1 TE MANA O TE AWA FUND ENHANCE PROTECT RESTORE TE AWA TUPUA Overview Whanganui Iwi have ancestral interests in the lands and waterways comprising the Western Diversion of the Tongariro Power Scheme, which is currently owned and operated by Genesis Energy Ltd (Genesis). The Western Diversion of the TPS diverts water from the headwaters of the Whanganui River and certain of its tributaries. Whanganui Iwi considers that the TPS has adverse effects on the Whanganui River and on the relationship between Whanganui Iwi and the Whanganui River Te Awa Tupua. In 2001, Genesis was granted resource consents under the Resource Management Act for the ongoing operation of the TPS. Whanganui Iwi, through the Whanganui River Māori Trust Board and other bodies, entered into litigation to oppose the issuing of the resource consents. In order to bring an end to the litigation process and foster the building of an enduring and positive relationship that promotes opportunities to collaborate on matters of mutual interest in relation to Te Awa Tupua. Whanganui Iwi and Genesis entered into a formal relationship agreement in 2010 Hei Whakaaro Tahi ki Te Mana o Te Awa. As part of the relationship between Whanganui Iwi and Genesis Energy, a Relationship Group was established to advance and support initiatives that contribute to the health and well being of the Whanganui River Te Awa Tupua. Fundamental to this was the establishment of a contestable fund Te Mana o Te Awa Fund. The purpose of this resource is to resource projects that enhance and protect the health and wellbeing of both the Te Awa Tupua and Whanganui Iwi. Te Awa Tupua For the purposes of this Fund, Te Awa Tupua comprises: A) Te Awa Tupua Mai i Te Kahui Maunga ki Tangaroa the length of the Whanganui River and its tributaries from the mountains to the sea; and B) The holistic all-embracing nature of Te Awa Tupua including all its physical and metaphysical components and the inseparability of the Iwi and the River. Strategic Objectives of the Fund: To promote and support projects that: Enhance and protect the environmental, cultural and spiritual health and wellbeing of Te Awa Tupua; Enhance and protect the cultural, environmental, social, political and economic development of Whanganui Iwi; Strengthen the relationship of Whanganui Iwi with Te Awa Tupua; Strengthen and grow the capacity of Whanganui Iwi to undertake and exercise a primary role in planning, management and regulation in respect of Te Awa Tupua. 2 Priority Areas for the Fund Currently, the following priority areas have been identified by the Relationship Group: A) Iwi capacity building to enhance and strengthen the capacity of Whanganui Iwi to collectively play a primary role in the planning, management and regulation in relation to Te Awa Tupua; B) Environmental enhancement to enhance and protect water quality, native flora and fauna, biodiversity and ecology associated with Te Awa Tupua; C) Research & monitoring to gain further understanding of: The environmental, cultural and spiritual health and wellbeing of Te Awa Tupua; and the impacts of various activities on the Te Awa Tupua and the relationship between Whanganui Iwi and Te Awa Tupua; D) Cultural and spiritual enhancement to strengthen, promote and enhance Whanganui Iwi cultural and spiritual knowledge, practices and connections in respect of Te Awa Tupua. Assistance Available Ngā Manga Iti Small Projects Up to $5,000. Funding of up to $5000 is available to support small projects among Whanganui Iwi. Proposals for small projects will be considered by the Relationship Group at their bimonthly hui. These smaller projects may create opportunities to explore larger, more long-term projects that benefit Te Awa Tupua and Whanganui Iwi. Individual applicants and organisations may apply for Ngā Manga Iti. Ngā Manga Nui Medium & Large Projects - $5,000 to $20,000. Funding of between $5,000 - $25,000 is available to support medium and larger projects. For Ngā Manga Nui proposals, the Relationship Group will, in most cases, expect to see a contribution from other funding sources and a monetary or in-kind contribution from the applicants. There will be ONE funding round for Ngā Manga Nui proposals per annum. Only legal entities may apply for Ngā Manga Nui. 3 TE MANA O TE AWA FUND APPLICATION FORM PROJECT DESCRIPTION Please describe your project in no more than five pages. Please ensure your proposal is set out in the following format and gives consideration to the assessment areas on page 5. ORGANISATION DETAILS This section should include: Name of organisation/roopu; Address (street & postal); Contact Details; Name and Designation of project manager for this application; Address, and Phone number (if different from above); The legal status of your organisation (i.e not a legal entity, Maori committee, Ahu Whenua Trust, Charitable Trust, Incorporated Society, Maori Trust Board, Marae Entity, Whanau Trust or other); Description of funding details received in the last two years (i.e year, fund amount and purpose). EXECUTIVE SUMMARY Please provide a brief overview of your project. The summary should detail your capability to complete the work, your approach, timeframe and key people who will help achieve you complete this project. The executive summary should also provide an overview of how your project connects with one or more strategic objectives of Te Mana o Te Awa Fun and the long term aspiration of the Whanganui River Iwi to collectively play a primary role in planning, management and regulation in relation to the Whanganui River. RELEVANT SKILLS Please include the names of the project co-ordinator and the project team who will be involved and the role they will take in the project. Please provide a short statement for the key personnel including details of the skills and capability all personnel that recognises the intrinsic link between health and wellbeing of the river, and the health and wellbeing of Whanganui iwi. RELEVANT EXPERIENCE Please provide information that demonstrates the previous experience of all personnel who will be involved in your proposed project. This could include: Experience in working with a range of stakeholder to produce positive outcomes for the health and wellbeing of the river, and the Whanganui iwi; Experience in producing a paper copy reports, delivering project objectives while meeting timeframes and deadlines ; Experience in providing written financial reports that detail the breakdown of expenditure. 4 APPROACH TOWARDS ACHIEVING YOUR PROPOSED GOAL Please provide a detailed explanation of your project. Please pay considerable attention to the critical factors in the assessment areas as this section of your proposal will be marked with the highest weighting percentage. It is important to ensure that your proposed approach is appropriate and that your project plan and timeline is achievable. Proposals need to make explicit links to the priority areas of Te Mana o Te Awa Fund (pg 2), and ensure there is stakeholder support of your project and your approach will ensure their support continues. If applicable please advise the details of land ownership where your project will occur and if your group is not the landowner, you will need to provide written permission from the landowner in your application. Please advise if your project requires resource consent, and provide proof of concent if you have been granted this for your project. TUPUA TE KAWA VALUES Please provide an explanation of how your proposed project will align with one or more of the priority areas for Mana o Te Awa Fund (Page 2) and the long term aspiration of the Whanganui River Iwi to collectively play a primary role in planning, management and regulation in relation to the Whanganui River. 5 Your proposals will be assessed in the following areas Assessment Area Critical Factors Weighting Relevant Skills (a) Appropriate skills, equipment and expertise (technical competence) and related 20% experience of the project manager and other personnel (b) Skill and experience in developing the types of products described in this project in a way that recognises the intrinsic link between health and wellbeing of the river, and the health and wellbeing of Whanganui iwi Relevant Experience (a) Demonstrated experience in producing a paper copy reports, delivering project objectives while meeting timeframes and deadlines (b) Demonstrated experience in providing written financial reports that detail the breakdown of expenditure (c) Demonstrated experience in working with a range of stakeholders to produce positive outcomes for the health and wellbeing of the river, and the Whanganui iwi 10% Approach towards achieving your proposed goal (a) Demonstrated understanding of how the project meets the purpose and strategic objectives of Te Mana o Te Awa Fund (b) Appropriateness of the proposed approach (c) Comprehensiveness of the proposal (rationale for approach, time-line/project plan) (d) Clearly stated quality assurance processes, and detail provided of how the project will be managed (e) Clearly stated milestones on the Manga Nui proposals and demonstrated ability to meet them (f) Clearly stated approach that will provide a wide benefit for Whanganui iwi at hapū, iwi and/or whānau level (g) Demonstrated ability to meaningfully engage with Pahake/Kaumatua, Marae, Hapū, Tupuna Rohe or other relevant stakeholders (h) Demonstrated ability to access targeted participants for this project and produce a positive effect (including cumulative effect) of other existing or proposed initiatives on the environmental, cultural and spiritual health and wellbeing of the Whanganui River 35% Tupua Te Kawa Values Price (a) Demonstrates an authentic and professional approach towards undertaking this project in alignment with tikanga and kawa o Whanganui (b) Clearly stated alignment to one or more strategic objectives of Te Mana o Te Awa Fund (c) Demonstrates consideration towards the long term aspiration of the Whanganui River Iwi to collectively play a primary role in planning, management and regulation in relation to the Whanganui River (a) The cost of the resource required, hire/purchase of equipment, contractors are realistic and appropriate? 7 Personal Information Notice Information about applicants provided to the Relationship Group will be held by the Fund Manager for the purpose of enabling the Relationship Group to assess and evaluate the application, and to administer the funding grant. Information may be passed to other agencies to assist with the evaluation of the proposal. The Fund Manager may seek confirmation from Ngā Tāngata Tiaki that the applicant is registered on the Whanganui Iwi register. Names of grant recipients and the amounts of the grant may be made public, and will be published in the Relationship Group s Annual Report. Each applicant consents to the use and disclosure of their personal information in the manner described above. If requested information with respect to the applicant is not supplied, the application may be declined for consideration. Applicants may access and correct their personal information by writing to the Relationship Group. Referee Please provide details of a person who may be contacted as a referee for your application. If money has been advanced by the Relationship Group and the project subsequently does not proceed, such money shall be returned to the Relationship Group, and 6. That where money is paid in instalments, failure to provide timely reporting or meet milestones may lead to funding being discontinued. In signing this form, and if this application is successful, I agree to provide the Relationship Group and the Fund Manager with the following: Access to the project site if requested; Progress reports at intervals agreed by the Relationship Group; A final report evaluating the project outcomes against the objectives; Opportunity for the Relationship Group to have publicity from the work; Opportunity for the Relationship Group to share information on the outcomes of the project with Whanganui Iwi. 9 Broad Criteria for the Fund: To strengthen the funding proposals applicants may consider the following matters: Consistency with the principles, values, kawa, tikanga and mātauranga of Whanganui Iwi Alignment with Tupua Te Kawa (Te Awa Tupua Values) and Te Pā Auroa o Te Awa Tupua (Te Awa Tupua Framework) established under Ruruku Whakatupua - the Whanganui River Settlement including the proposed Te Heke Ngahuru ki Te Awa Tupua (Te Awa Tupua Strategy).
