2 Greetings fellow shipmates, September was truly a monumental month for our base and its activities. During our meeting on the ninth, we were entertained by the Seven Thirty-four Barbershop Quartet, who regaled us with new and old favorites, even a few big-time harmonies from when we were little shavers! (Did I say that???) Anyway, it was definitely a change from our usual bill of fare at our meetings. Notably missing from the play list however were some bubblehead favorites such as Submarines Once... Submarines Twice... and There Are No Submariners Down In Hell. I have to admit though, as catchy as those tunes are, they are a bit tough to harmonize and normally don t show up on best seller lists. So, in retrospect, it s probably a good thing. As for our Holland Club Recognition Dinner, I think it is fair to say that it was arguably the finest and most pre-eminent event our base has ever hosted. Absolutely everything, from the location, the restaurant, the setting, the meal, to the program and the speakers themselves, was truly FIRST RATE. Our valued Holland Club members were recognized in the style and appreciation that they most certainly deserve and were honored by the biggest turnout of our membership in the history of our base. Words cannot express the gratitude we have for the team that worked so hard to put this together and make this wonderful night happen. A special and heartfelt thanks go out to Debbie, Alan, Rena, and all the others that contributed to the success of this awesome event. In closing, I just want to say that it is truly an honor for me, to be in the company of all the wonderful folks that make up the membership of this base and that work so hard in support of our programs. I am proud to call ALL of you shipmates! See you in October! Cheers mates, Ray Chaplain s Corner I find it incredibly interesting that our world history is filled with many many mighty men of valor, as recorded in Scripture. In fact, that term mighty men of valor is found 27 times in the Bible, all in the Old Testament. A search of the more simple term mighty men brings up an additional 49 references, including one in Revelation. So the Bible has identified thousands of Page 2

3 men throughout history who have been men of might and men of valor. It was wonderful to acknowledge the new inductees into the Holland Club. They are mighty men of valor who have served our nation in the same spirit as those that served King David in the Bible. These also are the chief of the mighty men whom David had, who held strongly with him in his kingdom, and with all Israel, to make him king according to the word of the LORD concerning Israel. And they set themselves in the midst of that parcel, and delivered it, and slew the Philistines; and the LORD saved them by a great deliverance. (1 Chronicles 11:10,14). Tom Phythian Page 3

4 MEETING MINUTES SEPTEMBER 2006 The Base Commander, Ray Stone, called the meeting to order at 10:35 AM, 9 September, held at the American Legion Post 162, Lorton, Virginia. The Base Chaplain, Tom Phythian, gave the invocation. The Base Commander read the names of the boats lost in the month of September which were: USS S-5 SS September 1920 USS S-51 SS September 1925 USS Grayling SS September 1943 USS Pompano SS September 1943 USS Cisco SS September 1943 The Base Chief of the Boat, Dex Armstrong, led all hands in the Pledge of Allegiance. The Base Historian, Mark Riethmeier was unable to attend, but has provided a passage of the loss of USS S-51. S-51 was built at the Lake Torpedo Boat Company, Bridgeport, CT, and commissioned on 24 June 1922, Lt. W. S Haas in command. The new submarine was stationed New London, CT as part of Submarine Division 4 and followed a normal peacetime training cycle. On 4 January 1924, she deployed for the Canal Zone to participate in winter fleet maneuvers off Panama and in the Caribbean. During this cruise, she visited Trinidad, Guantanamo Bay, Page 4

5 Culebra, and St. Thomas, Virgin Islands. She resumed type training on 30 April off Block Island and in New England coastal waters. On the night of 25 September 1925, S-51 was rammed and sunk off Block Island, N.Y., by the merchant steamer CITY OF ROME. The approaching steamship CITY OF ROME, spotted the lights of the submarine, about five miles away. However, the CITY OF ROME continued its course. The submarine had the right of way under the International Rules of the Road at Sea; therefore the S-51 was required to maintain its course and speed. Since the submarine's stern light was plainly visible to the approaching ship, they felt no alarm; the steamer would change its course and pass them, so they thought. The submarine crew watched as the CITY OF ROME drew closer until it looked as if it would run them over in spite of the rules. The submarine turned its rudder a hard right. Just when it seemed that the steamer was turning away from them, to their horror, it changed direction and headed for their right side. In an instant, the CITY OF ROME had struck the battery room filled with the sleeping men. Through a huge hole, about 30 inches wide, water rushed into the submarine. The steamer ran over the submarine, forcing her underwater, and kept going. It all happened so quickly that there was no time to close the watertight doors. The S-51 sank in less than one minute. Of the 36 crewmen aboard the S-51, only three survived. S-51 was raised on 5 June 1926; struck from the Navy list on 27 January 1930; and sold for scrap on 23 June 1930 to the Borough Metal Company, Brooklyn, N.Y. Court rulings found both the CITY OF ROME and the S-51 at fault for not following the rules of the road at sea. 7 Executive Committee Report: The EXCOM met at the American Legion Post 162 on 30 August, The meeting was called to order at 1905 by the Base Commander. Attendees: Items discussed were: Ray Stone, Tom Perrault, Steve Jaeger, Ron Williams, Dex Armstrong, Debbie Davis 1) The Holland Club event of 15 September It was noted that the need for a photographer existed. Individual previously identified could not participate. Ray Stone is taking for action. 2) An overview of recent discussion with American Legion Commander was presented by Ray Stone concerning time of monthly meeting and comments from the Legion Board of Director s. Open discussion was held on optional locations for the meeting. It will be considered for further evaluation and potential action. 3) Discussions were also held regarding the 2-Year Plan, Base Elections (need for committee), annual budget and update of the USSVI National Database. 4) Based on input from the meeting attendees the original NO SMOKING DECISION at Base Meetings should rest with the entire Base Membership. With respect to the discussion, a written ballot will be provided to all members at the September meeting. There will be 3 choices: A. No Change B. Smoking will be allowed in designated areas (such as outside the meeting room, or bar) C. No Smoking 5) New Business: Dex recommended that we initiate a Happy Talk session where members would be charged $1.00 to speak about anything they would like to bring up. Ex. Family marriages, births. Need for bail money etc. Another option was a $1.00 late fee for arriving at the meeting following the Call-to-Order by the Base Commander. 6) Dex also presented discussion on various other topics relating to Ship s Hatch in Crystal City, Naval History Section at the Washington Navy Yard, and Hard Times Café Kick-back for meetings, lunches etc. held at there facilities. 7) Debbie Davis then presented the final program for the Holland Club Dinner and the need for volunteers to drive people up from the parking area, if required. Anticipated number of attendees is close to 80 people and marks the largest turn-out for a Base event. 8) The Base Treasurer then presented the draft Budget for 2007 and the final will be forwarded to all members in October for vote at the November meeting. Minor modifications to the draft are anticipated. 9) Ron Williams then discussed the revised 2 Year Plan and would like input from ALL EXCOM Board members. He also noted that is in compliance with Base By-Laws. Further discussion of any changes to the By-Laws will take place following this year s Base election. 10) The Base Treasurer then reminded the EXCOM that On-Line Voting for National Offices has been established. He also notified us that Base Member Jim Chenvert has transferred to the Minneapolis- St. Paul Base. Page 7

8 11) Last item discussed centered on the Membership Drive and awards for those members contributing to increasing Base Shipmates. The meeting was then adjourned at Membership Committee Report: NTR Storekeeper s Report: The Base Storekeeper, Lou Maruzo was not present as he attended the 2006 USSVI convention in Little Rock. Veterans Affairs: NTR Public Relations Report: Alan Brodie is preparing a mailer to members who have not been attending meetings. Webmaster Report: NTR Naval Submarine League (NSL) Report: NTR. Go to Unfinished Business: The three items brought forth for discussion were (1) the vote on Monthly Base Meeting smoking policy; the White House Tour, and possible Christmas Party. The result of the vote on Base Smoking Policy is that a table will be provided smoking privileges close to the door entry. All other tables will be non-smoking. The status of the White House Tour will probably not be available until a few weeks before authorization is received. Depending on the time of the Tour, a follow-on lunch or dinner close to the White House will be considered and members attending notified. The membership drive for 2008 will be conducted in the last quarter of CY Ron Williams accepted appointment as the Nominating Committee Chair. A motion was made to have all current officers nominated for the positions currently held. The motion was seconded and approved by voice vote. 12 Robert Yogi Kaufman, 82 Navy Admiral, Photographer By Joe Holley Washington Post Staff Writer Robert Young Yogi Kaufman, 82, a retired submarine commander and later a wildlife photographer in Alaska, died Sept. 26 of complications from Parkinson s disease at Arleigh Burke Pavilion in McLean. He was a Potomac resident. ADM Kaufman was born in Roanoke and grew up in the District, where he attended McKinley Tech High School and graduated from Devitt Prep in the late 1930 s. He graduated from the U.S. Naval Academy in 1945 (Class of 1946), and became a submariner. A Navy Yeoman in about 1957 christened him Yogi noting the middle initial Y while typing out his orders. At Kaufman s next duty station, the nickname stuck as a way of distinguishing him among five Bobs in Page 12

13 the unit. ADM Kaufman, a New York Yankees and Yogi Berra fan, was pleased; years later he named his consulting company Yogi Inc. One of Rickover s boys (protégés of ADM Hyman Rickover), he was among the first Navy officers to receive nuclear training. He became executive officer of USS Seawolf, the Navy s second nuclear submarine, and also commanded USS Cavalla, USS Scorpion, and USS Will Rogers. Under his command, the Scorpion set a world submergence record of 70 days. He was awarded the Legion of Merit for exceptionally meritorious service during a period in Adm. Kaufman was among a group of submarine officers who set the design specifications of the Los Angeles class attack submarines and, later, for the Trident class of missile submarines. He retired in 1981, as Director of Command, Control, Communications and Intelligence. In retirement, he served on the board of Pennsylvania Power and Light and consulted for Boeing Inc. He also began a new career as a wildlife photographer in partnership with his Alaska-based son. The Kaufman s produced five coffee-table books: Untamed Alaska (1987); Silent Chase: Submarines of the U.S. Navy (1989) ; Sharks of Steel (1993) about U.S. Russian and Japanese subs; City at Sea (1995), about aircraft carriers; and Untamed Alaska (1997), 10 th Anniversary edition. Sharks of Steel was a companion book to a Discovery Channel program on submarines. The program featured the retired Admiral then 70, in a Naval Academy appearance challenging midshipmen to hatch his feat of doing one-armed push ups while a volunteer lay on his back. The Admiral, a boxer during his academy days, best his competition handily. His wife Lucille W. Kaufman died in Survivors include two children, Connie Robinson of Washington and Ste Kaufman of Homer and Cantwell, Alaska and one grand-daughter. Note (from the Naval Submarine League): Eternal Patrol Report - VADM Robert Y. Kaufman, USN (Ret) VADM Robert Y. (Yogi) Kaufman, USN (Ret) died Friday evening at the Arleigh Burke Pavilion. 14 Anchor Pools by Bob 'Dex' Armstrong Never won an anchor pool. Anchor pools were operated by the slush fund, a.k.a. the Saltwater Savings and Loan. For those who never rode an anchor pool boat, I will try to explain their operation. First of all, the things are illegal Totally and absolutely outlawed by everyone from the Chief of Naval Operations down to the squadron chaplain. The odds are terrible. You would stand a better chance betting on a blind mule at the Kentucky Derby. What you do is contribute five bucks to the Saltwater Savings and Loan and it provides you with the opportunity to win $50, the remaining bucks going to the 'slush.' You actually never used the term 'slush fund' because the bulkheads had ears. You said 'Saltwater Savings and Loan' or 'contributions to Mrs. Murphy's Mothers Day card.' Let me explain how an anchor pool works You need a pen, two sheets of white typing paper, a sheet of carbon paper (do they still make carbon paper? Xerox sure must've kicked the slats outta the carbon paper racket ), a piece of stiff cardboard and a good stapler. You stapled two sheets of typing paper together with the carbon paper sandwiched in between. Then you laid out a grid with 60 squares. With the carbon in place, what you got were two mirror image blank grids - one exactly over the other one. You then delicately What a word to use in conjunction with anything done by a submarine sailor You carefully folded back the top sheet and the carbon, and placed numbers from one to sixty in random order, in the sixty blank boxes of the lower sheet. Then you returned the folded top sheet and carbon so that you had a visible top sheet containing blank boxes. You then circulated among your fellow inmates of your submersible septic tank and relieved each player of five frog skins. Most anchor pools were five frog skin pools. I heard rumors that on some big ships they had pools with hundred buck boxes. We didn't have any direct relatives of Bonnie and Clyde, so we kept it to one Abe Lincoln a box. Once you had picked a box, you would write your name in it. Because the carbon paper was still in place sandwiched over the numbered boxes, your name would show up superimposed over some number between one and sixty. The pages were stapled to the cardboard so you had no way of knowing what your number was. The corner boxes went first. Boxes in the middle went next. There were many scientific systems used There was the 'Hand over the eyes, finger point' method, the 'Eenie-meeny-miney-moe' selection process, and the favorite 'Shit, just pick one for me' method. 15 I personally liked the one in the middle of the lower edge. This location had been revealed to me in a 151 proof rum-induced dream At the time I was speaking directly with Zeus. Old hands knew you had to get hold of an anchor pool sign up board before it passed aft of the after battery. When that board passed through the forward and after enginerooms And throttlemen and oilers wrote on it It got greasy snipe prints all over the cardboard and sheets. By the time it reached the guys popping the 'electric sticks,' it was a grimy mess. This in no way places the blame on enginemen and motor macs No sir, everyone knows these individuals had lovely cleaned and manicured hands. The root cause of all the nasty looking oily, greasy fingerprints were the 'lower flats trolls.' Those little sonuvabitches caused all kinds of problems. They could louse up a vertical drive on a Fairbanks Morse rock crusher or throw a lower crank. One thing they rarely did and that was picked a winning anchor pool number. If you couldn't fill the card, all the blank boxes were owned by the 'Mrs. Murphy's Mothers Day card fund' A subsidiary of the Requin branch of North Atlantic Saltwater Savings and Loan - pier 22. Fine institution Open around the clock Known to invest heavily in sea stores cigarettes that became available at somewhat exorbitant prices after three weeks on the snorkel. The SS&L had a slogan, "Someone's gonna screw you Let it be us and keep it in the family" The SS&L brought you beer ball games, bail money, cash to pay fines, ship's parties, and fare for unanticipated trips home. The only financial institution in North America that would bankroll visits to cathouses with no collateral required. Each anchor pool had a prize, usually fifty bucks. When you came in to tie up, the Old Man would yell to the line handlers' topside to "Put your lines over when you can." This triggered a shower of heavies Heaving lines thrown at the pier or the deck of some outboard boat. 'Heavie' for the uninitiated, is a line A light line that has a big knot tied on one end to weight it. The knot is called a 'monkey fist' You weight it so you can throw the light line across the water. A line handler is your counterpart on the pier or the boat you will tie up to. He catches your heavie and takes up the slack then pulls the heavy hawser over that will tie your boat up. It takes four hawsers to tie up a smoke boat. You can increase the range, velocity and lethal potential of a heaving line by making your monkey fist around a large metal nut, a pool ball or a smooth river rock. Bounce a little sweetheart like that off a bosun'mate's skull and you are guaranteed instant celebrity followed by certain death. When a line handler catches the first heavie, the Navy considers the ship moored And the Old Man tells the duty quartermaster to mark the time in the log. No one gives a damn about the hour but the minute, of which there are sixty possibilities, determines your anchor pool winner. The quartermaster passes the word, "Ship moored sixteen thirty-three " We rip open the board and look at the names inscribed in carbon ink over the numbered squares. "Here it is Number 33 Name's Tick Dick 'Tick Dick' Edwards The lucky sonuvabitch Guess who's buying at Bells tonight!" Page 15

16 Over the 21 MC you hear, "Seaman first Ronald C. Edwards will mail Mrs. Murphy's Mothers Day card " Now every sonuvabitch on the boat knows whom the beer at Bells will be on for the better part of the first hour. Anchor pools weren't a good thing to base your future security or retirement plan on. They were at best, a lousy percentage bet, but they were a critical leg in the illegal financial system that kept the lads who rode vintage petroleum-powered submersible iron in beer, whiskey and ragged around the edges female companionship.
