(WSSO,UP) State Water & Sanitation Mission (SWSM) (National Rural Drinking Water Programme) Department of Rural Development, Government of Uttar Pradesh Invitation of Proposals for Empanelment of Agency for 3 rd party Inspection The SWSM invites proposals for empanelment of Consultancy firms/ agencies / Technical Universities having experience in monitoring and assessment of Rural Water Supply Schemes including Water Quality aspects for an initial period of one year extendable as per requirement. Scope of work The scope of work shall inter alia include but not limited to the following: 1. Assessment of present infrastructure and its effectiveness in providing safe and potable water at habitation level. 2. Assessment of activity carried out under NRDWP for sustainability structure like rain water harvesting structure, drainage, recharge pit and other recharge structures. 3. Running, repair and replacement of drinking water supply projects under the Operation and Maintenance fund. 4. Progress and process monitoring of water supply schemes and quality assurance as per Notice Inviting Tender (NIT). 5. Assessment of effectiveness of IEC and HRD activities carried out under the programme. 6. Assessment of the Water Quality Monitoring & Surveillance programme. 7. Other 3 rd party inspection works. 3 Guideline for Empanelment of Agencies for 3 rd party Inspection in the Water & Sanitation Support Organisation, U.P. (WSSO,UP), State Water & Sanitation Mission, Department of Rural Development, Government of Uttar Pradesh under the National Rural Drinking Water Programme The State Water and Sanitation Mission (SWSM) is a registered Society under the Department of Rural Development, Government of Uttar Pradesh for implementing rural water supply programme in the State. The National Rural Drinking Water Programme covers schemes for providing safe and adequate drinking water supply to the habitations and schemes to achieve drinking water security at the local level. Various support activities such as water quality monitoring & surveillance programme; IEC; water testing laboratories; HRD in the sector; training, conferences, seminar, R&D activities etc are also under taken under this programme. There are about 22 lakh Hand pumps and 2600 rural piped water supply schemes in the State so far and the programme envisages water quality testing of each and every source by the community itself. The SWSM invites proposals for empanelment of Consultancy firms/ agencies / Technical Universities having experience in monitoring and assessment of Rural Water Supply Schemes including Water Quality aspects. The State Water and Sanitation Mission intend to empanel a list of experienced Consultant firms/ Agencies / Technical Universities or Institutions for a period of one year regarding the following jobs: Scope of work The scope of work shall inter alia include but not limited to the following: 8. Assessment of the Water Quality Monitoring & Surveillance programme. 14. Other 3 rd party inspection works pertinent to improvement of water quality. Eligibility 1. Experience: minimum 05 years experience of working in the rural water supply sector and minimum 3 years experience in similar field 2. Consulting turn over: minimum 3.00 crores total for last the 03 years. 3. Documentary evidence of the existence of the organization should be minimum 5 years old. 4. 4 Submission of Proposal The interested firms/ consulting company having above mentioned Eligibility criteria may apply on the prescribed format latest by 28 th February 2011 to Executive Director, State Water and Sanitation Mission, Government of Uttar Pradesh, giving company profile, bio data of professionals to be available for this assignment along with past track record of the firms/ consulting company along with Rs 5000/- (Rupees Five thousand only) Demand draft, drawn in favor of Executive Director, SWSM, which is non-refundable. The Financial bid will be open to the bidder who will get Min 80% marks in technical Bid. Allotment of marks is sole rights of State Water & Sanitation Mission, Department of Rural Development, Government of Uttar Pradesh Financial proposal will include Professional charges of technical and field staff, and service remuneration or overhead (including service tax). The Firm/ Company should submit an undertaking to the effect that they have never faced any penal action or blacklisting. The Secretary, Rural Development Department/ Chairman, State Water & Sanitation Mission reserves the right to reject any or all applications without any reason whatsoever, further no claims of applicants shall be considered in this regard.
