1 Page 1 MINUTES OF COMMITTEE MEETING TRB 85th Annual Meeting of the Transportation Research Board Washington DC Marriott Hotel, Nathan Hale Wednesday, January 25, :30 pm 6:00 pm 1. CALL TO ORDER Chair Walther called the meeting to order at 2:30 pm. 2. INTRODUCTIONS AND ATTENDANCE Chair circulated an attendance roster and invited attendees to introduce themselves and their affiliation. Chair Walther requested persons wishing to join the committee as a member to so indicate on the attendance roster. Names added to the roster will also be added to a list for paper reviews in an effort to become active in the activities of the committee. A copy of the attendance roster is included in Attachment A. Chair distributed a copy of the agenda. 3. REMARKS - WALTHER Chair announced a new approach for formal presentations whereas the long presentations are replaced with several short presentations. This approach will provide a snapshot of new and ongoing projects from state, federal, industry and research institutions. 4. FORMAL PRESENTATIONS (Robert Sweeney) Presentation 4.10 was not presented. (See list below) 4.1. REMARKS Steve Chase recognized the long-term and significant contributions of the late James Cooper who was the top bridge engineer at Federal Highway Administration (FHWA). Mr. Cooper had contributed extensively to the work of this committee and was supporter of bridge testing. Terry Wipf recognized Robert Sweeney as an Emeritus Member for his long-term and significant contributions to this committee. Terry made a slide presentation highlighting Dr. Sweeney s achievements and contributions to TRB and AFF40. Mary Lou Ralls and Stephen Maher presented Dr. Sweeney with a certificate recognizing him as an Emeritus member of AFF40. Tereza Galloway and Gordon Davids, the Railroad representative, both from FRA, also recognized Dr. Sweeny for his contributions and work on railroad bridges. (Chair Called for a Short break at 3:40 pm before starting the Business Portion of the Meeting) BUSINESS PORTION OF MEETING 6. APPROVAL OF 2005 MINUTES Chair Walther asked members if they have any changes to the minutes. Mary Lou Ralls made some corrections to the 11-January 2005 minutes. She clarified the submission and review process for NCHRP problem statements and provided correct deadlines. Jeff Schultz moved to approve the minutes as noted and David Barrett seconded motion. Motion passed unanimously. 7. TRB ANNOUNCEMENTS (4:00 PM) 7.1 Stephen Maher, TRB representative to AFF40, announced that more than 2800 papers were submitted and peer reviewed in August-September He did not have the attendance numbers, but mentioned that there was a 10% increase in attendance every

3 Page 3 year. He also emphasized that TRB would like to help make their research more relevant by partnering with the new Research and Innovative Technologies Administration (RITA) of the US DOT. (For all other announcements see Attachment B) 7.2 The Committee had four podium sessions at this year s Annual Meeting and participated in the US Interstate Highway 50 th Anniversary Session as a co-sponsor. The Committee also sponsored a Sunday Workshop. The Committee had also hoped to co-sponsored a session with the Composites Committee but no papers were received Prof. Mark Bowman chaired the Field Testing of Bridges Session and reported that the session was well attended (approximately 80 people). Ron Purvis chaired the joint AFF40/AHD30 session and reported that this session too was also well attended. Glenn Washer reported that the NDE session was successful and recommends offering another session. He also noted the speakers will have PDF files online ( Glenn Washer recommended that the NDE session be held at a different time to increase attendance and in a room size that is more appropriate for the number of attendees (about 30 people). Jose Gomez reported that the session he chaired had about 80 attendees (at 10:15 am) and was successful. Larry Olson and Glenn Washer coordinated the Workshop, which was well attended. The Chair thanked them for their efforts in preparing the Workshop program. 7.3 Chair reported that 19 papers were received 13 for presentation, 5 for publication, 6 rejected, and 0 recommended for an award. Chair noted that steel bridge committee received 17 papers, the next highest number in the AFF00 Group. Jose Gomez requested that reviewers be able to view other reviewers comments. Jeff Schultz agreed that it would be preferable to have the reviews. Chair will forward reviewers comments. 7.4 Chair solicited two members to collect, review and discuss submitted papers and make recommendations for publication or presentation. Jose Gomez and Jeff Schultz volunteered. 7.5 NDE Subcommittee Report (Glenn Washer) - Glenn Washer suggested a workshop on the role of NDE of concrete such as a special session on NDE for Embedded Prestressed Cables. 7.6 Upcoming Conferences NDE Conference on Civil Engineering The 7 th Structural Materials Technology (SMT): NDE/NDT for Highways and Bridges and the 6 th International Symposium on NDT in Civil Engineering (NDT-CE) to be held in St. Louis, MO during August, Abstract submission deadline is 23 February 2006 through The American Society for Nondestructive Testing website ( Bridge Engineering Association The 5 th International Cable Supported Bridge Conference and AASHTO-LRFD Workshop to be held in New York, NY during August Abstract submission deadline is 24 February, Structural Faults and Repair 2006 The 11 th International Conference and Exhibition to be held in Edinburgh, Scotland during June Paper submission deadline is 28 February, Wind-induced Vibrations of Cable Stay Bridges Workshop to be held in St. Louis, MO during April, The First International Conference on Fatigue and Fracture Conference in the Infrastructure Bridges and Structures in the 21 st Century to be held in

4 Page 4 Philadelphia, PA during 6-9 August, Full paper submission deadline is 23 January, th International Conference on Short and Medium Span Bridges 2006 sponsored by the Canadian Society of Civil Engineers to be held in Montreal, Canada during August, Full paper submission deadline has been extended to 7 February, Chair encouraged members to submit or announce any relevant upcoming conferences to the Committee. 8. ANNUAL MEETING PROGRAM FOR NEXT YEAR 8.1 Chair posed the following two questions: Should we hold a workshop? If so, what is the title and theme? Nondestructive Evaluation for Quality Control and Quality Assurance (Glenn Washer) Topics may include the use of GPR to estimate cover depth, use of infrared for quality control, NDE in place for material quality assurance. A recommendation was made to have fewer papers and more discussion time. Another suggested topic is related to Q/C and Q/A using NDT. Mike Forde suggested that Mohammad Khan, Chair of the Research and Emerging Technology in Concrete Committee (AFN10), might be interested in cosponsoring this workshop Long-term Bridge Performance (LTBP) Project Workshop Steve Chase provided an overview of the 20-year long program that is modeled after LTPP. It has been authorized for $7.75 million/year to collect information on representative samples of bridges in the United States. A subset of these bridges will be instrumented to measure operational performance and forensically analyzed. One of the goals of the LTBP program is to provide standardized methods and equipments for bridge inspections. The objective is to collect information on Bridge performance such as oxidization and chloride ion diffusion or load capacity. Joint effort with University of Delaware to put a framework for the program. The program will include forensic analysis, create a database for bridge information that will help in making management decisions. He emphasized the role of this AFF40 committee in giving advice and to complement the program by offering workshops. Chair asked if this is coming soon. Steve Chase replied that there would be a series of workshops this coming year and there is a plan to hire a managing consultant to put it together. He also noted that existing and new bridges would be considered under this program Introduction to Instrumentation for Bridge Monitoring (Eli Cuelho) Topics may include an introduction to different technologies, how they are used, mounting techniques, how to develop an instrumentation plan, how to interpret data, and what is the most appropriate instrumentation scheme for a specific application. Jeff Schultz recommended highlighting the limitations and the purpose of instrumentation. Rob suggested inviting bridge owners from past instrumentation successes and discussing the real pay-off of bridge instrumentation. Michael Chajes recommended canvassing State DOTs to find out what has already been done. Mark Ansley suggested topics relate to how to manage all the data and why do we need instrumentation in the first place. Other suggestions made include data management of structural health monitoring and data mining. Sirinvas

5 Page 5 Alampali suggested offering a workshop to talk about success and how it solved State Dot problems. He also noted that NYSDOT has a report online and could be ed to committee members Decision Making Using Health Monitoring Systems Bridge owners would be invited to discuss their experiences with instrumentation Chair requested that the Committee vote on the 4 proposed sessions listed below. Proposers will write an abstract and submit to Chair for formal vote by 15-Feb, The vote tally was: Twelve (12) for Nondestructive Evaluation for Quality Control and Quality Assurance Eight (8) for Long-term Bridge Performance (LTBP) Project Workshop Seventeen (17) for Introduction to Instrumentation for Bridge Monitoring Six (6) for Decision Making Using Health Monitoring Systems Chair asked Glenn Washer and Eli Cuelho to draft an abstract regarding the proposed sessions listed in items and by Feb. 15 th, 2006, and Chair will forward to committee members. 8.2 Paper session topics were discussed. Emin Aktan suggested a paper session on the Longterm Bridge Performance Program that was then discussed at length. Jon McGormley suggested a roundtable discussion and Michael Chajes suggested organizing a panel session to discuss the overall objective of the program. Steve Chase asked that this Committee form a task force or subcommittee to focus on the technical aspects of the LTBP program (i.e. collect information to better define or predict deterioration). Glenn Washer noted that nothing would be ready by next year and we need to figure a way to draft the session abstract. He asked that papers be submitted that support the overall goal of the program (i.e. method for forensic engineering). Mohsen Shahaway stated the need to develop the scope of what is going to be achieved. Glenn Washer recommended that a task force be formed and get a 2.5 hour slot for discussions. Michael Chajes motioned that the Committee sponsor this session. Hani Nassif recommends presentations during the Committee meeting. Chair wants to research this issue further. 8.3 Chair proposes three podium sessions for 2007: (1) Long-term Bridge Performance Program, (2) NDE and (3) Field Testing Aspect of Our Business (Health Monitoring). Chair requests two individuals to write Call for Papers due to Chair by 1-March, Glenn Washer and Mark Bowman volunteered. Chair will discuss with Stephen Maher about getting a night session. 8.4 Steve Chase suggested that a higher-level TRB liaison provide a framework for this program in the TRB structure and involve other Bridge Committees to work with Hamid Ghasemi who will be the Project Manager for the LTBP. He also noted that LTBP is authorized and there is a need to engage committees at TRB. Chair will set up a meeting with Stephen Maher and Mary Lou Ralls regarding the LTBP. Hamid Ghasemi will have an abstract about LTBP and Mark Bowman will review the Bridge Testing call for paper by March 1 st, 2006.

6 Page 6 9 Research Needs Statements 9.1 Chair discussed the reasons why our last statement faired so poorly in the AASHTO subcommittee meeting. Structural Health Monitoring (SHM) was #3 on the list and it was not marked high enough. The statement was put forward by Stan Woods, on behalf of AFF Randy Cox Grand challenges (5yr plan to look at needs of bridge community); every statements needs to tie in this challenge directly; lay out plan that will be able to implement ; build a case for health monitoring; how does this relate to bridge management if so; long term goal is to monitor critical aspects of bridges from office; eliminate need for visual inspections; what is the vision for health monitoring; mean time to replace machine parts on movable bridges; Steve Chase noted that there is a need for better management of the 600,000 bridges since we base our decision to turn them down on visual inspection. Randy Cox mentioned that there is a need to have a plan for SHM since a lot of DOTs do not have the money to manage a load-testing program. Mark Ansley mentioned that it might be easy to instrument but someone needs to look at the data. Mohsen Shahaway added that instrumentation and field-testing can be developed to avoid failure. Steve Chase noted that SHM is to be done to collect data on functional information such as Frequency and intensity of overload; fatigue; corrosion damage; frequency and severity of impacts. Robert Sweeney added that SHM would be applied to bridges with marginal problems and not necessarily to all bridges. 9.3 Chair requested volunteers to work on research needs statements; Randy Cox will work on this item in Feb-March, Triennial Self Evaluation 10.1 Jose Gomez discussed the results from SOF subcommittee Jose noted that we need to have 3 Research Needs Statements to be posted at TRB since we did not get good results He also mentioned that the name change was not approved and he made a motion to spell out NDE acronym, which was seconded by Glenn Washer; Motion passed unanimously Comments change encourage to include and remove last sentence Chair noted that the word dynamic is in the scope as can be seen in item 5 on Page 4 on Gomez s handout. Chair will re-write the scope and will to Gomez for re-review. 11 Committee Website 11.1 Michael Chajes introduced committee AFF40 website and requested that members send information about various conferences. 12 Adjournment 12.1 Chair thanked all members for attending. Jeff Schultz made a motion to adjourn and seconded by Eli. Motion passed unanimously. Meeting was adjourned at 6:25 PM.
