3 WARD 4 COUNCILLOR REPORT Councillor News Report, May 2018 Bouchier Contracting Ltd. has been very busy unthawing the culverts to drain away the pools of water gathering due to the quick melt of the snow. We just need our rivers to break appropriately and we will sail smoothly into spring. There was an update on Council s strategic plan for at the Council meeting on April 24, Administration is moving ahead on many important projects which include Rural Water and Sewer, Amalgamation WARD Review, Truth 4 COUNCILLOR and Reconciliation recommendations, REPORT Inclusion and Partnership (Rural Coalition) and Youth initiatives. In the Council report dated September 23, 2014, Council approved recommendations which would allow residents to pay over 25 years, and that property owners pay a fee of approximately 16,000 (10%). This fee will connect property owners to the new system, including a one-time installation and site restoration on private property. At the bottom of my report is specific progress in each hamlet on rural water and sewer. The Amalgamation Review ties in nicely with the Rural Water and Sewer. As it states in the Amalgamation principles, the municipality will work to provide similar or equivalent services to residents living in all the designated hamlets in the rural service area. Fort Chipewyan has had piped water and sewer for many years. Progress on the Truth and Reconciliation Report includes awarding a contract for the TRC report and commencing development of the e-learning courses. My question was that due to lack of band width in most rural communities how they could receive the e-learning courses. It was explained to me that Rural and Aboriginal Affairs with the RMWB have trained staff and will reach out to the rural communities to ensure they have the opportunity for the courses. Engaging youth in the community is also one of Council s priorities. I explained at the Council meeting that I was kindly given a magazine that the Sekweha Youth group from Janvier had produced. The magazine includes photos and conversation with Janvier youth, titled Our Ideas Count, Listening to the Future Leaders. I am so pleased that the Sekweha youth centre included me so I had the opportunity to inform Council and RMWB administration of their magazine. I also informed Council that the Anzac Recreation and Social Society has introduced a Future Leader Program, with a number of youth from the area taking part. Many thanks to the Anzac Recreation and Social Society for making this program available for our youth. This last month I attended the open house in Anzac put on by the Regional Municipality of Wood Buffalo. It was very informative. There were updates on emergency services, counselling services, rural water and sewer, land use bylaw, Census 2018, grant programs available through the RMWB and many more. We also had representation from Alberta Parks and Environment. - See page 5 3

4 I attended the Café workshop in Conklin in April. The presentations were put on by the RCMP and Alberta Health Services. The information session included the topics of Fentanyl and Opioid awareness. The session was very informative, and I thank the presenters. I also met with CRDAC and had some positive discussions. The RMWB staff have voiced that we need an ambulance in Conklin. Council is in the process of writing letters of support to the provincial government, endorsing RMWB s staff request. Mayor and Council have written letters to both the provincial and federal government asking for their support for our funding applications which have been sent by RMWB staff which will improve the internet service for Janvier, Anzac and Conklin. Mayor and Council wrote letters of support to the province, endorsing Wood Buffalo Housing to receive grant funding for a review of the overall housing needs of the Wood Buffalo region, both homeless and seniors housing will be major components. Mayor and Council also sent a letter to the province endorsing the Athabasca River Metis affordable housing application. Rural Infrastructure Rehabilitation and Rural Water & Sewer Servicing (RWSS) - Predesign & Design. ANZAC: Lift Station design 90% complete. Service connection design is at 30%. CONKLIN: Design for Water and Sewer Installation on Christina Lake Dr. and Father Mercredi Tr. and 2 packaged Lift Stations is at 60%. Service connection design is at 10% complete GREGOIRE LAKE ESTATE: Design for Force Main GLE to Anzac - in South Utility Corridor (SUC) or Waste Water Storage Tank is at 40% complete. Service Connection Design is at 30% complete. JANVIER: Design for Janvier Lagoon and outfall pipe is at 40% complete and waiting for AEP approval to build a new lagoon. Service connection design is at 50%. Rural Infrastructure Rehabilitation & Rural Water and Sewer Servicing Construction ANZAC: Contract #1: RFT is planned in April 2018, Contract #2: construction in progress with a completion date Nov CONKLIN: Contract #1: Completed. Contract #2: Construction in progress with completion date Nov Contract #3: Construction in progress with completion date Nov JANVIER: Contract #1 construction in progress and will be completed by the end of Contract #2 is at 40% design and waiting for AEP approval to build a new lagoon. GREGOIRE LAKE ESTATE: Land acquisition from first nation & private land owners is in process (handled by land administration). 5 RMWB NEWS Dig out your large household items that need disposal and join us at one of the upcoming Big Bin Events. This free service allows residents to dispose of large household items which cannot be set out for regular waste collection, such as large furniture, appliances, renovation materials (wood, countertops, tiles, etc.) and yard waste. Electronic waste (E-Waste) such as computers, televisions and other electronics will also be accepted for recycling. Household hazardous waste such as used oil, paints and batteries will also be accepted for environmentally friendly disposal. Residents are advised that commercial, construction and animal waste will not be accepted at these events. Also note that refrigerators/freezers/air conditioners/water coolers will be subject to a $42.90 fee for CFC removal. Mattresses and box springs are also subject to a $20 fee (per piece) for disposal. Residents will require photo ID and proof of address before depositing for these items. These items will also be collected as part of the Heavy Item Pickup in early June with the same fee requirements. Additional fees will not be collected at the events, but with the proper ID, fees can be added to monthly utility bills. 7 Community Investment Program: Applications open April 9 for two opportunities Beginning April 9, the Municipality is accepting applications for two Community Investment Program grant opportunities: Games Legacy Grant, and Joint Initiatives Grant. Is your community group or non-profit organization looking for grant opportunities? Are you an athlete or performer competing at a provincial, national or international level? The Community Investment Program (CIP) supports a broad spectrum of programs and services by providing grant funding and agreements to community groups, individuals, and non-profit organizations responsible for: Delivering various recreational, cultural and social programs and services. Developing and operating community facilities. Organizing community events. Games Legacy Grant This grant encourages participation in amateur sport and cultural activities by providing financial assistance to athletes and performers competing or training at a provincial, national or international level. Individual applicants may apply for grant funding up to a maximum of $2,000 and team/group applicants up to a maximum of $3,000. Joint Initiatives Grant This grant supports partnerships that promote, encourage and assist community groups and non-profit organizations that enhance the quality of life for residents in the Municipality through artistic growth, excellence in sport and stimulating economic development. Applicants may apply for grant funding up to a maximum of $20,000. The deadline to apply for these grants is May 11 at 4:30 p.m. MST. 16 Executive Director Position Job Description: Anzac FCSS (Anzac Family and Community Support Society) are looking for a candidate to fill a part time, temporary (end of 2018), Executive Director Position. Position type/hours: A flexible part time position for approximately hours per week, Monday through Friday with some evenings and weekends required for meetings and special events. Must be available for Meals on Wheels delivery. Position Description: The successful candidate will provide programs and supports for the communities of Anzac, Gregoire Lake Estates, and Fort McMurray First Nation #468 as mandated by the Anzac FCSS mission and vision. 25 HEALTH & WELLNESS QUICK TIPS: FITTING PHYSICAL FITNESS INTO YOUR DAY Now that the warmer weather has finally arrived, why not get outside and get moving! Here is some good news you don t have to do a certain amount all at one time, you can break it up during the day! Here are some easy ways to fit a little bit of exercise into your day At home Take a few 10-minute walks or bike rides during the day. Use an exercise video for a little while in the morning and a little while in the evening. Use a free smart phone app or online exercise video. Take a 10-minute dance break with your children. Push the lawn mower, rake leaves, or shovel snow. Give the kitchen floor a good scrubbing. Wash the car, clean the garage, or wash windows. Play Frisbee, hopscotch, or jump rope with a friend. Walk/bike to the store or to get the mail. Take the dog for a walk. Read the newspaper on a stationary bike. Plant and water your garden. At work Use your commute to do some extra walking. Park a little further away. Use the stairs instead of the elevator, at least for a few floors. Suggest holding meetings with colleagues during a walk inside or outside the building. Go the extra distance when possible: Get your coffee on another floor (use the stairs) or use the washroom that's the farthest from your office. If you need to speak to a co-worker, walk to that person's office or station rather than using or the phone. Use your morning and afternoon breaks to take quick 15-minute walks 25
