1 Cmmunity Develpment Small Grants Fund Guidelines 2018 This fund is pen t charitable nt-fr-prfit cmmunity welfare grups whse primary clientele cme frm within Palmerstn Nrth City Cuncil (PNCC) bundaries. The applicatin and allcatin prcess is administered by Palmerstn Nrth Cmmunity Services Cuncil (PNCSC). As the criteria fr funding changes ver time, it is recmmended that all grups attend. These wrkshps can be especially beneficial t new grups and/r first time applicants. This fund is t prvide essential administratin expenses t enable lcal charitable nt-fr-prfit cmmunity welfare grups t perate. The maximum grant available frm this fund is $5,000 plus GST. A. Definitin f Welfare: Fr the purpse f this grant, welfare grups mean charitable nt-fr-prfit cmmunity grups whse primary purpses are t cntribute t achieving cmmunity well-being, t alleviating disadvantage n the basis f equity, and t supprting principles and gals f cmmunity develpment as fund in the PNCC Cmmunity Develpment Plicy. C. Principles: 1. Prjects must have an emphasis n the fllwing Cmmunity Outcmes fr Palmerstn Nrth City: peple feel safe peple have lts f learning pprtunities the cmmunity is supprtive; peple and rganizatins wrk tgether peple are well hused and healthy 2. PNCSC has a principle f accuntability. Grups are required t prvide an accuntability reprt fr any previus grant frm this fund; this is required fr reprting t the PNCC. The reprt needs t include the amunt f mney granted, purpse f the grant, actual prjects/items funded, and what the grant achieved. (refer Q.1) 3. PNCSC encurages cllabrative c-peratin and c-rdinatin with shared resurces and jint administrative prcedures. (refer Q.15) 4. Grups will be required t: a. present full financial statements, including audited/reviewed accunts fr the mst recent financial year, which clearly acknwledges all grants received, including thse frm the PNCC and frm this Small Grants Fund (refer Q. 23 & 24) b. include a cpy f yur annual reprt c. prvide a statement f incme/expenditure (nt mre than three mnths ld) d. Cpies f all current accunt balances perating (frnt page f statement nly shwing ttal nt transactins) e. supply a full budget frecast f yur grups ttal incme and expenditure fr the cming year (refer Q. 27) f. clearly state a prjectin f this year s prpsed grant (Q.28) 5. PNCSC may retain sme mnies frm the main allcatin prcess fr allcatin f emergency grants/lans in respnse t cmmunity needs. 6. Small Grants Fund WILL FUND essential administrative expenses such as: a. audit fees and/r financial review csts b. cmmunicatin - phne, internet, advertising, newsletters c. energy - gas and/r electricity d. insurance - public liability and assets e. interpreters - shrt-term assistance t build capacity and vlunteer expenses (excluding wages fr permanent staff) f. rent - and shrt-term ne-ff venue hire g. statinery - printing, pstage, cmputer supplies (excluding sftware), phtcpying Cmmunity Develpment Small Grants Guidelines

3 7. Small Grants MAY FUND: Vlunteer expenses - including training, tll calls, supervisin, travel (upper limit as per Inland Revenue rates) 72 per km. 8. Small Grants WILL NOT fund the fllwing: a. any rganizatin whse primary clientele is nt frm within the city bundaries b. private individuals, individual training expenses, r n-ging educatinal csts c. prjects which are primarily f a scial club r cmmercial nature d. rganizatins which are primarily f a religius r plitical nature e. salaries, wages, r any emplyee expense related t wrkers wh have an n-ging emplyment relatinship with the rganizatin f. private telephne rental g. fd, tiletries, cleaning materials etc. h. capital items - including furniture, equipment, cmputers, etc. i. bank charges/fees j. expenditure already incurred k. PNCSC subscriptins l. start-up prjects m. activities cvered by ther PNCC funds D. The Applicatin Frm Questins 3-5 An interviewer will be appinted frm the Cmmunity Develpment Small Grant Allcatins Wrking Party t check, discuss, and best present yur applicatin. It is essential that we be able t cntact nminated members f yur rganizatin fr clarificatin f any pints that may arise. It is imprtant that the representative frm yur rganizatin has knwledge and understanding f this applicatin s they can readily answer questins, and be able t access infrmatin if necessary. Our interviewers have several grups t cnsider and d nt have time t make numerus return visits, phne calls, s, etc. If mre than ne cntact time is required, yur applicatin may nt be cnsidered. Questin 7 If yur rganizatin is nt a legal entity, we ask that yu explain why, and ask yu t apply under the auspices f a grup that is a legal entity and is willing t act as yur umbrella grup. A representative frm this grup must cunter-sign the applicatin. Please attach letters f supprt frm at least three ther cmmunity grups independent frm yur rganizatin. Questin 9 This can be demnstrated by: Attendance at Prject Waitangi and/r similar training Māri representatin thrughut the rganizatin Reflectin f the Treaty; in missin, gals, and plicies Apprpriate cnsultatin/netwrking with Māri based rganizatins Cmmunity Develpment Small Grants Guidelines

4 Questin 13 This grant is funded by the PNCC, paid fr by city rate payers, t cver administratin csts fr cmmunity, nt-fr-prfit welfare grups that supprt clients living within the city bundaries. Administratin csts will nly be paid fr services that are prvided primarily within Palmerstn Nrth. Questin 14 It is a key criteria f this grant that services must be available t all persns regardless f their ability t pay. Hwever; accepting a dnatin t cver sme csts is nt the same as charging a fee. Questin 16 This is required fr statistics and culd be advantageus when/if we apply t the PNCC fr an increase t the fund. Questin 22 This infrmatin des nt affect yur eligibility fr a full years funding. Questin 23 Please ensure that this grant is acknwledged in yur financial statements and/r annual reprt. Questin 24 All grups that prvide services in Palmerstn Nrth are eligible t apply hwever we d want t knw if yu have applied fr Cmmunity Funding frm PNCC and if successful, hw much yu received? Questin Please fill in accurately and fully all financial details. Itemize the purpses fr which mney is sught. If the grid des nt prvide sufficient space, use a separate page set ut in the same grid pattern as in the applicatin frm. Indicate n the applicatin that there is an extra page. Questin 31 Applicants are expected t take respnsibility fr marking ff the checklist and sending all required dcuments/authrizatins. Failure t d s culd mean yur applicatin will nt be cnsidered. Yu may include ther supprting infrmatin if yu wish. Questin 32 The applicatin must be signed by tw authrized signatries. If yu have any queries/difficulties, please phne fr assistance. 5 NOTE: Applicants agree their rganisatin ensure that service delivery adhere t legislative requirements, including requirements under the Vulnerable Children Act 2014, Emplyment Relatins Act 2015, Health and Safety Act 2015 and best practice standards. Grants generally fall within the range f $500 t $5,000. Fr thse grups registered fr GST, this will be added t the amunt granted t yur rganizatin. Accunting fr previus grants: If yu received a grant within the last tw years, yur accuntability reprt must be sent in befre, r with yur applicatin. Yur applicatin will nt be cnsidered withut it. In answering Questin 1 f yur accuntability reprt, yu need t categrize each item fr which yu received funding, alngside the ttal cst fr that year. Just stating the bulk amunt received as the amunt spent is nt sufficient. Please nte that any mney frm last year s grant that is unused as allcated must be returned t the PNCSC.
