If Item One is approved, the Mobile County License Commission requests the following actions and changes in pay for the incumbents of the following positions: Reclassification of five (5) full-time positions of Utility Clerk (Salary Grade 8) and the incumbents (as specified in the attached spreadsheet) to the new classification of License Clerk (Salary Grade 9), Reclassification of 34 full-time and one (1) part-time positions of Office Assistant I (Salary Grade 9) and the incumbents, including two (2) vacant positions, (as specified in the attached spreadsheet) to the new classification of Tag, Title, and License Specialist I (Salary Grade 10), Reclassification of 26 full-time and one (1) part-time positions of Office Assistant II (Salary Grade 10) and the incumbents (as specified in the attached spreadsheet) to the new classification of Tag, Title, and License Specialist II (Salary Grade 11), Reclassification of nine (9) full-time positions of Office Assistant III (Salary Grade 12) and the incumbents (as specified in the attached spreadsheet) to

Public hearing for consideration of comments and suggestions concerning the following requests from the Mobile Area Water and Sewer System: Adoption of the attached specification for the classification of Attorney, Adoption of Salary Grade 23, $5, $9,284.11, for the classification of Attorney, Adoption of the attached specification for the classification of Advanced Meter Infrastructure Technician, Adoption of Salary Grade 12, $2, $4,650.20, for the classification of Advanced Meter Infrastructure Technician. 4. If Item Three is approved, the Mobile Area Water and Sewer System requests approval for the following creations: Creation of one (1) position of Attorney, Creation of one (1) position of Advanced Meter Infrastructure Technician. 5. Public hearing for consideration of comments and suggestions concerning the following requests from the Mobile County Health Department: Reclassification under Rule of Linda Cromwell, Custodial Worker I, part-time, to permanent full-time, effective at the beginning of the next pay period, March 31, 2018, Amendment of the attached specification for the classification of Maintenance Mechanic, in title and body, to Maintenance Mechanic I, Adoption of the attached specification for the classification of Maintenance Mechanic II, Adoption of Salary Grade 14, $2, $4,769.27, for the classification of Maintenance Mechanic II. 6. If Item Five is approved, the Mobile County Health Department requests approval for the creation of eight (8) positions of Maintenance Mechanic II. 7. Public hearing for consideration of comments and suggestions concerning the following request from the Water Works and Sewer Board of the City of Prichard for the adoption of Salary Grade 12, $2, $4,763.71, for the classification of Inventory Specialist. The jurisdiction has requested to rescind its submission of the following actions until such further notice:
3 - 3 - Amendment of the attached specification for the classification of Customer Service Manager, Adoption of Salary Grade 22, $5, $8,615.25, for the classification of Customer Service Manager, Adoption of Salary Grade 19, $4, $6,731.00, for the classification of Utility Billing Supervisor. 8. If Item Seven is approved, the Water Works and Sewer Board of the City of Prichard requests approval for the creation of (1) position of Inventory Specialist. 9. Public hearing for consideration of comments and suggestions concerning the request from the Mobile Public Library for reclassification under Rule of Callie M. Kelley, Office Assistant I, part-time, Division 230, to permanent full-time, at the beginning of the next pay period, April 1, Have the Board set a date for a public hearing for consideration of comments and suggestions concerning the following requests from the Mobile County Commission: Amendment of the attached specification for the classification of Solid Waste Officer, in title and body, to Environmental Enforcement Solid Waste Officer, Amendment of Salary Grade 15, $2, $4,658.49, to Salary Grade 19, $3, $5,675.92, for the classification of Environmental Enforcement Solid Waste Officer. 11. Have the Board set a date for a public hearing for consideration of comments and suggestions concerning the request from the City of Mobile for the amendment of the attached specification for the classification of Management Analyst, in title and body, to Financial Analyst. 12. The Director reports a request from the City of Mobile regarding approval to extend the following promotional lists for one (1) year beyond the current expiration dates. This item was tabled from the March 6, 2018 Agenda. Police Major (Expiring April 24, 2018), Police Captain (Expiring April 24, 2018), Police Lieutenant (Expiring April 23, 2018), Police Sergeant (Expiring April 23, 2018), (E) Police Corporal (Expiring April 23, 2018). 13. The Director reports approval of the following jurisdictional special merit increases: 15% special merit increase for Kevin Griffin, Police Officer with the Mobile Police Department. Officer Griffin has successfully completed proper training and is deemed eligible for this increase by the City of Mobile. 15% special merit increase for Jason Henderson, Firefighter with the City of Mobile Fire Rescue Department, based upon the quality and quantity of work
4 - 4 - as indicated by service ratings and other measurements of performance determined by the department. (E) 10% special merit increase for Patricia Primm, Legal Secretary with the City of Mobile Engineering and Development Department. Ms. Primm has consistently performed her work in a professional and timely manner, along with providing valuable input with her involvement in contracts. With her expertise in contracts, she has been assigned additional duties related to grant opportunities. 10% special merit increase for Lindsay Zoghby, Executive Secretary for the City of Mobile Finance Administration Department. Ms. Zoghby consistently performs her duties in a professional and timely manner and supports other managers in Finance in addition to the Executive Director of Finance. 12.5% special merit increase for Grady Holt, Property Appraiser II with the Mobile County Revenue Commission. Mr. Holt specializes in appraising complex industrial properties in Mobile County. This includes conducting onsite appraisals, defending appraisal values in Board of Equalization hearings and various court proceedings, and meeting with tax representatives to explain and defend valuations against scrutiny. Additionally, Mr. Holt is an Alabama Certified Real Property Appraiser and supervises multiple employees assigned to appraise various property types. In the upcoming months, Mr. Holt s duties and responsibilities will increase as the Revenue Commission hires additional personnel. 14. The Director reports approval of the creation of the following jurisdictional positions: For the March 6, 2018 agenda, the Director reported approval of the creation of two (2) additional positions of Help Desk Coordinator for the City of Mobile Geographic Information Systems Department. Due to grammatical error, the correct statement should reflect for the Information Technology Department, Creation of two (2) positions of Equipment Operator I for the Mobile County Environmental Enforcement Department, Creation of one (1) position of Equipment Operator II for the Mobile County Environmental Enforcement Department, Creation of (6) positions of Firefighter, part-time, for the City of Prichard Fire Department. 15. Have the Board ratify its approval of the request from Marcus McCrory, Attorney for Michael Walley, to postpone the appeal hearing from dismissal for Mr. Walley indefinitely until notification of pending charge resolution. The hearing was previously scheduled for March 13, The Director recommends that the Order of the Board concerning Rennard Lambert be spread fully upon the minutes. 17. Approval of the 18-6 TH meeting minutes of the Board held March 6, 2018.
