1 Grant Acquisition & Management (GAM) Program Officer Location: [Europe & the Middle East] [Jordan] Town/City: Amman Category: Field Operations Job Type: Fixed term, Full-time PURPOSE OF POSITION: Support Priority National Offices (NOs) (defined by MEERO and World Vision Germany) to grow EuropeAid, ECHO, German bilateral and major foundation grant resources. Deliver capacity building support (operational and strategic capacity) to targeted national offices to enhance grant acquisition and management (GAM) specifically on EU and German bilateral donors. Manage a coordinated strategy and process for grant acquisition and management across WV Germany and MEERO RDU priority donors Support the development, writing and submission of quality grant proposals. Donor engagement at field levels. The GAM Hub is a virtual team of people within the Regional Office (RO), Support Offices (SOs) such as World Vision Germany and National or Field Offices (NOs) working together for improved bilateral government, multilateral, major foundation and, sometimes private sector grant acquisition and management. RDU and World Vision Germany are working very closely around GAM matters and therefore it was decided to set up such as position that would work towards this common goal. The GAM Programme Officer proactively target prioritised funding opportunities that will advance WV Germany and partner National Office strategies. The position will also assist in the development/establishment of processes to enable successful Grants Acquisition and Management. Priority National Offices (NO): Syria Response sub-region, Jordan, Lebanon, Syria, Iraq, and to smaller extend Afghanistan.

2 KEY RESPONSIBILITIES: Strategic: Strategic engagement and communication between World Vision offices and teams towards achieving improved grants acquisition and management, with key focus on Syria Response. Manage donor landscape analysis, donor engagement plan, donor meetings, especially with ECHO, EU, German Bilateral donors. Grants Acquisition: Develop and keep current Grant Acquisition Management Plans for priority countries. Provide strong analysis of donor Calls for Proposals and local liaison to ensure bids are developed at timely manner, are aligned with donor requirements and address selection criteria. Provide advice on key bid elements including program design, strategic partnerships, and presentation of evidence. Apply timely project management methodologies and approaches to the bid preparation process to ensure effective and efficient teamwork, and a quality output. This will include acting as the project lead/manager for selected grant. applications and responses, managing the initiation, development, and submission of proposals in conjunction with World Vision internal teams as well as external partners. Donor Engagement: Advice on donor relationship, support NOs in coordination with SOs, and elevate WVs profile. Support to foster donor relationships at Head Quarter level (BMZ, GoG, through direct communication with WV Germany. Support networking and participation to donor relevant meetings at regional and national level. Match, Public Private Partnerships, PNS. Support identification and implementation of private funding, match, co-funding, and grant funding leverage strategies.

3 Grants Management & Quality: Support NOs in using effective grant management and quality tools/systems to ensure: Compliance with all contractual requirements of all current and future project and programme grants and contracts, in collaboration with the operations, finance, program, M&E and sector managers. Support NOs in analysing their performance and portfolio management; provide grant compliance leadership especially on EU and German bilateral donor grants. Facilitate and share lessons learned and experiences. Knowledge Transfer: Convey to national offices expertise in specific donor relations, donor requirements, and grant processes through a combination of coaching, mentoring and more formalized training. Lead or support grant start-up workshops. Assess NOs grant capacity, develop Grant Acquisition and Management improvement plans and actions. Support capacity building training and transmission of knowledge. Regional Representation/Key Relationships: Represent the region in the grants community fora (internally and externally) Others: Carry out additional responsibilities as assigned by the RO RDU Director Attend and participate in regional meetings, lessons learned meetings. KNOWLEDGE, SKILLS & ABILITIES:

4 Relevant undergraduate degree (e.g. international or development studies; economics; social science disciplines; etc); Desirable: Postgraduate qualifications or relevant technical/vocational studies. Minimum five years experience with government and multilateral organisations procedures and regulations. Minimum five years experience in successful proposal writing and management of proposal development teams, preferred European and German government donors. Experienced networker with an ability to maintain a good up to date knowledge of the grant opportunities and trends in the humanitarian sector; demonstrable prior successes in grant submissions/tendering. Excellent English written and spoken communication skills are essential; German highly desirable. European Citizen preferred. Excellent knowledge and experience of project management with government and multilateral agencies grant funded projects and experience of grant compliance procedures for major bilateral (EU, ECHO, BMZ etc.) and multilateral donors. Experienced in leading development of complex Health (WASH, Maternal Child Health), Child Rights & Protection and or Income generation and Livelihoods grant project proposals. High performance and quality standards; negotiation skills; ability to motivate teams and inspire teamwork. Track record of successfully training, mentoring and supervising grant staff. Contract management and compliance, including critical analysis. Stakeholder management particularly in complex environments (e.g. working across different countries/cultures; internal/external stakeholders). Relationship building and networking, with experience in working with donors or other business development expertise. Strong financial awareness, with the ability to build and interpret complex budgets and financial reporting. Very strong interpersonal skills. Track record of success grant design and win rate, in partner and donor relations. High performance and quality standards. Ability to motivate teams and inspire teamwork; Creativity and logic.

Working Environment/Travel: Work environment: Experience living and working within a humanitarian emergency, response and recovery context and/or working with partners in consortia. The ideal candidate should have strong faith but be able to express it maturely keeping in view the contextual sensitivities and possess tolerance towards people of other faiths. Reporting to MEERO RDU with dotted line to WV Germany, and based in the WV Office in Amman. Frequent travel between NOs and RO. Not a family post Travel: minimum of 50% International travel is required.
