6 Accreditation Team Members Dr. Phoebe Knight Helm Dr. Phoebe K. Helm joined Hartnell College as its interim Superintendent/President on July 1, 2007, for a one-year appointment and was then hired as its full time Superintendent/President on July 1, 2008 after a competitive presidential search. Dr. Helm brings a broad base of leadership experience and expertise garnered over 39 years in education. While more than 30 of these years have been spent serving community colleges in Tennessee, Illinois, and California, she has taught and/or supervised k-12 and university programs. Dr. Helm retired from Harry S. Truman College in Chicago, Illinois in 2004, after serving as its president for eight years. Truman is one of seven community colleges comprising the City Colleges of Chicago, and its 37,000 students represent more than 110 countries speaking at least 55 languages, reflective of Truman s Uptown neighborhood in Northeast Chicago. Dr. Helm grew up on a small farm Cumberland foothills of Tennessee and as the youngest of seven, is the first in her family to go to college. She earned her doctorate from the University of Kentucky in Lexington. 6
7 Accreditation Team Members Lucy Serrano Lucy Serrano is currently the Senior Executive Assistant in the Office of Superintendent/President, Hartnell College. Her duties include supporting the President of the College and the Board of Trustees. Prior to her current position, she was the Executive Assistant to the Vice President of Instruction. After high school, Lucy attended Hartnell College and completed her studies in As a student, she worked in the Office of Instruction for two years. Following her studies, Lucy was employed at the Monterey County Office of Education where she held various secretarial positions in Special Education, Administrative and Business Services, and Personnel. In 1989, Lucy returned to Hartnell College where she worked in the Admission and Records Office and Divisions of Fine Arts, Language Arts and Social Sciences. Lucy is married with two children and will celebrate her 30th wedding anniversary in November Dr. Edna Baehre-Kolovani Dr. Edna Baehre-Kolovani is the superintendent/ president of Napa Valley College. Dr. Baehre came to Napa Valley College in August 2010 after serving as president of Harrisburg Area Community College in Harrisburg, Pennsylvania for thirteen years. She has experience in community college leadership in instruction, student services, community education and workforce training, and fundraising. Before her tenure in Harrisburg, she was vice president for Instruction and Educational Services at Elgin Community College in Elgin, Illinois, and held positions at Highland Community College in Illinois, Genesee Community College in New York State, and Jamestown Community College, also in New York State. Prior to her higher education positions, she held positions in the private and non-profit sector, serving as technical analyst for a Fortune 500 company; grant writer; curriculum developer; and as agency director of a Camp Fire Council. Dr. Baehre-Kolovani earned her Ph.D. and M.A. at the State University of New York at Buffalo. She is fluent in several languages and is polishing her Spanish speaking skills at Napa Valley College. 7
8 Accreditation Team Members Cathy Chenu-Campbell Cathy Chenu-Campbell is a librarian at Sacramento City College, where she oversees use of the automated library system and the purchasing/cataloging of all library materials. In addition, she teaches one course in the Library Technology program each semester. She has twice served as faculty chair for the accreditation self-study process at Sacramento City College, and has served as a visiting team member on a number of accreditation visits to other colleges. Dr. Janet Fulks Dr. Janet Fulks, microbiology professor and past curriculum chair at Bakersfield College served on the Executive Committee for Academic Senate for California Community Colleges for four years in various capacities that included chair of many statewide committees (Accreditation and SLO Assessment Committee, Basic Skills Committee, Curriculum Committee, Noncredit Committee) and as liaison to various external committees concerned with accountability reporting. Her work has been dedicated to developing leaders and empowering faculty to use evidence to document their work and good pedagogical practices. Janet has been involved in training faculty to incorporate SLO assessment into their everyday work to improve student success and classroom efficiency. She has also worked with many colleagues regarding local inquiry and assessment processes through a Hewlett grant called Bridging Research, Information and Culture (BRIC) and through the annual Student Success Conference. Her website, Assessment in Higher Education at courseassessment/default.htm provides examples of assessment work in California and around the nation. Her work has included co-editing the Basic Skills Handbook for California s Basic Skills initiative, co-authorship on numerous senate papers regarding accreditation, student learning outcomes and data. 8
9 Accreditation Team Members Roberta Eisel Roberta Eisel, Professor of English at Citrus College, holds master s degrees in comparative literature and public administration. She serves as the accreditation faculty co-chair for Citrus College in Glendora and played a key role in the completion of the accreditation self study. Currently, Ms. Eisel is a member of the Accreditation Committee of the Academic Senate of California Community Colleges. At Citrus College, she has served as academic senate president twice, and was the Student Learning Outcomes and Assessment Coordinator for three years. She teaches courses in literature and composition. Current committee assignments include Steering, Enrollment Management, Human Resources, Faculty Learning Institute, and academic senate executive board. Ms. Eisel is a member of the Modern Language Association, the American Comparative Literature Association, the National Council of Teachers of English, and the Eugene O Neill Society. Henry Gee Henry Gee has begun his 33rd year in higher education, and his eighth year as the Vice President of Student Services at Rio Hondo College. Prior to that, he served for 10 years as the Dean of Student Affairs at Santa Ana College and 15 years at Azusa Pacific University in various capacities. He has been active with the National Association of Student Personnel Administrators (NASPA) having served in many roles regionally and nationally; he currently is the Regional Vice President-Elect, one of seven such roles in the country. He has also served as the co-facilitator for the past ten years of the Leadership Development Program for Higher Education (LDPHE), a program sponsored by the Asian Pacific Americans in Higher Education (APAHE) and the Leadership Education for Asian Pacifics (LEAP). Henry was a member of the inaugural LDPHE class in 1997 and is a former Board member of APAHE. On a personal note, Henry is a 1st generation college student, married, has a son who graduated from Cal Poly Pomona, majored in Landscape Architecture and is working as a Landscape Designer, and they have an extremely active 13-year old daughter who is attending middle school, has earned her black belt and plays tennis & the piano. 9
10 Accreditation Team Members Sue Rearic Sue Rearic serves as the Vice Chancellor at Grossmont-Cuyamaca CCD, a two college district servicing 30,000 students in San Diego s east county. She leads the District Services operations including Business Services, Facilities Planning, Purchasing & Contracts, Police & Public Safety, Research, Planning & Institutional Effectiveness and Information Technology. Sue s a Certified Public Accountant and has over 30 years of professional experience, 28 years in higher education. Rick Rantz Rick Rantz serves as Dean of the Extended Campus at Allan Hancock College in Santa Maria, CA. In this role he manages the Lompoc Valley, Vandenberg Air Force Base, and Solvang centers; three cosmetology schools (located in Pismo Beach, San Luis Obispo and Santa Maria); the apprenticeship training programs for electricians, plumbers, and operating engineers; and is charged with contract education and economic and workforce development for the district. Rantz also has purview over the Central California Environmental Training Center, and is a member of the Santa Barbara County Workforce Investment Board and the South Central Regional Consortium. He holds a bachelor s degree from the United States International University, a master s degree from Skidmore College, and completed his doctoral course work at the University of Houston. Prior jobs include dean of the Tahoe-Truckee Campus of Sierra College, administrator at Feather River College, and an eighteen year teaching career with assignments in California, Ecuador and Argentina. 10
11 Accreditation Team Members Ted Younglove Mr. Ted Younglove is the Dean of Institutional Effectiveness, Research and Planning for Antelope Valley College (AVC). He has been an academic administrator at the college since June 2006 when he joined AVC and currently serves on the Student Learning Outcomes Committee, Strategic Budget and Planning Council, Enrollment Management Committee, and the Student Equity Committee among others. Mr. Younglove also served as the Interim Dean of the Antelope Valley College Palmdale site during the school year. Mr. Younglove is serving in his first year as a Vice President of the Research and Planning Group of California. Prior to joining the community college system, he held various positions in instruction, research, and management at the University of California, Riverside. Mr. Younglove has 31 journal publications and serves as a reviewer for the National Academy of Science, Journal of Transportation and Statistics. Mr. Younglove received his B.S. and M.S. in Statistics from UC Riverside. Meridith Randall Meridith Randall, Vice President of Education and Student Services at Mendocino College, graduated summa cum laude from Amherst College in Massachusetts with a BA in English. She received her MA in English from Cornell University in 1985, then attended New York University School of Law from 1987 to 1990, passing the New York Bar Exam in May In 1993, Ms. Randall moved to the Republic of Palau, where she joined Palau Community College as a full-time instructor of English and criminal justice. In 1996, she became Dean of Academic Affairs. Ms. Randall returned to the US in July 2000 as Assistant Dean of Instruction at Mendocino College, eventually becoming Dean of Instruction in 2002 and Vice President in May Ms. Randall has edited accreditation reports for both Palau Community College and Mendocino College, and is currently serving as ALO for Mendocino College. This is her third opportunity to serve on an accreditation team. 11
