1 SEPTEMBER 2018 INTRODUCING RHONDA LAWSON, DIAC EXECUTIVE DIRECTOR Rhonda Lawson has joined the Association this month as our new Executive Director. The Executive Director reports to the Board and is responsible for the strategic plan, operations, administration and programming of the organization. Rhonda Lawson DIAC Executive Director Rhonda brings to the Association over 30 years of experience, as a board member, consultant and senior executive in consulting, healthcare, insurance, pharmaceutical and engineering industries. Her strong governance, strategic planning, business leadership and general management skills are just some of the talents she brings to our association. She holds a bachelor of arts degree from the University of Toronto, a diploma in Human Resources Management from Centennial College, has completed the Directors Education Program from the Rotman School of Business, University of Toronto and the Institute of Corporate Directors. INTRODUCING MAT DINNEEN, DIAC BOARD MEMBER Mat Dinneen DIAC Board Member Mat brings twenty-five years of leadership experience across the Hospital / Medical and Dental spaces in the Canadian and International markets. Prior to joining Nobel Biocare Canada as the Country Manager in the fall of 2017, Mat was the General Manager for Bard Canada where he was responsible for all in country commercial and functional operations, channel expansion, and industry and customer relationship management. Prior to that, Mat was the Country Manager for CareFusion and successfully led the establishment of the direct in-country sales, marketing, clinical, and technical services teams, while also establishing a strong presence with customers. Mat spent eighteen years with Baxter Corporation where he held multiple senior leadership roles across Medication Delivery, Renal, and Strategic Account Management, while also spending time in Manufacturing, Operations, Sales, and Business Development earlier in his career. Mat was on the Board of Directors for MEDEC, the national association representing Canada s innovative medical technology industry. Mat earned a Business Administration Diploma from Georgian College in Barrie Ontario and a Masters of Business Administration from the Richard Ivey School of Business, the University of Western Ontario. Mat and wife his Ella live in Mississauga with their two children Mya (13) and Graydon (11). They are both active in the community volunteering time at their children s school and sports organizations

3 SEPTEMBER 2018 REGULATORY SUBJECT MATTER COMMITTEE UPDATE: HOT TOPIC: Health Sector Payment Transparency (HSPT) In both the July and August newsletter, updates were provided about DIAC efforts to manage Health Sector Payment Transparency government initiatives in BC and ON. For those that haven t been close to this topic, here is an overview as to what HSPT is, why it matters and why DIAC is staying close to this situation. What is Health Sector Payment Transparency (HSPT)? Provincial governments are concerned about the degree to which financial relationships could inappropriately influence purchasing decisions and/or the care a patient receives. Other jurisdictions (e.g. U.S., France) have moved forward with HSPT and Canadian governments have taken notice. The intent of HSPT is to make public, information about transfers of value between a payor and a recipient. Both ON and BC have expressed interest in moving forward with an HSPT program. It is possible the federal government may consider a national program as the ON Minister of Health, who spearheaded the ON legislation, resigned in February 2018 to become Chair of the Advisory Council on the Implementation of National Pharmacare. Susanne Currie Director, Regulatory Affairs What does it mean to DIAC members? Under what has been proposed in both BC and ON, dental device manufacturers, wholesalers and distributors would be considered payors. Dental health professionals (dentists, hygienists, dental technicians) would be considered recipients. Transfers of value include items such as consulting fees, speaking fees, entertainment, food/beverage, travel/accommodation. The ON regulations proposed a transfer of value threshold of $10.00, the BC government proposed $25.00 as part of their July 2018 consultation session. What are the implications for DIAC members? If an HSPT program went ahead, DIAC members would need to create a corporate database to capture by health care professional (recipient) each transfer of value made over the course of the year based on the dollar threshold. For example, if you had lunch with a dentist, or an educational session/sampling event with a group of professionals, you would need to put into your database each recipient (all names) and the transfer of value (cost of the lunch, event and/or samples). At the end of the year, all of those individual transactions would then need to be reported (in a way that would match) into a provincial database. The financial and administrative burden for DIAC members to comply with such a program would be very significant. What has DIAC accomplished so far? DIAC has been at the government table both in ON and BC to bring compelling evidence as to why the dental sector should be exempt from an HSPT program. A written submission was provided to the ON government (April 2018) which helped successfully prevent the implementation of the proposed guidelines before the election. At this point is appears the new ON government is not making HSPT a priority however we are monitoring the situation closely. A second written submission was provided to the BC government (Aug 2018) as part of our advocacy effort. BC will be finalizing the report from their consultation sessions to decide on next steps and DIAC will continue to be at the table advocating on behalf of our membership. What else is DIAC doing? We consider this to be a top priority for the membership. It would seem that it isn t a question of if HSPT is going to enter the Canadian market but where, when and how. DIAC is moving ahead proactively to develop a proposed national framework for recommended payers, recipients, and transfers of value in dentistry in the event that an overall exemption is not accepted. We are committed to ensuring our industry is prepared and will maintain a strong a strong proactive position on HSPT to ensure it does not create unreasonable capacity or resource drains on our industry. The DIAC Subject Matter Committee meets the first Friday of every month to review regulatory issues. Watch for the Future of Dentistry Survey coming late September NEWS Dental recall solution specialist, Recall System Pro, changes name to RecallMax Calgary, Alberta September 2018 Recall System Pro, one of Canada s leading providers of recall software solutions for the dental industry, has changed its name to RecallMax, as part of a strategic rebranding effort. The founder of the cloud-based software technology, Ron Barsotti, President and CEO created the application after working with practices as a dental consultant for over 25 years. The software was released to market in 2014, and since then, it has become one of the fastest growing dental software company s in Canada. According to Karl Schmidt, Senior Vice President of Business Development, the rebranding (which includes a new logo and enhanced website) aligns with the company s international marketing strategy as it prepares to launch its solution south of the border.
