4 A Collective Response Responding to the inquest into the deaths of Fiona Pilkington and her 18 year old daughter Francecca, the former Home Secretary, the Rt. Hon. Alan Johnson MP called upon local organisations to Improve the collective response to Anti-Social Behaviour Leeds City Council, West Yorkshire Police, Housing Leeds, BITMO and partner agencies, recognising their disjointed approaches to ASB, agreed to conduct a comprehensive, multi-agency, city wide review of all ASB protocols and processes. The review was conducted using the established Home Office/KPMG Quest methodology

5 The Partnership Review The review began with a cross city consultation event that established the current baseline and identified 10 key priorities Develop a Joined up approach Improve Communication Agree a Definition of ASB Engender Community Ownership Understand the Causes of Anti-Social Behaviour Improve Information Sharing between partners Make the best use of Resources & Finance Develop better ASB Services & Products Coordinate Media Opportunities Build knowledge through better ASB Evaluation Tenant satisfaction with promptness of initial ASB response 2010/11 Tenant Survey Customer satisfaction with service from Local Authority (ASBU) 2010/11 Customer Survey Police satisfaction with response to ASB 2010/11 Police Survey 44% 69% 73% In April 2011 the Leeds Anti-Social Behaviour Team, (LASBT) established as a multi-agency service providing a multi agency, multi-tenure response to ASB.
