1 ASPRI: A Year in Review A YEAR OF BIG, BOLD MOVES The year 2016/2017 was another exciting one for our Association as we marked our 20 th anniversary. It saw our new purpose-built, 7,900-bed ASPRI-Westlite Dormitory-Papan attain full capacity and the ASPRI Integrated Training Centre (AITC), co-located within the dormitory, achieve 100,000 training hours as it continues to strive for greater excellence and better programme deliveries. The Secretariat heralded in 2017 with the 20 th anniversary celebration in conjunction with our annual Lohei dinner and an office relocation to Jurong Town Hall. it was operating since With this shift, the Secretariat can now leverage on the TA Hub s purpose-built facilities to support its increasing load of members activities and programmes in the years ahead. The Association continued to foster deep relationships with the Singapore Economic Development Board (EDB), relevant government ministries and statutory boards, plant owners and partner institutions such as the Singapore Chinese Chamber of Commerce and Industry (SCCCI), the Singapore Chemical Industry Council (SCIC), Singapore Polytechnic (SP) and the Construction Industry Institute (CII), to deliver benefits for members. Going forward, the Executive Council (EC) has charted three important goals for ASPRI: 1. To develop and deliver better quality curriculum and training at AITC to promote and contribute to a safer and more productive process industry. 2. To launch a Supporting Services Hub (SSH) on Jurong Island by working with JTC and EDB to bring convenience to member companies and help them reduce their costs. 3. To channel more resources to promote and achieve real productivity gains for our members through the Process Construction and Maintenance Management Committee (PCMMC). To better serve our members, ASPRI Secretariat moved into its new office at the Trade Association (TA) Hub in Jurong Town Hall on 28 February 2017, from Tradehub 21, where For the financial year ending June 2017, ASPRI catalysed more than 50 activities and programmes for our members. ASPRI aims to deliver relevant programmes for the continued welfare of the process industry and looks forward to greater support from our members. 70
2 Event Highlights Connecting Process Industry Stakeholders ASPRI 20 TH ANNIVERSARY AND PROCESS INDUSTRY PROSPERITY LOHEI DINNER This year s Chinese New Year Lohei dinner coincided with the celebration of the Association s 20 th anniversary. More than 600 guests attended the joyous event at the Grand Copthorne Waterfront Hotel on 7 February The attendance was another new high as members, old and new, together with representatives from government agencies, plant owners and partner organisations, attended the celebration to commemorate an important milestone in the Association s journey. A very strong ASPRI supporter, Mr Lee Yi Shyan, Member of Parliament for East Coast GRC, who is also the Association s Adviser, graced the dinner for the ninth consecutive year. Industry leaders who had contributed to the growth of ASPRI were also recognised during the evening. The Association conferred the ASPRI Star Award 2017, the fourth since 2014, on the EDB for its pivotal role in the growth and success of the process industry. The EDB continues to enhance the competitiveness of Singapore s energy and chemicals sectors. The formation and sustained stewardship of the PCMMC since 2013 has provided a platform for plant owners and ASPRI members to come together in continuing dialogue to drive productivity improvements. Special tribute was paid to pioneer and stalwart of ASPRI, Mr Dennis Thomas, who had served the Association every year since its inception in 1997 until his decision to step down in The event saw generous sponsorship from Westlite Dormitory Management Pte Ltd, a Division of Centurion Corporation Ltd, and Lian Beng Holdings Ltd, who were the joint Platinum sponsors of $20,000. 3 Event Highlights Connecting Process Industry Stakeholders RELOCATION OF ASPRI'S SECRETARIAT OFFICE Anew decade, a spanking new office. That was what ASPRI s Secretariat had from the beginning of Its operations were officially relocated to a newly renovated office in the TA Hub in Jurong Town Hall on 28 February 2017, from Tradehub 21 where it was operating since Once the headquarters of the JTC Corporation, the iconic heritage building had been revitalised through a programme of interior additions and alterations to breathe new life into the place once again. The TA Hub brings together close to 30 trade associations and chambers (TACs) to play a proactive role in leading the transformation of local industries and enterprises in Singapore. It also offers a suite of purpose-built facilities that can support ASPRI s various industry programmes and business collaboration activities for members. The TA hub is envisaged to become a vibrant and collaborative ecosystem whereby trade associations can share resources, leverage on each other s expertise and build new partnerships to collectively bring value-added services to members. With the new facilities and proximity to other trade associations, ASPRI Secretariat looks forward to serving members better in the years ahead. 4 ASPRI ANNUAL GENERAL MEETING (AGM) AND PROCESS INDUSTRY CHILL OUT NIGHT With no election for office bearers on the agenda, the year s AGM on 13 July 2017 was held at a refreshing venue, Fire Station. Lengthy presentations, associated with previous AGMs, were replaced with a new Yearin-Review booklet to keep members abreast of the Association s activities and help shorten the proceedings. Many members felt that it was a good initiative as they could read about the various events organised by ASPRI and look forward to upcoming ones. The conclusion of the AGM marked the start of the Process Industry Chill Out Night. This allowed some 90 attending members to mingle with 40 representatives from government agencies such as International Enterprise (IE) Singapore, Institute of Technical Education (ITE), JTC Corporation, SP, Workforce Singapore (WSG), and plant owners such as ExxonMobil (EM), Petrochemical Corporation of Singapore (PCS), Shell and Singapore Refining Company (SRC). It was the highest turnout for a Process Industry Chill Out Night since the activity was launched several years ago. 73
5 Event Highlights Connecting Process Industry Stakeholders 7TH LUNAR MONTH CELEBRATION Since the inception of ASPRI, the Association has continued the annual tradition of hosting a prayer session during the 7th lunar month for members to come together and pray for the safety and prosperity of the industry. On the morning of 8 September 2017, a mass prayer activity was conducted at the carpark of ASPRI-Westlite Dormitory Papan. This was followed by a dinner and auction at the Joy Ballroom in SAFRA Jurong, which saw a turnout of 500 member companies representatives. The highest bid for an item was $13,888 from Mr Sam Ho, managing director of Vac-Tech Engineering Pte Ltd, for contribution to the Taman Jurong CCC Community Development and Welfare Fund. HSL Constructor Pte Ltd successfully bidded $10,000 for contribution to the Pioneer CCC Community Development and Welfare Fund. Centurion-Lian Beng (Papan) Pte Ltd, ASPRI s dormitory partner, added another $10,000 to be given to the Taman Jurong CCC Community and Welfare Fund, dedicated as an appreciation to Mr Tharman Shanmugaratnam, Deputy Prime Minister and Co-ordinating Minister for Economic and Social Policies. Despite the industry slowdown, the 7th month dinner raised a total of $55,000 from the charity auction, breaking all previous records. Some $20,000 was raised for the Kidney Dialysis Foundation (KDF) from bidders which included Aedge Holdings Pte Ltd, Cyclect Electrical Engineering Pte Ltd, Shing Leck Engineering Service Pte Ltd and Vac-Tech Engineering Pte Ltd. 74
6 Industry Initiatives Engaging Industry Players in Strategic Partnerships HELPING MEMBERS DIALOGUE WITH THE MINISTRY OF MANPOWER (MOM) WORKPLACE SAFETY AND HEALTH (WSH) INNOVATION AWARDS PROCESS AND CHEMICAL Ensuring WSH is crucial for all companies and individuals. To recognise companies that are developing safe and innovative solutions to help eliminate or minimise WSH hazards effectively, ASPRI has continued its collaboration with the Workplace Safety and Health Council (WSHC) and MOM in the WSH Innovation Awards 2017 Process and Chemical, held on 26 May This was ASPRI s sixth consecutive year of participation in the WSH recognition event. There were several exclusive dialogues with MOM before, but none more urgent than the one held at the JTC Summit on 5 May The dialogue saw an unprecedented turnout of 200 attendees, most of whom were duly concerned about the impending change in manpower policy pertaining to the enhanced R1 criteria for work permit holders with effect from 1 June At the Association-level selection process, two of the companies won the gold award for their exemplary projects, which were then submitted for entry at the national level. They are FRP Products Co Pte Ltd with its Blasting Pot and PEC Ltd with its PEC Laser Marking System. Austin Energy (Asia) Pte Ltd was awarded the bronze for its project Dust Filter. During the meeting, MOM revisited the three key changes with the attendees: Allowing process construction and maintenance (PCM) work permit holders (WPHs) to take on driving as a secondary job function; Allowing process industry employers to hire existing experienced WPHs with effect from 1 June 2017; New criteria requiring higher skills for R1 WPHs, with prerequisite skills and fixed monthly salary (FMS) of $1,200 and above or two years of working experience and FMS of $1,200 and above, from 1 June The session was followed by a robust question and answer session that saw numerous questions fielded, and almost every important aspect of the enhanced R1 criteria was addressed to help members understand what steps they could take. 75
7 Industry Initiatives Engaging Industry Players in Strategic Partnerships HOSTING OF DELEGATION FROM SHANDONG ECONOMIC AND INFORMATION TECHNOLOGY COMMITTEE To help promote business relations between Singapore and Shandong, ASPRI hosted a delegation from the Shandong Economic and Information Technology Committee at the TA Hub on 20 June More than 20 delegates comprising the deputy director, division chief, vice mayors and vice district/county mayors attended the sharing session. ASPRI s EC members Mr Jimmy Chua, Assistant Treasurer, and Mr Fan Ming Keong, Committee Member, together with Mr Wayne Yap, Executive Director, and Ms Chantal Quek, General Manager, were present to share some insights on ASPRI s role in the process industry. It was followed by an interactive exchange of experiences. One of the delegates was from the China Petroleum and Chemical Industry Federation (CPCIF) and ASPRI hopes to collaborate with it to establish a long-term relationship between the process sector in the two nations. PROCESS INDUSTRY SIMTECH ROUND-TABLE MEETING As a follow up to the Best Productivity Practices Implementation Index (BPPII) report from the CII, ASPRI, together with SIMTech (a division of A*Star) held a round-table discussion on 4 July Aggregated findings from a recent pilot BPPII assessment report has identified categories in Material Management and Equipment Logistics that are lagging in the overall productivity scorecard. Organised by ASPRI Productivity Committee (APC), this round-table brought together researchers from SIMTech along with 50 process industry leaders and plant owner representatives to share off-the-shelf productivity solutions that can be easily adopted by the process sector to improve the identified weak categories. The sharing session was followed by an open dialogue during which a suggestion was made by a plant owner that both plant owners and contractors need to work hand-in-hand by co-investing in solutions to improve productivity. This suggestion was duly supported by Mr James Goh, Immediate Past President of the ASPRI 11th EC and advisor of APC who emphasised that Small and Medium-sized Enterprises (SMEs) were struggling to make investments in 76
8 technology as they were not able to secure the financing and were uncertain how they could achieve return on their investments quickly. PRODUCTIVITY IMPROVEMENT FORUM (PIF) Mr Francis Tay, Vice President of the ASPRI 11th EC and chairman of APC, added that it was important for any technology solution adopted to be accessible for use across all the plants. Many attendees found the session to be insightful and ASPRI will be following up with SIMTech to explore implementing the identified solutions. The second Productivity Improvement Forum was held on 26 July 2017 at the JTC Summit. As the various workgroups projects by the CII approached the end of the second year, it was organised to share new findings and updates. Mr Koh Yak Boo, Chairman of the Productivity Council (PC), kicked off the forum with a summary of the progress made. EDB presented an overview on Singapore s energy and chemicals cluster, the local productivity landscape and the overall intent to enhance Singapore s PCM sector to the first quartile of PCM productivity in Asia by 2020, as well as the impending need for the industry to adopt digitalisation. SPRING Singapore shared how it had supported SMEs in industry level productivity, including the adoption of tools and machinery to increase productivity and reduce manpower in tank overhaul and maintenance work. It also explained how the Capability Development Grant had been supporting PCM SMEs on mechanisation, automation, digitalisation and other productivity improvement efforts. Contractors and plant owners were encouraged to work together in sourcing, implementing and standardising these systemlevel solutions, which SPRING could support for industry-level mass adoption. Updates from the various workgroups include the path forward for the jointcollaboration between plant owners and contractors to translate the Activity Analysis data into action plan and how the results from the BPPII, 10-10, Productivity Benchmarking, and mechanisation index could help further improve the industry s productivity. Mr Georges Grosliere, former Co-Chairman of the PCMMC, helped to wrap up the session by encouraging the plant owners and contractors to continue the journey together to achieve the fruits of all the exercises conducted by the various workgroups. 77
9 Industry Initiatives Engaging Industry Players in Strategic Partnerships BEST PRODUCTIVITY PRACTICES IMPLEMENTATION INDEX (BPPII) SEMINARS HOSTING OF ZIBO CITY CHINA DELEGATION To ensure that the findings of the BPPII for New Construction Projects, Maintenance Activities and Shutdown/ Turnaround would be put to good use at the worksites, ASPRI, the SCIC and CII organised two training seminars on 25 May 2017 and 27 July 2017 for the process industry. CII, NUS and subject matter experts from the Pilot Projects Workgroup helped to customise the BPPII by adding 13 additional elements to make it relevant for both the contractors and plant owners in the Singapore process industry context. BPPII is an important method and metric for measuring the implementation level of practices that have the potential to improve craft productivity in construction projects, maintenance activities and shutdowns/ turnarounds. The BPPII could be utilised to fit the needs of almost any project and provides the following benefits: A list of the essential practices that need to be planned and implemented on a project; A checklist that determines the level of planning and implementation of these productivity practices; A list of strategies to achieve higher levels of implementation of best productivity practices. During the training, it was shared that under the BPPII Pilot Projects, the average overall score was per cent (second quartile) while it was observed that Environment, Safety and Health had a score of per cent, making it into the first quartile. ASPRI hosted a second delegation from China, this time from the Zibo City Industry Association on August The meeting with the group was facilitated by Mr Joseph Khow, fourth ASPRI past president and Managing Director of Falkor Engineering Pte Ltd. To help the delegates understand more about Singapore s process industry during the two days, the programme was packed with sharing sessions from industry veterans Mr Lucas Ng, General Manager of PCS, Joseph Khow and Zachary Gan, lead for Energy and Chemicals from EDB and ASPRI. Representatives from IE Singapore were also present on the first day. On the second day, the delegates toured the PCS complex on Jurong Island, graciously hosted by Mr Lucas Ng. Promoting regionalisation, and even internationalisation, has always been one of ASPRI s strategic thrusts and it hopes to embark on a journey to explore further co-operation and collaboration with members of the Zibo City Chemical Association. 78
10 Industry Initiatives Growing our Manpower Capability WORKSHOP ON REGULATORY RISKS IN PROJECT TENDERS ASPRI ESTATE PLANNING SEMINAR FOR FAMILY BUSINESSES Risks involved in tenders are difficult to unravel, especially the legal implications. To help members better understand the regulatory framework for tenders and avoid running afoul of the law, ASPRI teamed up with WongPartnership to organise a workshop on 14 October 2016 at the WongPartnership Seminar Room located in Marina Bay Financial Centre Tower 3. Expert knowledge speakers from the legal firm helped members to understand regulatory risks when bidding for projects and what to do when faced with a potential breach. Members were made aware of the severe consequences should unintended misconduct spiral out of control. Case studies on bid-rigging were also presented to help participants better appreciate the nuances of tender misconduct. The workshop was well received. Some of the participants took the opportunity to clarify and seek more information from the experts. Family businesses, even in the process industry, face several common challenges such as governance, values, cultural practices and lack of succession planning. To help better address such issues, ASPRI organised the inaugural seminar on estate planning in collaboration with its new partners, Deloitte Singapore and PFP Legacy on 25 May Veteran consultants such as Ms Catherine Chow and Mr Lex Lee, directors of Deloitte Singapore, and Mr Ethan Chia, financial services manager of PFP Legacy, shared important pointers from several interesting case studies which the participants could relate to. The event ended with positive feedback from the participants. 79
11 Industry Initiatives Growing our Manpower Capability ASPRI ITE: MANPOWER DEVELOPMENT SCHEME FOR THE FUTURE ECONOMY On 18 August 2017, ASPRI collaborated with long-term partner, the ITE, to present a seminar on Manpower Development Schemes for its members. Mr Ting Kok Guan, divisional director, Industry-Based Training from ITE, shared with the more than 50 participants in an interactive manner on some viable solutions and grants available to help companies that wish to address issues related to employing Singaporean workers in the process industry. The following were schemes shared during the session: Traineeship Approved Training Centre Work-Learn Technical Diploma Certified On-the-Job Training Centre (COJTC) Enhanced Internship Applied Industrial Innovation ASPRI is heartened to learn that after the event, members approached ITE for assistance on manpower issues faced. Some even went a step further to explore with ITE s Technology Development Centre for suggestions on innovations that could help automate processes in their operations. 80
12 ASPRI WONGPARTNERSHIP: HOW TO MANAGE AND LIMIT EXPOSURE TO RISKS ASPRI partnered again with WongPartnership on 15 September 2017 to present another seminar on Risk Management for members to learn more about the subject. WongPartnership was present with a big team of legal advisors and subject matter experts to help the members raise their level of knowledge in various areas of risks relevant to their business. Mr Christopher Chuah, Head Infrastructure, Construction and Engineering Practice, shared about the various contractual mechanisms that were commonly used to manage and mitigate such risks; more importantly how failure to do so may prove to be costly for an organisation. Several case studies were used as examples to show how contractual terms were paramount for proving a case in court. 81

17 ASPRI Membership Categories ASPRI members support the process industry in the areas of plant construction and plant maintenance. Our members offer an extensive range of engineering services, across the domains of mechanical, electrical and civil engineering. Membership is open to companies that are affiliated to the process industry (namely the petroleum, petrochemicals, specialty chemicals and pharmaceuticals clusters). ASPRI has two types of membership: Corporate membership Corporate membership is for Singapore-incorporated companies that have employees directly involved in plant construction and maintenance activities in the process industry. Associate membership Associate membership is for companies which are suppliers of process industry-related products and materials, as well as other services. 21 ASPRI-IPI Training Review AITC ACHIEVES RECORD TRAINING HOURS, RAMPS UP PROGRAMMES The ASPRI Integrated Training Centre (AITC) at Jalan Papan had by the end of August 2017 tripled to 100,000 training hours since it moved into the new dormitory complex in September This achievement was made possible with the continued strong support of industry members, especially those with PCM workers residing in the ASPRI dormitory. With the training facilities right at their door steps, employers could conveniently assign their workers staying in the complex to attend regular classes in the evening or on weekends without worrying about operation constraints. PCM workers in the industry spend an average of 11 hours on training. However, those residing in the ASPRI-Westlite Dormitory-Papan are empowered to upgrade their skills and spend an average of 22 hours of training at the AITC. The centre also adjusted its training schedule from 08:30am to 10:30pm, Monday to Sunday to better cater to the needs of residential workers. To help build a safer and more productive workforce, ASPRI-IPI will focus on developing more relevant quality training for the process industry by working with the various institutes of higher learning (IHLs) to expand its range of training programmes to include training offerings to field supervisors while enabling deep-skilling and multi-skilling for our process workers. In the long run, ASPRI-IPI aspires to be a premier SMART training centre that promotes digitalisation through technology such as virtual reality (VR)/augmented reality (AR) as well as online interactive training. 23 ASPRI-IPI Training Review Functionality Overview Closer Industry Collaboration As part of its efforts to foster closer collaboration with industry partners, AITC played host to various institutional visits during the year. The centre organised more than 32 industry visits to its facilities. They include: WSQ Process Skills Pack Rolled out on 1 June 2017 ASPRI-IPI together with the industry stakeholders, has successfully completed the development of 10 Singapore Workforce Skills Qualifications (WSQ) National Competency Standards under the Process Skills Pack. The first five WSQ Process Skills Pack modules recognised under the Enhanced R1 criteria in the process sector that were rolled out on 1 June 2017 were: WSQ Perform Process Pipe Fitting Work WSQ Perform Rotating Equipment Fitting Work WSQ Fitting Works in Workshop WSQ Perform Metal Scaffolding Work WSQ Perform Rigger and Signalman Tasks Training Management System ASPRI-IPI Training Management System (TMS) To more effectively support the anticipated increase in the number of courses and training hours, the Association has developed the necessary IT infrastructure to provide hasslefree registration and management of employers training programmes online. The ASPRI-IPI TMS was launched in March The system is designed with mobilefriendly functions, including trainee database management, trainer and vendor management, finance management, report generation, and course management such as online registration.
