Primary Objectives: Maintain an assigned portfolio of schools that are supported to engage in the HPS inquiry process. Work in an advisory capacity with schools wanting to use the HPS framework Engage in blended learning opportunities arranged by HPS national leadership and coordination service Implementation of the HPS National Strategic framework Support schools to identify, monitor and evaluate HPS inquiry process and outcomes Facilitate the gathering and dissemination of data, evidence and learning s on HPS inquiry process and outcomes Provide professional development for Child & family
2 staff. on prioritised needs Provide regular and timely reports to be used for MOH reporting Facilitate partnerships and collaboration between school communities and relevant agencies to support school Maintain an interagency collaboration Facilitate professional development for school staff utilising HPS
3 KEY TASKS Enable change The HPS Advisor enables school communities to improve equity, whanau wellbeing and education outcomes. Advocate Advocate with and on behalf of the school community to improve equity, whānau wellbeing and education outcomes. Mediate through partnership Work collaboratively across disciplines, sectors and partners to improve equity, whānau wellbeing and education outcomes. Communication Communicate HPS effectively using appropriate techniques and technologies for diverse audiences. Leadership Take responsibility and contribute to the on-going development of the HPS national strategic framework. Engagement Preparation to enable effective engagement with and between HPS staff and the school community. Inquiry (needs assessment) Facilitate the school community s inquiry into health needs hindering achievement of valued outcomes, which EXPECTED OUTCOMES Demonstrate HPS values of Te Tiriti o Waitangi, whanaungatanga, kotahitanga and rangatiratanga Work collaboratively across sectors to influence public policies Develop evidence-based change with the school community Facilitate the development and shift of values Work collaboratively with key stakeholders to provide resources to meet prioritised needs Contribute to evidence-based decisions on the allocation of resources Boards of Trustees, staff, students and parents are introduced to the HPS concept, commitment gained. To work towards reducing health inequalities Support Māori, Pasifika and vulnerable communities to advance their aspirations Advocate HPS values and principles in practice Advocate the development of policies, guidelines and procedures that improve equity Build and maintain sustainable professional partnerships across sectors Use culturally appropriate communication methods and techniques Demonstrate the use of a range of communication skills including written, verbal, non-verbal, active listening and information technology A HPS Advisor able to: Integrate Te Tiriti o Waitangi values and principles into HPS practice Use leadership skills and empower school communities and facilitate HPS action Commit to own, team and organisational self-reflective practice and professional development Articulate the roles and responsibilities in New Zealand selfgoverning schools in relation to their charter, curriculum, pedagogy, assessments, cycles of self review and reporting processes Analyse and synthesise available data and information to provide an understanding of the school community s context and valued outcomes Demonstrate the ability to use a variety of inquiry/needs assessment methods including quantitative and qualitative approaches appropriate to the New Zealand school context Demonstrate the ability to engage school leadership and board of
4 identifies contributing factors, context and possible solutions. Planning (co-construction of solutions) Support the school community to coconstruct solutions/actions to address health needs and include actions/targets in the school charter: strategic and annual plans. Action (differentiated delivery) Deliver differentiated support based on individual capacity and capability. Transformation (evaluation, reflection and review) Use appropriate evaluation and research methods in partnership with the school community to monitor, review and evaluate progress towards the identified health actions/targets in the charter. To recognise Individual Responsibility for Workplace Health and Safety under the Health and Safety in Employment Act 1992 Statutory & Treaty of Waitangi obligations trustees in the inquiry process Support a school community to use participatory, inclusive inquiry methods Demonstrate the ability to critically analyse health, education and social service data and information to identify and prioritise health needs and the contributing factors A HPS Advisor s able to: Support the development of strategic and annual plans that include a monitoring, review and evaluation process. Identify the resources and partnerships required to achieve sustainable change in the school community Support the school community to monitor progress and respond to emerging needs Utilise appropriate resources and materials to achieve and sustain identified actions/targets in charter (strategic and annual plans) Identify and deliver differentiated support to the school community Identify and use appropriate evaluation tools and methods Contribute to a school celebrating progress, sustaining good practice and sharing this across sectors Contribute to the development and dissemination of effective evaluation and research processes Company health and safety policies are read and understood and relevant procedures applied to their own work activities Workplace hazards are identified and reported, including self management of hazards where appropriate Can identify health and safety representative for area Ensures the professional and political integrity of WDHB by carrying out all functions in compliance of the Treaty of Waitangi and by demonstrating a serious commitment to keeping the treaty alive. Shows sensitivity to cultural complexity in the workforce and patient population

6 PERSON SPECIFICATION POSITION TITLE: HEALTH PROMOTING SCHOOLS ADVISOR Minimum Preferred Qualification Tertiary Qualification Current drivers license Two years experience in health, community development or education setting Experience in Health Promoting Schools Experience with health promotion / community development Experience Minimum of two years post basic experience Commitment to cultural awareness and an understanding of the Treaty of Waitangi in work practice. Ability to participate in evaluation / review. Understanding of schools Understanding of current wider social issues informing schools and young people. Skills/Knowledge/Behavior Ability to lead / facilitate programme development. Excellent oral and written skills Computer Skills: Power point, Word, Outlook Ability to work autonomously and in a team. Effective time management. Effective planning/ organizational / negotiation skills Commitment to personal development. Ability with priority setting and planning Innovative and strategic thinker Enthusiastic Knowledge of Tikanga Maori Knowledge of Pacific Island language and/or culture.
