2 Introduction Quality Council of India (QCI): The Quality Council of India (QCI) is a pioneering experiment of the Government of India in setting up organizations in partnership with the Indian industry QCI is to lead nationwide quality movement in India by involving all stakeholders for emphasis on adherence to quality standards in all spheres of activities primarily for promoting and protecting interests of the nation and its citizens. To achieve this, QCI playing a pivotal role in propagating, adoption and adherence to quality standards in all important spheres of activities including education, healthcare, environment protection, governance, social sectors, infrastructure sector and such other areas of organized activities that have significant bearing in improving the quality of life and well-being of the citizens of India About QCI Yoga scheme: The Prime Minister of India had desired to spread India s traditional knowledge worldwide with credible systems with specific reference to Yoga which should provide India leadership in assuring quality of Yoga practices across the world. The Ministry of AYUSH in pursuance of the above and in the wake of declaration of International Yoga Day in 2015 identified the Quality Council of India (QCI) to develop a Voluntary Scheme for Evaluation and Certification of Yoga Professionals recognizing that QCI has expertise in developing such quality frameworks based on international best practices. The focus of the Voluntary Yoga Professional Certification Scheme, as it is being called, is to certify the competence of Yoga Professionals who provide Yoga lessons/classes as Teachers or Instructors or Gurus or by whatever nomenclature they are called. The scheme has already gained wide acceptance having 30,000 registrations and MoU with 4 countries and many more to go. For more information about the Yoga Professional Certification Scheme, please visit the website: Agenda: Expression of Interest is invited from Organizing Partners/PR Partner for carrying out a massive time-bound, on-ground drive in the form of a promotion campaign. The objective is towards creating mass awareness pan India for a period of 1 year amongst Yoga professionals, Corporates, Governmental and non-governmental organizations, foreign nationals etc. for inducing them towards engaging certified Yoga professionals for learning and practicing Yoga based on classical text. Brief /Objective: Carrying out a massive on-ground drive by Quality Council of India (QCI) in the form of a marketing campaign through an Interpersonal Communication Program and successively inform, educate & communicate the Yoga Professionals around the country about the Voluntary Yoga Professional Certification Scheme assuring international standards of quality of Yoga practices across the world, Getting Maximum Awareness and Enrolment for Yoga Professional Certification of QCI.

3 Execution plan: Organising pan India execution plan for one year, the outcome of this campaign should be huge awareness about the QCI certification and increase in the number of certificates being awarded by QCI (minimum expectation: 7500 certifications from existing 3000 by the end of March 2018 and 10,000 by the completion of one year of the project). Duration of the campaign: One Year Timeline proposed: December 2017 till December 2018 (one-year campaign) Mode of promotion: BTL (Below the Line) activation campaign along with social media management to create maximum BUZZ in the market. The applicants are requested to come up with creative and tested plans/methods of promotion activities in order to achieve the objectives mentioned above. Other Terms and Conditions: 1. The applicant should have technically qualified and well experienced strong in-house resource base. 2. The applicant must be a legal entity registered anywhere in India. 3. The applicant must have a valid GST Registration Certificate in India 4. The applicant must have the ability to publicize and promote the programmes and to mobilize the right participants for the programmes. 5. The applicant must have the ability to organize programmes across major cities in India and notified cities abroad (if required and as decided by QCI). 6. The applicant shall be responsible to get the requisite number of enrolments for the programmes. It should have the resources to carry out the required publicity/ promotion for getting the said enrolments. 7. The applicant must not sub-contract the work to other agencies. 8. The applicant must have a credible process of mapping/monitoring the effect of the campaign. Time Period The contract shall be valid for a period of 1 year. QCI reserves the right to extend the contract further or terminate early without assigning any reason what so ever. Presentation As a part of Evaluation of proposals submitted by the applicants, QCI may seek further information or a presentation from the Organizations at a short notice for evaluation purposes. Amendment to EOI At any time prior to the last date for receipt of proposals, QCI may for any reason, whether at its own initiative or in response to a clarification requested by a prospective applicant, modify

4 the EOI document by an amendment. In order to provide prospective applicants reasonable time in which to take the amendment into account in preparing their proposals, QCI may at its discretion extend the last date for the receipt of proposals and/or make other changes in the requirements set out in the EOI. The applicant is required to visit the Tenders Section of QCI website for any changes or amendments in the EOI before submitting their Expression of Interests. Request for Proposal (RFP) a) QCI may circulate a detailed RFP among the shortlisted organisations. b) The shortlisted organizations may also carry out the required study of the requirements, at their own cost, based on the requirement of QCI. c) The shortlisted consultants shall submit a detailed Technical and Financial Proposal as per RFP document. d) The combined score of technical and financial will be taken into consideration and the organizations shall be ranked as per the combined score and shall be selected for further contract discussion. Rejection of Proposal The application is liable to be rejected if: a) Not in prescribed forms and not containing all required details. b) Not properly sealed and signed as per requirements. c) Received after the expiry of due date and time. d) Missing of any supporting document(s) with the Proposal Pre-qualification Criteria Eligibility Criteria and supporting documents required for Submission of Expression of Interest S. No Eligibility Criteria Supporting Document Required 1 The applicant shall be a single entity, registered as a Company, Firm, LLP or a Society under respective acts in India & Should have been in existence in India for the last five years 2 The agency must be registered in India with appropriate tax and other administrative authorities. 3 The organization should have had an average business turnover of at least Rs Crores in any one of the previous three financial years from events and activations. Certificate of Registration/Incorporat ion under the respective Acts in India GST Certificate PAN Card Registration Audited Balance sheets for last three years and Certificate from the Statutory Auditor certifying the Turnover for previous three financial years Yes / No and Deviation, if any

5 4 Past Experience of working on Government Projects is preferred. 5 Should have technically qualified and wellexperienced strong in house resource base on company roles 6 Copies of documents / purchase orders & letter of completion from customers for projects completed in the last two years. 7 The applicant should furnish an undertaking to the effect that the firm has not been black listed in India. 8 The consultant organization should have an office in Delhi/NCR. Sanction Order and Completion Certificate for the same. Resumes of key resources available on company roles, including their PF/EPF no. Copies of the major projects completed during the last 2 years. Letter of undertaking Provide a copy of the address proof Documents required: The proposal should contain the following information: a) Detailed plan of methodologies and processes devised for actioning and achieving the above-mentioned objectives. b) Details of past experience in similar work, if any. c) Supporting documents mentioned above in the pre-qualification section. d) Any other details that the bidder may like to provide. Disclaimer a. The QCI shall not be responsible for any late receipt of applications for any reasons whatsoever. The applications received late will not be considered and returned unopened to the applicant. b. The QCI reserves the right To reject any/all applications without assigning any reasons thereof. To relax or waive any of the conditions stipulated in this document as deemed necess ary in the best interest of the QCI without assigning any reasons thereof. To include any other item in the Scope of work at any time after consultation with applicants or otherwise.
