4 Risk Assessment Internal Control Questionnaire (ICQ) Purpose - To collect information for DOTD about LPAs and Not-For Profit organizations in compliance with 2 CFR 200 to evaluate risks Requirements Required for all entities that receive Federal Funds Each question must have an answer - Yes, No, N/A 3/6/2018 4

5 Risk Assessment LPA Responsibilities for project initiation ICQ Risk Assessment Forms Submitted with the Application or Stage 0 Report Should be completed by the Entity financial representative 3/6/2018 5

6 Risk Assessment DOTD Responsibilities ICQ Forms evaluated by DOTD Financial, Audit, and Program Managers If project selected into an LPA Program, DOTD Program Manager sends project acceptance letter to entity that includes Any individual high risk factors identified Recommendations to mitigate high risk factors

7 Risk Assessment LPA Responsibilities if they receive notice of project acceptance Each high risk factor has a recommendation which requires a response defining action taken or to be taken Responses to be returned to LADOTD Notarized responses to high risk factors showing resolution number is required prior to Entity-State Agreement execution 3/6/2018 7

8 Entity-State Agreement A written/signed agreement between the State and the Sponsoring Entity (an LPA) identifying the responsibilities of each entity LEGALLY BINDING It identifies the funding provisions for a project Every project must have an agreement signed by both parties before a project can move forward An agreement must be executed prior to a reimbursable stage of a project 3/6/2018 8

12 Responsible Charge Not a full time job but must be a full time employee of the LPA Not a consultant hired by the Entity You do not have to be in the field everyday if you have a CE&I consultant BUT as owner of the project You need to be able to answer project status questions if DOTD calls 3/6/

13 Responsible Charge LPA Project Manager Distributes plans internally Attends all decision meetings Keeps Project Moving Transmits letters and plans to DOTD Confirms comments are addressed Ensures permits are obtained Submit Status Reports Ensures utility relocation is coordinated 3/6/

17 Transportation Alternatives Program (TAP) Purpose: To expand transportation choices and enhance the transportation experience for pedestrians, cyclists, community improvement and environmental mitigation 3/6/

18 TAP Apportionment Set Aside for Rec Trails Program 50% Sub- allocated Based on Population 50% for Use in Any Are of State Urban Population >200,000 Urban Population 5, ,000 Area with Population <5000

19 Transportation Alternative Program (LPAs) The sub-allocations are calculated based on 2010 Census population data The Census data division Urbanized areas population >200K Urban clusters population between 5K 200K Rural population <5K

20 Transportation Alternative Program (LPAs) LPA prepares and submits application LPA responsibility for selected projects: Develop engineering plans in DOTD format (100% local cost) Select consultant or design plans in-house Sign contract and oversee plan development Sign construction contract let by DOTD (provide 20% local match) Provide construction engineering and inspection (consultant or in-house) (100% local cost)

23 Recreational Trails Program Purpose: To develop & maintain recreational trails & trail-related facilities for both non-motorized & motorized recreational trail uses 3/6/

24 Recreational Trails Program This 80% federal / 20% local match program is administered by Louisiana Department of Culture Recreation and Tourism (DCRT) Funding is coordinated by DOTD (as for all FHWA Programs) 3/6/

25 Recreational Trails Program $1,517,643 available for 2018 Applications due July 2, 2018 to DCRT Projects selection requirements 30% (min) motorized 30% (min) non-motorized 40% discretionary Projects selected by FHWA Recreational Trails Program for Louisiana (FRTPL) Advisory Committee

26 Recreational Trails Program Locals prepare and submit application Annual call for projects For selected projects locals requirements: Projects must be completed within 1 year after signature date of Agreement Match - cash or value of documented contributions of land, material equipment, labor or services for project range: $10,000 min - $100,000 max non-motorized $20,000 min 159,000 max motorized

31 Safe Routes to Public Places Program Program Eligibility All public roads (state and local) are eligible Project sponsor must submit the application For Locally Owned Roads & Right-of-Ways Project sponsor must be roadway owner For State Owned Roads and Right-of-Ways Project sponsor must be the entity responsible for maintenance DOTD District Administrator endorsement is required

32 Safe Route to Public Places Program Application cycle: Feb 19, 2018 to April 20,2018 Funding Limitations $350,000 per application (Construction & R/W costs only) Design Engineering & Construction Contract Administration not included in funding limitation Projects may be phased to fit funding Sponsor Responsibilities: Utility Relocation Right-of-Way acquisition Additional work may be funded by local entity Work on private property required for connectivity Work outside the scope of the project award

34 Local Roads Safety Program Description Purpose: To improve safety on locally owned roads in Louisiana using Highway Safety Improvement funds which are applicable to all public roads This program focuses on low cost safety improvements on local roads to reduce fatal and serious injury crashes 3/6/

35 Local Road Safety Program Criteria Projects must be: A low cost safety project on a locally owned road (not a DOTD route) Data Driven Aligned with the Strategic Highway Safety Plan (SHSP) Systemic approach encouraged 3/6/
