Description of the grant programs Section 5310 is typically used to help purchase wheelchair-equipped vans and small buses to meet the needs of elderly individuals and individuals with disabilities Section 5316 helps cover capital, operating, and planning expenses for new or expanded transportation services intended to connect low income individuals to jobs Section 5317 provides capital and operating funds for transportation services and facilities for individuals with disabilities Online application forms and information Application deadline Completed applications must be delivered to FMPO offices no later than Friday, March 26, 2010, at 5:00 pm MST All grant applicants must participate in the update of the FMPO Regional Transportation Coordination Plan by completing the enclosed Transportation Provider Inventory form and Project Planning Worksheet. All agencies that provide transportation services are asked to complete the Transportation Provider Inventory, regardless of whether they intend to submit a grant application. It is based on the premise that improving coordination and reducing redundancy and inefficiency in transportation programs will benefit end users. The Arizona Rides program was started shortly thereafter as a state-level counterpart. As a result of these initiatives, beginning in 2007, all Metropolitan Planning Organizations (MPO s) and Councils of Governments (COG s) in Arizona are required to adopt and annually update a, which inventories existing transportation services for elderly individuals, individuals with disabilities, and low-income individuals, identifies unmet transportation needs, and provides strategies for improving coordination to meet those needs. In Flagstaff and northern Arizona, the plans are prepared by the Flagstaff Metropolitan Planning Organization (FMPO) and the Northern Arizona Council of Governments (NACOG). Additionally, any agency that applies for funding through the Section 5310, 5316, or 5317 federal grant programs must be included in the coordination plan. Section 5310 provides lift-equipped vans for elderly and disabled individuals, Section 5316 (Job Access Reverse Commute) focuses on job access projects in low income areas, and Section 5317 (New Freedom) provides funding for transportation services for persons with disabilities. Planning process As part of the 2010 update for the coordination plan, all agencies in the Flagstaff area that provide transportation services for elderly individuals, individuals with disabilities, or low-income individuals should complete and return a Transportation Provider Inventory, regardless of whether you plan to submit a grant application. If you intend to submit an application for a 5310, 5316, or 5317 grant, please also complete a Project Planning Worksheet.
