5 System Access Fund policy discussion ST s current System Access Policy states that: ridership, total cost of ownership, including partnerships with third parties, ST and local jurisdictions plans and planning documents and public input, Should all be taken into consideration in design of and investment in transit facilities and access infrastructure. 5
6 System Access Fund policy discussion What additional criteria should we use to evaluate potential access projects? - needs of customers using Sound Transit s existing and planned bus and rail stations - connectivity with other modes - Other criteria? Partner with other jurisdictions and other stakeholders to leverage grants and matching funds. Projects that leverage funds through funding partnerships will receive strong consideration. What process should we follow for funding access projects? Set aside funding for projects originating within ST?

8 How does ST3 address parking? New parking facilities included in ST3: - up to 9,695 new parking stalls (a net increase of up to 8,235 stalls) - plus additional south Sounder parking stalls yet to be determined In planning for new parking: - Look at opportunities for leased or shared parking and parking built in conjunction with new TOD projects Parking management to increase availability and reliability of access 8
9 Overview ST operates approximately 11,800 parking spaces across 37 parking facilities* Spaces are 93% occupied at lots owned and operated by ST** 20 locations are above 90% occupied 12 locations are above 100% occupied *Includes owned and leased lots **October 2017 counts 9
10 Parking permit program highlights System-wide parking program: Phase 1: Carpool / HOV permits Implemented 2016 Phase 2: Single Occupancy Vehicle (SOV) permits Next step Phase 3: Daily parking fees Future proposal for Board consideration Permit eligibility: Transit riders - regular use required after permit issued in order to renew HOV permits: 2+ transit riders 10
11 Parking permit program elements today Facility selection criteria: ST has full authority to manage parking 97% full for three consecutive months And/or parking provided to serve a Link station HOV permit program locations Permits required: M-F during a.m. rush hours Open for general use after rush hour M-F and on weekends For up to 50% of spaces at facility 11
12 Proposed elements for program expansion 1. SOV parking permit pricing Range: $15/mo (administrative cost coverage) to $90/mo (market rate on average around permitted facilities) 2. Facility selection criteria 90% full for three consecutive months 3. HOV permit price $0.00 for potential inclusion of encumbered lots 4. Reduced permit price for ORCA LIFT pass holders Range: $0.00 to 50% of SOV permit price 5. Phase in permit parking zone gradually up to 50% of lot 6. Analyze feasibility of providing permits only for RTA taxpayers or apply out-of-district fee 12
13 Regional coordination Transit Executives this fall (2017) provided direction to reconvene parking coordination group at Puget Sound Regional Council (PSRC) to: Understand restrictions to parking management based on funding sources Coordinate long-term parking management strategies Sound Transit to continue to engage regional agencies in implementation of SOV parking permit program component. 13
14 Equity concerns Equity concerns focused in two areas: Access to permits, and geographic distribution of permit program implementation due to encumbrances restricting parking management through price in some locations Staff to pursue a Title VI analysis to inform Board direction on permit program expansion Staff propose reduced fare SOV permit rate for eligible ORCA LIFT pass holders be included in options to be brought to the public for input 14
