ITEM 1: APOLOGIES & PREVIOUS MINUTES: 1a) APOLOGIES: T/Chief Constable D Collins Chair Assistant Chief Constable A Battle 1b) MINUTES OF PREVIOUS MEETING: The Minutes of the previous COT meeting held on the 26 th April 2016 were agreed as an accurate summary of the meeting. ITEM 2: ACTIONS FROM PREVIOUS MEETINGS: Not discussed. 1 P a g e
2 ITEM 3: CTU UPDATE BRIEFING The COT noted D/Chief Superintendent C Wain s update. ITEM 4: DOMESTIC VIOLENCE PROTECTION ORDERS AND DISCLOSURE SCHEME - DECISION The COT noted ACC Foster s revised report. The COT approved the report and the seven recommendations outlined To ensure that the PCC is made aware of the scheme as part of his victims work To raise at the next JEG T/DCC Robins 3 rd May 2016 ITEM 5: POCA APPLICATIONS DECISION ACC Foster briefed the COT on the quarterly bids for the POCA Operational Funding. It was noted that due process has been completed. The COT approved all 12 bids and 100k for the POCA Neighbourhood Fund to be allocated on Aid Plus To support operational policing To arrange for Ramona Senior to brief the District Commanders T/ACC Williams ITEM 6: TRANSFEREES DECISION Mrs H Sykes gave a brief summary of the four proposals for the Force to consider the position with transferees. 2 P a g e
3 ITEM 6: TRANSFEREES DECISION CONTINUED/ The COT approved the: 1) promotion processes at all ranks to be advertised nationally in line with College of Policing guidance 2) acceptance of transferees at Chief Inspector and above ranks will go through the promotion process at 1) above 3) advertise for transferees Constable, Sergeant and Inspector through a transferee interview process To support the operational establishment To implement as agreed Mrs H Sykes ITEM 7: APPRENTICESHIPS DECISION The COT noted Mrs H Sykes update regarding the Government s new rules that come into effect in September 2016 for National Apprenticeships. Mrs Sykes then asked the COT to consider the options she outlined. The COT supported research and proposals to be developed on the: a) Police Cadet Scheme b) New recruit apprenticeships c) Existing employee apoprenticeships To offer an insight into policing with a possibility of making it a career of choice and attract fresh talent into our organisation 1) To explore the future of a Police Cadet Scheme 2) To explore the options for existing workforce and the new Apprenticeship Scheme 3) To identify the resources to progress the initiative 4) To take to the weekly Consultation meeting 1) Superintendent D Lunn, Training School 2) Mrs H Sykes 3) ACC M Milsom 4) Mrs H Sykes 3 P a g e
4 ITEM 8: DIRECT ENTRY PROGRAMME INSPECTOR AND SUPERINTENDENT - DISCUSSION The COT noted the letter from Alex Marshall, Chief Executive College of Policing regarding the Direct Entry Inspector Programme and Superintendent Programme Agreed: The COT supported that: 1) West Yorkshire Police will join the Superintendent Scheme with a projection of one 2) West Yorkshire Police will join the Inspector Scheme with a projection of two 1) To take to the weekly Consultation meeting 2) To formally write to the College of Policing that West Yorkshire Police wish to participate 1) Mrs H Sykes 2) Chief Inspector Craig ITEM 9: MONITORING OF THE FORCE BUDGET AS AT 31/03/2016 DISCUSSION The COT noted the Provisional Outturn report that will be presented to the PCC at the JEG today. To check the CCC Establishment figure with Mr T Donohoe ACC M Milsom ITEM 10: CAPITAL SLIPPAGE REPORT - DISCUSSION The COT noted the Capital Slippage Report 2016/2017 already presented at the Assets Board and will be presented at JEG today. ITEM 11: WEST YORKSHIRE LEGACY CASES - DISCUSSION Carried forward to when T/CC Collins is present. ITEM 12: ALLOCATION OF CORPORATE FOI - DISCUSSION The COT noted the FOI requests which were allocated for strategic oversight by Chief Officers. 4 P a g e
5 ITEM 13: ANY OTHER BUSINESS ITEM 13i: PROMOTIONAL TIMELINE: The COT noted the proposed promotion timeline as follows:- Superintendent to Chief Superintendent interviews 6 th June 2016 Sergeant to Inspector late June 2016 Inspector to Chief Inspector July 2016 Chief Inspector to Superintendent late July 2016 Police Constable to Sergeant September 2016 ITEM 13ii ESTABLISHMENT NUMBER FOR DETENTION OFFICERS (DOs) - DECISION The COT noted the DO Establishment for Leeds and Wakefield (45 funded for Leeds and 30 funded for Wakefield) and the request for an increase in DOs. The COT approved an increase of one DO for Leeds and two DOs for Wakefield Scale 4 Enhanced growth posts.
