1 MASONIC CHARITABLE FOUNDATION Grade: E JOB DESCRIPTION Job Title: Monitoring & Evaluation Officer Job Code: TBC Division/Team: Operations Department / Strategy & Special Projects Team Location: Great Queen Street, London Accountable To: Head of Strategic Development & Special Projects (HoSSP) Direct Reports: None Team Size: 4 Geographic Working Area: England & Wales Peers Own Team/Department: Grants Policy & Research Officer Peers (Other Departments) Communications Team, Grants Staff (Masonic Support, and Charity Grants) Budget Responsibility: Nil Description of Budget: N/A Job Purpose: Establish and provide ongoing management of monitoring and evaluation activity for all grantmaking and support programmes provided by the Masonic Charitable Foundation (MCF). Ensure useful data is collected and analysed, using qualitative and quantitative skills, and reported effectively to contribute to MCF s understanding and measurement of strategic aims and organisations development. Responsible for embedding monitoring and evaluation across a broad range of support areas via individual grants (Masonic Support) and organisation grants (Charity Grants), based on research and best practice from the sector regarding measuring impact of grants and services on individuals, families, charities and 1

2 their beneficiaries. KEY RESULT AREAS: To present findings to a range of audiences, both in writing and in person, and work closely with colleagues involved in programme evaluation, service design and delivery. What are the key outputs of 1. The MCF s grantmaking programmes use data systems to evidence impact on grantees through collecting, analysing and reporting information Effective data collection, analysis and reporting within Masonic Support and Charity Grants programme to provide evidence of difference grants making to strategic aims Departmental aims and activities are clearly linked, issues are highlighted and escalated Develop and implement a monitoring and evaluation plan for the MCF that measures outcomes and outputs using suitable identified/designed indicators (including external validated tools) that result in proven impact of our activities Ensure monitoring and/or evaluation recommendations are based on internal and external research and experience Set up and manage systems to collect and analyse data and information, including working with colleagues internally and externally to evolve databases (introducing additional systems where necessary) Review data capture systems and processes annually to ensure information remains relevant and informative. Lead on the publication of the Deciding what data to capture and report on to suit the needs of a range of audiences, e.g. programme manager, Heads, Committee Members. Determining if outcomes are being met and establishing whether these are delivering the organisational objectives 2

3 What are the key outputs of 2. The MCF uses learning to improve service delivery, ensuring that departmental objectives are met Staff understand importance of evidence and learning from data to make appropriate decisions Staff are confident with information and data Leadership Team and Trustees understand deliverables against objectives annual Impact report of the MCF, working with all Programme Heads/Leads to gather and analyse information that identifies outcomes and impact of MCF activities Responsible for working with Programmes Leads and grants staff to create and maintain a Theory of Change, Logic Model (or similar), and updating with learning to inform strategic decisions Identify opportunities to commission external consultants/research companies to provide useful information (and being primary contact) and manage a portfolio of grantmaking service reviews and evaluations. Conduct evaluation and research that prove and improve the MCF s work Provide timely and accessible monitoring and evaluation advice to all colleagues Collaborate with colleagues to communicate learning in compelling ways and ensure Recommend method for data collection, analysis and reporting of MCF work Assessing degree of impact 3

4 What are the key outputs of 3. Monitor, evaluate and report on departmental grantmaking statistics and support gathering and reporting of KPIs and Management Information. Departmental grantmaking statistics are gathered regularly and accurately analysed and reported to senior staff, highlighting key trends and identifying learning. Large volumes of data are analysed to produce succinct insights to support operational and strategic decision-making. Senior Leadership Team and Board are informed about performance against KPIs Provinces give good feedback on statistics available through GAMES. learning is understood and absorbed. Gather grantmaking statistics and management information from Masonic Support and Charity Grants teams Gather qualitative data from stakeholders through beneficiary interviews, surveys and in other ways. Establish robust benchmark data to analyse and provide insight for strategic decision making Support colleagues to identify relevant data to collect from applicants, beneficiaries and others. Provide insights into the operational and strategic implications of the data and recommendations for improvements to our support packages. Analyse management information to identify strengths and weaknesses in our application processes, highlighting areas for improvement and of concern regarding service delivery Recommend information to include to meet reporting requirements. Determining if statistics and reports are valid and represent a true picture. Presentation of data to a suitable depth and in a suitable format for the audience. Identifying and recommending expert partners in monitoring and evaluation that would support or compliment your work. Assess understanding of staff, partners and Trustees of monitoring and impact evaluation. 4

5 What are the key outputs of 4. Processes are embedded in organisations that receive MCF grants to enable them to provide qualitative and quantitative monitoring and evaluation data that meets MCF needs and Grant receiving organisations able to supply relevant and accurate outputs and outcomes data in a timely manner standards. Produce high quality statistical reports, in multiple formats, suitable for presentation to colleagues, Committees and other stakeholders. Work closely with Comms team to communicate grantmaking statistics to a range of audiences in an accessible way. Project manage a portfolio of grantmaking service reviews and evaluations. Work closely with the Grants Policy & Research Officer to draw key conclusions from the data. Provide peer support and advice to colleagues considering monitoring and evaluating their work, providing peer-review of analysis they have undertaken. Ability to build constructive relationships with wide range of organisations in receipt of MCF support Ability to provide advice and support to these organisations to assist them in meeting Identify needs of organisations in receipt of MCF grants in respect of building monitoring and evaluation systems 5

Represent the MCF at relevant external meetings, conferences and events MCF builds reputation across the sector as innovative and effective leader in monitoring and evaluation. Represent MCF at conferences and seminars in the area of monitoring and evaluation and within the wider funder sector. PERSON SPECIFICATION: Requirement Essential Desirable Education Degree level or equivalent Professional qualifications in research, Formal training in quantitative and analysis and statistics. qualitative research methods Professional qualifications in project management. 8 including questionnaire design and sampling. Ability to present information clearly, concisely and appropriately for various audiences, both in writing and in person. Experience of using spreadsheets, pivot tables and database programmes for capturing and reporting data. IT literate and able to use Word, Excel, Access and PowerPoint to a high standard Self-motivated and driven, able to work independently and co-operatively as part of a team. Able to manage and prioritise a diverse workload. Excellent written and oral communication skills, able to present complex information clearly to diverse audiences. Excellent project management skills and experience of delivering successful projects to completion Flexible and responsive, willing to undertake a range of roles within a busy department.
