara, COE-DAT is a NATO accredited international military organization that assists with transformation within NATO. The Centre contributes subject matter expertise and education for developing counterterrorism doctrine, capability, and interoperability. The Centre enhances the Alliance s critical work in the field of counterterrorism, providing a platform for experts and practitioners as well as contributing observations, applications, and recommendations for NATO. The Centre s key activities focus on education, and training of NATO and partner personnel. Since COE-DAT s inauguration in 2005, the Centre has conducted more than 200 educational and training activities. The week long courses are tailored for Captain (0F-2) to senior grade officers and the respective civilian equivalents working in various capacities in the defense against terrorism. Course participants come from NATO member states, partner nations, international organizations, and countries requesting participation. Since 2005, participants from 108 countries and over 2400 lecturers from 66 countries have partaken in COE-DAT activities. COE-DAT s professional staff is dedicated to providing specialized training and education. Combining military and civilian expertise, COE-DAT organizes a highly qualified team of experts, lecturers, instructors, and guest speakers from international organizations and universities. 3 For future participants and interested parties, please check for the course schedule and contact information for educational and training opportunities. 7 Terrorists Use of Cyberspace Course Centre of Excellence Defence against Terrorism (COE-DAT) Ankara/Turkey To familiarize the participants with key developments and emerging threats regarding terrorist use of cyber space in order to support NATO and its partners to better anticipate and prepare for current and future challenges; To understand the ways cyberspace is utilized to support acts of terrorism (including but not limited to fund-raising, recruitment, communication, propaganda, and training); To develop understanding of national and international considerations for countering terrorist use of cyber space; To encourage networking of stakeholders involved in countering and responding to terrorists use of cyberspace. 11 Attacking the Network Course Centre of Excellence Defence Against Terrorism (COE-DAT) Ankara/Turkey The main aim of the course is to provide Operational Level NATO HQ staff officers with the understanding of the framework to plan and conduct Counterterrorism and Attack the Networks operations in support of NATO missions. Within this context the aims are; To understand what the AtN is and its application in Counterterrorism To understand concept of Human Network Analysis and support to Targeting (HNAT) To develop understanding of Attack the Networks in NATO and national operations To apply this understanding to a particular case by a working group exercise The operational environment External Intelligence, Surveillance, Target, Acquisition and Reconnaissance (ISTAR) Threat networks, Adversary Tactics, Techniques and Procedures Threat networks capabilities, strengths and vulnerabilities Introduction to Human Network Analysis and Support to Targeting (HNAT) Technical intelligence exploitation and Identity Intelligence Planning operations to counter terrorists and disrupt threat networks Counterterrorism and operational level Attack the Networks approaches including operations/intelligence fusion Attack the network operations and targeting Planning and targeting identified and nominated priority threat network components Planning Influence activities to counter terrorists and other threat networks Planning operations to support friendly networks and influence neutral networks Irregular/asymmetric warfare intelligence analysis techniques and practical exercises Exercise Analysis and Countering Threat Networks 11 Course is designed for NATO officers only. In this context, the course is appropriate for Operational Level Staff Officers from NATO HQs as well as from NATO member countries. Participants should be military officers (OF 2 and above) working in domains such as counterterrorism, special operations, intelligence, operations, plans, training, force protection, C-IED, PSYOPS, INFO OPS, STRATCOM, etc.

12 Border Security, Refugees and CT Course Centre of Excellence Defence Against Terrorism (COE-DAT) Ankara/Turkey To provide an overall introduction to border security To put forth the key elements effecting countries border security management policies and ways to cope with them To explain the nature of the relationship between terrorism and migration & challenges for counter-terrorism To approach from legal aspect to the respective phenomena To deliver the IOs approach to the issue To make a case study by presenting an experienced country s implementations within the scope of its border security 12 Conceptual framework: Introduction to border security and refugees The nature of the relationship between border security, refugees and CT Threats (national/international) over border security, ways to cope with them Cross border population movement Border security and refugee management CT operations against border security violations Cooperation in border security units Legal aspect of refugee management, border management and CT operations International organizations policy, functions and responsibilities in integrated border security and management Case study: A NATO Country s border security policy and implementations Course is designed for NATO, Partnership for Peace (PfP), Mediterranean Dialogue (MD), Partners Across the Globe, Istanbul Cooperation Initiative (ICI) countries, and relevant International Organisations (IOs) dealing with counterterrorism. 13 Defence Against Terrorism Course (Senior Commanders and Flag Officers Seminar) Centre of Excellence Defence Against Terrorism (COE-DAT) Ankara/Turkey To provide senior officers an opportunity to update their understanding of terrorism from preeminent experts in relevant fields To reflect on the role of terrorism in international relations and conflict To prepare attendees to make sense of international developments and respond with better policy and strategy Changing nature of conflict and security Terrorist ideologies, motivations and recruitment Countering violent extremism Foreign fighters and viable response options Civil and military counter-terrorism strategy Terror finance; the crime and terrorism nexus Humanitarian and social impact of terrorism 13 Course is designed for NATO, Partnership for Peace (PfP), Mediterranean Dialogue (MD), Partners Across the Globe, Istanbul Cooperation Initiative (ICI) countries, and relevant International Organisations (IOs) dealing with counterterrorism. Participants should be military officers (OF 5 and above) or civilian equivalents (police officers, academics, experts) working in domains such as counterterrorism, special operations, intelligence, operations, plans, training, force protection, C-IED, PSYOPS, INFO OPS, STRATCOM, public affairs, police, law enforcement, judicial etc.

14 Mobile Education and Training (MET) The Mobile Education and Training Courses are supplementary to the resident COE-DAT courses, and are offered to meet specific needs of a NATO organization, nation or partner. MET Courses, mostly one week (5 days) in duration, are fully in line with the COE-DAT mission and follow the same guiding principles as the resident courses. Depending on the request, the MET Course duration could be decreased to four or three days. The following priorities are assigned to MET Courses: Supporting an operational need Supporting transformation goals Supporting partnership and cooperation goals MET Courses are delivered through a flexible process that generally has the following phases: Planning Request for a MET Course is validated for feasibility (alignment with COE-DAT mission, academic content, time, funds, etc.), objectives are defined. Upon the approval of Steering Committee, MET is scheduled in COE-DAT Activity Plan. Preparation 14 Detailed preparations take place and a Technical Agreement with a requesting and/or funding authority is signed. Execution MET Courses are delivered in accordance with the signed Technical Agreement. A request for a MET Course should be initiated not later than 4 months before the intended execution of the course. However, some specific MET Courses for Partners that involve NATO funding may require an earlier application time to allow proper decision making within relevant partnership structures.
