1 MINUTES DELAWARE COUNTY INTERMEDIATE UNIT BOARD OF DIRECTORS June 8, 2016 The Delaware County Intermediate Unit Board of Directors met in the Board Room of the Education Service Center, 200 Yale Avenue, Morton, PA, on June 8, The meeting was called to order by President Edward Cardow at 7:20 p.m. Previous to this meeting, an executive session was held to discuss personnel and legal matters. Following a salute to the flag and a moment of silence, the Secretary called the roll. Board Members Present Russ Bilotta Edward J. A quorum was present. Reorganization Mr. Cardow moved, and Mrs. Carey seconded, approval to appoint Mr. Harry McElwee as the Temporary Chairman. Voting: Mr. Bilotta, Mr. Cardow, Mrs. Carey, Mr. DeSantis, Mr. Harris, Dr. Karpyn, Ms. Karwoski, Ms. Mackrides, Mr. McBride, Mr. McElwee, and Mr. Warren. Voting: All eleven members present voted aye.

Minutes -2- June 8, 2016 Reorganization (continued) Mr. McElwee called for nominations for President for a term effective July 1, 2016 to June 30, Mrs. Carey nominated Edward Cardow for the office of President. Mr. Bilotta seconded the motion. Mr. McElwee moved, and Ms. Mackrides seconded, to close the nominations. Voting: All eleven members present voted aye. Ms. Mackrides moved to nominate Mrs. Maureen Carey to serve as Vice President effective July 1, 2016 to June 30, Ms. Karowski seconded the motion. Mr. McElwee moved, and Mr. Bilotta seconded, to close the nominations. Voting: All eleven members present voted aye. Mr. McElwee moved and Ms. Mackrides seconded the motion, to appoint Thomas Brown as Treasurer for the term July 1, 2016 to June 30, Mr. McElwee moved, and Ms. Karowski seconded, to close the nominations. Voting: All eleven members present voted aye. Raffael &Puppio was re-appointed as Solicitor on a motion by Mrs. Carey, seconded by Ms. Karwoski. Solicitor Puppio indicated his current retainer of $16,000 per year would remain the same, Intermediate Unit - $5,350, Technical Schools - $5,100, Special Education - $5,550. The retainer is intended to be compensation for the Solicitor s attendance at meetings of the Board of Directors and at Bid Openings. Mr. Puppio s fee for services outside the retainer is $130 per hour. Voting: All eleven members present voted aye. There was no other business regarding reorganization. Minutes of the May 4, 2016 Meeting The minutes of the May 4, 2016 meeting were approved without reading following a motion made by Mrs. Carey and seconded by Mr. McElwee. Voting: All eleven members present voted aye.

Minutes -3- June 8, 2016 Bill Lists and Financial Reports The following financial reports were approved on a motion made by Ms. Mackrides and seconded by Mrs. Carey: Special Education Financial Report listing total disbursements in the amount of $4,293, and funds available in the amount of $5,686, Intermediate Unit Financial Report listing total disbursements in the amount of $5,358, and funds available in the amount of $17,173, Federal Projects Financial Report listing total disbursements in the amount of $3,006, and funds available in the amount of $<2,159,497.19>. Special Projects Financial Report listing total disbursements in the amount of $1,695, and funds available in the amount of Nonpublic School Services Financial Report listing total disbursements in the amount of $667, and funds available in the amount of $996, Voting: All eleven members present voted aye. Communications Dr. Edelberg shared the following: A letter to Dr. Edelberg thanking DCIU for hosting the Legislative Breakfast. A letter addressed to Dr. Edelberg from parents of a student thanking their son wonderful DCIU staff for all their help and hard with their son. Comments from the Audience There were none. EARLY HEAD START/HEAD START (1) Accept the federal government's Cost of Living Adjustment (COLA) for the DCIU's Early Head Start/Head Start grant as well as the DCIU Early Head Start Child Care Partnership Grant. (8) Approve a three year contract with Linton s Managed Services, Inc. per bid specifications, for the first year to include costs for $1.27 for Breakfast, $1.81 for Lunch and $.87 for Snack. The costs are the same for Early Head Start and Socialization. The cost for the subsequent years will be determined by June s CPI- U. (9) Approve the reallocation of start-up funds in the amount of $91,100 from the Early Head Start/Head Start Grant to purchase a one passenger van and two cargo vans from Fred Beans Ford in West Chester per COSTARS pending final approval from the Office of Head Start. (10) Approve the reallocation of $41,160 from Building Maintenance & Repair, allocated in the Early Head Start Child Care Partnership Grant to purchase kitchen equipment and $9,530 to purchase culinary supplies. This reallocation is dedicated to replace outdated equipment at Apple Pie Christian Child Care and Discovery Preschool for Children, pending final approval from the Office of Head Start. (11) Approve the purchase of two Xerox copiers from Docusense Inc. for $15, The annual contract per copier with option to renew annually is $4.00 per month, black and white copies at $.06 each and $.05 for each color copy. Funds are available in the federal Head Start equipment budget. (12) Approve the disposal of three inoperable Head Start buses through Lee s Auto in Collingdale, PA. (13) Approval for classrooms 4 and 8 from Sharon Hill Regional Center to take a Field Trip to the Delaware Children s Museum in Wilmington, DE on June 9, 2016 at a total cost of $360.

C. CURRICULUM, INSTRUCTION AND PROFESSIONAL LEARNING (1) Approve Lauren Poutasse to conduct a Problem Based Learning, half-day workshop for Garnet Valley School District on May 27, 2016 at a cost to the District of $600. (2) Approve James Pitcavage to attend the Learning Forward Summer Institute in Chicago, IL on July 21-22, 2016 at a cost not to exceed $1,879. (3) Approve Professional Development to provide customized services to New Foundations Charter High School for three half day sessions at a cost to the school of $2,400. (4) Renew contract for IUPTS project tracking system at a cost of $500 for the school year. (5) Renew contracts with the following Districts for MyLearningPlan/OASYS subscriptions for the school year: Chichester Garnet Valley Southeast Delco Penn Delco Upper Darby Interboro Widener Partnership Charter School (6) Renew agreement with Upper Darby School District for the school year for 1,800 users in Schoology Learning Management System at a cost to the District of $9,000. (7) Renew agreement with Radnor Township School District for 3,150 users in Schoology Learning Management System during the school year at cost to the District of $15,750.
