This is an entry level qualification designed for people already working in conservation, or those who intend to enter the conservation industry. Aotearoa/New Zealand will benefit from having operational staff who are able to contribute to sustainable stewardship of the environment through the application of technical skills and knowledge. Graduate profile Graduates of this qualification will be able to: Outcome Statement Use a range of technological systems and techniques to support conservation purposes. Apply conservation information management procedures to meet legislative and organisational requirements while carrying out operational conservation work. Assess and maintain conservation infrastructure to contribute to the sustainable stewardship of the environment. Carry out activities safely in a conservation setting while maintaining personal and public safety. Assess and apply ecological, heritage and recreational principles to activities undertaken in wider conservation settings. 2 conservation work. Operate in a manner consistent with the Treaty of Waitangi, including respect for local iwi or hapu tikanga and kawa, while carrying out conservation work. Education pathway Employment pathway Upon completion of this qualification graduates may progress onto the following qualification: New Zealand Diploma in Environmental Management with strands in Marine, Terrestrial, and Conservation (Operations) (Level 5) [Ref: 2964] or may lead to further study in leadership and management such as: New Zealand Diploma in Business (with strands in Accounting, Administration and Technology, Leadership and Management and Project Management) (Level 5) [Ref: 2459]. Graduates of this qualification will likely seek employment or volunteer roles as a ranger in: Operational conservation, environmental, and parks and recreation sectors. Qualification specifications Qualification award Evidence requirements for assuring consistency Minimum standard of achievement and standards for grade endorsements The candidate will be awarded the qualification by the accredited Tertiary Education Organisation (TEO) where the programme has been completed. The formal document certifying the award of this qualification includes the full qualification title, the date of award, and the logos of The Skills Organisation and Skills Active Aotearoa, the accredited TEO, and the NZQF. Evidence may include the following: Employer/Industry feedback. Self-evaluation (e.g. programme evaluation reports, moderation outcomes). Graduate feedback. 3 Other requirements for the qualification (including regulatory body or legislative requirements) Learners may enter this qualification either by: Experience or qualifications gained from conservation or other sectors NCEA Level 1, 2 or 3. Hold a current Outdoor First Aid certificate. Qualification outcomes are to be met in accordance with organisational and legislative requirements. General conditions for the programme leading to the qualification General conditions for programme TEOs offering programmes leading to this qualification must maintain currency with amendments to, and replacements of, relevant legislation, regulations, government departments, and Australia/New Zealand Standards (AS/NZS). Programmes must reflect industry practice and currency. Credit 15 Underpinning knowledge and skills to undertake basic construction and maintenance activities Specified management and plant identification. Programme and assessment may also include the following knowledge Restoration Track design and maintenance (multi use) Structural assets these include: bridges, huts, fences Basic awareness of Green technology Pest control Plant identification Implementation of basic inventory and monitoring. Hazards and risk management Safe personal use of equipment and tools, and oversight of health and safety for relevant contractors, volunteers, and other staff. May include: Off-road vehicles (includes use of at least one of: All Terrain Vehicles, LUVs, or 4x4). Navigation Use of chainsaws Use of small machinery Radio telephones Rural firefighting Use of agrichemicals. Cultural considerations (including age, ethnicity, gender, ability). Programme and assessment may also include the following knowledge Ecological systems Recreation Planning Heritage Principles Qualification Reference 2963 Page 4 of 6
5 Land management Conservation philosophy. 6 Communicate appropriately with stakeholders in a professional manner while carrying out operational conservation work. Credit 15 7 Operate in a manner consistent with the Treaty of Waitangi, including respect for local iwi or hapu tikanga and kawa, while carrying out conservation work. Interaction with colleagues Report writing Customer service Conflict management Tikanga and mātauranga Team work Work planning. It is recommended that programmes may also include the knowledge and skills required to communicate with: Members of the public Volunteers Contractors License and leaseholders Territorial authorities Concessionaires Neighbours Ratepayers Benefactors Sponsors. It is recommended that programmes include knowledge of: Te Tiriti o Waitangi and the Treaty of Waitangi and its relevance in te ao tūroa. Iwi differences, systems and structure. Credit 10 Transition information Replacement information This qualification will replace the: National Certificate in Conservation (Trainee Ranger) (Level 3) [Ref: Qualification Reference 2963 Page 5 of 6
6 0642] National Certificate in Conservation (Level 4) [Ref: 0797] National Certificate in Parks and Recreation (Park Ranger) (Level 3) [Ref: 1475] The last date for entry into programmes leading to the National Certificate in Conservation (Trainee Ranger) [Ref: 0642], and the National Certificate in Conservation [Ref: 0797] is 31 December 2016, when they will be designated as expiring. The last date for assessment against these replaced qualifications is 31 December 2020 when the qualifications will be discontinued. From that date no results can be reported against the qualifications. It is recommended that candidates currently enrolled in programmes leading to these replaced qualifications and unable to complete by 31 December 2020 transfer their existing achievement to this qualification. It is anticipated that no existing candidates will be disadvantaged by these transition arrangements. However, anyone who feels that they have been disadvantaged may appeal to The Skills Organisation.
