Article 246 (3) gives the Commission the mandate to: Recruit and appoint persons to hold or act in office in the police service, confirm appointments and determine promotions and transfers within the National Police Service; Observing due process, exercise disciplinary control over and remove persons holding or acting in offices within the Service; Perform any other functions as prescribed by the national legislation. 2 NATIONAL POLICE SERVICE COMMISSION Bulletin, Issue No. 14

Photos Courtesy : Inspector General of Police POLICE OFFICERS GRADUATE FROM LORESHO STAFF COLLEGE The National Police Service Commission (NPSC) is working with other partners to come up with a new curriculum for the NPS said NPSC Chairperson Mr. Johnston Kavuludi. This was communicated in speech read on his behalf by the Commission CEO Joseph Onyango at the 3rd graduation ceremony of the National Police Service strategic leadership and command course held at the Kenya Police Service Staff College Loresho. Kavuludi noted that the programme which aims at imparting skills that are necessary for the officers to attain international standards in combating crime and corruption. It also aims to transformation the NPS to an efficient, effective and trusted institution. He argued that the service leadership needs to move away from the routine management practices that do not lead to critical evaluation performance outcomes necessary for effective delivery of security services. The Chairman commended the police officers for the professional manner in which they handled the issues surrounding the period of election despite several challenges in several Counties, we witnessed demonstrations and picketing by various players and the police were always on standby to step in where the lives and properties of Kenyans were at risk. He revealed that the commission had developed a scheme of service for the police officers which on awaits implementation and urged the officers to acquire skills that will enable them transit to the new ranks. Speaking during the graduation ceremony the Inspector General of Police Mr. Joseph Boinnet said, the course undertaken will assist the service effort in building a strong base to perform their duties better. It is therefore my hope that through this programme you have increased your understanding and appreciation of the Kenyan and global environment. 5 Union News: Kenya Independent Commissions Workers Union (KICWU) The Kenya Independent Commissions Workers Union (KICWU) recently held a meeting with the staff of the National Police Service Commission in order to recruit members to join the Union. Speaking during the meeting the KICWU National Secretary Njeru Kanyamba encouraged the NPSC staff to join the Union so that link between the employer and the staff in agitating for collecting bargaining agreement. The members can be recruited by signing membership forms Some Objectives of the Union include; 1. To secure through participation of all workers in the employment of the commission and assists them in the struggle for their rights as workers, 2. To strive for the improvement of working conditions of workers by endeavoring to obtain just wages for work of equal value and friendly employer/employee relationships at place of work, 3. To negotiate with employer or any authority with mandate to hear and enter into a collective Bargaining Agreement CBA. 4. To provide advice and obtain legal assistance where considered necessary to members and officials of the union in matters affecting their employment. 5. To agitate for equal treatment of all employees and to ensure equal opportunity in promotion and career development. A sum Ksh 500 will be deducted from each member s basic wage. 6 Trade Fair NPSC ATTENDS ITS SECOND INTERNATIONAL TRADE FAIR CEO /CS NPSC Joseph Onyango (Right) briefing the IG of police Joseph Boinnet (Left),DIGs. The National Police Service Commission participated in the Nairobi International Trade Fair, which begun on 25th September to 1st October 2017 at the Jamhuri Park, Nairobi County. The Commission s stand was housed within the NPS stand a long side the Kenya Police Stands, Administration and Directorate of Criminal Investigation. During the week long exhibition the commission was able to elaborate their mandate, receive complaints as well of compliments. The NPSC CEO, Joseph Onyango congratulated the staff for job well done and added that this will go a long way in the interaction with both the service and the public. He emphasized that the commission should be attending more exhibitions. The Inspector General Joseph Boinnet who visited the stand congratulated the team and urged more interactions in the future. Also in attendance was the Deputy Inspector General Administration Police Service, Samuel Arachi, Deputy Inspector General of Kenya Police Service Joel Kitili and the Director of Criminal Investigation Ndegwa Muhoro. 11 Staff Interview: A day in the life of Francis Wa Njeri Francis Wa Njeri - Human Resource Officer Tell us about your family? I am son of single Mum (Wanjeri). I was born in Kiambu but I partly grew up in Murang a. When did you join the Commission? I joined the Commission on 17th March, What does your normal day look like? I normally get to work between 7.00 and 7.30 am and then I arrange the tasks to be completed by the end of the day. I m in HR Department and my work involves dealing with appeals from the Service. I do receive officers who visits us enquiring the status of their appeals. What do you find challenging about your job? Dealing with difficulty people (especially Ex-police officers) who sometimes asks questions that cannot be answered right away. What is the best part of your job? I always feel great when I offer satisfactorily Services to any visitor to the Commission. What is one thing that you would like to change or happen in the Commission? I would like to see a Commission that is able to deliver effective services. What is your favorite hobby? I like in house entertainment like Movie watching and text reading. What is your greatest fear? To die a sinner Who is your role model? My grandfather whom I m named after. He influenced my life a lot when I was growing up and my Mum for teaching me the power of prayer. When you leave the Commission, how would you like to be remembered?
