2 BASE COMMANDER S LOG Greetings fellow shipmates, Well shipmates, 2004 is almost at an end and what a year it has been! Our base membership has increased almost 10% this year alone and attendance at base meetings has gone up dramatically. To say we are experiencing a renewed interest from our membership is a real understatement! Looking back at the year in review, we ve enjoyed the presentations from eight featured guest speakers, luncheons for Valentine s Day and Christmas, our base picnic in July, and a most memorable THRESHER memorial ceremony held in April. Our capstone event was our luncheon this month at JW & Friends restaurant, where the Herst and Williams families did an absolutely marvelous job hosting and we also had a terrific turnout. My heartfelt thanks to them for putting together a truly wonderful gathering. As most of you know, the current officers were nominated, ran unopposed and were re-elected. The slate of Base Officers for 2005 are: Base CDR Ray Stone Vice CDR Tom Perrault Secretary Mark Riethmeier Treasurer Art Esposito We kick off the New Year with a special guest speaker for our January meeting. Our own veteran P-3 pilot and Commander of the U. S. Navy s largest Patrol Wing, Commodore Pat Peterson will brief us on the new Multi-Mission Maritime Aircraft (MMA) that will be replacing our aging P-3 Orion fleet and also discuss the changes our current ASW doctrine must undergo to meet today's and tomorrow s sea power challenges and strategies. Special thanks go out to all of you that have helped make our base achieve the banner year that it has and I look forward to another great year working with our new wardroom. 3 MEETING MINUTES DECEMBER 2004 The Base Commander, Ray Stone, called the meeting to order at 10:30 AM, 11 December, The meeting was held at the American Legion Post 176, Springfield, Virginia. Chaplain Al Friedrich gave the invocation. The Base Commander, Ray Stone read the names of the boats lost in the month of December which were: USS F-1 SS December 1917 USS S-4 SS December 1927 USS Sealion SS December 1941 USS Capelin SS December 1943 The Base Vice Commander, Tom Perrault, led all hands in the Pledge of Allegiance. The Base Historian, Mark Riethmeier read a passage of the loss of USS F-1. Loss of USS F-1 (SS-20) F-1 (SS-20) was launched 6 September 1911 by Union Iron Works, San Francisco, California, originally designated as CARP; she was renamed F-1 on 17 November 1911, and commissioned 19 June 1912, Lieutenant (junior grade) J. B. Howell in command. Assigned to the 1st Submarine Group, Pacific Torpedo Flotilla, F-l operated in the San Francisco area on trials and tests through 11 January 1913, when she joined the Flotilla for training at sea, between San Diego and San Pedro, then in San Diego Harbor. Between 21 July 1914 and 14 November 1915, the Flotilla based at Honolulu for development operations in the Hawaiian Islands. After 13 June 1917, she served with the Patrol Force, Pacific, making surface and submerged runs to continue her part in the development of submarine tactics. Her base during this time was San Pedro. On 17 December 1917, while maneuvering in exercises at sea, F-1 and F-3 collided. F-1 sank in 10 seconds, her port side torn Page 3
4 forward of the engine room. Nineteen of her men were lost, while the others were rescued by the submarine with whom she was operating. Committee Reports: The November meeting minutes are contained in the One MC and available on the Base Web Site: A motion was made to accept the November meeting minutes as provided in the One MC, the motion was seconded, and the minutes were approved. Treasurer s Report: The Base Treasurer, Art Esposito provided a summary of the current Base finances to the Base Commander. Current amounts are: Savings Account: $3, Checking Account: $ Total: $3, All bills have been paid to date with exception of base Secretary s expenditures. A motion was made to accept the report. The motion was seconded and the Treasurer s report was approved. Executive Committee Report: The Executive Committee Report for the meeting held 2 December, called to order at 7:15 PM (and highlighted below) is included in the posted One MC. Tom Perrault will send formal copy to Ron Williams for review and approval by District 3. o National Survey Art Esposito will snail-mail a National Survey (with EXCOM revision) to all members with regard to Base meeting improvements, requesting corrections to membership database and (if applicable) notice to members who are behind on both NOVA and National dues. o Election results are in. Voter turnout poor. At 27 total votes, (about half that of last year) forces Base to mail out hard copy ballots for next year s elections. (Most of ballots received were those filled out at November meeting. (Estimated cost to base $70 - $0.37 x 2 plus envelopes x 90 members) o Holiday party map inserted in 1MC. All those going to party to leave directly after December meeting. o Scholarship Fund Continued to be tabled until details received by EXCOM. o Outside Advertising Money received is taxable; therefore, no charge for ads that are nautical in nature on a space-available basis. o NOVA Picnic Date firmed at 14 May at Noon at the Moose Lodge. They will receive $100 donation for this plus $100 for last year. Art to give Tim check. Need 5-6 cases beer, 1-2 cases water, and volunteers for helping with coolers and Ron and Tom as return cooks. The menu will be hot dogs and hamburgers and good food brought by all members. o Tim Shannon has a poster of crew on diesel boat for donation as raffle item. o Long Term Plan Need speaker for January, February will be another Sweethearts day and the March meeting will include a Chili cook-off. The Welcome aboard for Admiral Donald will be sometime after the New Year. (Note: Udate since meeting - Speakers for Jan & Feb have been scheduled.) o The last Chief s Club in the Washington Naval District, located at the Nebraska Avenue Complex (NAC), will close Friday, December 17 th at All active duty and retired CPOs are invited. o Meeting Adjourned 8:20 PM. 7 Base Bylaws Re-write Distributed to the membership for review. Revision sent to membership. Extensive discussion was held during the meeting. A motion was made to accept the Base Bylaws. The motion was seconded for this action. Motion was approved. The Bylaws will be forwarded to District 3 for approval. Long Term Plan: January speaker Pat Peterson to discuss ASW. February speaker is Art Bivens who will also hold a book signing. A Chili cook-off will follow the March meeting. The District 3 Meeting will be held at Virginia Beach the last week of April (Wednesday through Sunday). The meeting will be held jointly with the World War Two Vets. The Sandcastle Hotel rates are $59. The picnic will be at the Moose Lodge May 14. New Business: Election results for base officers are in. Ballots were received via , snail mail and in-person during the November meeting. All incumbents were re-elected. The annual picnic will be held at the Moose Lodge on Gillis Street on May 14, rain or shine. Tom Perrault and Ron Williams will cook. Ask Ron Williams or Tim Shannon for directions. (There will be no meeting in May.) Mickey Garverick has attended two reunions and encourages attendance for updates on Navy Submarine League and USSVI activities. The 2005 USSVI National Convention will be held in Kansas City. Members are encouraged to obtain hotel rooms as early as possible. They go fast. 10 MISCELLANEOUS INFORMATION Christmas at Sea by Bob 'Dex' Armstrong Boy, that was a real downer... The Old Man coming on board and gathering all the animals topside, forward of the sail... Guys with steaming cups of coffee in ratty foul weather gear with the COB yelling, "Knock it off! Pipe down ladies... Knock it off... The Captain has an announcement... Settle down... Stand easy... Gahdammit, STOW IT!!" Nothing that came down from squadron ops was good to hear, especially if the skipper had that 'My dog just died' look. "Listen up gentlemen... It looks like we'll be out over Christmas... On the bright side, the boat is scheduled to pull in on the 28th. in time for New Years. I'm going to talk it over with the COB and see if we can work out something to leave a few of our older married men with families in." Now, there's a good deal... Christmas out, standing port and starboard watches... "Jeezus wants me for a sunbeam!" "What are you whining about? When you signed up for the boats, what'n hell did you think submarines were supposed to do? Hang around the friggin' pier so you and Rudolph can play grabass?" "Yeah Dickerson... You and the horse you rode in on..." "Maybe we'll go north and catch Mrs. Santy Claus in her nightie while her old man is outta town." (There was a standing joke in the boats in our day... When you pulled alongside after being out a long time... You told the married guys to take a grenade with them. When they got home, they should knock on the front door, yell, "Honey, I'm home!", count to ten, pull the pin on the grenade, toss it over the roof and nail the Marine crawling out the back window.) "Gentlemen, you heard what the Old Man said... Give you ten minutes to finish coffee, scratch your butt, piss and moan among yourselves, then we form loading parties... Merry Christmas, my little darlings..." The COB pulled the wings off butterflies as a kid... Somewhere, Navy surgeons had removed all of his kind and gentle impulses and installed the personality of a prostate-plagued porcupine. "Okay, put your cups inside the sail door, toss the butts over the side and become the little Santa's elves I know you are. Form loading parties and hit the lower brow on Orion." Never understood why they stored everything you needed on Orion in the forward holds and you had to haul it all aft to the lower brow. I would also bet a dollar to a donut that every report card the COB got as a kid said, Page 10
11 "Talks too much"... He once delivered a twenty minute speech to the entire population of Hogan's Alley concerning the erosive disrespect of calling the Goat Locker, "Toad Hall". So we moaned... We groaned... Then we sucked it up and went to sea. Nothing can tube morale like churning up saltwater over Christmas. During the few days before Christmas, all sorts of non-regulation nonsense broke out... We all hung dirty socks on the overhead vent line in the Alley with a hand-written sign made out of a cardboard pea carton flap that read, 'In hopes that St. Nickolas soon would be there"... The cooks made mincemeat pies whose main ingredient came from a couple of bootleg fifths that mysteriously turned up in the lower flats of the after engine house. For one whole wonderful night, we knew what it must be like to work the graveyard shift in a distillery. The wardroom either turned a blind eye or suffered from a helluva case of collective poor sense of smell. We doctored up the words to traditional Christmas music to turn these songs of peace and goodwill to men, into tunes that would make a sewer digger blush. Looking back, we turned doo-doo into the stardust as only boat sailors can do... And did. Christmas eve arrived and found us bouncing around on the surface somewhere in the middle of God's great ocean and then it started... Over the magic airwaves came an avalanche of some of the lamest bullshit that ever flowed from the pen of man... Greetings from every half-baked politician or top-heavy admiral in Washington... Up to, if not including, the SECNAV's cat. "Tonight I know our men and women of the armed forces are standing their vigilant watches throughout the farflung reaches of our vast globe... To those of you safeguarding the ramparts of peace and freedom, I send the warmest greeting from those of us here by the hearth of home fires. We want you to know that on this night of cheer and celebration, our hearts go out to you and your loved ones in wishing for a safe and speedy return to a most grateful nation... Merry Christmas and God bless, we hold you in our thoughts this night... Rear admiral William P. Numbnuts USNR, COMDOOFUSLANT." Horseshit rained on our radio shack for hours. Each was read outloud with all the appropriate emotion by an idiot standing on a potato locker bench in the crew's mess... Morale soared with every disrespectful crack. From the radio shack came, "Here comes another one... Wait 'til you get a load of this simple sonuvabitch... He wishes he could be with us!" And so it went... Out of control laughter... Men who couldn't have cared less, listened to hand-crafted crap and rolled on the deck. Adrian Stukey was in his element with his accompanying commentary... "Hey Stuke... You think these guys actually think up this hogwash?" "Hell no... They have this third class diddledick in the basement of the pentagon who spends all year writing this stupidity." And they just kept on coming... When we couldn't take it anymore and were totally worn out from laughing, we turned into our bunks. In the wee hours of the morning, we hit some floating object the size of a phone pole. It sounded like a railroad locomotive wheel bounced off bow buoyancy and whacked a couple of ballast tanks on its way aft. "What the hell was that?" Page 11
12 "Three men on camels in a rowboat!" And the laughing started all over again. Somewhere in the night, Christmas came to a bunch of good-hearted, totally unimpressed men, snoring in the after battery, dreaming of mince pie, turkey roll and all the bug juice a man could want... And life was okay. And the belowdecks watch made his rounds... Number two got blown and vented inboard... And amid the glow of red light, amid the cases of cans, stinking laundry and assorted rumpled foul weather gear, could be found the Defenders of the Free World in gentle repose... While visions of bar maids danced in their heads. (For other Dex Armstrong stories, go to: Reading Base U.S. Submarine Veterans (Submitted by Rod Puffer) Henry B. Sweitzer, known as Hank, was born in 1918 in Laureldale, Pennsylvania. He graduated from Muhlenberg High School in In 1936 Hank entered the Navy at Newport, Rhode Island and was assigned to the USS Sirius, a cargo ship operating on the east coast. He was transferred to the USS New York and was on the USS New York until 1937, at which point he entered the Naval Academy Preparatory School at Norfolk, Virginia Naval Base. Hank then entered the Naval Academy in the Summer of He graduated in December of 1941 in the accelerated class of 42. Hank was initially assigned to the USS Maryland which was damaged in Pearl Harbor and returned for repairs to the Bremerton, Washington Navy Yard where he was sent to Anti- Aircraft School to study Oerlikon 20MM guns. After one year on the USS Maryland and participating in the Battle of Midway, Hank was sent to Naval Submarine School in New London, Connecticut. The class was full when he got there so they sent him directly to the USS Cuttlefish SS 171. After three months on the Cuttlefish he was transferred back to Submarine School. Upon graduation he was ordered to Portsmouth, New Hampshire where the USS Picuda SS 382 was being built. Hank served on the USS Picuda until March of During the five war patrols made on the Picuda, he was awarded a Silver Star and two Gold Stars (in lieu of a 2 nd and 3 rd Silver Star) as well as a Navy Unit Commendation, for duties as head of all departments and Executive & Assistant Approach Officer. In April of 1945 he graduated from the PCO school at New London, Connecticut. He commissioned and served on the USS Sablefish SS 302 until June of 1947 at which time he was ordered to Washington, D.C. to attend a Naval Post Graduate course in Law at the George Washington University School of Law. Hank graduated in May 1950 with a degree of Juris Doctor with Honors and was admitted to the bar in the State of Virginia where he resided at that time. He was then ordered to the Staff of Commander Submarine Force Pacific Fleet as Flag Secretary and Legal Officer until August 1951 when he was ordered to command the USS Pickerel SS 524. Hank made several reconnaissance patrols in the North Pacific and a 7-month deployment with the United States Naval Forces during the Korean Conflict. In April 1954 he attended the Naval School of Justice in Newport, Rhode Island, graduating with honors. He then was ordered to the Naval Academy where he taught law and was co-author of the textbook entitled Military Law, which was used at the academy as a textbook for that course. In 1956, he reported as Operations Officer of Submarine Squadron 12 and in 1958 became Commander of Submarine Division 41 and deployed to the European Theatre for exercises entitled Fishplay II and Fishplay III. During Fishplay III, Hank had under his command not only the six submarines in Submarine Division 41, but also the USS Nautilus SSN 571. In 1958 he reported as a student to the NATO Defense College in Paris, France. Upon completion of the course, he then reported as Assistant Operations Operator on the Staff of the Commander of the United States Page 12
13 Forces in Europe to plan for the eventual deployment of the first ballistic missile submarines. At this time the Polaris was being constructed in the United States. From 1961 to 1963 Hank was the Executive Assistant to the Vice Chief of Naval Operations. In 1964 Hank attended the Naval War College in Washington, D.C. and also attended the George Washington School of International Affairs and was awarded the degree of Master of Science in International Affairs. Hank was then ordered to Yokosuka, Japan where he was the Commander Submarine Flotilla 7, consisting of the 16 submarines and a submarine rescue vessel deployed in the Western Pacific. For this duty he was awarded the Legion of Merit decoration. Hank then returned to Washington, D.C. where he was Assistant for Legislative and Legal Affairs to the Chairman of the Joint Chiefs of Staff. Hank appeared as the Attorney for the Chairman of the Joint Chiefs of Staff and the Secretaries of Defense MacNamara, Clifford and Laird until retiring from the Navy in 1969 as a Captain with 33 years of service. He then became administrative assistant to Congressman Bill Scott of Virginia until 1971 and then was the administrative assistant to Congressman Tom Bevill of Alabama until his final retirement in Hank Sweitzer is not "well", and former Pickerel crew members are encouraged to contact him by mail & . For details, contact Rod Puffer. New Attack Submarine Named New Mexico The Secretary of the Navy Gordon R. England announced today in Albuquerque, N.M., that the Navy's next Virginia-class submarine will be named "New Mexico" in recognition of the "Land of Enchantment" and the people of New Mexico. The new nuclear powered attack submarine, designated SSN 779, will be built by Northrop Grumman Newport News, Newport News, Va., and General Dynamics Electric Boat, Groton, Conn., beginning in One previous ship was named in honor of the 47 th State of the Union. The battleship New Mexico ( ), earned six battle stars for World War II service, which included providing shore bombardment support for landings in the Gilbert and Marshall Islands, and at Guam, Tinian, Saipan, the Philippines and Okinawa. England credited the strong support of the people of New Mexico and the Navy League as well as the state's congressional delegation and the governor's office. "The support of the people of a community or state is an important factor in naming our nation's warships. We appreciate the enthusiastic support that the people of New Mexico have shown our sailors and their families," England said. The Navy's Virginia-class submarines are designed for battlespace dominance across a broad spectrum of regional and littoral missions as well as open-ocean, blue water missions. Capable of launching Tomahawk missiles and deploying with special operations forces such as the Navy SEALs, the superior capabilities of Virginia class will ensure the United States maintains undersea dominance, in both deep and shallow waters, well into this century. 14 For those interested in becoming a member of the American Legion, membership dues are $24 per year at Post 176. Darryl Muir, MTCS(SS) of SP00MC submitted: The LAST CPO Club in the NDW area located at the Nebraska Avenue Complex (NAC) will soon be turned over to the Department of Homeland Security. I am not exactly sure of the date yet and the later the better for all of us concerned. The CPO's assigned to the NAC want to have a Social for all CPO's in the NDW area. We have a couple of CPOA's pitching in for this to help off set the total cost. What we plan to do is on 17 Dec 04 starting around 1900 is open the club to all CPO's active/reserve and retired. We will have finger food for snacks, beer and non-alcoholic beverages. We have 9 BEQ rooms set aside for those who get a little tipsy or just do not want to drive. The BEQ rooms have 2 single beds in them and the heads are separate from the rooms. Linen will be provided but we can not provide towels. If you could get this word out to your CPOA and let them know we are doing this I would appreciate it. I would like a head count of those who plan to attend NLT 13 Dec so we can purchase the food and beverages. Jim Lamb and I are the overall coordinators and are the ones who need the headcount.
