3 Project Overview NYCEDC issued an RFP on February 10, 2015 RFP Fundamentals: Purchase or Lease Redevelopment of 59,500 SF lot 428K potential buildable SF Selected Respondent to: Demolish existing structure Replace on-site or relocate NYPD parking Create affordable housing Develop commercial use with retail component Preference for community facility in addition to commercial use

4 Project Goals Create a thriving mixed-use, mixedincome development Include affordable housing consistent with Housing New York and contribute to City s goals of fostering economically diverse neighborhoods Deliver on hiring and workforce programs that support communities and helps creates job opportunities for low-income persons Develop commercial uses that respond to needs of the community

5 Site Description th Street (bwn. Jamaica and Archer Avenues) Site is ~59,500 SF Zoned C6-2 (7.2 FAR assuming IH) Existing 2-story garage is currently occupied by NYPD

6 Special Downtown Jamaica District Established in 2007 to encourage high-to-moderate density mixed-use development in Downtown Jamaica Site zoned to C6-2 and approved for disposition Site in C6-2 zone

7 Downtown Jamaica Today Vibrant civic, commercial, and regional transit hub Excellent transit infrastructure Unique downtown shopping experience Anchor institutions and cultural amenities 3 BIDs serve a large business district Site

8 Jamaica s Future Action plan to be released with feasible programs and placebased projects that focuses on community needs Improve livability, public realm, transportation and housing Promote commercial growth and economic development Increase quality jobs and small businesses support

9 Proposal Elements Mixed-Income Housing Program Commercial Program Required retail component Community Facility Preference for community facility in addition to any commercial use Preference for community facility to be below-market space rented to a youth focused local operator Parking NYPD Parking: Include 2 purchase prices: 1) with consideration of relocation and/or replacement of 47 NYPD spaces and 2) without consideration

10 Economic and Workforce Opportunity Considerations The Respondent s commitment to the following requirements will be considered in selection: M/WBE: Increase subcontracting opportunities for Minority and Women-Owned Businesses through participation with a goal of 20-35% of costs associated with the development contracted to M/WBE Employment Opportunities Program (EOP): Provide outreach plan for construction employment opportunities for low-income workers HireNYC Consider Target Population employees for permanent employment opportunities when 10+ jobs are created Living Wage/Prevailing Wage Ensure compliance with Living and Prevailing Wage Laws. If exempt, Respondents should strive to provide employees with a Living Wage. For more information please see:
