As a means to engage our community in civic-minded endeavors, the Department of Technology plans to initiate a Civic Technology Outreach Coding Challenge event with local colleges and software developers. Not only will this event expand the use of the data sets on the Sacramento County Open Data Portal, it will encourage innovation and citizen interaction with local government. Recommendations Approve the attached resolution(s) 1. Authorizing the Chief Information Officer to execute an agreement with Code for Sacramento in an amount not to exceed $10,000 to assist the County in hosting a Civic Technology Outreach event commencing in spring 2016 and finding that hosting the event will serve the public purposes of encouraging community involvement and improving public access to information, in accordance with the goals of the County of Sacramento Open Data Policy. 2. Authorizing the Chief Information Officer to disburse a total of $10,000 in prize money to the top three finishers and finding that disbursing the prize money will serve the public purposes of encouraging community involvement and improving public access to information, in accordance with the goals of the County of Sacramento Open Data Policy. Measures/Evaluation By engaging the community in this event, the Department will promote the momentum of citizen articipation and collaboration through the use of open data and technology to create innovative

Page 2 solutions for civic issues. The outcome will be thoughtful engagement with our citizens and increased awareness for publicly available information on the County Open Data portal. Fiscal Impact The Civic Technology Outreach event budget will be limited to $20,000. This event will be funded from the General Fund through the e-government allocation budgeted within the Department of Technology Shared Systems. BACKGROUND In January 2014, the Board approved the County of Sacramento Open Data Policy which provided the basis for proactively disclosing County data. Since then, more than 100 data sets and data visualizations have been published to the County's Open Data portal: data.saccounty.net. These data sets promote transparency and provide the public with a view into the County's budgeting, spending, permitting/licensing, 311 service requests, restaurant inspections, crime statistics and more. Civic Technology Outreach is an event in which computer programmers and others involved in software development, including graphic designers, interface designers and project managers, collaborate intensively on software projects in competition with other teams. The process provides a fundamentally different product because it engages a full community of citizens who purposely collaborate in the real work of their government. It creates a mechanism for the public to share feedback and ideas with government decision makers. The goal is for these creative and innovative concepts that will be introduced help to evolve government operation to be more efficient and effective as well as forging deep and powerful connections in our communities and organizations. There have been a number of similar events devoted to improving government, and specifically for the cause of open government. One such event, was hosted by the United States Congress in 2011 and NASA has annually hosted the International Space Apps Challenge since Last October, the State of California Department of General Services hosted the Green Gov Challenge in Sacramento to find innovative solutions that will help California improve its sustainable operations and engagement with the public. The Department of Technology would like to contract with Code for Sacramento, a local affiliate of the national nonprofit Code for America, to assist the County in hosting a Civic Technology Outreach event to encourage the use and consumption of the County's open data sets to solve community needs. The contract will be developed with the assistance of County Counsel. DISCUSSION The Department of Technology is proud to partner with Code for Sacramento, the Center for Digital Government, and our local business partners to host a Civic Technology Outreach event. The event encourages the community to leverage open data sets and empowers citizens to innovate solutions for civic issues. Working as teams, or individually, participants will be called to design and create a software app or concept that addresses a community need during a 10-

Page 3 week long competition. The event is open to the public; however, County employees and their immediate family members may not participate. The Department will set up a website to promote the event and accept registrations. The day of the event kickoff will include an overview of the contest, formation of teams, and brainstorming sessions followed by instructions and event schedule. At the end of the 10-week contest period each individual or team will present their project to a panel of judges. These may include officials from the County and other nearby jurisdictions and individuals from the local software community. Entries will be judged using a point system for 1) effective use of data sets from the County's Open Data portal; 2) innovation and creativity of a clearly defined problem statement and solution; 3) user-friendliness, usability and accessibility of the application interface; and 4) the feasibility and sustainability of implementing the final product. A total of $10,000 will be awarded to the top three finishers. MEASURES/EVALUATION Civic Technology Outreach aims to engage our citizens and promote the wealth of public data available on the County's Open Data Portal. By inviting the community to interact and innovate with our publicly accessible data, the County will promote a new level of transparency and involvement with our citizens. The event allows the community to come together and collaborate on issues that are important to them. Participants also have an opportunity to learn about County government and the services we provide. Success will be measured by community involvement with the event. FINANCIAL ANALYSIS The Civic Technology Outreach event budget will be limited to $20,000 which will include up to $10,000 to contract with Code for Sacramento to assist the County in hosting the event and $10,000 for prize money for the winning ideas and solutions. This event will be funded from the General Fund through the e-government allocation budgeted within the Department of Technology Shared Systems.

5 RESOLUTION NO AUTHORIZATION TO NEGOTIATE AND EXECUTE AN AGREEMENT WITH CODE FOR SACRAMENTO IN AN AMOUNT NOT TO EXCEED $10,000 TO ASSIST THE COUNTY IN HOSTING A CIVIC TECHNOLOGY OUTREACH EVENT COMMENCING IN SPRING 2016 BE IT RESOLVED AND ORDERED that the Sacramento County Chief Information Officer is hereby authorized to negotiate and execute an agreement, on behalf of the COUNTY OF SACRAMENTO, a political subdivision of the State of California, with Code for Sacramento in an amount not to exceed $10,000 to assist the County in hosting a Civic Technology Outreach Event commencing spring 2016 and to do and perform everything necessary to carry out the purpose of this Resolution. BE IT FURTHER RESOLVED AND ORDERED that the Board finds that hosting the event will serve the public purposes of encouraging community involvement and improving public access to information, in accordance with the goals of the County of Sacramento Open Data-Policy.
