1 2015 JANUARY - JUNE 1st Edition Editorial Message Year 2014 has been a hectic yet rewarding year for ASPRI. On behalf of our Association, I would like to say a Big Thank You to all our members and industry partners in creating a fruitful year for ASPRI. One success highlight is that ASPRI is finally going to have a dedicated Dormitory for the Process Industry with Integrated Training Facility after a unrelenting pursuit of over a decade. In a brand new year, ASPRI is pleased to launch a new logo to reflect our new vision, To be a Visible and Credible Partner in the Process Industry. To enhance our visibility and serve our members better, we have also revamped our website to be more user-friendly. Moving forward, there are many initiatives to be rolled out under the Process Construction and Maintenance Management Committee (PCMMC) through the six workgroups namely: Infrastructure, Management Practices, Mechanisation, Performance Metrics, Turnaround Scheduling and Workers Capabilities. Amidst a volatile global economic situation with the recent dropping of oil prices, I would like to urge our member companies to be more innovative and pro-active in productivity improvement for long term business sustainability and eventually move up the value chain. 2 Established in 1996, the Association of Process Industry (ASPRI) has been putting lot of effort, passion and commitment to achieve its Vision as a Visible and Credible Partner in the Process Industry. The growth of ASPRI s membership by ten-fold to more than 500 member companies in a short span of 10 years is a strong testament of the committee achieving the Association s Vision. In a continuous effort to uphold the Vision and professionalism, ASPRI would like to give its brand an identity, revitalisation and communication enhancement. A Rejuvenating ASPRI s logo and website were borned. The new logo and website mark a new start with determination in With the introduction, ASPRI will continue to uphold its vision and contribution to the industry. The followings are the brand signature rationale. THE BIRTH OF NEW ASPRI s LOGO AND WEBSITE The 5 letters are linked by an arch that resembles a bridge to encapsulate how ASPRI Connect members to key private and governmental stakeholders, Engage members in strategic partnerships and encourage Growth opportunities. The dignity of the typeface captures the importance of a strong industry voice and a visible and credible representation in the industry. The colour blue conveys reliability and responsibility, and portrays ASPRI as a dependable partner. It is complemented with green which reflects growth, a fundamental foundation for ASPRI and its future. Enhance Your Browsing Experience In order to reflect the values and aspirations of the Association as it is today, the new website shall reflect ASPRI as a professional, vibrant, and competent organisation that is committed to the success of its members and industry. With the new enhance flexibility and layout, the new website shall give browsers an interactive experience of browsing. On top of that, it serve as an information hub platform for users to query their needs and clarifications. Page 2

3 PCMMC INDUSTRY FORUM The PCMMC Industry Forum was held on 5 January 2015 (Monday), at the Genexis Theatre, Fusionopolis. This event drew an attention to almost 100 member companies, plant owners (ExxonMobil, Petrol Chemical Corporation of Singapore, Singapore Refining Company), Engineering Procurement Construction Companies (Foster Wheeler) and Consulting Firm (Deloitte Touche), which made the event a success. The highlight was the panel discussion where industry policies / initiative were presented by the various key industry stakeholders. Participants were actively asking for case studies and questions such as the industry outlook in the upcoming years. Participants also took the opportunity to network during the teabreak. To provide some background, the Process Construction & Maintenance Management Committee (PCMMC), consisting of key stakeholders was formed with the objective of improving worker and project productivity. This is one of the initiatives under National Productivity Council chaired by DPM Tharman Shanmugaratnam. Page 3

4 MILESTONE - DORMITORY With more than a decade of unrelenting pursuit to have our own dormitory to benefit our members, ASPRI is pleased to announce that ASPRI-WESTLITE DORMITORY- PAPAN with Integrated Training Centre is underway and scheduled to be completed by mid The dormitory located at Jalan Papan with total accommodation of 7,900 bed spaces shall be catered solely for the Process Construction & Maintenance (PCM) workers. In our bid to improve workers productivity and welfare, the self- contained facilities with accommodation and Integrated Training Centre would aim to meet their physiological, social and training needs. ASPRI encourages members to come forward if they have demand for bed space and training requirements for their workers. ASPRI shall aim to create the best possible Live, Learn and Play environment for the workers. Page 4

5 SRC-ASPRI AND MEMBERS PRODUCTIVITY ROADSHOW On 11 February 2015, ASPRI together with Singapore Refining Company (SRC) commemorated the success of the first Capability Development Grant (CDG) project completed by process plant owners and its resident contractors by organising the Singapore Refining Company (SRC) & Contractors Productivity Roadshow. Graced by Mr. Lee Yi Shyan, Senior Minister of State, Ministry of Trade and Industry and Ministry of National Development, the event saw a good turnout. Being the inaugural CDG project successfully facilitated by ASPRI, we are proud of our participating member companies namely AD-Meth Mech-Field Pte Ltd, Hai Leck Engineering (Pte) Ltd, Hiap Seng Engineering Ltd, Kwang Peng Electrical and Engineering Pte Ltd, Major Insulation & Links (MIL) Marketing Pte Ltd, PEC Ltd, Plant Electrical Instrumentation Pte Ltd, P.S.E. Engineering and Construction Pte Ltd. The objective of this productivity project was to encourage our member companies to adopt powered tools. It has reaped productivity improvement of up to 40% by reducing workers fatigue and provision of a safer working environment. As shared during ASPRI s opening address by Mr. Francis Tay, ASPRI looks forward to have more successful projects through closer tripartite partnerships among the Government, Plant Owners and ASPRI Member Companies. SBF/JMA BUSINESS MATCHING EVENT On 4 February 2015, ASPRI Productivity Committee (APC) together with A*STAR and Singapore Economic Development Board (EDB) supported the business matching event organised by Singapore Business Federation (SBF) and Japan Management Association (JMA). innovation and productivity and remains committed to keep its members abreast on the latest available technologies. 6 Encouraging Companies to Grow Cost Implication to Business BUDGET 2015 HIGHLIGHTS Capability Development Grant (CDG) Increased of funding support up to 70% for projects less than $30,000. This grant will be extended to March 2018 International Growth Scheme (IGS) Companies will enjoy 10% concessionary tax rate on their incremental income from qualifying activities to encourage more local companies to expand overseas Spring Start-Up Enterprise Development Scheme The government will up its co-investment cap to $2 million per company, per scheme. This is applicable for companies that are less than five years old Venture Debt Risk-Sharing Programme The Government will share 50% of risk in venture debt over an initial 2 years Central Provident Fund (CPF) From 2016 onwards, CPF salary ceiling will be raised to $6,000 from $5,000 Additional of 1% extra interest on first $30,000 of CPF balance from age 55 Page 6 Government Incentive Adjustment Building Skills Strengthening the Industry Productivity Innovation Credit (PIC) PIC and PIC+ scheme will be extended till 2018 PIC Bonus will be discontinued in YA 2015 Corporate Income Tax (CIT) Rebate 30% CIT rebate will be extended to 2016 and 2017, with a reduced cap of $20,000 Temporary Employment Credit (TEC) TEC increased to 1% of wages in 2015 TEC to be extended by two years (1% in 2016 and 0.5% in 2017) Special Employment Credit (SEC) Employers will receive an SEC of up to 11.5% of an employee s monthl salary if they hire Singaporean workers the age of 65 and above between 1 January 2015 and 31 December 2015 Wage Credit Scheme (WCS) WCS scheme will be extended for two years (2016 and 2017) but with the Government co-funding lowered to 20% from 40% Adjustment to Foreign Worker Levy Deferment of this year s round of Foreign Worker levy increases for S Pass and Work Permit Holders in every sector SkillsFuture Credit Every Singaporean aged 25 and above will receive an initial $500 of SkillsFuture Credit, which will be topped up at regular intervals and will not expire. The credit can be used on a range of Government-supported courses Equipping Workforce with Future-Relevant Skills Sectoral Manpower Plans to be implemented in all key sector by (Workforce Development Agency (WDA) will be collaborating with sector lead agencies, employers and unions to develop medium -term manpower and skills plans for each industry sector for over a five-year period
