1 Reginal Arts & Culture Cuncil Prgress reprt: Building equal access t and diversity in lcal arts and culture Nvember, 2011 SUMMARY In recent years, the Reginal Arts & Culture Cuncil (RACC) and the City f Prtland have begun articulating new gals fr ensuring that all f Prtland s residents and diverse cmmunities have equal access t prgrams and services. Lcal studies have revealed that many residents including cmmunities f clr, immigrants and refugees, and peple with disabilities experience vast disparities in terms f access t publicly funded prgrams and services. In January, 2011, Multnmah Cunty established an Office f Diversity and Equity that is wrking t ensure access, equity, and inclusin in ur services, plicies, practices, and prcedures. In September f 2011 the City established a new Office f Equity and Human Rights t eliminate disparity in City plicies, prcesses, decisins and resurce allcatins and with ther gvernments, private businesses, nn-gvernment rganizatins, academia and each cmmunity member t achieve measurable results reducing disparities within the City and thrughut the cmmunity. Even befre these new initiatives were frmalized by the City and Cunty, in the summer f 2010 RACC began wrking clsely with Prtland Mayr Sam Adams t set new gals fr reaching ut t cmmunities f clr and ther underserved ppulatins, with the ultimate gal f imprving all citizens access t RACC s services, and t arts and culture verall. 2 ESTABLISHING GOALS AND OBJECTIVES In the summer f 2010, when RACC s five-year cntract with the City f Prtland was up fr renewal, The City encuraged and assisted RACC in develping new cntract language that wuld help frmalize RACC s and City Cuncil s strng interest in building equal access t and greater diversity in arts and culture. The result was a new bjective written int RACC s perfrmance measures fr the City f Prtland: Objective #6: Build equal access t and diversity in lcal arts and culture. In rder t build diversity in the arts, and increase utreach t culturally diverse ppulatins, RACC will: (A) Maintain cmpsitin f Bard f Directrs, grants review and selectin cmmittees that reflects the diversity f the City and the regin s ppulatin. Educate bard members, grant review panels and selectin cmmittees abut equity issues. (B) Cnduct and reprt annual utreach t identify partnership pprtunities with grups and rganizatins serving culturally specific ppulatins. Develp inclusive utreach strategies and achieve sci-demgraphic equity in grantmaking activities using best practices t dedicate funds t culturally specific lcal arts and cultural activities, artists, nnprfit rganizatins and public art cmmissins. Actively slicit input frm diverse ppulatins and artists n barriers t their full participatin in RACC prgrams and pprtunities and wrk t eliminate such barriers. (C) Prvide grants and services that ver time prprtinately reflect the vibrancy and diversity f varius cultures in the City f Prtland. The City has established an aspiratinal gal f investing 30% in culturally specific prmtins, advcacy, utreach and grantmaking. RACC will meet this gal by: a. Expanding existing utreach effrts and partnerships; b. Internally tracking diversity data n all grants and public art applicants; c. Tracking demgraphic infrmatin fr Right Brain Initiative prviders, teachers and students; d. Asking that all grant recipients prvide a plan fr reprting culturally specific prgramming, utreach t diverse ppulatins and audience develpment. In rder t measure the success f its effrts t build diversity and increase cultural access, RACC will: (A) Reprt annually n its culturally specific results. (B) Develp accurate methds t cllect and reprt n its and all infrmatin abut culturally specific effrts in lcal arts and culture initiatives (C) Assess gals and measurable prgress n a yearly basis. The Calitin f Cmmunities f Clr reprts that, fr a variety f reasns, these census figures undercunt cmmunities f clr. The CCC estimates that peple f clr cmprise 30% f the ppulatin f Multnmah Cunty, and it is the gal f the City and Cunty t ensure that 30% f their services are reaching these cmmunities. RACC is cmmitted t imprving access fr these cmmunities f clr as well, and we are als wrking t ensure equal access t arts and culture regardless f physical ability, sciecnmic status, age, gender and gegraphy. 4 STRATEGIES T begin making prgress n these perfrmance measures and aspiratinal gals, RACC identified five quickstart actins fr the year ending June 30, 2011: 1. RACC staff and bard will participate in seminars, wrkshps and ther technical assistance prgrams that culd help staff and bard imprve their wn cultural awareness and gain knwledge f the imprtant issues surrunding diversity and inclusiveness. 2. RACC will research best practices amng ther rganizatins and bureaus lcally, and amng arts agencies and grantmakers natinwide. 3. RACC will measure the diversity f its staff, bard, cmmittees, panels and cnstituents. 4. RACC will begin t measure the diversity f its cnstituents grant applicants, grant recipients, public artists, wrkshp participants, and students served thrugh The Right Brain Initiative. 5. RACC will request funding frm the City f Prtland and ther surces t create a new utreach crdinatr psitin, with significant emphasis n expanding RACC s cmmunicatins with and utreach t cmmunities f clr and ther underserved cmmunities. These gals and related tasks were discussed and apprved by RACC s bard f directrs, and appeared in the rganizatin s Wrk Plan fr FY11. RACC Equity and Diversity Reprt, Nvember 2011 page 4

5 YEAR ONE PROGRESS AND OUTCOMES Frm July 1, 2010 thrugh June 30, 2011, RACC made significant prgress in the five actin items identified fr FY Staff and bard have participated in numerus seminars, wrkshps and ther technical assistance prgrams t increase cultural awareness and gain knwledge f the imprtant issues surrunding diversity and inclusiveness. Amng the learning pprtunities that RACC has participated in: A three day wrkshp, the Fundatins f Intercultural Cmmunicatin, presented by the Intercultural Cmmunicatin Institute. A Diversity Sympsium spnsred by United Way An all-day Diversity Summit hsted by Prtland General Electric Wrkshps specific t the issues facing Hispanic ppulatins and nnprfit rganizatins. Wrkshps specific t the issues facing Native American ppulatins and nnprfit rganizatins. In additin, RACC has reached ut t and met with several new rganizatins that are wrking within culturally specific cmmunities, including Clred Pencils, Prtland Central America Slidarity Cmmittee, and Centr Cultural (based in Crnelius). RACC has als sught the nging cunsel f the Calitin f Cmmunities f Clr, the Native American Yuth and Family Center, Latin Art Nw, Clred Pencils and ther grups. It has becme ur practice t share what we have learned in these cnversatins with the rest f ur staff and bard. Last fall, RACC established an Equity Task Frce f staff and bard members t help dcument ur learning and t rganize ur wrk in this area. The members f the Equity Task Frce are (staff:) Helen Dalts, Elise Damrsch, Jeff Hawthrne, Kathryn Jacksn, Cynthia Knapp, Keith Lachwicz, Marna Stalcup, Tnisha Tler; (bard:) Verlea Briggs, Peg Mally, Bnita Oswald and Lina Garcia Seabld. 6 2. RACC researched best practices amng ther rganizatins bureaus, lcally and natinally. In September f 2010, RACC met with Julia Meier and Ann Curry-Stevens t discuss their recent findings in the Calitin f Cmmunities f Clr reprt, and t ask fr their help in identifying gd mdels fr culturally-specific grantmaking. In thse cnversatins, RACC learned that CCC had been investigating this issue as well, and there may be sme prmising practices that we culd investigate tgether. In the mnths ahead, CCC will release a paper entitled Philanthrpy and Cmmunities f Clr in Oregn: frm strategic investments t assessable impacts amidst grwing racial and ethnic diversity which will include recmmendatins t funders t help ensure pen and transparent grantmaking that benefits all Oregnians. Meier and Curry-Stevens indicated that RACC was ding great wrk cllecting data, and shwing a strng cmmitment t addressing the cncerns that were raised in the CCC reprt. CCC ffered t cntinue helping RACC identify strng mdels and prmising practices in the year ahead. RACC cntinues t seek mdels and ther infrmatin frm ur lcal and natinal netwrks, including Grantmakers in the Arts, Grantmakers Nrthwest, Americans fr the Arts and the Natinal Endwment fr the Arts. We anticipate that the new City and Cunty equity ffices will be able t prvide helpful guidance as well. We have begun t identify and cllect infrmatin frm arts cuncils in ther cmmunities that are dealing with sme f these issues. Fr example, we learned that Seattle s Arts Fund (a united arts fund like Wrk fr Art) prvides special mnetary awards ($5,000-$15,000 each, $40,000 ttal) t arts rganizatins that demnstrate prgress in increasing the diversity f bard, staff and audience. We have als recently btained and begun t analyse a cmprehensive diversity reprt frm the San Dieg Cmmissin fr Arts and Culture. RACC will wrk t uncver and learn frm ther cmmunities thrughut FY12. In the mnths ahead, RACC will begin t understand what arts rganizatins themselves are ding t tackle this prblem. At the Oregn Arts Summit earlier this fall, we heard an exciting case study frm Paul Nichlsn, executive directr, and Freda Casillas, audience develpment manager at the Oregn Shakespeare Festival. OSF created an Audience Develpment Manifest that emphasizes their strng interest in increasing the diversity f their audiences, and articulates sme exceptinal strategies (and challenges) fr ding s. We will be studying their example mre clsely, and sharing it with lcal arts rganizatins as we engage in equity and diversity cnversatins in the year ahead. 7 3. RACC measured the diversity f its staff, bard, cmmittees, and selectin panels. STAFF: RACC emplys 31 full-time and part-time staff. 8 In additin, sme funders such as the Spirit Muntain Cmmunity Fund have asked RACC t track and reprt what they describe as scial minrities, i.e., citizens in pverty, gay and lesbian members, and members with physical disabilities. RACC has reprted t these funders that 42% f ur bard currently represents an ethnic and/r scial minrity. OTHER VOLUNTEERS: Thrughut , RACC asked its grant panelists t cmplete a survey regarding their race and ethnicity, age, and gender. RACC received 100% respnse frm its 70 panelists. The results indicate that 73% f RACC s grant panelists are Caucasian, and RACC can d mre t seek representatin frm sme ethnicities in the future. The results suggest that RACC can imprve the diversity f its panelists and vlunteers in the years ahead, and RACC is als cmmitted t achieving higher respnse rates in the future. 9 RACC s arts educatin partnership, The Right Brain Initiative, had 30 vlunteers serving n cmmittees in Sixty-fur percent f these vlunteers cmpleted ur survey, which reveals that these cmmittees are nt as diverse as thers at RACC. Amng the challenges that must be vercme: schl districts themselves, and their cmmittee representatives upn whm we rely t design and implement this prgram, are nt very diverse. Other individuals wh have been recruited t this cmmittee in the past fr fundraising and plitical cnnectins are similarly hmgeneus. As the prgram cntinues t mature, RACC is cmmitted t seeking ut and engaging mre cmmunities f clr and ther diverse cnstituencies in the year ahead. In FY12, RACC will cllect similar infrmatin frm its ther standing cmmittees, including the Art Spark Planning Cmmittee and the Wrk fr Art Advisry Cmmittee. 10 4. RACC measured the diversity f its cnstituents. In the fall f 2010, RACC asked artists and arts rganizatins applying fr Prject Grants t cmplete a demgraphics survey. The survey was annymus, and nt attached t the prpsals themselves s that respndents culd be assured that this infrmatin wuld nt influence RACC s funding decisins in any way. RACC brrwed definitins and ethnic categries frm a variety f surces, including the Calitin f Cmmunities f Clr and the U.S. Census Bureau. In executing the survey, we fund that sme f the classificatins were prblematic fr sme respndents, s ur categries have been mdified ver time t reflect the questins and write-in suggestins that we received in this prcess. RACC received prject grant applicatins frm 168 individuals. 136 f these (81%) cmpleted ur demgraphics survey. Interestingly, 58% f artists said their wrk was nt culturally specific. Althugh we culd nt verify the ethnicity f all awarded grant recipients because several f them filled ut their surveys annymusly, we did cmpare the diversity f grant recipients t the diversity f applicants where we culd. Of the data that was available, we fund that funded artists were similar in cmpsitin t applying artists, except fr Caucasian which went dwn 19 percentage pints between number f applicatins and number f awarded grants meaning RACC awarded funding mre diversely than the rati f artists f nn- Caucasian ethnicities that applied. We als asked them t identify whether their prpsed prject was culturally specific in any way. We received 86 cmpleted surveys frm 127 applicants a 68% respnse rate. 13 In the fall f 2010, RACC surveyed its Prfessinal Develpment grant applicants. It was ur first attempt t cllect infrmatin electrnically, and, unfrtunately, data frm that survey was lst in a system failure. RACC has crrected the prblem and surveyed applicants again during the secnd cycle f that grant, in the spring f We received respnses frm 60 ut f 64 individual applicants (94%), and 11 ut f 11 rganizatinal applicants (100%). 14 RACC als measured the diversity f artists that were selected fr varius public art prjects ver the past year. We surveyed 82 artists wh have received cmmissins fr the Prtland Building Installatin Space ver the last 17 years, and received 49 respnses a respnse rate f 60%. 16 5. RACC requested and received funding frm the City f Prtland and ther surces t create a new utreach crdinatr psitin fr FY12 and beynd. In its FY12 budget request t the City f Prtland, RACC requested a funding increase f $48,417 t supprt these emerging equity and diversity initiatives. As part f its new five-year cntract with the City f Prtland, RACC is wrking t imprve its internal measuring systems and t expand its utreach t cmmunities f clr in rder t better serve all Prtlanders. An investment f $48,417 wuld allw RACC t invest in mre cultural diversity training; translate guidelines and applicatin materials int Spanish, Russian, Chinese, Smali and Vietnamese; and increase frm 0.25 FTE t 1.0 FTE the staff that are dedicated t crdinating these diversity utreach activities. --RACC request t City f Prtland, Spring 2011 With strng supprt frm Mayr Sam Adams, this request was funded in the City s FY12 budget, and in August, 2011 RACC created the new utreach specialist psitin. RACC transitined ur grants assistant, Tnisha Tler, int that psitin (and hired a replacement fr the grants assistant). The utreach specialist is charged with crdinating varius RACC utreach effrts and building and maintaining cmmunity relatinships. She will create and versee implementatin f a cmmunity utreach plan t build a brader cnstituency especially with cmmunities f clr and ther diverse ppulatins. She will develp messages t reach targeted audiences t increase diverse ppulatins access t RACC services. This psitin als manages RACC s prfessinal develpment wrkshp series, and crdinates Art Spark, RACC s bi-mnthly creative cmmunity netwrking event. A cmplete jb descriptin and wrk plan fr this psitin are appended t this reprt. T assist RACC and the utreach specialist with the planning and implementatin f these initiatives, RACC has enlisted the supprt f Bill Fld, a highly regarded cmmunity planning cnsultant. Bill has been knwn t RACC fr many years because f his wrk n cultural develpment issues fr the Oregn Arts Cmmissin, the University f Oregn, the City f Beavertn and many ther municipalities and nnprfit rganizatins. 17 OTHER MEASURES AND ACCOMPLISHMENTS In additin t the accmplishments in ur five actin areas, RACC als cnducted ther measures and achieved ther results that are wrth mentining in this reprt. 1. RACC has recruited eight culturally-specific arts rganizatins int its Cultural Leadership Prgram (CLP), including the August Wilsn Red Dr Prject, Bahia Brazil Arts Center, Clred Pencils, Jewish Theatre Cllective, Kiak Fundatin, Kukatnnen, Prtland Taik and Wrld State Theatre. The CLP prvides intensive strategic guidance fr arts rganizatins t innvate their services and build their capacity t deliver n their missin. 2. RACC is leading a cllabratin with mre than 30 lcal arts rganizatins and TRG Arts, Inc. t develp a central database f ur arts rganizatins audiences and dnrs. This database will be able t prvide useful demgraphic infrmatin abut the ppulatins in this database, including sme ethnicity and diversity measures. 3. The Right Brain Initiative develped and distributed a Spanish versin the Any Given Child cmmunity survey, and ffered t respnd t any demand fr translating the survey int ther languages. Right Brain makes available t schls a Spanish versin f its parent permissin frm use fr evaluatin purpses, and has presented prgram infrmatin t the PTA at Beach Elementary which was translated by a Spanish-speaking interpreter. 4. Wrk fr Art presented a bilingual (Spanish/English) wrkplace giving campaign at Htel Mnac, in partnership with Miracle Theatre. Wrk fr Art als cnducted a survey f its funded arts rganizatins t learn mre abut hw they are wrking with underserved cmmunities, and uses thse anecdtes in its wrkplace giving campaign presentatins. RACC will examine this data fr any best practices amng ur funded rganizatins that we can learn frm and share. 5. RACC grants staff attended the Latin Artists exchange which tk place this past February. This all day event fr Latin artists included a panel presentatin n funding n which Grant Officer Helen Dalts participated. Helen was invited back in July t d a mre in-depth rientatin n RACC Prject and Prfessinal Develpment grants. 6. RACC analyzed the frequency with which it displays ethnically diverse artists and culturally specific wrks in its printed materials and nline. Our findings include: 32% (15 f 47) Art Ntes (printed editin) phts featured artists f clr and/r culturally specific wrks f art in FY11, and 45% (9 f 20) phts in the FY11 annual reprt featured artists f clr and/r culturally specific wrks f art. 33% (14 f 42) phts in the FY12 Wrk fr Art brchure featured artists f clr and/r culturally specific wrks f art, and 37% (47 ut f 126) f the phts/images in the new WFA vide feature artists and peple f clr and/r culturally specific wrks f art. 18 CHALLENGES AND OPPORTUNITIES 1. We discvered that there is n public r industry standard in categrizing the ethnicity f individuals within a cmmunity. The classificatins used by the U.S. gvernment are different than the classificatins recmmended t us by the Calitin f Cmmunities f Clr, which are different than the classificatins used by academic demgraphers. RACC has adapted classificatins and categries based n sme f the feedback we have received frm ur wn cnstituents, but we recgnize that these are nt and will nt be cnsistent with categries that ther rganizatins and bureaus are using. 2. There are few resurces and a scarcity f best practices t guide us in determining the best way t invest ur resurces t achieve the ver-arching gal. There are a few prmising practices that we will cntinue t investigate further, including Seattle Arts Fund s grant incentives that help arts rganizatins achieve greater diversity amng their audiences, and San Dieg s cmprehensive study amng the diversity f its arts rganizatins. RACC and the City f Prtland are helping pineer these cnversatins and slutins. 3. Within sme categries r grups, there can be subgrups r factins that represent strng differences f pinin. We need t be mindful that nt all members f a grup are necessarily represented by ther members f that grup. 4. The hiring f placement f teachers in schls is the sle respnsibility f schl districts. While The Right Brain Initiative cannt influence these decisins, effrts can be undertaken t diversify its teaching artist rster t prvide schls a wider range f ptins t cnnect students with brad and rich cultural experiences. 5. Given the lack f best practices in this area, it will take sme additinal time t design recmmendatins that help RACC-funded arts rganizatins cllect infrmatin n the diversity f their audiences. RACC will wrk t develp a tlkit t help arts rganizatins as they apprach this questin hw t survey their audiences, hw t utilize the TRG Cmmunity Database, and ther methdlgies. 6. As with any cmprehensive initiative, ur ability t design and implement change are dependent upn the ability t apply time and resurces. RACC cntinues t explre pprtunities fr additinal funding that can help us meet these gals, and t examine whether any resurces within ur rganizatin can/shuld be reallcated fr this purpse. As a pilt, we have develped a cntract with Clred Pencils Arts & Culture Cuncil t help us prvide mre culturally specific utreach in FY12. d.
