5 NORTH AYRSHIRE COUNCIL Agenda Item 2 North Coast Area Committee 13 August 2014 Subject: Purpose: Community Development Grants Scheme: Application for Financial Assistance To advise the Committee of an urgent application received in respect of the Community Development Grant Scheme. Recommendation: That the Committee considers and determines the application as outlined in the attached Appendix Introduction 1.1 The Community Development Grant Scheme for the North Coast and Cumbrae Area has a balance of 3,223 available for disbursement. 2. Current Position 2.1 An urgent application has been received within a number of categories of the Community Development Grant Scheme Award. Details of this application is summarised in the attached Appendix Proposals 3.1 It is proposed that the Committee consider and determine this application as outlined in Appendix 2 of this report. 4. Implications Financial Implications 4.1 Awards will be met from the available balance. Human Resource Implications 4.2 There are no human resource implications arising from this report. Legal Implications 4.3 There are no legal implications arising from this report. 5

Implications for Key Priorities 4.6 Supporting the organisation listed in the appendix to the report will assist in achieving outcomes: Job density increases: Support is given to the creation of distinctive and vibrant town centres and mechanisms to encourage spend in North Ayrshire are established. Adults and older people in North Ayrshire live healthier and more active lives: People are more active more often. Mental wellbeing is improved. 5. Consultations 5.1 Consultation has taken place between the applicant bodies and appropriate officers of the Council. 6. Conclusion 6.1 Awards from the Community Development Grants Scheme assist community-based projects, including cultural, social welfare, recreational or sporting based initiatives. 9 URGENT ITEM North Coast and Cumbrae Area Committee Special Meeting 13 August 2014 Community Development Grant Scheme Award 2014/15 Applications from Organisations seeking Financial Assistance Ardrossan, Arran, Saltcoats, Stevenston Special Meeting Organisation Purpose of Grant Amount Amount Comments Requested Recommended Firth of Clyde Coastal Rowing Club Meeting place: Largs Marina Established: Constituted in 2012 Numbers attending: 40 Balance in bank: 2, Past awards: 0 Costs towards Largs Regatta to be held on 23 and 24 August Rescue safety cover and buoyage VHF communication Publicity Travel contribution to participating clubs Prize/trophies Entry to Regatta 10/vessel Closing event for all participants Total cost of project - 2,975 2,975 1,500 It is not normal for the Committee to fund travel contribution to participating clubs or entry to Regatta. This should be funded through the club s own funds or the participants. The club hope to attract between other rowing clubs to this event which averages 15 crew per skiff. This will have an economic impact on local businesses. The club will be hosting a Come and Try event where members of the public can take part in rowing which will attract new members to the club. The expenditure will enable the club to purchase the necessary equipment of: Rescue safety cover and buoyage VHF Communication Publicity costs Prizes/trophies towards closing event. 9

12 SECTION 2 - Criteria for Assessment 11. In which way does this application address Council priorities? Adults and older people in North Ayrshire in North Ayrshire live healthier and more active lives: People are more active more often. Mental wellbeing is improved. 12. How will the expenditure develop the group/organisation and benefit the Local Community? The expenditure will develop the group by promoting this sport and provide positive health benefits to participants. The club hope to attract from other rowing clubs to this event and this averages at 15 crew per skiff, which will have a positive impact on the local economy. 13. How does the application show innovation or development? Rowing Regattas provide an excellent spectator sport and on the Sunday they will be hosting a Come and Try event where members of the public can take part in rowing which will attract new members to the club. 14. Overall assessment: The club are in discussion with the Scottish Coastal Rowing Association about growing this inaugural event into a national one. The club hosted a small Regatta last year as part of the Viking Festival alongside putting on a wood carving and boat building exhibition. This has proved to be a very popular event.
