1 MINUTES BUDGET/PERSONNEL SPECIAL MEETING THURSDAY, DECEMBER 15 TH, :30 P.M. THE BUDGET / PERSONNEL COMMITTEE MET IN SPECIAL SESSION IN THE COUNCIL CHAMBER AT 12 NORTH ROWE STREET, PRYOR, OKLAHOMA AT THE ABOVE DATE AND TIME. Committee Members: **Greg Rosamond, Drew Stott, Travis Noland, Roger Willcutt (alternate) 1. CALL MEETING TO ORDER. The meeting was called to order at 5:36 p.m. by Travis Noland. Members present: Drew Stott, Travis Noland, Alternate Roger Willcutt. Members absent: Chairman Greg Rosamond. Others present: Mayor Tramel, Police Chief Dennis Nichols, Assistant Police Chief James Willyard, Police Officer Dustin Van Horn, Police Captain Kevin Tramel, Police Dispatcher Richard Crittenden, Fire Chief Tim Thompson, Assistant Fire Chief BK Young, Recreation Center Director Laura Holloway, Assistant Recreation Center Director Rachel Sordahl, Library Director Cari Rerat, Library Board Chairman Jeannette Anderson, City Council Members Yolanda Thompson and Willard Buchanan, City Clerk Eva Smith, Volunteer Fire Fighter Trey Larremore. 2. DISCUSS, POSSIBLY APPROVE THE MINUTES OF THE NOVEMBER 8th, 2016 REGULAR MEETING. Motion was made by Noland, second by Stott to approve the minutes of the November 8 th, 2016 regular meeting. Voting yes: Stott and Noland. Abstaining, counting as a no vote: Roger Willcutt. 3. MAYOR S REPORT. a. Tax Reports. Mayor briefly presented the tax reports and financial summary for November month-end. 4. DISCUSS, POSSIBLY RECOMMEND COUNCIL ACTION TO APPROVE HOTEL / MOTEL TAX GRANT EXPENSE REPORTS FOR: a. American Cowboy Trader Days (July 22-23, 2016) for reimbursement of $2, Motion was made by Willcutt, second by Stott to approve Hotel / Motel Tax Grant Expense Report for American Cowboy Trader Days (July 22-23, 2016) for reimbursement of $ (Scrivener s Error: $2, was awarded amount, but not the actual expenditure.) All voted yes. b. Hope Coalition Fever Run (September 24, 2016) for reimbursement of $1, Motion was made by Willcutt, second by Stott to approve Hotel / Motel Tax Grant Expense Report for Hope Coalition Fever Run (September 24, 2016) for reimbursement of $1, All voted yes. 1 BUDGET / PERSONNEL REGULAR MEETING DECEMBER 15 TH, 2016 PRYOR CREEK, OKLAHOMA

NEOK Area Art Show (October 1-7, 2016) for reimbursement of $2, Motion was made by Willcutt, second by Stott to approve Hotel / Motel Tax Grant Expense Report for NEOK Area Art Show (October 1-7, 2016) for reimbursement of $2, All voted yes. 5. DISCUSS, POSSIBLY RECOMMEND COUNCIL ACTION TO APPROVE THREE (3) PART-TIME LIBRARY POSITIONS FROM 8-15 HOURS PER WEEK AT $8.50 PER HOUR (TWO POSITIONS WORKING 15 HOURS PER WEEK AND ONE POSITION WORKING 8-12 HOURS PER WEEK). Motion was made by Stott, second by Willcutt to recommend Council action to approve three (3) part-time Library positions from 8-15 hours per week at $8.50 per hour (two positions working 15 hours per week and one position working 8-12 hours per week). All voted yes. 6. DISCUSS, POSSIBLY RECOMMEND COUNCIL ACTION TO APPROVE A PART-TIME LIBRARY LOCAL HISTORY RESEARCH ASSISTANT POSITION, WORKING A MAXIMUM OF 18 HOURS PER WEEK AT $8.50 PER HOUR. Motion was made by Stott, second by Willcutt to recommend Council action to approve a part-time Library Local History Research Assistant position, working a maximum of 18 hours per week at $8.50 per hour. All voted yes. 7. DISCUSS, POSSIBLY RECOMMEND COUNCIL ACTION TO INCREASE RECREATION CENTER WEEKEND SUPERVISOR FROM $7.69 TO $9.00 PER HOUR. No action was taken on this item. Moved to Addendum, Item #1: 1. DISCUSS, POSSIBLY RECOMMEND COUNCIL ACTION TO INCREASE RECREATION CENTER FRONT DESK TEMPORARY STAFF FROM $7.69 TO $9.00 PER HOUR. Motion was made by Noland, second by Willcutt to recommend Council action to increase Recreation Center front desk temporary staff from $7.69 to $9.00 per hour. Voting yes: Noland and Willcutt. Voting no: Stott. 8. DISCUSS, POSSIBLY AUTHORIZE MAYOR TO SEEK CONTRACT FOR SERVICES FOR BUILDING INSPECTION AND PLAN REVIEW. Motion was made by Noland, second by Stott to authorize Mayor to research contract for services for Building Inspection and Plan Review and return his findings to the Budget Committee, and to make sure that BK Young is involved in the process. All voted yes. 9. DISCUSS, POSSIBLY AUTHORIZE MAYOR TO SEEK JOB APPLICATIONS FOR CODE ENFORCEMENT OFFICER. No action was taken on this item. Noland wants other options to be explored. 10. DISCUSS, POSSIBLY AUTHORIZE MAYOR TO SEEK APPLICATIONS FOR BUILDING INSPECTOR WITH MINIMUM OUBCC CERTIFICATION REQUIREMENTS IN ELECTRICAL AND PLUMBING. 3 Moved back to Addendum, Item #2: 2. DISCUSS, POSSIBLY RECOMMEND COUNCIL ACTION TO APPROVE THE CITY OF PRYOR CREEK POLICE DEPARTMENT TO HIRE A DISPATCHER AT RANGE D, STEP 1, ANNUAL SALARY OF $28,597, BEGINNING JANUARY 3, THIS POSITION IS FOR THE REPLACEMENT OF MITCHEL PHILLIPS WHO WAS PROMOTED TO PATROLMAN AS OF DECEMBER 22, Motion was made by Willcutt, second by Stott to recommend Council action to approve the City of Pryor Creek Police Department to hire a dispatcher at Range D, Step 1, annual salary of $28,597, beginning January 3, This position is for the replacement of Mitchel Phillips who was promoted to Patrolman as of December 22, All voted yes. 11.
