1 NOTICE FOR THE EXPRESSION OF INTEREST (EOI) : (REVISED) State Bank of India, Local Head Office, Kolkata, intends to empanel reputed security agencies, to provide security guards for its Local Head Office, Residential Complexes/Bank s property, Administrative Offices in Kolkata, Administrative Offices and other offices in other parts of West Bengal, Sikkim, Andaman & Nicobar. Accordingly, the Bank invites Expression of Interest (EOI) from the Security Service providers, who fulfill the pre qualification criteria as per the details given below. Guards so provided must fulfill the criteria as per Private Security Agencies (Regulation) Act, 2005 The EOI in the prescribed format along with the details of the information sought must duly be supported by relevant documents and be sent in a sealed cover, duly super scribed as EOI for Security Services, to reach this office on the given date & time on the address given as below. Mere submission of EOI will not entail any agency to be short listed for empanelment. Empanelment shall be done, only to the shortlisted agencies based on the verification of EOI and field inspection of running contract, on need basis. Companies not registered under Private Security Agencies (Regulation) Act, 2005,or those whose services have been terminated by the Bank within the last three years due to non compliance of the provisions of any of the associated Acts/Laws including PSARA,Contract Labour Law, Minimum Wages Act or any other labour legislations etc, need not apply. 2 1. Eligibility Criteria: a. The Applicant (Service Provider) should be in the business of Security Service provider, especially dealing in Security Guards for a continuous period of last 7 years as on 31 March 2017 (Pl attach certificates & testimonials). It should be registered in India under the Indian Companies Act of 1956 or any other act as applicable. b. The Applicant (Service Provider) must have a valid licence under Private Security Regulation Act 2005 issued by the Competent Authority of the State Govt.. The Applicant (Service Provider) must also spell out in the documents,whether they have PSARA Licence for the states/places for which the empanelment is being applied for i.e. West Bengal, Sikkim and Andaman & Nicobar c. The Applicant (Service Provider) should have a minimum Annual Turnover (gross receipt towards payment of guards) of Rs 25 lakhs in the past three financial years i.e , , (Pl attach turnover certificate from the Charted Accountant) d. The Applicant (Service Provider) must have a valid Labour License for carrying out captioned jobs as per Central/State Govt statutory requirements. It should also have all statutory registration like License under Shops & Establishment Act, Service, GST,SAC Code EPF, ESIC, PAN, Gratuity etc. Self attested documentary proof of all the registrations should also be provided. (Copies of relevant documents to be attached) e. The Applicant (Service Provider) must have adequate infrastructure in terms of office and Training Centre with qualified trainer. f. The Applicant (Service Provider) must have adequate manpower to provide Security guards at short notice and also in emergency at any time of the day. Number of employees, presently engaged by the Applicant (Service Provider) in the State of West Bengal & Sikkim and Andaman and Nicobar to be furnished district wise (Self certified documents to be attached). g. The Applicant (Service Provider) should also furnish a profile of its Managerial Staff along with age, qualifications and experience etc h. The Applicant (Service Provider) should have past satisfactory experience in providing security services to reputed organization. For which the Applicant (Service Provider) has to submit copies of 03 such work orders carried out satisfactorily and referential (R) 2

3 certificates with reputed organizations in the last 3 years with a minimum deployment of 25 guards in single unit/organization in any district/districts in the State of West Bengal, with minimum 15 guards in single unit/organization in any district/districts in the State of Sikkim and 10 guards in single unit/organization in any district/districts in the UT of Andaman & Nicobar. i. The Applicant (Service Provider) must have an office in Kolkata and reasonable presence in State of Sikkim and also in Andaman & Nicobar if any. (Office address to be provided) j. Relevant documents duly signed by the Applicant (Service Provider) s authorized signatory should be attached for all of the above mentioned criteria. Earnest Money Deposit: The application should be accompanied with an Earnest Money Deposit of Rs /-(Rupees One Lakh only) in the form of a Demand Draft in favour of State Bank of India, payable at Kolkata. Applications not accompanied with the said amount will be summarily rejected. Selection Process: a. All the applicants (Service Provider) will be allotted marks based on the scoring matrix separately for the State of West Bengal, Sikkim and UT of Andaman & Nicobar Islands as given in Appendix 1 to 3, by the committee. b. Besides fulfilling other Elligibility Criteria as laid down, and after completion of scoring exercise, all the companies who score 80% or above of the highest scoring Applicant (Service Provider) may be considered for empanelment for that particular State/UT. c. The Applicants (Service Provider) which are shortlisted for empanelment will be intimated individually by post/ . d. The Earnest Money Deposit (EMD) of empanelled applicant (Service Provider) will be retained at the Local Head Office of SBI, and will be returned to them after the duration of empanelment, provided that there are no dues/penalties outstanding. e. The Bank reserves the right to reject any or all the offers without assigning any reasons whatsoever. f. The EMD of unsuccessful applicant (Service Provider) will be refunded to them within one week of finalization of short listing stage. The unsuccessful applicant (Service (R) 3

Bank will not entertain any further correspondence with the applicants (Service Provider) who are declared unsuccessful in the empanelment process. h. All the documents shall be complete in all respects, duly signed and stamped by an authorized representative/s of the Private Security Agency. If the Applicant (Service Provider) comprises of a partnership firm, consortium or a joint venture then all the documents shall be signed by a duly authorized representative/s of each member of participant thereof. List of documents to be attached by the applicant (Service Provider) is as under: 1. Application for Empanelment (Enclosure 1) 2. Copy of EOI duly signed on every page. 3. Copies of Evaluation Matrix (Blank) Appendix 1 to 3 of EOI duly signed. 4. Check List of Documents duly signed. 5. Copy of Terms and Conditions duly signed on every page. 6. Copy of Draft Agreement (including Annexure A to G) duly signed on every page. c. State Bank of India will not be liable for any delay for receiving application arising out of any reason even in case of postal delay. (R) 4

The application for Expression of Interest must be submitted in a sealed envelope along with all enclosures as uploaded in under Procurement news and super scribed Expression of Interest for the Empanelment of Security Services Providers along with the Applicant (Service Provider) profile at the following address by 02 p.m. on or before 05/03/2018. In case if 05/03/2018 is declared a holiday, then the applications will be collected till 1400 hrs on the next working day. Short listing of the firms will be done after scrutinizing/analysis of pre qualification documents.
