2 Request for Qualifications DVRPC & Burlington County are requesting the submittal of qualifications to perform the final design and environmental & historical permitting for the replacement of the Hanover Street Bridge. It is anticipated that design exceptions will need to be prepared during final design to address, as a minimum, the proposed lane and shoulder widths, roadway design speed and vertical alignment of the roadway. During final design, the conditions of the SHPO concurrence (5/13/2010) shall be evaluated and addressed. Additional public information meetings and consultation with the SHPO shall be performed during final design to seek input and comments from the public & stakeholders regarding the project including the truss style/type, architectural details to be utilized for the project as well as the various aesthetic treatments and period railing designs. The intent of the RFQ is to solicit qualifications in order to rate firms, and then to shortlist qualified firms for the purposes of submitting Technical Proposals. Price proposals will not be requested at this time. Letters of qualifications shall include the items listed below. It shall be limited to a maximum of five single sided pages. In addition to the five pages, the qualifications shall include an organization chart, applicable resumes, references, and eligibility certificate. Failure to adhere to the page limitation will eliminate the firm who submitted the letter of qualifications from further consideration for this assignment. If a joint venture submits a letter of qualifications, the firm that responds as the prime contractor can not be included as a prime contractor or as a subcontractor in another submission of qualifications. Each potential applicant will be required to submit 5 copies of their qualifications. Please include the following in your response. 1. Specialized experience and technical competence of the firm, including the firm s experience with similar types of projects including design and permitting within or adjacent to historically eligible properties and/or districts and their solutions to complex technical problems. 2. Past records of performance with respect to cost control, work quality, ability to meet schedules. Specific experience of individuals who constitute the project team shall be considered.

An organization chart for the project (one page, one side, maximum size 11" X 17") showing key staff from the prime and each subcontractor to be used on this project and their area of responsibility. 4. Resumes of key personnel to be used on this project, limited to two 8 ½" X 11" pages, two single sides, per person. 5. A list of references including name, address, and phone number of a person familiar with the projects described in the submission. At a minimum, there shall be at least one reference for each subcontractor on the team. In addition, three references familiar with previous projects the Project Manager has worked on shall be listed. 6. A Certificate is to be included in the proposal for each firm stating that: The firm is not ineligible to receive award of a contract due to the firm s inclusion an any federal, Pennsylvania or New Jersey State lists of debarred contractors, or otherwise ineligible to be awarded a contract using federal or state funds. This statement can be written on your firms letterhead and should be signed by an officer of the firm. DVRPC complies with the Title 49 CFR Part 26, Participation of Minority Business Enterprises in Department of Transportation Programs and encourages minority businesses and women-owned businesses to submit proposals, and further encourages non-minority business firms to contract with minority business where subcontracting opportunities exist. A Consultant Selection Committee comprised of representatives from Burlington County, New Jersey will thoroughly evaluate the merits of each submission and will select firms for further consideration. Submissions will be evaluated based upon the following criteria: Project Understanding & knowledge of local conditions 30% Experience completing design and permitting of projects within or adjacent to historically eligible properties and/or Districts 25% Completion of similar projects including records of past performance 25% 3

5 Brief Project History Burlington County owns a single span, riveted steel, warren, pony truss bridge over the North Branch Rancocas Creek on Hanover Street (CR 616) in Pemberton Borough. This bridge is commonly known as the Hanover Street Bridge (County Bridge No. E4.55, State Bridge No. 03E4550). The bridge was originally constructed in 1932 and was subsequently widened in It is 104 feet long, has a clear roadway width on the bridge of 29.8 feet, carries 2 lanes of opposing traffic, has cantilevered sidewalks on each side of the bridge and has a 15 ton weight limitation. The bridge has a sufficiency rating (SR) of 7.0 (out of 100) and is considered Structurally Deficient, Functionally Obsolete and to be in serious condition pursuant to National Bridge Inspection Standards (NBIS). The bridge is located in the Pemberton Borough Historic District (State & National Registers). It has been determined by the N. J. State Historic Preservation Office that the bridge is a noncontributing resource to the District. There are historically listed and eligible structures located adjacent to the project. The Delaware Valley Regional Planning Commission (DVRPC), on behalf of Burlington County, hired a consulting engineering firm (using Federal funds) to perform initial project scoping for the rehabilitation and/or replacement of this bridge. Various alternatives were studied and preliminary plans were prepared. Alternatives studied include: o Do nothing. o Rehabilitation of the existing structure. o Construction of a 2 span, precast concrete box beam bridge (Alternative A) o Construction of single span precast concrete box beam bridge (Alternative B). o Construction of a single span steel girder bridge (Alternative C). o Construction of a single span steel truss bridge (Alternative D). o Rehabilitation of the existing truss members and installing on a new structure as ornamental railings (Alternative E). (Note: Electronic copies of the preliminary plans are available through the Burlington County Engineer s Office). It has been determined that the initially preferred alternative (IPA) is the replacement of the Hanover Street Bridge with a single span steel through-truss structure with a concrete deck and sidewalks on each side of the bridge for pedestrian use (Alternative D). This alternative maintains the existing nominal road & bridge width and maintains the existing horizontal roadway alignment. 5

6 The N.J State Historic Preservation Officer (SHPO) concurred on May 13, 2010 that the project as proposed will have a conditional no adverse effect on the Historic District or surrounding historic properties subject to the conditions listed in the County s letter dated 5/5/2010. (copy attached) A NJDOT Categorical Exclusion Document (CED) has been prepared for the project based upon the IPA and SHPO concurrence. The CED has been approved by NJDOT (2/16/2011) and concurrence issued by FHWA (3/3/2011). (copy attached). 6
