2 STAFF REPORT Subject: Caltrans Division of Aeronautics Acquisition and Development Program Grant for a Runway Pavement Rehabilitation Project at Hyampom Airport Date: February 17, 216 ISSUE: Should the Board of Supervisors adopt a resolution which authorizes the Director of Transportation to apply for a grant for a runway pavement rehabilitation project at Hyampom Airport BACKGROUND: In order to keep the airports in good shape, maintenance is required at all airports. Projects to repair the pavement at Ruth and Trinity Center Airports were programed into the Aeronautics Acquisition and Development (A&D) Program administered by Caltrans Division of Aeronautics. The program has been underfunded for the past few years, but on October 8, 2 the California Transportation Commission (CTC) authorized funding for of the top priority projects in the 2/15 fiscal year of the Statewide A&D Program, including the Ruth and Trinity Center Airport projects. During the 215 Fire Season, Hyampom Airport was closed and utilized as a base of operations and as a fire camp for activities surrounding the South and Route Complexes. This involved heavy truck use further damaging the pavement. In the interest of mitigating impacts, Trinity County and the USFS came to an agreement that the USFS would contribute half the match required for a pavement maintenance project, $23,. On January 21, 216, the CTC amended the 2 A&D Program for fiscal year 215/16, adding runway paving projects at Hyampom and Hayfork to the program. Work involves repairing large cracks in the runway, sealing the smaller cracks, then overlaying the runway and placing runway pavement markings. Alternatively, the entire pavement may be removed, recycled and re-laid, forming a new surface that would then be painted with pavement markings. Either way, this will greatly enhance the conditions of the runway. DISCUSSION: The total project cost is estimated at $46,. The grant is for $4, in State funds, and requires a 1% match, $46,, which will be funded from the Airport Development Program budget. Because of the funds provided by the USFS, the amount needed is $23,. While funding is currently available from the Hanger Reserve Fund, which includes airport firefighting revenues and the supplement matching funds from last fire season to fund the A&D Grant match, the actual funding source will be discussed and verified with the Airport Advisory Committee (AAC) in the future months. In order to allocate the funds, the County must file an application and include a resolution from the Board documenting its authorization to file the application; accepting the allocation of funds; and naming the person authorized to sign the grant agreement and any other documents required 1
3 February 17, 216 Hyampom Airport Grant Application to apply for and accept these funds on the County s behalf. The resolutions must also certify the availability of matching funds from the County to meet the 1% local share requirement. The grant application consists of the Resolution to be adopted today, plus following documents, which are attached: Attachment 1: Grant Application; Attachment 2: Environmental (CEQA) Document; and Attachment 3: Airport Layout Plan showing project location and dimensions. ALTERNATIVES INCLUDING FINANCIAL IMPLICATION: 1) Adopt a resolution which approves the grant application; authorizes the Director of Transportation to apply for a grant to fund the Hyampom Airport Runway Pavement Rehabilitation Project; and commits to the 1% match. This will allow the application to be submitted, and, if the grant is awarded, commits the County to $46, from the Airport Development fund. 2) Do not approve the grant application. No pavement work would be done at Hyampom Airport. The funds could lapse if no action is taken by the end of the year and the project would be withdrawn from the A&D Program. Deferring needed pavement work will only accelerate the pavement degradation, requiring much more costly reconstruction in the future. RECOMMENDATION: Adopt a resolution.
