1 Page 1 of 19 Notice Inviting Expression of Interest (EOI) for Empanelment of Consultants for Engineering & Allied Services Expression of Interest (EOI) are invited by AGM Engg(Str.), Airports Authority of India, Office of ED(Engg)-NER, Department of Structure, Operational Offices, 1 st floor, Cabin No. 129, Gurgaon Road, Rangpuri, New Delhi on behalf of Chairman, AAI for Empanelment of Consultants for Engineering and Allied services. Airports Authority of India 1. Introduction /Background Airports Authority of India (AAI) is a Mini Ratna Central Public Sector enterprise, under the administrative control of Ministry of Civil Aviation, Government of India. AAI manages 125 airports including 26 Civil Enclaves at defence airfields. AAI has undertaken massive plans to upgrade infrastructure at its airports across the country. Empanelment of Consultants for Engineering and Allied Services 2. General AAI invites Expression of Interest from reputed consultants for 'Empanelment of Consultants for Engineering & Allied Services' under different categories for providing engineering consultancy services for their various airports for infrastructure development projects. 3. Scope of Work: The consultant shall provide engineering consultancy services for the following works: a) Civil work for the construction of buildings (Terminal building/ Ancillary building/technical block cum ATC Tower/Residential quarters/hangers/ Cargo building, etc). b) Electrical /Mechanical services: i) Internal & External electrification i/c light fixtures ii) Provision of HVAC & BMS system iii) Fire alarm & detection system iv) Signages (informative & directional) v) Firefighting system including hydrant & sprinkler system vi) Provision of Lifts/elevators & escalators. vii) Lightning protection system, earthing system viii) Power supply system i/c Substation equipments & DG sets ix) Solar water heating system x) Baggage handling system xi) Water cooler and hand driers. xii) Water supply pumps. xiii) Wiring & conduiting for telephone & IT networking excluding equipment

2 Page 2 of 19 c) Water tank d) External development: Road work, car park, water bodies, horticulture, landscaping, rainwater harvesting, road signages, etc. e) Water supply, plumbing, stormwater drainage & sewerage system f) Sewage treatment plant (STP) g) Assist AAI to register the buildings with concerned authority for certifying the project as GRIHA compliant. h) PA system and Accoustics, CCTV, FIDS i) Preparation of Detailed Project Report/Feasibility Study j) Obtaining approvals/noc/completion certificate from statutory authorities /local bodies k) To provide assistance to obtain environmental clearance as per MOEF norms, wherever required. l) Media planning signages, retail planning/optimum utilization of commercial space/seating plans/type of furniture & detailing. 4. Eligibility The applicants should be in the Engineering, architectural and allied services consultancy business for a period of minimum 07 (seven) years ending The eligible consultants shall submit self-attested copies of the following alongwith the application: (a) Permanent Account Number (PAN) (b) GST Registration 5. Categories of Empanelment 5.1. The Engineering/architectural firms will be empanelled in following categories, based on their experience and number and types of projects of the relevant field, handled by them: Category A Category B Category C shall be eligible to bid for projects with estimated cost above Rs.600 crores. shall be eligible to bid for projects with estimated cost above Rs.400 crores & upto Rs.600 crores. shall be eligible to bid for projects with estimated cost above Rs.200 crores & upto Rs.400 crores. Category D shall be eligible to bid for projects with estimated cost above Rs.75 crores & upto Rs.200 crores. Category E shall be eligible to bid for projects with estimated cost upto Rs.75 crores The applicant must submit EOI document fee (non-refundable) of Rs.5,600/- (Rupees Five Thousand Six Hundred only) including GST in the form of Demand Draft in favour of Airports Authority of India payable at New Delhi from a Scheduled/Nationalized Bank but not from any Co-operative/

3 Page 3 of 19 Gramin Bank. Applications not accompanied with the requisite EOI document fee shall be summarily rejected. 6. Instructions & Guidelines for Submission of Application Form for Empanelment. 6.1 The Application form for empanelment can be downloaded from the AAI website The applicant should submit hard copy of the Application form for empanelment" duly filled, alongwith supporting documents in a sealed envelope superscribing Application for Empanelment of Consultants for Engineering and Allied Services for Category by Post/Courier so as to reach this office on or before CRITICAL DATA SHEET Publication date EOI download date EOI submission Start date Clarification Start Date Clarification End Date EOI submission End date EOI document Fee Rs.5,600/- (including GST) Nonrefundable The application shall be signed by the authorized person (s) of the firm. All pages of the documents shall be stamped & signed by the applicant The application shall be submitted only as per the enclosed formats (refer Annexures-I to X). Self attested documentary proof(s) as asked in various annexures, in respect of the details furnished in the application form shall be submitted alongwith the application. The intending candidates shall also submit the list of such projects where due to any disputes, litigation /arbitration was invoked and or the consultancy services were abandoned /suspended by AAI. Suppression of any information in this regard may lead to cancellation of empanelment of the firm concerned, if such information comes to the notice of AAI even after empanelment. 6.5 In case an applicant is found suitable for empanelment in category lower than the one applied for, the empanelment shall be done in the eligible category in respect of such firm(s). 6.6 The empanelment shall be valid for a period of 03 (three) years from the date of issue of letter of empanelment. The panel may be extended further at the discretion of Airports Authority of India. 6.7 Applicants who have successfully provided consultancy for Engineering, architectural and allied services for works/projects of costs as mentioned in Table-1 (showing eligibility criteria) during the last 07 (seven) years and

4 Page 4 of 19 fulfill the specified minimum criteria shall be eligible to apply. 6.8 All future communication/changes/additional information w.r.t. this website advertisement shall be notified through this website only. 6.9 Details of regular/permanent professional employees and key Personnel including the nature of specialization, qualifications and experience (as per annexure-vii) should be enclosed Applicants should give an undertaking certifying that the firm has not been blacklisted by any Govt. /Local bodies /PSUs (as per annexure-ix) Since AAI is in the business of development of airports infrastructure, experience in airports development is desirable Firms having experience in designing green buildings as per GRIHA norms or equivalent recognized international norms should give details (as per annexure-vi) of such works carried out by them during the last seven years All Annexures duly completed should be submitted. The Annual turnover of the firm and profit and loss statement by way of Professional Fees for Engineering, architectural and allied services consultancy for the last three years, duly audited by a Charted Accountant should be submitted. Certified copies of Award letters, completion certificates, etc. should be enclosed Empanelled consultants would be entitled to tender for Engineering, architectural and allied services consultancy works in Airports Authority of India and work shall be awarded to successful tenderers on General Terms and Conditions of the contract of AAI The applicant should have in-house capability of carrying out services at least in ONE of the following areas for the minimum period of seven years ending : i) Structural Engineering consultancy ii) Architectural consultancy 6.16 AAI will be at liberty to call open tenders, if desired for any works and consultants shall have no objection to this even if they have been empanelled for that category (i.e. 'A', 'B', 'C', 'D', E ) for similar type of works AAI shall not be responsible for delay/loss/non-receipt of filled-in Application Form alongwith documentary proofs (Hard copy) sent by Post/Courier Application from Joint Venture company, duly registered, shall be considered under category- A only (i.e. project with estimated cost above Rs.600 crores). An Indian firm can have joint venture with another Indian firm or a foreign firm. Joint venture company shall submit documentary proof in support of their registration as JVC and main lead partner in JVC should also fulfill the provisions laid down in Clause-4 (Eligibility) above Incomplete applications shall be summarily rejected.

5 Page 5 of In case of tender for Control Tower, the consultant shall be responsible to do analysis and certify that the structure will not create wind shear across Runway and will not create light distraction to the pilot AAI reserves the right to accept or reject any or all applications without assigning any reason. AAI reserves the right to call off the process of short listing of empanelment of consultants at any stage without assigning any reason.
