5 PROJECT BACKGROUND The East River Waterfront (ERW) Projects have been undertaken by the City in furtherance of the 2002 Mayor s Vision for Lower Manhattan (the Vision Statement ) and includes the following distinct improvement projects: East River Waterfront Esplanade and Piers Project (the Esplanade and Piers Project ) East River Waterfront Access Project (the Access Project ) NYCEDC engaged a team of consultants that recommended certain improvements and created a master concept plan (the Concept Plan ) that will provide the Lower Manhattan community with a spectacular recreational resource and maintain the Waterfront as a public amenity The ERW Project was conceived as part of the Concept Plan to further the Vision Statement by creating a spectacular waterfront esplanade completing the Manhattan Greenway reconnecting the communities of Lower Manhattan to the East River BBE is part of the overall ERW Project and looks to meet the objectives of the Concept Plan 5

9 SUMMARY OF SCOPE Funding sources: US HUD CDBG, administered by LMDC The scope of the new esplanade should include a diverse series of landscaping, public amenities, and dedicated bicycle improvements Due to its proximity to the water and damage that resulted from Superstorm Sandy, the scope should also include resiliency and drainage measures (to be coordinated with the designs of Lower Manhattan Coastal Resilience Project (LMCR)) The design shall, at a minimum: - Create a spectacular waterfront esplanade - Work with the communities of Lower Manhattan to reconnect them to the East River - Create direct and meaningful connections to the waterfront, biking and pedestrian network - Coordinate with and not preclude the design objectives of the LMCR Project 9

11 ADDITIONAL INFORMATION The Esplanade is owned and managed by NYCEDC, including the bulkhead and substructure Dept. of Parks and Recreation is the maintenance partner for the full area topside improvements. This includes, but is not limited to, plantings, furniture, play equipment and lighting State Dept. of Transportation (SDOT) owns and maintains the overhead FDR structure City Dept. of Transportation (CDOT) owns and maintains the Brooklyn Bridge Piers 16 & 17, to the south, are managed by a private developer 11

16 SELECTION CRITERIA This is a Qualifications Based Selection project. 30% The respondent s and, as applicable, the proposed Consultant Team s experience in providing services similar to the Scope of Services described herein; the terms under which the respondent will commit its personnel and, as applicable, the personnel of the proposed Consultant Team members, without transfers and changes. 35% The quality of the proposal and the degree to which it demonstrates the respondent s full understanding of and the ability to perform the Services to be rendered; the content of the proposal demonstrating the respondent s full understanding of the Project schedule and budget. 20% The quality of the respondent s management, reputation, and references and, as applicable; the quality of the proposed Consultant Team; favorable history, if any, in contracting or doing business with the City and/or NYCEDC. 15% The Respondent s proposed plans for encouraging participation by minority and womenowned business enterprises in connection with the Services including, as applicable, the respondent s M/W/DBE Subcontractors Participation Plan. 16

17 M/WBE Goals and Subcontractor Participation Plan M/WBE Program - M/WBE Program established in NYC Administrative Code, LL129 of 2005 and LL1 of M/WBEs must be certified by NYC Dept. of Small Business Services or by Empire State Development s Division of Minority and Women s Business Development. M/WBE Participation Goal for both RFPs: 20 35% (as percentage of total contract value) Respondents must submit an M/W/DBE Subcontractors Participation Plan demonstrating how they will achieve their proposed level of M/WBE participation - Respondents must set their own M/W/DBE Participation Goal within the range - Respondents must also submit Intent to Perform as Subcontractor forms for each of the firms on the M/W/DBE Subcontractors Participation Plan, providing confirmation that the firms have been contacted and plan to work on the project Plan will be rated and factor into selection - Respondents submitting proposals with a Participation Goal lower than the lower bound of the range shall receive a score of zero (0) for this selection criteria - The higher bound represents the optimum participation goal. Proposed Participation Goals that exceed this higher bound are welcome but do not receive extra points - 15% of selection criteria corresponds to the quality of the M/WBE Subcontractors Participation Plan Final M/WBE Goals will be incorporated into the Consultant Contract - Selected Respondents will be required to meet the stated M/WBE goals or demonstrate good faith efforts 17

18 Meeting M/WBE Goals Identifying M/WBE Partners Use Empire State Development Corp. (ESDC) or NYC Dept of Small Business Services directories to find M/WBEs in a specific field. Check out the Interested Subcontractor and Supplier List for this RFP Network at this info session NYCEDC can assist in identifying M/WBEs Refer to good faith efforts section in draft contract for more ideas Make use of the Kick Start Loan Program Mobilization loans for M/W/DBE firms participating as either prime or subcontractor Amounts up to $250,000 May be used to buy long lead equipment, material, and/or labor costs 18
