3 Welcome On behalf of the CAA Board, IRCP and hosts Ambulance Victoria, welcome to our 2015 Conference Our Patients, Our People, Our Future at Pullman Melbourne On The Park. We are delighted to have delegates and speakers from the US, Canada and the UK join Australasian paramedics, academics and service chiefs from Australia and New Zealand. The three day program promises an outstanding opportunity to learn from an impressive range of presentations featuring research by leading experts and insights from other agencies on how they envisage the challenges ahead. Other highlights include a regional tour to Bendigo on the eve of the Conference, and on the final day, Serving our Community an impressive display by Ambulance Victoria at Hisense Arena, in the heart of Melbourne s dynamic sporting precinct. 12 2015 CAA Conference 11th annual IRCP Our Patients Our People Our Future October Melbourne, Australia The Council of Ambulance Authorities CAA CAA Speakers program Conference MC David Mann OAM, FAICD In addition to his extensive career in media and public relations, David Mann is well known in the emergency services sector. David is affectionately known as the civilian with a trifecta of experience in the Emergency Services circle for his roles with the Victoria Police Force, Melbourne Metropolitan Fire Brigade and Ambulance Victoria, where he has worked in an operational capacity for more than 30 years. He has also travelled extensively over the past 20 years working with Emergency Services across the United States. He lectures to Emergency Service personnel on the role of the media in Australia - and the organisation of Emergency Services in the United States. David has received many accolades including the Centenary Medal awarded by the Governor General in April 2003 in recognition of his dedication to emergency services. He was also awarded an Order of Australia Medal (OAM) in January 2006: For service to the community through a range of police, nursing, heritage and emergency services organisations. Awarded the Chief Executive Officer commendation by Associate Professor Tony Walker ASM, Acting Chief Executive Officer Ambulance Victoria in September Nigel Barr Lecturer University of the Sunshine Coast Nigel is both a registered nurse and paramedic. He started in nursing in 1988 and then started as a paramedic in He is currently a lecturer at the University of the Sunshine Coast where he is completing a PhD exploring infection prevention and control in paramedicine. Nigel has previously held the positions of Program Leader for the Bachelor of Paramedic Science programme at the University of the Sunshine Coast from 2010 to 2014, and Senior Operations Officer (clinical and education support) with Rural Ambulance Victoria. Dr Ben Beck Research Fellow Monash University Dr Ben Beck is a Research Fellow with the Australian Resuscitation Outcomes Consortium (Aus-ROC) within the Department of Epidemiology & Preventive Medicine at Monash University. Within Aus-ROC, Dr Beck is the co-ordinator of the out-of-hospital cardiac arrest epidemiological registry, known as the Aus-ROC Epistry. Professor Stephen Bernard Senior Medical Adviser, Ambulance Victoria Stephen Bernard MD, FACEM, FCICM, FCCM, ASM is a senior intensive care physician at The Alfred Hospital and Director of Intensive Care at Knox Private Hospital, and Senior Medical Adviser to Ambulance Victoria. His current research trials include: Therapeutic hypothermia for the treatment of neurological injury during cardiac arrest (The RINSE trial), Hyperoxia or normoxia after cardiac arrest (the EXACT pilot trial), and pre-hospital TXA in major trauma (The PATCH trial). He is also co-investigator in a number of other research projects in the pre-hospital setting. Peter Bradley CAA Board member & CEO, St John Ambulance NZ Peter began his career as an ambulance officer in Auckland before working his way up to the Regional Director of Ambulance Services for St John s Northern Region. Peter then headed to Otago University to complete his MBA before he was head hunted by the London Ambulance Service (LAS) where he held a number of senior roles, most recently as CAA IRCP Handbook

13 their Chief Executive Office. He was also the Chairman of the Association of Ambulance Chief Executives and National Director of Ambulance Services for the Department of Health from 2004 until his recent return to New Zealand. Peter was awarded a CBE in the 2005 Queen s New Year s Honours for services to the Ambulance Service in England. He is a Fellow of the New Zealand Institute of Management. Robert Cameron OAM Assistant Secretary Crisis Coordination Branch Emergency Management Australia Rob is the Assistant Secretary, Crisis Coordination Branch, Emergency Management Australia. In this role he is responsible for the Australian Government Crisis Coordination Centre, a dedicated 24 hour facility which provides all-hazards, whole-of-government situational awareness, planning and incident management, the National Security Hotline. Rob s Branch develops and maintain national response plans which underpin the provision of Australian Government disaster assistance to states and territories and, working closely with them, is responsible for evaluating and exercising counter-terrorism and emergency management capability development. Prior to his current role Rob managed the Health Emergency Management Branch in the Australian Government Department of Health s Office of Health Protection. Rob has a Master s degree in Public Policy from the Australian National University and a Graduate Certificate in Public Sector Management from Flinders University. Kate Cantwell MICA Paramedic Ambulance Victoria Kate is an Intensive Care Paramedic with Ambulance Victoria in Melbourne Australia. She has been a paramedic for 20 years. Kate has a Master s degree in Epidemiology and Biostatistics and is now completing a PhD in Public Health. Her PhD topic is time of day and day of week patterns in ambulance demand. Professor Julie Considine Deakin University s Chair in Nursing at Eastern Heath Professor Julie Considine is Deakin University s Chair in Nursing at Eastern Heath, one of Victoria s largest health care services. In this joint appointment, Julie combines education and research in clinical and academic sectors. Julie has held clinical, education and research roles in emergency care over the last two decades and internationally recognised as a leader in research and education. Julie is a Founding Fellow of the College of Emergency Nursing Australasia (CENA), and in 2013 was awarded the Julie Finucane OAM Medal for leadership in emergency nursing and commitment to CENA. She leads comprehensive research programs in Clinical Risk Management and Workforce Development and Service Delivery Models and her work related to clinical decision making, recognising and responding to clinical deterioration, and alternative graduate programs for nursing-paramedicine graduates is well recognised nationally and internationally. Julie is the Deputy Editor of the Australasian Emergency Nursing Journal and represents CENA on the Australian Resuscitation Council where she also holds a position on their National Executive as Deputy Basic Life Support Convener. She also represents ANZCOR (Australian and New Zealand Committee on Resuscitation) on the ILCOR (International Liaison Committee on Resuscitation) Basic Life Support Taskforce. Julie has over 90 refereed journal publications and has attracted more than $4M in research and project funding. Dr Michael Cowling Senior Lecturer CQUniversity Dr Michael Cowling is an information technologist with a keen interest in educational technology and technology ubiquity in the digital age, especially as it relates to the use of mixed reality in skills training, the changing technology culture in education, and the specific needs of students from non-english speaking backgrounds. He is currently a Senior Lecturer in the School of Engineering & Technology at CQUniversity Australia. He is a twice recipient of the CQUniversity Learning & Teaching Award and gained a CQUniversity Student Voice Commendation for his teaching practice in He is a regular contributor to media outlet The Conversation and is also a regular contributor to Australian radio and print media on the topics of Educational Technology and Technology Ubiquity. Kathryn Eastwood PhD Candidate / MICA Paramedic Monash University / Ambulance Victoria Kathryn Eastwood is a MICA Paramedic with Ambulance Victoria, where she has worked for 15 years. She is currently completing her PhD whereby she is investigating the management of low-acuity patients by Ambulance Victoria. Steven Faddy Manager, Clinical Project Evaluation NSW Ambulance Steven is a clinical and research scientist with a background in cardiology and heart transplant research. He commenced employment with NSW Ambulance in 2010 where he is the Manager, Clinical Project Evaluation. This role includes monitoring and enhancement of the Prehospital Assessment for Primary Angioplasty (PAPA) and Prehospital Thrombolysis programs. Steven also currently sits on the NSW Chest Pain Pathway Working Group and the NSW State Cardiac Reperfusion Steering Committee. With interests in prehospital care and systems improvement, Steven was heavily involved in implementing procedures to reduce door-to-balloon times in the major Sydney hospital where he previously worked. Professor Judith Finn Director of PRECRU, Curtin University Professor Judith Finn is the Director of the Pre-hospital, Resuscitation and Emergency Care Research Unit (PRECRU) in the School of Nursing, Midwifery and Paramedicine at Curtin University; and Director of the Australian Resuscitation Outcomes Consortium (Aus-ROC) - NHMRC Centre of Research Excellence, administratively based in the School of Public Health & Preventive Medicine at Monash University. Judith also holds an adjunct appointment as Research Professor with St John Ambulance Western Australia; and leads a successful program of pre-hospital and resuscitation research. Daniel Gore Global Ambulance Lead, Healthcare Lightfoot Solutions Daniel is part of the Global Healthcare Team at Lightfoot, specialising in Ambulance Services and Unscheduled Care. Daniel has worked in and around the NHS for 25 years and has held a number of middle and senior manager posts, including Director of Service Delivery at West Midlands Ambulance Service (UK) and Head of Emergency Operations and Performance Improvement at Essex Ambulance Service (UK). More recently, as part of his work with St John New Zealand, Daniel led the design and implementation of a new response system across the country, modernising the way in which calls are prioritised and dispatched within the organisations control centres. With his practical real-life experience with ambulance services across the globe, Daniel believes a broader, more system-wide perspective on health delivers greater benefits to patient outcomes and ambulance services. Much of his recent work is focussed on improving the system view of patient pathways, including stroke. Corey Grant-Wakefield Associate Queensland University of Technology Corey is an associate at the Queensland University of Technology in the Paramedic Faculty holding degrees in Paramedics and Nursing. He works full time as a registered nurse at St. Andrew s War Memorial Hospital in Brisbane. His key areas of interest are education and lesbian, gay, bisexual, transgender and intersex inclusion within the health care work force. He has assisted on two publications and previously presented at PAIC CAA IRCP Handbook

15 Peter Hayball Principal Pharmacist South Australian Ambulance Service Dr Peter Hayball joined the South Australian Ambulance Service (SAAS) as the Service s inaugural ambulance pharmacist in early 2012 after returning to Adelaide from Malaysia where he worked as Professor of Pharmacy with the UK s University of Sunderland. Peter has more than 25 years of experience in academic, hospital, community and consultant aspects of pharmacy and therapeutics in Australia, the UK and Malaysia and has published more than 50 international, peer-reviewed journal articles and book chapters. He is working towards achieving greater recognition for paramedic practice by pharmaceutical industry in the design of targeted medicine formulations for pre-hospital use. When not working for SAAS he is a consultant pharmacist performing Medicare-funded Home Medication Reviews (HMRs) for patients referred to him by local General Practitioners; the aim of this service is to improve health outcomes, patient safety and to enhance quality use of medicines, most notably for elderly patients living in the community who are prescribed large numbers of medicines for multiple morbidities. The Hon Jill Hennessy MP Jill Hennessy is the Minister for Health and Minister for Ambulance Services in the Andrews Labor Government. She entered the Victorian Parliament as the Member for Altona District in 2010, and held a number of Shadow Ministerial roles before Labor was elected to government in 2014, including Public Transport, Anti- Corruption, Corrections, Crime Prevention and Women. Jill holds a Masters of Public and International Law, a Bachelor of Laws and a Bachelor of Arts. Jill is a former board member of Western Health, Western Region Health, and former Chair of the Victorian Working Families Council. Paul Holman Director Emergency Management, Ambulance Victoria Paul has extensive and wide-ranging experience in operations and management across almost 40 years in the ambulance sector. He has worked as a paramedic in mobile intensive care ambulance, Air Ambulance, helicopter, communications and field management. Prior to his current role, Paul held the position of Operations Manager, Emergency Management Department and Air Ambulance Victoria. Paul is a member of the Australian College of Ambulance Professionals, Victoria, and holds a Graduate Diploma in Administration (Health). He was awarded the Ambulance Service Medal (ASM) in 2007 and the National Emergency Medal in 2011 for his service during the 2009 bushfires. Toby Keene Clinical Quality Assurance Officer ACT Ambulance Service Toby Keene joined the ACT Ambulance Service in 2001, qualifying as an Intensive Care Paramedic in Since then, he has gained experience as a flight paramedic, clinical educator and operations manager. In 2007, he completed a 12-month attachment to the Australian Federal Police as an operations support paramedic. He has deployed on disaster relief operations to Victoria in 2009, Philippines in 2013, and Western Australia in In 2012, he was appointed to the position of Clinical Quality Assurance Officer in the ACT Ambulance Service. Toby s tertiary qualifications include a Graduate Diploma in Applied Psychology, a Graduate Certificate in Aeromedical Retrieval and a Master of Public Health. Craig Laplsey Emergency Management Commissioner, Victoria A year ago, Craig Lapsley was appointed as Victoria s first Emergency Management Commissioner (EMC). Craig is responsible for the overall response to major emergencies, including the co-ordinated management of the consequences of emergencies. Craig was Victoria s first and only Fire Services Commissioner, appointed in The Fire Services Commissioner had legislative responsibility to provide leadership to the State s three fire services - the Country Fire Authority (CFA), Department of Environment & Primary Industries (DEPI), and the Metropolitan Fire Brigade (MFB). In his capacity as Fire Commissioner, Craig was the State s senior-most operational fire fighter, leading response to major bushfires as the State Fire Controller. Craig lead the co-ordination of relief and recovery efforts after the death of 173 people during the Black Saturday bushfires on 7 February 2009 as the Director of Emergency Management of Health and Human Services in Victoria. Almost three times that number died in the lead up as Victoria sweltered through a heatwave. Graeme Malone ASM Director, Clinical Innovation NSW Ambulance Graeme Malone is a career paramedic (Intensive Care paramedic) with over 36 years experience in NSW Ambulance managing across a broad number of areas including clinical governance, education and operational management in both rural and metropolitan settings. Currently the Director, Clinical Innovation he is acutely aware that NSW Ambulance is one of the most rapidly changing components of the health care system in the nature of services provided, the speed of demand growth and in the skills and roles of its clinical workforce. He is passionate about the care provided to patients and is not afraid to question the status quo if it leads to improved patient outcomes. He is active in implementing changes that improve clinical care, responds to new challenges in leading clinical innovation and new models of care. Of particular note are key areas of development in acute care (cardiac, stroke and trauma) and sub-acute and non-acute care (Low Acuity pathways, authorised and palliative care plans). Group Captain Catherine McGregor Speechwriter, strategic adviser to the Chief of the Air Force, Australia Group Captain Catherine McGregor is currently serving as the speechwriter and strategic adviser to the Chief of the Air Force. She entered the Royal Military College Duntroon in 1974 and graduated to the Royal Australian Infantry. Over a career in the Australian Regular Army spanning 40 years, she held a wide variety of regimental and staff appointments. She deployed on operations on three occasions including as the Commanding Officer of the Australian Army Training Team in Timor Leste. She is a Tetum linguist. In 2008, she was a Visiting Fellow to The Leverhulme Changing Character of War Programme at All Souls Oxford University in 2008 and holds a Master of Arts in War Studies from UNSW. She was awarded the Order of Australia on 26 January 2012 for her exceptional service to The Australian Army. She served continuously as speechwriter to every Chief of the Army since She has held various appointments in Strategic Policy Branch at Army Headquarters. She transferred to the Royal Australian Air Force Reserve in June of this year on promotion to Group Captain She is a published author and has written on politics and cricket for The Australian, The Sydney Morning Herald, The Australian Financial Review, The Age. This experience secured him the role of Chief Executive Officer of Ambulance Tasmania in Dominic has a strong national profile as a Board member of The Australasian Council of Ambulance Authorities and has chaired a number of its sub committees. He is a Fellow of the Australian Institute of Management and is a Member of Paramedics Australasia, as well as being a currently certified Paramedic. He is a member of the Tasmanian Department of Health and Human Service Executive and has a qualifications in education, health science and business administration. In 2011was awarded the Ambulance Service Medal in the Australian Honors System for distinguished service to the sector. Kristin Murray Executive Manager People and Capability Wellington Free Ambulance Dr Kristin Murray is currently employed as the Executive Manager People and Capability at Wellington Free Ambulance. In her current role Kristin has focussed on building the people and capability strategy. A key component of this strategy has been the launch of the wellness program Wellaware. Kristin is a professional member of the Human Resources Institute of New Zealand with over 15 years experience as an senior HR practitioner in the public, private and charitable sectors in New Zealand and the UK. She recently completed her PhD in Human Resource management where she investigated generational cohorts and what they value in the workplace. Ziad Nehme Research Coordinator Ambulance Victoria Ziad Nehme is a paramedic and research coordinator at Ambulance Victoria. Ziad has a keen interest in clinical research, and is completing his PhD at Monash University. During his time as a research coordinator, he led coordination of the Air Versus Oxygen in myocardial infarction (AVOID) trial. Peter Rau, Chief Officer, MFB EMPA, MBA, Grad Dip BA, Assoc Dip Applied Science (Fire Tech), Ad Dip Firefighting Management, GIFireE, GAICD Peter joined the MFB s executive leadership team in 2008 and has made a significant leadership contribution to the MFB and to several important initiatives including the successful FOLD project which resulted in the creation of the new Victorian Emergency Management Training Centre (VEMTC) at Craigieburn. Frustrated by the lack of good information available to clinicians and managers to support decision making, Trevor moved into a role that saw the development of clinical case mix and activity based costing methodologies applied to the New Zealand health sector for the first time. After completing an MBA, Trevor became a Director in the Health, Education and Public Sector consulting team of Cap Gemini Ernst & Young and Practice Leader of the clinical decision support and case mix costing service lines for the health sector in Australia and New Zealand. A move to a specialised public sector consulting firm working in Australasia and the UK, Trevor continued to focus on specification development, evaluation, selection and cost benefit analysis of ICT systems and process improvement within health provider units, particularly technology enabled process reengineering. Michael R. Sayre, MD Professor, Division of Emergency Medicine University of Washington Seattle, Washington, USA Michael Sayre received his Doctor of Medicine from University of Cincinnati and completed Emergency Medicine residency at Allegheny General Hospital in Pittsburgh. He joined the Department of Emergency Medicine at the University of Cincinnati and served as the EMS Medical Director for the City of Cincinnati from In 2003, he moved to The Ohio State University where he focused on improving survival from cardiac arrest. Anthony Smith Acting Manager of Continuing Education Queensland Ambulance Service Anthony is a career ambulance paramedic who has been involved in Queensland Ambulance Service for more than 30 years. During this time he has held various positions in operation, aeromedical, education, staff development and communication. Anthony has worked in both rural and urban locations. 19 Mick Stephenson General Manager Emergency Operations (Acting), Ambulance Victoria Mick is the acting General Manager of Emergency Operations with Ambulance Victoria, a MICA Paramedic and sessional lecturer at Monash University for MICA paramedic and Air Ambulance Victoria (AAV) students and holds a research adjunct position with ANZICS. His responsibilities include the delivery of road and air ambulance response for the state of Victoria. Mick has qualifications in paramedicine, intensive care paramedicine and intensive care nursing. He has co-authored a number of research publications and is a management committee member for a number of significant clinical trials. In the 2015 Australia day awards he was honoured with the Ambulance Service Medal for his work in clinical advancements and improving patient care. Elizabeth Thyer Senior Lecturer University of Western Sydney Liz has worked as an advanced life support paramedic in Victoria for 11 years including time as a clinical instructor and peer support officer before her move into academia. She lectured in the Victoria University Paramedic program for 5 years before moving to Deakin Learning Futures, at Deakin University. Liz is now a Senior Lecturer and Academic Course Advisor at the University of Western Sydney Paramedic Program, working to develop the newest paramedic course in Australia. Her PhD was in physical anthropology and her more recent research has focused on the developing field of paramedic education and the paramedic workforce. Glenn Weir Acting Assistant Commissioner State Emergencies and Security Command Victoria Police Glenn joined Victoria Police as a Police Cadet in After graduating from the Police Academy he served in the inner suburbs of Melbourne, mainly in uniform General Duties and several plain clothes secondments. In 1990 Glenn was promoted to the rank of Sergeant, performing supervision duties at Communications, and then at various locations in and around Melbourne, performing a number of secondments in the drug investigation field leading small teams focused on local drug interdiction. In 2000 Glenn was promoted to Senior Sergeant in the training field before transferring to station command at Dandenong and then Frankston Police Stations. Glenn then performed several secondments at Inspector rank. In 2006 Glenn played a lead role in the largest police operation ever conducted in Victoria, the 2006 Melbourne Commonwealth Games, as Deputy Commander of policing operations in the public domain. At the completion of the Commonwealth games Glenn performed an assignment as a member of a corporate project team Glenn was promoted to Inspector in In 2010 Glenn was appointed as the Local Area Commander for the Bass Coast/South Gippsland Police Service Area in South-East Victoria. Whilst at Bass Coast he had command of several international events such as the Australian Moto-GP and the World Superbikes Events at Phillip Island. In 2012 Glenn was promoted to Superintendent as the Divisional Commander for the Brimbank Division of Victoria Police s North West Metro Region. He is currently performing higher duties as the Assistant Commissioner for the State Emergencies and Security Command. Glenn holds A Graduate Diploma of Leadership and Management and a Graduate Certificate in Advanced Management. He is a board member of the Westgate Branch of the Blue Ribbon Foundation and sits as a member on several community and industry steering committees, including the Sons of the West Program run by the Western Bulldogs Football Club. He is the immediate past President of one of Victoria s largest cricket clubs and is an accredited Cricket Australia umpire. Frank recently completed his term as the Chair, Board of Directors of the World Association for Disaster and Emergency Medicine (WADEM) and continues to serve on the Scientific Program Committee for WADEM s biennial World Congresses. From 1993 to 2003, Professor Archer was the Senior Medical Director at the Metropolitan Ambulance Service in Melbourne and in addition to this, was the State Ambulance Medical Director for the Victorian Department of Human Services for 25 years. Professor Archer has postgraduate specialist clinical fellowships in general practice, immediate medical care, and public health medicine. He is also a member of many national and international committees in the area of pre-hospital care. Her background in nursing led to her role as an emergency nurse practitioner and a critical care paramedic. She is based in Gisborne on the east coast of New Zealand s north island and has been with St John for 15 years. Shane Clapperton Territory Manager, St John New Zealand Shane is also a critical care paramedic. Shane worked as a paramedic for 27 years before taking on the role of Territory Manager for St John for the past three years. Scott Fyfe Intensive Care Flight Paramedic, Ambulance Tasmania, Australia Scott began his career as an ambulance officer in Victoria, moving on to become a mobile intensive care paramedic (MICA) and a clinical instructor working in Victoria. In the years before taking up his position in 2014 as an intensive care flight paramedic, fixed wing-aero-medical and Medical Retrieval Division with Ambulance Tasmania, Scott obtained a Bachelor of Paramedic Studies at Monash University and a Bachelor of Health Science Physician Assistant at James Cook University. 23 Kris Gagliardi Shift Manager and Intensive Care Paramedic, Nelson, New Zealand At St John New Zealand, Kris is responsible for developing and implementing alternative care pathways across Nelson, Marlborough and the West Coast. Prior to moving to Nelson in 2013, Kris was an ICP in Christchurch. His duties included regular shifts on response cars specifically dispatched to assess and treat low-acuity patients. Kris has a strong interest in ST-elevation myocardial infarction (STEMI) systems of care, out-of-hospital referral pathways for low-acuity patients and treatment plans for frequent ambulance callers. Kris is a Trustee of the New Zealand Paramedic Education & Research Trust, formed in 2011 to support paramedic tertiary education and research and to promote paramedicine as a mainstream health career. Kris has a Bachelor of Arts (Political Science & History) from the University of Canterbury (UC), a Bachelor of Health Science (Paramedicine) from Auckland University of Technology (AUT) and is currently studying a Post Graduate Diploma in Health Science at AUT. Richard Galeano ASM, MPH, B Bus, Paramedic Aspen Medical, Australia After 12 years with Victorian Ambulance Service and 25 years with Queensland Ambulance Service, Richard retired and took up an appointment with Aspen Medical as an Intensive Care Paramedic. Richard has worked in many areas of ambulance including clinical, educational, operational, executive manager, Workplace Health and Safety, strategy and policy. He has been involved with Queensland University of Technology since 2006 in the Paramedic Science and operational management areas. Richard s dissertation in his Master of Public health concerned cardiovascular risk in paramedics. He has developed a keen interest in the health and work-life balance of operational personnel and is completing a PhD in this area at QUT. Matthew Goudreau CAP BPH Director of Clinical Services, EasCare Paramedic Service, USA As Director of Clinical Services, Matthew coordinates all aspects of the Advanced Life Support Division for the largest private ambulance company in Massachusetts. He is one of the primary architects of EasCare s Community Paramedicine Pilot Program and currently the Clinical Director and the Primary Investigator for the project. Matthew has also worked at other services as an Advanced Life Support (ALS) supervisor and coordinator. At the New England Organ Bank, Matthew was the Donation Coordinator responsible for the management of organ donations including evaluation testing of organs, allocation to transplant centres and oversight of surgical recovery of organs. Matthew s academics achievements include a Bachelor of Public Health with an emphasis on Emergency Management. At the University of Pittsburgh s Center for Emergency Medicine, certification as a Critical Care Paramedic with flight certification and instructor certifications for the American Heart Association. Richard Larsen Operations Manager, Patient Safety and Quality, SA Ambulance Service Richard Larsen is currently the Operations Manager, Patient Safety and Quality for SA Ambulance Service and is a Fellow of Paramedics Australasia. Susan Long MA ACP President, North Central EMS Institute, USA Susan, a paramedic for 31 years, is the Director of Clinical and Support Services at Allina Health Emergency Allina Health has more than 26,000 employees, 5,000 associated and employed physicians and more than 4,000 volunteers across Minnesota and western Wisconsin. In her role, Susan oversees the quality and safety functions, internal and external education activities. In 2012, Susan was awarded a Masters of Arts in Leadership for her thesis, Study of Leadership Characteristics During Transformational Change in Healthcare Organizations, from the Metropolitan State University of Minneapolis. She also has Bachelors of Arts and Business Administration from the Mankato State University. Susan is also a member of the National Registry of Emergency Medical Technicians and currently serves as the chair of the Minnesota Ambulance Association Community Paramedic Advisory Committee. South Australia. Angela Martin Paramedic, South Australia Ambulance Serviced, MScApp (Research) Candidate Angela Martin has been a Paramedic with the SA Ambulance Service since 2003 and is currently based in Gawler, Angela holds a Bachelor of Nursing and a Graduate Diploma in Nursing Science (Emergency) and has previously held numerous positions in various urban and rural hospitals in Australia and the UK. Angela s passion is rural health and for the past three years she has been undertaking research to support the development of a model of care which could be adopted by the SA Ambulance Service to support volunteer operations and improve health outcomes for rural South Australian s. This has included project management work and a twomonth secondment to Country Health SA to scope out integration opportunities for community paramedics. As the successful recipient of the 2013 SA Ambulance Service PA ASM Rod Kershaw Scholarship, Angela was able to consolidate her vision for SAAS by undertaking a research trip to North America, where she investigated three innovative Community Paramedicine programs. Angela began her Masters in Applied Science (Research) at La Trobe University, Bendigo in January 2014 and was recommended for PhD upgrade in April Angela has joined a highly reputable Australian paramedical research team led by mentor Professor Peter O Meara and has been actively reporting on her qualitative research findings from her North American trip via publication. Through her continuing research, Angela aspires to be a key advocate and driver in the development of an innovative community paramedicine program in rural South Australia. Duncan McConnell ACP MBC Program Director, Paramedicine, Griffith University, School of Medicine, Australia Duncan has had 15 years operational experience as a paramedic during which time he has been awarded the CAA IRCP Handbook

25 Queensland Floods and Cyclone Group Citation; the Australian Defence Medal (2005) and the Assistant Commissioner s Commendation (for Bravery) In 2011, he received the National Medal, which recognizes long and diligent service by members of recognized government and voluntary organisations that risk their lives or safety to protect or assist the community in enforcement of the law or in times of emergency or natural disaster. Duncan s qualifications include an Executive Masters in Business Administration; Master of Commerce; Graduate Certificate in Ambulance Manager from the Queensland University of Technology; Diploma of Health Science (Ambulance); Diploma of Information Technology and an Australian Fixed Wing Pilot s licence. Jacqueline Messer-Lepage MBA Executive Director and Registrar Saskatchewan College of Paramedics, Canada Jaqueline s role as Executive Director and Registrar serves to protect the public through registering, licencing, educating and disciplining members of the college. It also sets strategic direction, budget development and has overall operational management, all in the public interest. Specific responsibilities include working on provincial, inter-provincial and national initiatives. Jacqueline s academic achievements include a Master of Business Administration; Advance Graduate Diploma Management (AGDM); Bachelor of Laboratory Technology; Certificate in Medical Laboratory Technology and a Certificate in Cardiology Technology. Nathaniel Metz EMT-P ACP, Operations Director, Pompt Extended Health Services, Battle Ground, Indiana USA Nathaniel began his health career in the private sector, expanding his experience through nursing school and working in a hospital setting in a variety of roles from Nurses Aid to EKG Tech in the ICU, ultimately earning Paramedic certification. He worked as the Education Officer for a local county operated service before being given the opportunity to run operations for the Central Division of Prompt Medical, Indiana s largest private EMS service. Nathaniel established a Community Paramedicine Program for Prompt Medical called Prompt Extended Health Services, based on diversified EMS deployment models. For several years, He has been involved in the proliferation of the Community Paramedicine models within Indiana. He supports and lobbies for legislation through his role as Vice President of Indiana EMS Association, and is President and Founder of the not-for-profit group, Indiana Mobile Health Collaborative, which is designed to assist EMS agencies within the state in the development of Community Paramedicine initiatives. Nathaniel also serves on state formed stakeholder committees tasked with the early development of Community Paramedicine within Indiana. Dr Peter O Meara Professor of Paramedicine, La Trobe University, Melbourne, Australia Dr Peter O Meara is the Professor of Paramedicine at La Trobe University. Peter has academic qualifications in health administration and public policy. His doctorate examined rural paramedicine models of service delivery. Prior to his La Trobe appointment he was employed at both Monash University and Charles Sturt University after working in rural ambulance services in Victoria for over 20 years. Peter s research publications and research interests focus on rural health, paramedic education and paramedicine models of care. He has focused on the evolution of community paramedicine models in North America. His research students are further extending this work through their own studies. He is a frequent conference speaker in Canada and the United States where the concept of community paramedicine is gaining traction as a mainstream role to meet the needs of communities and improve the operation of the health system. Pierre Poirier. Currently, Pierre is the Executive Director of the Paramedic Association of Canada. Pierre has a Masters certificate in Municipal Leadership from Schulich School of Business at York University, a certificate in Health Management from the University of Saskatchewan, a Bachelor of Arts degree from the University of Manitoba and a Masters in Business Administration from the University of Alberta. At present, Pierre holds the position of Chief, Security and Emergency Management with the City of Ottawa. In addition, he is the Project Director for the Interoperable Communications (radio) renewal project for the City of Ottawa. He is the recipient of the Alberta Long Service Award, the Governor General s Diamond Jubilee medal and the Exemplary Service medal. Greg Reaburn ACP PA Rural Paramedic, Queensland Ambulance Service Greg began his career as an ambulance office with the Queensland Ambulance Transport Brigade in 1986 and went on to become a training officer. At Queensland Ambulance Service he progressed through the ranks as a station officer, intensive care paramedic and single officer ICP response. For two years he was rescue paramedic with the Care Flight Helicopter Rescue Service and went on to become a rural intensive care paramedic in Greg s qualifications include an Associate Diploma of Applied Science (Southbank TAFE), Bachelor of Arts (University of New England) and a Bachelor of Health Science Physician Assistant (James Cook University). He is a board member of the Australian Society of Physician Assistants and a member of the Gold Key International Honour Society. Buck Reed AssociateLecturer in Paramedicine at the University of Western Sydney Buck is a Qualified Paramedic in New South Wales and has practiced in both metropolitan and rural environments. Buck was the first rural paramedic to receive a prestigious Churchill Fellowship, which allowed him to study international models of community paramedicine. He was also the first paramedic accepted to the NSW Health Rural Research Capacity Building Program. Mr Gary Wingrove, Chair, International Roundtable on Community Paramedicine (IRCP) Robert Zolcinski Physician Assistant, Emergency Department, Townsville Hospital, Queensland Robert had an unorthodox entry into the world of paramedicine starting out with a Bachelor of Business Accounting and working as a programmer and systems analyst in Victoria.
