3 1. INTRODUCTION 1.1. JCBRN Defence COE Status Joint Chemical, Biological, Radiological and Nuclear Defence Centre of Excellence (JCBRND COE) is a multinational sponsored organization with Czech Republic as the framework nation, which offers recognized expertise and experience to the benefit of the Alliance, and supports NATO s CBRN Defence transformation process Mission The mission of the JCBRN Defence COE is to: Provide advice in all CBRN defence related areas. Develop CBRN defence doctrines, standards, knowledge to support improvement of interoperability and capabilities. Provide opportunities to enhance education and individual training. Directly support NATO s collective training Contribute to the relevant lessons learned processes and lead its CBRN portion. Direct support to ACT s TRA process. Within a POW approved by the SC, assist NATO, SNs and other international institutions/organizations in their CBRN defence related efforts, including validation through experimentation. Responsibilities to ACT: Support development of concepts and doctrine through experimentation. Promote interoperability and standardization. Provide assistance in analysis to determine future capability requirements. Develop and distribute lessons learned from operations, exercises, and experiments. Run NATO s accredited education and training program. Assist in research. Promote relationships among related CBRN bodies. Development of CBRN databases 3

4 Responsibilities to ACO: Support Force Planning, Armament Planning, and PfP Planning and Review Process. Long term evaluation of national and international capabilities. Training and education for experts and crisis management specialists. Advise unit certification process prior to engagement. Contribute with CBRN evaluators 1.3. Organization JCBRND COE is commanded by a Czech Army Colonel and comprises Directorate and four Departments. The Staff is multinational and 37 out of 81 positions are open to allied personnel. There are twelve (12) Sponsoring Nations and one (1) Contributing Partner: Austria, Czech Republic, France, Germany, Greece, Hungary, Italy, Poland, Romania, Slovakia, Slovenia, United Kingdom, and United States. 6 2. RESIDENTIAL COURSES NATO Requested Courses run by JCBRND COE 2.1. WMD-MD CBRN Warning and Reporting Specialists Course NATO ETOC Code: WMD-MD Aim: To train students to be qualified in warning, reporting and hazard prediction of the CBRN incidents and strengthen the foundation for integrity, good governance and management within members of the CBRN Warning and Reporting Centre by sharing experiences, challenges, and CBRN Warning and Reporting exercises in order to enhance professionalism. The attendees will be fully qualified in manual operational procedures in the NATO CBRN Warning and Reporting System. Learning Objectives: 1. Detailed procedures of CBRN hazard prediction; 2. CBRN Collection Centre Organization and Responsibilities; 3. Warning and Reporting Principles and Procedures; 4. CBRN-Analysis CAX Introduction. 7 2.2. WMD-MD CBRN Analysis Super User (Refresher) Course NATO ETOC Code: WMD-MD Aim: 1. To introduce experienced CBRN-Analysis users to the latest CBRN-Analysis program release and provide knowledge about new and improved program functions. 2. To enable students to perform as local or national Super User Contact with sufficient knowledge to assist less experience operators, to act as advisor for establishing CBRN-Analysis communication and to prepare exercises. 3. To discuss and exchange experiences with other experienced users. Only students previously qualified from a CBRN-Analysis Operator Course and have extended practice in use of CBRN-Analysis should be able to attend this course. Students must be able to speak and understand English at least to level 3 and have a good working knowledge about computers at the user level of e.g. Microsoft Office or similar programs. Learning Objectives: 1. The update on the latest CBRN-Analysis version; 2. The update on current CAX training programs; 3. Discussion and exchange of experience with NewTech representatives. WMD-MD CBRN Units Evaluators Course NATO ETOC Code: WMD-MD Aim: The aim is to prepare evaluators responsible for evaluation of CBRN Defence units for NATO Reaction Force Combined Joint Chemical Biological, Radiological and Nuclear Defense Task Force (NRF CJ CBRN D TF) to achieve common standard on field of CBRN certification. Learning Objectives: 1. Familiarization with CBRN Units Evaluation related documents; 2. Knowledge and understanding required to implement Bi-SC Agreed Capability Codes and capability Statement; 3. Enhance interoperability among CBRN Units evaluators; 4. CBRN units evaluation (CBRN reconnaissance, CBRN decontamination, CBRN deployable laboratories, BIO units). WMD-CD Consequence Management after a CBRN Incident Course NATO ETOC Code: WMD-CD Aim: The aim of the course is to introduce and describe Consequence Management after a CBRN Incident, NATO Crisis Management concept, organization, systems and procedures including Cooperation and Partnership initiatives in CBRN Crisis / Consequence Management to NATO and Partner Nation officers and their civilian equivalents. Learning Objectives: 1. Identify principal NATO and EU CM bodies, systems and procedures, and explain the NATO and EU CM process; 2. Explain CM after CHEM incident; 3. Explain CM after BIO incident; 4. Explain CM after RAD/NUC incident; 5. Explain lessons learned from recent NATO and EU commitments and exercises; identify the importance of Rules of Engagement, Process and Public Information during the planning and implementation of Crisis Response Operations. 10 2.5. WMD-CD Live Agent Training Course/ Pilot Course in 2015 NATO ETOC Code: WMD-CD Aim: The course is designed to provide students with knowledge, skills and abilities to work confidently in protective clothing in a toxic environment containing chemical agents, toxic industrial chemicals, and radiological or nuclear materials. Through the training, students will gain practical experience in the use of personal protective equipment, will understand and be able to apply safe work practices and will have an appreciation of the equipment and methods for detection and decontamination. Learning Objectives: 1. Understand the chemical and radiological threat and how to protect against it; 2. Understand the detection of chemical agents; 3. Understand the execution of thorough decontamination; 4. Understand planning, organization and execution of LAT in a training facility. Preconditions for participation: 1. All trainees have to be physically fit and accomplish basic CBRN Training. 2. Only person having a Medical Clearance Package confirmed prior Live Agent Training is approved to perform the Live Agent Training. 3. The Medical Clearance Package serves as documentary proof of actual health status; and it is necessary to be confirmed by physician that course participant passed a medical examination prior to the Live Agent Training Course. Duration: 5 days Number of participants: up to 20 participants Security classification: NATO Unclassified Tuition fee: Payment for renting an authorized training facility per each course participant (approx. 2,000 EUR) will be determined on number of students (optimal course participants). 10

11 Courses run by CEPC and COE The Civil Emergency Planning Committee (CEPC) is the top NATO advisory body for the protection of civilian populations and the use of civil resources in support of NATO's objectives. It is part of Civil Protection Group (CPG) under Euro-Atlantic Partnership Council (EAPC). Civil Emergency Planning provides NATO with essential civilian expertise and capabilities in the fields of terrorism preparedness and consequence management, humanitarian and disaster response and protecting critical infrastructure. The CEPC coordinates planning in several areas, to ensure when necessary - civil support for the Alliance s military operations or support for national authorities in civil emergencies. The committee has for example developed a plan for improving the civil preparedness of NATO and Partner countries against terrorist attacks. In September 2011, a team of civil experts visited Ukraine to advice on preparedness issues for the Euro 2012 football championship. The CEPC also supports the development of NATO cyber capabilities through the provision of advisory expertise and with support for training. The CEPC assists with issues related to energy security, in particular the protection of critical infrastructure, through the exchange of experience and best practice between nations. In the field of missile defence, the CEPC has addressed issues relating to the consequences of intercept for the protection of civil populations. 11

WMD-MD Introduction to the International CBRN Training Curriculum Course NATO ETOC Code: WMD-MD Aim: The aim of the course is to familiarize with the International CBRN Training Curriculum; to provide knowledge and understanding required for implementation of the CBRN Training Curriculum within their own nations; and to enhance interoperability among first responders in an international response to CBRN events. Learning Objectives: 1. Understand the security context behind national and international CBRN preparedness and response; 2. Understand the methods employed to recognize a CBRN incident; 3. Understand protection of responders and safety of victims; 4. Understand the decontamination options at a CBRN incident; 5. Understand basic medical and psychological considerations in relation to CBRN incidents; 6. Understand the basic principles of detection and sample taking; 7. Understand the principles of command and control in relation to CBRN incidents; 8. Understand the implications of bilateral or international assistance for local first responders; 9. Understand some of the operational implications between civil-military interaction; 10. Understand the capabilities and limitations of local crisis and consequence management structures and key services. 13 Courses run by NNSA and COE Established by Congress in 2000, National Nuclear Security Administration (NNSA) is a semi- national autonomous agency within the U.S. Department of Energy responsible for enhancing security through the military application of nuclear science. NNSA maintains and enhances the safety, security, reliability and performance of the U.S. nuclear weapons stockpile without nuclear testing; works to reduce global danger from weapons of mass destruction; provides the U.S. Navy with safe and effective nuclear propulsion; and responds to nuclear and radiological emergencies in the U.S. and abroad. 13

WMD-CD International Radiological Consequence Management Training Course NATO ETOC Code: WMD-CD Aim: To provide assessment specialists and emergency response personnel the tools and techniques to develop and execute plans for responding to complex issues related to the release of radiological materials. Learning Objectives: 1. To define priorities in response; 2. Monitoring and sampling strategies; 3. Data assessment methodology to assist in determining protection actions. Duration: 4 days Number of participants: up to 25 participants Security classification: NATO Unclassified Tuition fee: FREE 14

WMD-CD International Radiological Assistance Program Training for Emergency Response Basic Course (I-RAPTER Basic) NATO ETOC Code: WMD-CD Aim: The aim of the course is to provide practical information to effectively respond to radiological incidents and accidents. The course provides instruction through briefings, equipment demonstrations and filed exercises employing a wide variety of radiation detection instrumentation, radiation sources, and personal protective equipment. Duration: 4 days Number of participants: up to 30 participants Security classification: NATO Unclassified Tuition fee: FREE 15

WMD-CD International Radiological Assistance Program Training for Emergency Response Advanced Course (I-RAPTER Advanced) NATO ETOC Code: WMD-CD Aim: The course builds on the basic I-RATER course by providing responders, law enforcement officers, radiation protection specialists, port and customs officials, and emergency managers with advanced techniques for radiological search and identification. Learning Objectives: 1. The course contains a half day review of radiation properties and health effects, radiological hazards and radiological detectors; 2. Advanced radiological search techniques, radionuclide identification including gamma-ray spectroscopy, maritime and aerial search techniques, contamination survey, and source recovery; 3. Radiation detection equipment demonstrations and hands-on training with a wide range of radiation detection instrumentation; 4. A full day field exercise conducted with radiation sources. Duration: 4 days Number of participants: up to 30 participants Security classification: NATO Unclassified Tuition fee: FREE 16

17 2.10. WMD-MD International Medical Management of Radiation Injuries Course NATO ETOC Code: WMD-MD Aim: To emphasize the medical treatment of the patient and methods to reduce the risk of radiation exposure and contamination to both the patient and health care provider. Learning Objectives: 1. Respond to medical emergencies involving radiation exposure, contamination caused by nuclear or radiological incidents or accidents; 2. Improve the treatment and care of the injured; 3. Diminish the spread of radioactive contamination during patient transport and treatment; 4. Protect medical personnel involved in treating radiation injuries. The course includes following topics: 1. Practical radiation physics for emergency personnel; 2. Basic radiation instrumentation; 3. Diagnosis and treatment of radiation injuries; 4. Treatment of internal contamination; 5. Medical triage of contaminated and medically injured victims; 6. Patient survey; 7. Decontamination demonstrations and exercises. Duration: 4 days Number of participants: up to 40 participants Security classification: NATO Unclassified Tuition fee: FREE 17

18 3. MOBILE COURSES Apart from the aforementioned training products, JCBRND COE has also developed Mobile Courses provided by Mobile Training Team. Its mission is to provide on the spot training, addressing the specific host nation. Mobile courses are cheap, quick, mobile and flexible. Examples: CBRN Warning and Reporting System Manual Procedures Basic Course, Advanced CBRN Warning and Reporting Specialist Course, and CBRN General Awareness Training Course. Mobile Training Team had already conducted courses in Serbia, Jordan, Ukraine. 18

19 4. ADL COURSES Advanced Distributed Learning (ADL) is a mix of interactivity, resources and structured learning activities provided via internet 24/7. In other words it is an anytime, anyplace supply of training, using interactive content. Benefits of e-learning include increased flexibility, low cost, increased reach of audience, and finally maximized value of learning and portability. ADL courses are an additional tool that JCBRND COE provides, especially designed as pre-learning for trainees with none or limited previous experience in CBRN Defence. JCBRND COE presently develops two ADL (e-learning) courses - CBRN Warning and Reporting ADL Course and CBRN First Responders ADL Course. This number will increase in the future. 19
