Elections will be held on April 30 th - May 3 rd, 2018 ***SGA Legislature meetings are held every Friday from 9:00 am to 11:00 am. Meeting times are subject to change and meetings fluctuate between SJC and MVC. Attendance is mandatory for all SGA offices.*** *Need a disability-related accommodation? MSJC SGA Organization/Purpose ELECTION POLICY ELECTION QUALIFICATIONS, POLICIES AND PROCEDURES The purpose of the Student Government Association is to provide a student organization through which students may have the means of some determination in the activities and affairs of their college life. Objectives shall be as follows:» To represent student interests, rights, and concerns;» To stimulate student awareness of and involvement in the many academic, cultural, social, and community opportunities available at MSJC;» To promote student awareness and appreciation of the values and traditions of the college;» To enhance communication/cooperation between all segments of the campus community;» To organize, finance, and budget student activities and programs through a fair and representative process. 2. Election Qualifications In order to qualify for Vice President, a candidate must: A. Vice President 1. Be an Active member of SGA. Defined in the SGA constitutioin as having purchased an SGA sticker for the current semester. 2. Be eligibile to enroll into or have completed a college level English class at MSJC (e.g. currently enrolled in English 101, previously completed English 101 with a C or better, or recently completed English 92 or 98 with a grade of C or better). 3. Be enrolled in at least 12 units at MSJC. 4. Must have completed at least twelve (12) units at MSJC prior to the elections. 5. Must have a minimum grade point average of 2.5 for the prior semester s work before the vice presidential election (must have minimum 2.5 GPA for the Fall semester prior to Spring election), and a minimum 2.0 cumulative grade point average on all MSJC course work attempted. 6. Must have submitted a Petition to Run for office with 50 valid signatures of registered MSJC students. The collection of more than 100 valid signatures is grounds for disqualification. 7. Must have complied with all election procedures. 8. Must be enrolled in and maintain at least nine (9) units at MSJC with a minimum grade point average of 2.5 during the term of office. 9. Must attend the MANDATORY Candidate Orientation Meeting as scheduled in the Election Timeline. 10. Must attend the transitional meeting with the prior Board before taking office for debriefing and skills development. B. General Qualification Rules for All Student Government Policies 1. A student shall not hold any executive office for more than a total of four (4) semesters in Student Government.

4 4 2. If at any time before elections, appointments, or during term in office, the officer no longer meets the required qualifications, he/she will be disqualified from office. C. Enrollment and GPA 1. In Vice Presidential elections of the past, more students were disqualified by the enrollment and the GPA requirements than any other requirement. Candidates should make sure to meet the GPA requirements and that there are no errors in the records before submitting the applications. It is the candidates responsibility to correct any discrepancies.

5 SGA CAMPAIGN REGULATIONS 1. Total expense for campaign materials per individual candidate must not exceed $ (to include all donated advertising items). Please see attached Report of Election Advertising Expenses. 2. Each candidate is responsible for furnishing his/her own campaign materials to avoid conflicts of interest, no candidate may use the SGA Office s printers for campaign materials. Other supplies (tape, scissors, pins, markers, pens, etc.) may be loaned out on an as-needed basis and must be promptly returned. a. No goods or services exchanged on a quid pro quo basis (absolutely no gifts for votes). b. All election materials must be free of obscenities or other offensive language. 3. Posters must be approved by the SGA Advisor or SGA Support Specialist and are limited to: a. The number of 8½ x 11 small posters per campus are as follows: Menifee Valley Campus 30 San Jacinto Campus 30 San Gorgonio Pass Campus 5 Temecula Education Campus 5 Temecula High Education Center 5 b. All posters may only be placed in SLDP approved posting areas (the general campus area for posting campus flyers). c. Individual quarter sized or half-sheet flyers are limited to 1,000 in total. d. Candidates have the option of creating (4) 18 x 24 posters, with a maximum of (2) posters at the Menifee Valley Campus and (2) posters at the San Jacinto Campus. Candidates may carry these posters or place the posters near themselves when conducting in-person campaigning on campus. For example, 18 x 24 posters may be placed on the sides of tables of a candidate conducting a campaign information booth (with prior approval from the SLDP office). Candidates are responsible for taking posters with them when their in-person campaigning ends, each day they campaign. 4. All online and social media posts must adhere to MSJC Board Procedure AP 6517 (Social Media Procedures). This policy can be found on the college s website: MSJC website College Information Board of Trustees Policies and Procedures Administrative Procedures Chapter 6: Finance and Administrative Services. If campaigning via Canvas course discussion boards, candidates must obtain permission from the current Instructor responsible for the corresponding course, before posting anything related to their candidacy or campaign. a. All Facebook pages must be approved and co-administrated by the SGA Advisor and/or SLDP Support Specialist. b. All social media activity will be closely monitored and candidates will be disqualified if they abuse this posting forum. c. If the SGA Advisor requests a post to be edited or deleted, it must be done in a timely manner (no more than 24 hrs. from the issue of the request). If the item is still posted after that 24-hour period, the Advisor will have the candidate removed from the election.

6 6 5. All campaign materials must be removed the day after the election. Posted flyers/posters and all online or social media posts must be removed or deleted by 12:00 p.m., Friday, May Elections will be held online. Instructions will be provided for voters and candidates prior to the election. Some of the following information will change, and this information will be provided to voters and candidates prior to the election as well 7. Polling will be open online from 9:00 a.m., 4/30 to 4:00 p.m. 5/03 All voting students must be currently enrolled at MSJC. 8. You may only vote once. 7 7 MSJCSGA VICE PRESIDENT ELECTION ARTICLE V OF THE SGA ELECTION CODE Campaigning Definitions a. Campaigning for SGA Office will be defined as: b. Distributing flyers; c. Talking to students about a candidate and their campaigning platforms; d. Making speeches; e. Posting signs and posters; f. Making signs, posters, banners, flyers, or any other campaign materials available to students; g. Leaving such materials in locations available to students; h. All forms of paid or unpaid publicity, including advertisements in the student newspaper. Requirements for Campaigning a. No official candidate for SGA Office may begin campaigning until the following occurs: b. The student is deemed qualified as a candidate; c. The Office of Student Life and Development confirms that the candidate has filled out all necessary paperwork as defined in this packet. d. The candidate receives Written Notice from the Director of Student Life that they may begin campaigning. Rules and Regulations All candidates for SGA Office must comply with the following rules and regulations: a. No dual or ticket campaigning is permitted; b. All candidates and their supporters shall use the highest standards of ethics when campaigning and discussing other candidates; c. Candidates may not harass or push students to vote per MSJC Board Procedure AP 5500 (Standards of Student Conduct); d. No campaigning is permitted within 50 feet of any polling station; e. All candidates must receive permission from the instructor or professor to campaign in a classroom; f. Total expense for campaign materials per individual candidate must not exceed $250, including all donated campaign materials; g. Any campaign materials not purchased will have their price estimated by the Elections Committee according to fair market value; h. No candidate may receive financial assistance from any college club or organization; i. No candidate may utilize any equipment to post campaign materials, except that which is required to secure the materials in place; j. No candidate may be endorsed by any member of college administration, staff, faculty, or the SGA; k. Each candidate is responsible for furnishing their own campaign materials;

8 l. No candidate may use an SLDP Office s printers or resources for campaign materials; m. All campaign materials must be approved by the Director of Student Life or their designee; n. Each candidate may only produce and post the following amounts of 8½ x 11 posters: 30 posters on the San Jacinto Campus, 30 posters on the Menifee Valley Campus, 5 posters on the San Gorgonio Pass Campus, 5 posters on the Temecula Education Complex, and 5 posters on the Temecula Higher Education Center; o. Each candidate may only produce and post 2 (larger than 8½ x 11 ) banners each on the San Jacinto Campus and Menifee Valley Campus, but they may only be posted on ground-level locations, off the second floors of the 300, 400, and 600 buildings on the Menifee Valley Campus, and off the second floor of the 100 building on the San Jacinto Campus; p. Posters may be placed on a stake driven into the ground, two-sided posters are acceptable; q. Candidates may only post campaigning materials in the designated Student Life areas located on the San Jacinto Campus and Menifee Valley Campus, or in the appropriate areas defined by any other MSJC campus; r. No more than two campaign materials for one candidate may be posted adjacent to one another, or on any one side of a bulletin board or campaigning area; s. Campaign materials may not be posted on vehicles parked on any campus; t. Each candidate may only produce and pass out a total of 1000 flyers (smaller than 8½ x 11 ), but they must not be left unattended on any campus; u. No campaigning materials may be posted in any campus computer lab, nor shall any campaigning activity block student access to computers in any way; v. Destruction or removal of another candidate s campaign materials is prohibited under all circumstances; w. All online and social media campaigning must adhere to Line f, and must adhere to MSJC Board Procedure AP 6517 (Social Media Procedures) found on the MSJC website; x. All social media pages created specifically for campaigning purposes must be approved and coadministrated by the Director of Student Life and/or their designee; y. If the Director of Student Life or their designee request a post to be deleted, it must be done no later than 24 hours from the issue of the request; z. Each candidate is responsible for ensuring their campaign materials are to be removed within 72 hours after the polling period ends. 8

9 9 Campaign and Voting Rules for SGA Elections 1. Candidates and their supporters shall use the highest standards of ethics when campaigning and discussing other candidates. 2. All campaign materials must be approved by an SGA Advisor, or staff designee. Materials must be stamped with approval for distribution before being posted. No campaign materials will be approved without the completed expense sheet returned by the deadline. EACH CANDIDATE RUNNING FOR OFFICE MUST TURN IN AN ELECTION EXPENSE REPORT AT A CANDIDATE ORIENTATION MEETING. 3. If candidates exceed advertising limits, after (1) warning from staff, all campaign materials must be removed (this includes all electronic materials). 4. No support may be solicited for candidates or special issues from the faculty, staff, administration, or non-student employees of the college. This does not prohibit asking permission to speak in front of a class. (initial) 5. Candidates may speak to campus clubs and/or organizations after attending the candidate orientation and not before Friday, April 20. No campaigning is allowed in classrooms except with permission of the instructor. Campaign materials may not be posted in any classroom. (No campaigning is allowed in the cafeteria.) (initial) 6. No campaign materials may be exhibited before the expense sheets have been turned in and approved by designated Student Life staff members. (initial) 7. Infractions of advertising and campaign rules may result in the following: Removal of campaign materials up to disqualification of the candidate by the Elections Committee. 8. Do not harass or "push" students to vote. 9. It is the candidate's responsibility to take down posters within 72 hours of the end of the polling period. 10. For write-in candidates, provide the name of the write-in candidate on the line provided on the ballot. A write-in candidate needs a minimum of 50 votes to qualify as an election winner. Writein candidates cannot participate in official SGA sponsored election events or post print campaign materials on campus, this includes passing out campaign materials on any MSJC campus as well. Write-in candidates may only campaign electronically and must follow all exisiting district polices related to social media and SGA campaigning (contained within this document and the SGA election code). 11. The candidates agree, if elected, to be available for mandatory SGA meetings, semester retreats and other training activities as scheduled. (Dates TBA) 12. Candidates will only post campaign materials in the designated Student Life areas located on each MSJC campus. 13. Each candidate must campaign separately, without assistance or collaboration from other current candidates. No dual ticket or slate campaigning.

10 SGA, as an organization, does not endorse any candidate in any current SGA election. Current SGA officers will not endorse any candidate running in the current SGA election. I have read and understand the campaign and voting rules. Signature: WRITE-IN CANDIDATES Write-in Candidates shall be defined as students who actively campaigns for SGA Office, but did not submit an Election Packet by the deadline. All write-in candidates shall: 1. Not have their name placed on the election ballot; 2. Meet the same eligibility requirements as listed in the section titled Election Qualifications; 3. Accumulate a minimum of fifty (50) votes to be eligible for office; 4. Be exempt from the requirements listed in the section titled Requirements for Campaigning; 5. Comply with the campaigning regulations found in the section titled Rules and Regulations; 6. Be exempt from the total campaign expense limit of $250 as listed in line F of the section titled Rules and Regulations ACKNOWLEDGMENT OF ELECTION POLICY I, Candidate for SGA Vice President, do hereby acknowledge that I have read and understand the Election Policy of the MSJC SGA in regards to my campaigning, write-in candidate rules/regulations.
