5 ' What is DECA? DECA prepares emerging leaders and entrepreneurs for careers in marketing, finance, hospitality and management in high schools and colleges around the globe. DECA enhances the co-curricular education of members through a comprehensive learning program that integrates into classroom instruction, applies learning, connects to business and promotes competition. DECA s activities assist in the development of academically prepared, community oriented, professionally responsible, experienced leaders. DECA Inc. is a 501(c)(3) not-for-profit student organization with more than 200,000 members in all 50 U.S. states, the District of Columbia, Canada, China, Germany, Guam, Hong Kong, Korea, Mexico and Puerto Rico. The United States Congress, The United States Department of Education and state, district and international departments of education authorize DECA s programs. For more information, visit Who belongs to this dynamic organization? Any student enrolled or previously enrolled in a marketing, business or economics course for the school year, in which there is a DECA chapter, can join DECA. Marketing education or business teachers serve as individual chapter advisors and may choose to have an election of chapter officers to assist in running the chapter. DECA chapters are all self-supporting, with members paying chapter, state association and national membership fees. Why is DECA important to the business community? DECA advisors and chapter members take an active part in the development and growth of the communities in which they live and work. Students learn vocational understanding while still in school, which is necessary to compete in marketing, management and entrepreneurship careers. These careeroriented young people are actively involved in creative marketing projects directly related to the careers of their choice. Why are DECA related activities important to your school? DECA chapter activities contribute substantially to the primary purpose of school, which is to develop welleducated citizens who have self-confidence, self-esteem, leadership ability and the proper understanding of the free enterprise system. 10 DECA S CODE OF ETHICS FOR ADVISORS Marketing Education programs offer training to those students who have a career objective in the field of marketing, management or entrepreneurship. Individual conduct and appearance is a phase of this training. At any DECA activity this phase of the education program becomes most apparent. Since a good example is realized by method of teaching and students are impressionable, a Code of Ethics has been set for advisors by the Board of Directors of DECA, Incorporated. It becomes the responsibility of each and every participant to see that proper conduct is adhered at all times. Expectations: -Advisors will read and explain the Comprehensive Consent Form to all student members prior to leaving school grounds for a DECA activity -Advisors will correspond with co-chairs of their district to stay informed on DECA s state and national policies and procedures. -Advisors shall conduct daily meetings with participants for progress reports, time schedules, and other activities. No meetings are to be held after curfew. -Advisors shall keep an agenda for each student in order that they may be reached at any time during a conference. Cell phone numbers of advisors need to be provided to student members for emergency purposes. -Each Advisor shall be responsible for seeing that participants adhere to all conduct practices and procedures. -The rules as stated in the Delegate Conduct Practices and Procedures and the Comprehensive Consent Form are called to your attention for review, and should govern the behavior of Advisors as well as students. -Each Advisor shall be responsible for ensuring same sex supervision at curfew times. Advisors should match-up with other advisors if they are the only advisor from their school. Assistance in this matter may be requested from the State Advisor. Page 10 of 61
11 MASSACHUSETTS DECA COMPREHENSIVE CONSENT FORM These forms need to be completed whenever you take your members to a DECA conference or activity. Do not mail in the members individual forms to MASS-DECA. You only need to submit the Comprehensive Consent Summary Form on page 19 to MASS-DECA stating that your members have completed all required forms previously mentioned. The individual forms need to be kept in your possession and brought to all DECA conferences and activities. INFORMATION: This form, completed with all information and signatures required; must be submitted to the Chapter Advisor by each DECA member attending a DECA activity. It is recommended that a copy of this form be on file in each local school and that it be maintained on file for one calendar year. Additionally, the DECA advisor must bring this form to each area, district, state and national conference. Completion & signing of this document indicates that the student, parent/guardian, and school administrator have read this form and approved its contents. Completion and signing of this document provides consent for: 1. Student attendance at & travel to and from all conference activities. 2. Emergency medical treatment. 3. Student abiding by the Code of Conduct. 4. Student abiding by the Dress Code. PHILOSOPHY: It is a privilege and honor for a student to attend area, district, state and international DECA conferences. As such, each student has the unique opportunity to represent his/her high school, community and family as a young business professional. Students are expected to follow all Rules and Regulations stated herein. In cases of uncertainty, the student should confer with his/her advisor or chaperone prior to acting, since ignorance of Rules and Regulations will not be considered an acceptable excuse. Teachers, alumni, chaperones and state staff assume the responsibility of enforcing Rules and Regulations to insure the safety and well-being of the student. 12 Massachusetts DECA comprehensive consent form continued DRESS CODE: DECA is first and foremost a business organization for students enrolled in Marketing Education. As in business where company policies related to dress and grooming are maintained, DECA has developed its own policies. Essentially, proper dress is a matter of exercising good judgment; thus, should a question concerning the Dress Code arise, contact your chapter advisor or refer to this form, prior to making a decision. Help us to build and maintain a positive image of DECA! ACCEPTABLE BUSINESS ATTIRE: Competitive events, including tests, general and special sessions, all meals and banquets, state officer testing & interviews, and all workshops. Males: Dress slacks, dress collared shirt, tie, dress shoes and socks, sweater and/or sports coat. Shirts must be tucked in. DECA Blazers may NOT be worn in front of judges at the State Conference; however, they MUST be worn in front of judges at ICDC. Females: Professional business dress (including knit dress), dress slacks, skirt, blazer, dress blouse, collared shirt, coordinating shirt/blouse, dress shoes (pumps, heels or flats). Dresses or skirts must be fingertip length. Nylons are recommended if dresses or skirts are being worn. DECA Blazers may NOT be worn in front of judges at the State Conference; however, they MUST be worn in front of judges at ICDC. UNACCEPTABLE BUSINESS ATTIRE: Low cut fronts, skirts shorter than fingertip length, open sides, see through blouses, open back, sleeveless tops, midriffs, hats, sneakers, boat shoes, hiking, work, army, Uggs type or cowboy boots, spandex, sandals and denim material. Dress code violations at the final session will result in disqualification from any previous awards received. ACCEPTABLE CASUAL ATTIRE: Travel to/from conferences, dances, and non-conference activities. Males: Slacks, cords, khakis, golf shirts, tasteful denim (no rips, holes, bagginess), walking shorts, DECA T-shirts and DECA sweatshirts. Clothing must be in good shape and proper size. Females: Slacks, khakis, cords, skirts, blouses, golf shirts, walking shorts, DECA T-shirts and DECA sweatshirts. Tasteful denim is acceptable (no hole, stains, rips) All clothing must be in good shape and proper size. UNACCEPTABLE CASUAL ATTIRE: Sweatpants, pajamas, low cut shirts/blouses, open sides, see through blouses, tube tops, strapless tops, midriffs, clothing containing pictures or statements relating to alcohol, drugs, sex or other items which would be considered inappropriate, shorts, sweatshirts, halter tops, one strap shirts, straps less than 1 wide, hats, sneakers and all spandex, flip-flop sandals, sunglasses. Activities such as swimming or exercising warrant appropriate recreational attire for that activity. Cover-ups and footwear must be worn over swimsuits when en route to and from the pool. At any time during the conference while on-site, you must be in casual or business attire. It is strongly advised that facial piercings be removed when in a judge s presence. Page 12 of 61
13 Massachusetts DECA comprehensive consent form continued: CONDUCT CODE: Participation in DECA activities provides an opportunity for students to interact with business professionals, DECA supporters, other DECA members and the general public. As a result of establishing a positive professional image many businesses, civic organizations and other individuals provide financial and human resources to DECA and its student members. Once again, should you have a question concerning what constitutes acceptable behavior, ask your advisor or chaperone prior to making a decision. DECA values its reputation and asks that you help maintain it. The following Conduct Code has been established and is enforced at all area, district, state, and national DECA conferences and activities. LEVEL ONE VIOLATIONS: The following have been identified as extremely serious violations of the MASS-DECA Conduct Code. 1. Violation of any city, state or federal law. 2. Possession, consumption, transporting or purchasing of any alcoholic beverage or illegal drug. Possessing, using, selling, or transmitting paraphernalia associated with drugs, alcohol, or chemical substances in any form at any time or under any circumstances in public or private properties. If alcoholic beverages and/or illegal drugs or evidence of their use are found in a hotel room, offenders in that room shall be subjected to the penalties prescribed below in Level One Penalties. 3. Defacing, damaging, or stealing public or private property (for which responsibility will rest solely with offending individuals and/or their chapters. 4. Throwing or dropping any object from a hotel window or vehicle. 5. Inviting or having non-deca or unregistered individuals in your hotel room. 6. Repeated violations of a Level Two Code. 7. Violations not mentioned herein, but identified by the advisor or school official. 8. Leaving the conference hotel without the permission of your advisor and/or chaperone. 9. Committing serious violations of curfew regulations. 10. Being in the willful companionship of someone who violates any portion of the conduct code or failing to report direct knowledge, other than hearsay, of conduct code violations. 11. Flashing or indecent exposure. 12. Using your own automobile to attend a conference or riding in an automobile with anyone other than your advisor or adult chaperone. Occasionally, a chapter advisor, under special circumstances, may allow a student to drive or ride in a private automobile to a conference. These students are required to submit the Permission to use Private Transportation form to the chapter advisor prior to the conference. Permission to drive/ride applies to transportation of the student named on the form, only to and from the conference site. Once a driving/riding delegate has arrived at the conference site s/he will not be in a private automobile again until leaving the site at the end of the conference. Delegates must be housed at the conference site. LEVEL ONE PENALTIES: 1. Expulsion from the conference. 2. Notification of parent or guardian and school official. 3. Student and parent/guardian must assume responsibility for & immediately arrange and pay for alternative travel plan to return home. 4. Forfeiture of all awards, scholarships, travel grants and future opportunities to participate in all DECA activities. 5. Other penalties at the discretion of the advisor, chaperone, school official or state staff. Page 13 of 61
14 Massachusetts DECA comprehensive consent form continued: LEVEL TWO VIOLATIONS: Less serious violations, but if repeated violations occur the student may be subjected to penalties similar to those prescribed for Level Failure to follow the MASS-DECA Dress Code. 2. Failure to wear identification badges during the conference. 3. Being late for curfew and by not being in your assigned room with the door closed until 6:00 a.m.. 4. Disturbing other hotel guests by excessive noise, such as door slamming, music, shouting, loud talking or singing, or causing any noise or disturbance audible by anyone in the hallway after curfew time. Making prank phone calls to hotel guests. 5. Other violations not mentioned above but identified by the advisor, chaperone, state staff or school official. 6. Rudeness or insubordination. 7. Failure to attend conference activities, including competitive events, general sessions, and special meetings and leaving sessions prior to the official close. 8. Having or being a member of the opposite sex in a room without an OPEN DOOR and without the permission of a chapter advisor or chaperone. Doors must be propped open with a trashcan. 9. Failing to meet the professional standards of housing facilities, accruing incidental charges without settling the account prior to check-out, moving furniture from rooms, failing to follow or respect hotel rules and regulations. 10. Smoking cigarettes during any portion of a DECA conference. LEVEL TWO PENALTIES: 1. Notification of chapter advisor and state DECA advisor 2. Verbal and/ or written warning and immediate compliance with conference rules. Repeat violation or another violation of a Level Two Code may result in Level One penalty. **************************************************************************** I have read and fully understand the MASS-DECA Comprehensive Consent Form, which includes the Code of Conduct and the Dress Code and agree to comply with these conduct guidelines. On behalf of the above-named student member, we hereby absolve and release the school officials, the DECA chapter/state advisors, the host state or district, from any claims for any personal injuries which might be sustained while s/he is on the way to and from or during such DECA sponsored activities providing that this agreement shall not apply to any injury arising out of sole negligence of the participating parties. I also understand that the state advisor or district co-chair determines the criteria at the local site for individual students to attend and participate. I authorize the above named advisor/adult, the MASS-DECA Board of Directors to secure the services of a physician or hospital, and to incur the expenses for necessary services in the event of illness or accident, and I will provide payment for these costs. 19 MASS-DECA LATE FEE POLICY Please read this carefully. This policy applies to all District, State, and International Conference due dates. This policy includes: 1. All registration, housing and balances due on any of the above, also as related to a staggered payment schedule, from schools and/or individuals. 2. Forms/registrations received which are incomplete or incorrect will be accessed a late fee until the balance of the forms are received or a corrected form submitted. The late fee will be applied from the date the first form is received. Incomplete forms include forms that are not accompanied by a check or a purchase order number. We understand that you may not be able to provide the actual hard copy of the purchase order or check by the due date, but your business office should be able to provide you with the PO number or the check that will be used. 3. Established due date is the date materials are to be received by the MASS-DECA Advisor,* as designated in the announcement/information materials and forms, not the date on which they are to be postmarked. NOTE: In general, Federal Express and UPS does not deliver to PO Boxes, please make other arrangements. 4. Determination of the application of the late fee will be made by the State Advisor.* 5. This video should be made with the purpose of promoting DECA and recruiting new members. The video should include the DECA year from Districts to States and the preparations involved for these competitions. Specifications: Teams may be no larger than 3 students Videos should include the entire DECA year, except ICDC Any and all footage must be original video shot within the DECA year Filming actual DECA exams, role plays, or presentations is forbidden Videos should be posted to Youtube and posted to the Massachusetts DECA Facebook page Massachusetts DECA retains the rights on any submissions Videos must be submitted by March 23, 2013 Hints: Do not focus solely on your chapter Try to attend as many DECA events as possible (Fall State, Power Trip, Districts, & States). However you will not be penalized for missing any number of these. 26 Due: Ongoing from September-January Chapter News Reporter Event PURPOSE: The Chapter News Reporter Event s intent is to keep students involved in its own chapter s news and by promoting chapter highlights to Massachusetts DECA. SPECIFICATIONS: 1. One team per chapter consisting of no more than 2 individuals 2. Students must provide news reports on their chapters at least once every other month. 3. The competition begins in September, teams must post in September or October, and then in November and January. Extra new reports are encouraged. 4. News reports may be in the form of videos or news articles. 5. Entry links must be posted to the MASS DECA Facebook page, as well as in a location where students from that chapter can see it by the last day of the respective month. Examples of locations are: Chapter s DECA website or Facebook page, Community Patch, school website 6. Video entries should be no longer than 3 minutes; articles should be no longer than 750 words. All entries must be professional and clean, articles should also be free of spelling or grammar mistakes, and videos should be edited. 7. Filming at District Competitions is allowed but no competitive events (testing/ role plays) are to be filmed. INCENTIVE : The winning team will earn two (2) LDA or CMA spots for their chapter. The State Action Team will then choose their favorite and announce the winners at the State Career Development Conference in Boston. The winning team will receive an LDA or CMI spot to the 2013 International Career Development Conference in Anaheim, California! 31 MASS-DECA Membership Policy DECA membership is open to students currently taking or who have successfully completed a business education or marketing course, which prepares emerging leaders and entrepreneurs in marketing, finance, hospitality and management. Student members in the high school division of the MASS-DECA program must be currently attending a Massachusetts high school. The following are some examples of classes which may accept DECA membership: Accounting, Intro. to Marketing, Marketing Education, General Marketing or Management, Principles of Marketing or Management, Business Management Fashion Merchandising, Hospitality Marketing, Intro. to Business, Marketing Concepts, Sports Marketing, Hospitality & Tourism, Hotel Management, E- Commerce, Marketing, Internet Marketing, Entrepreneurship, Sales, Banking International Marketing, Economics(any), Business Law & Ethics, Financial Literacy/Awareness/Planning, Personal Finance, Fashion Technology All other business courses are at the discretion of the DECA Chapter Advisor. Courses in question may be reviewed by the Board of Directors if the Chapter Advisor is unsure if a course qualifies for DECA. Independent studies will only qualify if the student receives a grade and meets with the advisor on a daily class period meeting schedule. Virtual High School courses are accepted if the DECA member is taking a DECA qualifying course and has the approval of the Chapter Advisor. Membership Violation Penalties A chapter enrolling members who have never taken a marketing or business course will result in a chapter one year suspension from DECA (effective immediately) and a letter to the school administration MASS-DECA Membership fees All Massachusetts High School Division members pay $19 for dues( $10 for state dues, $1 for DECAid and $8 for national dues). 32 Membership Reporting Instructions Due Dates: November 15, 2012-Original rosters for all established and new chapters, and payment due to National DECA online December 11, Additions roster due with payment January 11, Additions of two or less members due with payment All members must be entered on-line BEFORE competing at district conferences. Nobody should be competing at district conferences unless they are a member and have an ID number issued by DECA. The DECA online membership processing system will allow you to easily submit members, effectively manage your chapter membership, and obtain 24-hour real-time access to membership data and reports. For more information on membership processing (i.e., Complete Instructions, FAQs and Hints and Tips) please go to Ninety percent of your overall membership must appear on the first submission to allow time for ID numbers to be assigned. The dues will be calculated for you upon submission and an invoice will be generated from National DECA. Each school will be considered one Chapter. When entering names for membership, you must use proper upper and lower case Be sure that you are also entering first name then last name, such as Donna McFadden, not McFadden, Donna. Online membership dues are processed through DECA headquarters. Once your members have been submitted online, print 2 copies of the Membership Roster/Invoice, sign and date one copy and submit with your dues check to DECA Inc., Attention: Membership Department, 1908 Association Drive, Reston, VA The printed roster also serves as your invoice. Keep one copy for your records. Please follow the same procedures when adding new members throughout the year. One check for the full amount on roster to be made payable to National DECA must be mailed to National DECA within 30 days of membership being submitted. Purchase orders are not accepted for membership. The submitted roster is to be used as an invoice. All Chapters must be established by the November 15 deadline. However, additional members may be added to established chapters by December 9, Additions of 2 or less may be added until January 11 in order to be eligible to compete in the year. Membership is not transferable from one person to another after submitted. We cannot accept less than ten (10) members per school unless you are a new chapter. No refunds on cancellations/drops. You will be receiving your state ID numbers for all of your submitted DECA members in December. These ID numbers must be used for all district and state registrations. Page 32 of 61

DECA membership is available to students with career interests in marketing, entrepreneurship, finance, hospitality and management in grades nine through twelve who have taken or are currently taking a business or marketing course. DECA membership is also open to DECA advisors, alumni and professional members. Students who are in college may join Collegiate DECA. Who should join DECA? All students who participate in DECA activities at the local, district, state and/or international levels should pay state and DECA Inc. dues. These activities include, but are not limited to, conferences, competitive events, online challenges, scholarship applications and more. Board policy states that all members, including advisors, must pay membership dues. What are membership dues? MA DECA membership dues are $19 per person (student, advisor, alumni and professional). What is included in DECA membership? In addition to an official membership card and pin, DECA members receive four issues of DECA Direct magazine, have opportunities to attend conferences designed to prepare them for college and careers, can earn recognition and prove their knowledge in DECA's Competitive Events Program, can earn their share of more than $300,000 in scholarships and more. DECA membership is for one school year. What is the deadline for submitting membership? DECA membership is open year-round; however, all chapters must activate their chapter by submitting initial membership by November 15. This ensures that the chapter continues to receive communication, publications and services from DECA Inc. The deadline for members to be eligible to compete at the District, State & International Career Development Conference is January 11. What is the minimum number of members needed on a roster? The minimum chapter size is ten (10) members and one (1) advisor (any combination of 11 paid members). Once a name is submitted it cannot be deleted or changed unless it is misspelled. Should their full name or nickname appear on the roster? When submitting names, use full names rather than nicknames, first name, followed by last name. Use proper cases; do not submit names in all capital letters. The name should appear the same on ALL documents (conference registration, competition, etc.) throughout the year. How do I submit names of new members once my initial membership has been submitted? Simply go back into the online membership system and enter new members the same way you entered the initial members. Double check to make sure your chapter information is still correct. Page 34 of 61
