4 RFP Objectives Provide commercial uses that respond to the needs of the community and complement other components of E 125 Deliver high quality, career-oriented, comprehensive hiring and wage programs Design the building and Site to encourage active street life, promote sustainability and energy efficiency and creatively integrate the Project into the local context Maximize development potential of the Site Ensure the financial feasibility of the development, and its ability to meet the project requirements Generate returns to the City 4

5 RFP Project Description 7,000 SF of vacant lot Zoned C6-3 A commercial development of up to 42,000 SF or a community facility of up to 70,000 SF as-of-right. Up to 28,000 SF of development rights may be available from the adjacent parcels within E125. 5

6 Project Requirements Comply with the East 125th Street Development Points of Agreement Provide at least 5,000 SF of retail space to Locally Owned Businesses Support the Local Investment Fund (as defined in the E125 POA) with a contribution of at least $1,000,000 Conform to the design guidelines contained in the 15th Amended Harlem East Harlem Urban Renewal Plan Conform to current zoning Provide financial consideration that reflects the following: (1) lease rents expressed in a fixed, non-contingent dollar amount (2) a security deposit. 6

8 Emerging Developers NYCEDC committed to increasing participation of emerging developers in City projects Responses are greatly encouraged, and will be given preference in selection Description of Emerging Developers: Total development cost of each of Respondent s individual projects is less than $30 million Residential unit count of any individual project is less than 150 and total square footage of each of Respondent s projects does not exceed 100,000 SF Completed construction of fewer than 10 projects within the past 10 years; Experience completing projects in New York City or other urban areas; and Includes minority and women owned firms **If a Respondent believes it should be categorized as an Emerging Developer (whether or not it meets the criteria set forth above), please provide additional rationale. If Emerging developer comes in as a co-developer, role must be significant to the project and must be described in proposal 8

13 MWBE Participation Proposal M/WBE Program M/WBE Program established in NYC Administrative Code, LL129 of 2005 and LL1 of 2013 M/WBEs must be certified by NYC Dept. of Small Business Services M/WBE Participation Goal: 20-35% (as percentage of total hard costs and soft costs) Respondents must submit an M/WBE Participation Proposal indicating their proposed level of M/WBE participation and a plan for achieving this goal Awarded parties will be required to submit an M/WBE Participation Plan, which includes information on project consultants and contractors, 120 days prior to the commencement of construction M/WBE Participation Proposal will be scored and factor into selection Scoring is a function of both the proposed Participation Goal and the strength of the narrative portion Respondents submitting proposals with a Proposed Participation Goal lower than the lower bound of the range shall receive a score of zero (0) for this selection criterion. The higher bound represents optimum participation. Proposed Participation Goals that exceed this higher bound are welcome but do not receive extra points The narrative portion is scored based on breadth and depth of the strategies proposed, as well as the level of specificity incorporated Final M/WBE Participation Goal will be incorporated into the Contract Selected Respondents will be required to meet the M/WBE Participation Goal or demonstrate good faith efforts 13
