BESCOM may, in its absolute discretion but without being under any obligation to do so, update, amend or supplement the information, assessment or assumptions contained in this RFE. The issue of this RFE does not imply that BESCOM is bound to select and empanel prequalified Applications to appoint the selected applicant and BESCOM reserves the right to reject all or any of the Applications without assigning any reasons whatsoever. The Applicant shall bear all its costs associated with or relating to the preparation and submission of its Application including but not limited to preparation, copying, postage, delivery fees, expenses associated with any demonstrations or presentations which may be required by BESCOM or any other costs incurred in connection with or relating to its Application. All such costs and expenses will remain with the Applicant and BESCOM shall not be liable in any manner whatsoever for the same or for any other costs or other expenses incurred by an Applicant in preparation or submission of the Application, regardless of the conduct or outcome of the Empanelment Process. 3

4 1. Background: Bangalore Electricity Supply Company (BESCOM) supplies electricity to eight districts of Karnataka namely, Bangalore (Urban), Bangalore (Rural), Ramanagara, Tumkur, Kolar, Chikkaballapura, Chitradurga and Davangere meeting the demands of more than half of the state s electricity demand. BESCOM has supported the development of the state over years, especially towards the rapid progress of manufacturing and IT industries in and around Bangalore. Government of Karnataka, with an objective of giving thrust to renewable energy generation in the state and to narrow down the widening demand and supply gap in the energy sector, has announced the Solar policy on The objective includes minimum addition and encourage distributed generation of 100 MW each year in Solar rooftop and to attain a target of 400 MW by 2018 by entire state of Karnataka. Following the policy of GOK, BESCOM has taken up the work of implementation of the grid connected Solar Rooftop program under net- metering basis. BESCOM has invited application from all the interested consumers of residential, commercial, educational and industrial consumers with net-metering provision under which the consumers can export surplus energy and receive payment of Rs per unit, if MNRE subsidy is availed, or Rs per unit., otherwise, as fixed by Karnataka Electricity Regulatory Commission (KERC) in its order on with a power purchase agreement for 25 years for those who enter the PPA upto Accordingly, the scheme introduced by BESCOM has elicited a good response from the consumers. Continuous monitoring of the progress is in place to ensure realization of the target. In order to ensure that this effort reach the vast spread of potential consumers in BESCOM area for expeditious implementation, it is essential to avail the services of specialized Agencies and Organizations, who can participate in this process and promote the scheme among the consumers to ensure higher participation. In the above context, BESCOM intends to empanel Facilitators who would promote grid connected solar roof top projects in BESCOM area among the BESCOM consumers. The intention of this empanelment is only to make the Solar prospective applicants aware of the availability of the facilitators in this field and the prospective applicant has the option and is free to install the system with or without the assistance of a facilitator in compliance with the provision of the Solar RTPV system scheme. 4

5 2. Objectives of the Solar Roof top programme: 1. To promote On-grid applications of Solar Rooftop PV system for meeting the targets set in the Solar policy To create awareness and demonstrate effective and innovative use of Solar systems for individual/ community/educational institutions/ industrial consumers. 3. To provide support to potential consumers / Prospective applicants, within the framework of procedures enunciate by BESCOM. 3. Definition of Facilitator: A Facilitator under these arrangements is defined as a manufacturer of any component of the Solar Plants / Solar project developers / System integrators / VENDORs or Suppliers of Solar equipment s / consultant agencies / Reputed and relevant NGOs / an independent Entrepreneur duly registered under relevant Act under the scope of this arrangement to promote penetration and facilitate various services regarding Design, Supply, installation, testing, commissioning, warranty and maintenance support of grid connected Solar RTPV projects. The intending facilitator shall have an understanding and knowledge of the following: 1. National and global endeavors on Sustainable development and the role of Solar Energy in supporting the movement. 2. Technical Aspects of Solar Rooftop Photovoltaic System 3. Procedures involved in implementation of SRTPV system in BESCOM area. 4. Subsidies available for the programme and applicable taxes. 5. Calculation of Return on Investment with various sources of financing. 6. The developers carrying out supply and installation of SRTPV Systems in the area and their strength and limitations. 7. Grid connectivity, Net-metering and BESCOMs rules and regulations on the same. 8. Ability to select suitable system providers, vendors and providers of Annual Maintenance contract (AMC) Agencies. 4. Roles and responsibilities of Facilitator: 1. Assessment of the needs of the customers. 2. Preparation of Detail project report, Bill of materials with quantity of the Solar RTPV system. 3. Submission of the Application/Forms to the jurisdictional sub-division office of BESCOM. 4. Support consumers during Supply, installation, testing and commissioning of the systems and getting due approval from BESCOM and Electrical inspectorate., GoK. 5. Support the consumers for entering in to such Annual/ Cumulative maintenance services with the service providers. 6. In case of necessity, co-ordinate to avail loan facility to the consumers from scheduled banks. 7. To contribute to solar capacity addition and to attract potential consumers to install Solar RTPV plant. 8. To build favorable environment for setting up grid connected rooftop solar photovoltaic power plants. 9. To promote the Solar RTPV scheme by creating awareness among the BESCOM consumers. 5

6 5. Qualification Criteria : Sl no Particulars The intending facilitator should be either a manufacturer of any component of the Solar Plants / Solar project developers / System integrators / VENDORs or Suppliers of Solar equipment s / consultant agencies / Reputed and relevant NGOs / an independent Entrepreneur duly registered under relevant Act The intending facilitator shall have registered Service tax certificate The intending facilitator should have in-house capabilities to prepare schemes/ DPRs that would inter-alia include resource assessment, design, drawing, financial calculations etc. The intending facilitator should have minimum 3 years of work experience or facilitating such work in respect of installing Solar RTPV systems in the field of supply, installation, commissioning, testing and maintenance of grid connected Solar RTPV projects. The intending facilitator shall have participated in facilitating / executed at least 20 nos. installations of Solar Rooftop programme or 1MW capacity of any grid connected Solar installations. The intending facilitator should have a website wherein information regarding various Solar RTPV projects & other relevant details for satisfactory supply & installation of Solar RTPV. The intending facilitator should have technically qualified personnel for carrying out the promotion of the said programme. The intending facilitator shall not have been black listed or defaulted in works in any of the DISCOM s / Utilities in INDIA. The intending facilitator should have minimum turnover of INR 50Lakhs in any of the previous three years. 7 6. General instructions for Empanelment of facilitators: 1. The interested agencies shall register the application at the office of the General Manager, DSM, Room no. 12, Ground floor, corporate office, BESCOM, K R circle, Bangalore. 2. The Empanelling of facilitators is a continuous process. 3. The Empanelment shall be for a period of one year, which may be extended up to three years. 4. The intending facilitator shall pay the vendor fee of Rs.50,000/- for processing the application(non-refundable) through DD drawn in favor of AGM (E&S), Corporate Office, BESCOM, Bangalore on intimation in writing from the General Manager, DSM. (Head of account ). 5. The intending facilitator shall submit the testimonials specified in Annexure I (Both Hard and soft copy). 6. The intending facilitator shall have an established office in Bangalore or in the BESCOM area and provide the details of address, Name of the contact person, mobile number, id. 7. The intending facilitator shall not have been black listed or defaulted in any of the DISCOM s / Utilities in INDIA. 8. BESCOM reserves the right to delist such of the facilitators from the empanelment list in case the performance of their services is not satisfactory based on consumer s feedback/ BESCOM assessment within the empanelled period. 9. BESCOM does not offer the empanelled facilitator any consultation charges or pecuniary benefits in any form. 10. BESCOM reserves the right to reject the application without assigning any reason. 11. BESCOM reserves the right to inspect, visit or verify such the activities carryout out by such facilitator. 12. Any breach of terms and conditions of the RFE and subsequent Empanelment renewal will result in the withdrawal of empanelment of such agency. 7

8 7. Submission of Application 1. The application form duly filled in shall be submitted in prescribed format along with all testimonials, business plan and documents to support the qualifying criteria. 2. The intimation for payment processing fee of Rs. 50,000/- will be intimated after verifying all the documents submitted along with application. 3. The application without the necessary documents will be returned. 8. Empanelment of Facilitator : 1. Selected applicants will be empanelled as facilitators and empanelment of authorization letter will be issued so as to enable him to contact the consumers and the concerned BESCOM subdivision officers for facilitating the Solar RTPV work. 2. BESCOM bears no obligation, legally or commercially for the decision between the facilitators and consumers or the consequences of such decisions or any misunderstanding between the facilitators and consumers. 3. The facilitator shall indemnify the BESCOM against all suites that may be filed by the consumer on the facilitator. 4. BESCOM intends to do the empanelment of Applicants on the basis of merit for execution of Solar RTPV based on Solar RTPV projects undertaken by the applicants. 5. The list of empanelled facilitator s and their facilitation fee payable by the consumer will be hosted on the website of BESCOM. 9. Cancellation of Empanelment: BESCOM reserves the right to cancel the empanelment of any of the Facilitator at any point of time 1. If the said facilitator is found to violate any of the clauses mentioned in the RFE. 2. If the facilitator is found to be engaged in any fraudulent practices. 3. If any report is received from customers against the conduct of the facilitator and if the same is also proved against. 4. If the facilitator is found to be technically incompetent or ineffective in fulfilling the objectives of empanelment. 10. Renewal of Empanelment : 1. The empanelment will be initially for a period of one year which may be extended upto three year. 2. The empanelment will be reviewed every year and the empanelment may be renewed for further one year. 3. Renewal is at the sole discretion of BESCOM. 8
