1 EOI Ref No: TCIL/PC/ /EoI/SSCL-PMC/1 July 12, 2018 Expression Of Interest (EoI) for pre-bid tie up for Shimla Smart City Tender Selection of Project Management Consultant (PMC) to Design, Develop, Manage and Implement Smart City Projects 1. The scope of PMC under the proposed mission will be divided into three broad components namely Project Management Design & Development Supervision 2. The Consultant shall support the Shimla Smart City Limited of the Shimla in overall project management of Smart City projects, including designing, developing, managing and implementing smart city projects identified by the city on the following two outputs: Output1: Area Based Development Output2: Pan-city Solution 3. Under this assignment the consultant is required to review projects identified by the Smart City, for Area Based Development as well as for Pan City Solution (Smart City Proposal Can be downloaded from the website of Smart City mission The consultant will carry out required investigations, design, prepare feasibility report, Preliminary Design Report/ Detail Design Report (PDR/DPR), and assist in procurement of implementing partner/agency(ies) expeditiously. The PMC shall assist SPV in preparation of RFPs for the procurement of implementing partner(s)/ Agency(ies). The PMC shall also assist the Shimla Smart City Limited in supervision & monitoring of the work of implementing agencies and shall be responsible for overall management of the project 5. The RFPs prepared by the PMC for procurement of implementing partner/agency(ies) for implementation of Smart City Projects, will follow International Competitive Bidding (ICB) method. The Shimla Smart City Limited will decide on method of procurement such QCBS, QBLCS (Quality Based Least Cost Selection) etc. 6. PMC shall operate full-fledged with all its Key Experts and Supporting Staff from their Project Office in Shimla. TCIL seeks a suitable partner who can work as back end partner for Shimla Smart City Ltd. (SSCL) smart city tender to take the complete responsibility of the project, if awarded. The SI shall have prior experience to meet the consortium condition of the tender and can engage maximum one more firm as consortium partner. SI shall be capable of providing Functional and Technical requirement as per the client tender & its clarifications/amendments. They shall be in a position to meet any enhanced requirements of the customer.

2 Interested parties may submit their Technical Offer in sealed envelope as asked below latest by Hrs of Pre-Qualification Criteria: The bidder should meet the following pre-qualification criteria: S. No Qualification Criteria Details Mandatory documentary evidence to be Submitted 1 Legal Entity The bidder or any member of the consortium should be registered as private company incorporated in India under the (Indian) Companies Act 1956/2013 or a company incorporated under equivalent law abroad or Limited Liability Partnership (LLP) incorporated under the Limited Liability Partnership Act 2008 or equivalent act/law abroad 3 Annual Turnover The bidder or any member of the consortium should have a minimum average annual turnover of Indian INR 50 (Fifty) Crores during the last three (3) financial years; Average Net Worth The bidder and any member of the consortium should have positive net worth as per the audited consolidated financial statements in each of the last 3 financial years (as on date of bid submission). 5 Technical Capability The bidder or any member of the consortium should have Experience of minimum 3 (three) assignments for Project Management Consultants/ Support Units/ Technical Support or Coordinator Consultants /Project Planning and Design/ Preparation of Detailed Project Reports for urban infrastructure assignments at government levels (Central/ State/ Municipal). 7 Blacklisting The bidder or any member of the consortium should not have been blacklisted/debarred by any Govt. entity or any PSU in India as on the date of bid submission 8 Integrity Pact and MOU The bidder shall have to sign the Integrity Pact and MoU with TCIL 9 EMD A Bidder is required submit EMD of INR 25,00,000/- Demand Draft/Bank Guarantee in favour of MD-cum-CEO, Shimla Smart City Limited (SSCL) The bidder shall be required to submit a true copy of its Incorporation A certificate of incorporation and PAN Card The Bidder/s must have a valid Goods and Service tax(gst) registration Audited financial statements for last three Financial Years. Statutory auditor s certificate clearly specifying the annual turnover for the specified years. Certificate from the Statutory Auditor Project Case study + Copy of work order and contract + Completion certificate / Statutory auditor Certificate As per the Annexure C of this document and to be counter signed by Bidder s Country Head or the Company Secretary Signed copy of the Integrity Pact can be asked from rahul.kumar@tcilindia.com Separately The selected bidder shall agree to submit the required amount of EMD (as applicable) to TCIL on back to back basis for further participation in the

3 client tender 10 Performance Security The partner should be agreed to submit the required Performance Security to TCIL as and when asked in the event of award of work. 11 Payment Terms The bidder should be agreed on back to back payment terms and other conditions with the client as per RFP. 12 Technical Solution Bidders are advised to read smart city tender for and its clarifications issued, thereafter and shall provide Technical solution, CV of team & Clause by clause compliance of relevant portion. Technical Evaluation Criteria The bidder with members of consortium will be evaluated on the following technical evaluation criteria: i) Specific experience of the consultant firm relevant to the assignment / 30 marks Job Sub criteria a. Experience as project management consultant/ Design and /or Supervision consultant in 7.5 marks development of Urban Mobility related project with value of contract (for consultancy service) of at least Rs 100 lakh. Minimum 5 projects (0.75 mark per project subject to maximum 7.5 marks) b. Experience as project management consultant/ Design and /or Supervision consultant in 5 marks Tourism related project with value of contract (for consultancy service) of at least Rs 100 lakh. Minimum 2 projects ( 1 mark per project subject to maximum 5 marks) c. Experience of PPP transaction advisory projects in sectors such as 7.5 marks Urban Infrastructure/ Real estate/ Industrial Infrastructure/ Tourism/ Transport of project value over INR 25 crore each. Minimum 5 projects ( 0.75 marks per project subject to maximum 7.5 marks) d. Experience of carrying out studies in Urban Sector (City development/ Strategic Plan, 10 marks Master plans, Baseline Assessments, Financial Assessments, City Investment Plan, Vision documents, City Business plans) Minimum 3 projects ( 1 marks per project subject to maximum 10 marks) ii) Capability Presentation 10 marks iii) Key professional staff: Relevant Qualification, Relevant Experience & competency for the assignment / job. Should have the experience in structural design of infrastructure projects, Earthquake resistant structures, multi-storeys building, utilities ducts etc. 5 Tourism Planner Master Degree in Planning/ Design/ Architecture/ Conservation or Equivalent 1. Minimum 10 years experience in planning designing & execution of tourism destination development projects 2. Should have the experience in designing, Planning tourism destinations 3. Should have experience in planning designing & execution of Miniature Cities.. Should have experience in developing theme based tourism projects such as winter tourism, cultural tourism, adventure tourism, heritage tourism etc. The bidder with members of consortium will furnish the relevant documents for this evaluation 3. Bid Validity Period: The offered bid shall be valid for a period of 180 days from the date of submission of Bids. 5. Amendment of EoI: At any time prior to the last date for receipt of offers, TCIL, may, for any reason, whether at its own initiative or in response to a clarification requested by a prospective Technology Provider, modify the EoI document by an amendment. In order to provide prospective Technology Provider reasonable time to take the amendment into account in preparing his/her offer, TCIL may, at their discretion, extend the last date for the receipt of offers and/or make other changes in the requirements set out in the Invitation for EoI. 6. Maximum of two consortium members can bid for this EoI including lead bidder. 7. TCIL reserves the right to accept or reject any or all the bids without assigning any reason. 8. Shortlisted bidders may be asked to provide the presentation of the solution proposed. 9. The Partner should have valid Sale tax registration, service tax registration PAN and GSTIN. Copy of GSTIN, Sale tax registration, service tax registration & PAN must be submitted. 10. The partner must be ready to invest as required in the project. Undertaking from the Authorized Signatory on its letterhead must be submitted. 11. Partner should submit clause-by-clause compliance of all the tender terms and conditions as per the tender document to be downloaded from TCIL website. All tender terms including EMD and other mandatory fees, etc. shall be on back to back basis. 12. TCIL reserves the right to accept or reject any Application and to annul the EOI Process and reject all Applications/Bids, at any time without any liability or any obligation for such acceptance, rejection or annulment, and without assigning any reasons thereof. 13.
