(Brenden Mann Grant) Report in Brief Staff has applied for and received a grant in the amount of $52,400 from the Brenden Mann Foundation to fund a weekend police patrol in the Downtown and support improvements and furniture for the Community Impact Unit s downtown office. Recommended Action Adopt Resolution No accepting a $52,400 grant from the Brenden Mann Foundation; authorizing and appropriating the grant funds to be used for Downtown Patrol Program Services and necessary improvements and furniture for the Downtown Community Impact Unit Office; amending the Municipal Budget for Fiscal Year accordingly; and authorizing the City Manager and/or designee to execute all associated documents. Background The City of Concord has a great deal of pride in its Downtown; an area filled with many successful businesses, restaurants, and entertainment venues. It is the social center for the City, hosting regular cultural and entertainment events including Music and Market Page 1 of 8

2 City Council Agenda Report Agenda Item No. 9.e February 27, 2018 series, National Night Out, the California Symphony, and the July 4th Jubilee and Parade. The businesses and events commonly attract thousands of people to the neighborhood, particularly during summer evenings and weekends, and is a wonderful way to bring families together. The mission of the Brenden Mann Foundation is to keep alive the legacy established by Ted Mann of making a positive difference in their geographic areas of impact. John Brenden, of Brenden Theatres, is the Co-President of the Foundation, along with his sister, Blythe Brenden. Staff has had ongoing conversations with Foundation staff regarding downtown Concord and how best the Foundation can support the City s efforts in making the downtown a vital and welcoming destination. To support continued growth and the prosperity of our downtown, the Brenden Mann Foundation has provided the Police Department with a grant every years since Analysis This year, the Brenden Mann Foundation has awarded $52,400 to the Police Department for the purposes of: 1. Staffing a bicycle patrol on Fridays and Saturdays during the busy summer days between June and September; and 2. Allowing for necessary improvements and furniture for the new Community Impact Team s downtown office. Summer Weekend Patrol Summer brings a significant increase in social activity and pedestrian traffic in the Concord Downtown. Weekend family events in Todos Santos Plaza are commonplace, and the many outdoor restaurant patios are frequently filled to capacity. With this increase in activity, the Police Department sees a sizable increase in outdoor panhandling and loitering, public intoxication, and related nuisance behavior. Because bicycle patrol has historically proven to be a very effective response to these issues, the Summer Patrol will be deployed primarily in this manner. The Summer Patrol will deploy as a one-officer bicycle unit, working four-hour shifts with flexed start times fashioned to create the long-term perception that more officers are working in the Downtown than actually are. Based on the police calls for service data from 2016 and 2017, there will no start time before 11 a.m. or after 5 p.m. unless a schedule modification is necessary to accommodate a special event. Specific shift times will be planned based on data from the prior month. The Summer Patrol will be open for participation by full-time sworn officers and Level I or Level II Reserve Officers. The Summer Bicycle Patrol will begin May 12, 2017, and conclude September 30, Page 2 of 8

3 City Council Agenda Report Agenda Item No. 9.e February 27, 2018 Downtown Office for the Community Impact Team Council has approved the establishment of an office for the Community Impact Team at 2151 Salvio Street. City staff is currently negotiating the lease. The office is intended to serve several objectives: 1. A center-of-operations for the Community Impact Unit. This space will serve as full-time office space for two District Commanders and workspace for Community Impact Unit staff. 2. A meeting venue for Community Impact Officers with others. The office will also be available for police personnel to host community meetings. 3. A deterrent for nuisance and criminal activity in the downtown. The increased presence of officers working in the downtown will allow them to quickly recognize and respond to issues of disorder. To most effectively meet these objectives, staff intends to improve the office space with four workstations, a front counter, and a meeting table/chairs. A preliminary estimate for office improvement, to include paint and finish work, was $30, Fiscal Impact Grant funds received from the Brenden Mann Foundation in the amount of $22,400 will fund the recommended downtown patrol program on an overtime basis for sworn personnel and a prorated salary schedule for police reserves. Funds in the amount of $30,000 will be used for improvements to the new downtown field office. No General Funds will be committed as part of this recommendation. Funds will be placed in a separate City account for tracking purposes. Public Contact The Brenden Mann Foundation has been notified. The agenda has been posted as required by the Brown Act. 4 Attachment BEFORE THE CITY COUNCIL OF THE CITY OF CONCORD COUNTY OF CONTRA COSTA, STATE OF CALIFORNIA A Resolution Accepting a $52,400 Grant from the Brenden Mann Foundation, Approving a Grant Letter, Authorizing and Appropriating the Grant Funds for Downtown Patrol Program Services and Office Improvements, Amending the Municipal Budget for Fiscal Year Accordingly; and Authorizing the City Manager and/or Designee to Execute all Associated Documents Resolution No / WHEREAS, staff has applied to the Brendan Mann Foundation for a grant in the amount of $52,400 ( Grant Funds ) to fund a patrol in the Downtown and office improvements and furniture for the downtown field office; and WHEREAS, as described in the February 27, 2018, staff report and the January 17, 2018, letter from the Brenden Mann Foundation attached thereto ( Grant Letter ), Brenden Mann has awarded the Grant Funds to the City; and WHEREAS, City staff has recommended accepting Grant Funds; and WHEREAS, City staff has further recommended authorized the Grant Funds to be used and appropriated for downtown Patrol Program Services, and office improvements and furniture for the downtown field office; and amending the Municipal Budget for Fiscal Year accordingly; and WHEREAS, at its duly noticed public meeting on February 27, 2018, the City Council considered the oral and written staff reports; pertinent information, materials and testimony; and the foregoing recitals; and thereafter expressed its desire to take the actions and grant the approvals and authorizations identified below. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CONCORD DOES RESOLVE AS FOLLOWS: Section 1. Accepts the Grant Funds and approves the Grant Letter. Section 2. Authorizes and appropriates the Grant Funds for the services and amends to the Municipal Budget for Fiscal Year in the amount of $52,400. Section 3. Authorize the City Manager and/or designee to execute all associated documents. Section 4. This resolution shall become effective immediately upon its passage and adoption. Res. No Page 4 of 8

Norris: I am pleased to inform you that the Brenden Mann Foundation (the Foundation) has approved a grant of $52,400 to the City of Concord Police Department to support the Downtown Policing Program as outlined in your grant proposal dated November 30, A check for the full amount is enclosed. The following terms apply to the use of the grant. If you agree with the following grant terms, please sign the original letter and mail back to our Trust Office per the instructions below. 1. Purpose - As we understand from your request, grant funds will be used to support the Downtown Policing Program - specifically, moving the Community Impact Unit to a field office downtown plus supporting a downtown Bike Patrol during the months of June through September. It is our understanding that funds will be used to support improvements to the Downtown Field Office as well as allocated at your discretion for added downtown security and Bike Patrols (June through September and needed Holidays). 2. Reporting - We ask that you provide the Foundation with a written report describing the activities carried out under the grant and specifically how the grant funds were used. The report will be due on or before October 1, Foundation staff will send you a report form for this purpose, which should be submitted via to Foundation staff. 3. Restrictions - Please note, these funds may not be used for the following: To attempt to influence legislation, to influence the outcome of any specific public election, or for any voter registration drive. Access - You agree to take measures to assure access of any interested party to activities supported by the grant, and not to discriminate on the basis of race, color, creed, gender, religion, age, disability, sexual orientation, marital status, or national origin. 5. Oversight - The Foundation will monitor and conduct an evaluation of operations funded by this grant, which will include a visit from Foundation personnel to observe the activities carried out under the grant and review financial and other records connected with the activities financed by the grant. 6. Public Reports and Information - We ask you to refer to this grant as being from the Brenden Mann Foundation when acknowledging the support publicly. 7. Anti-Terrorism - You acknowledge that you are familiar with the U.S. Executive Orders and laws that prohibit the provision of resources and support to individuals and organizations associated with terrorism. You will ensure that you do not support or promote violence, terrorist activity or related training, or money laundering.
