13 13 Disclosure and Barring Service (DBS) What is it and who needs it? How to apply What level is required?
14 14 What is a DBS check? The Disclosure and Barring Service (DBS) helps employers make safer recruitment decisions and prevent unsuitable people from working with vulnerable groups, including children. The House of Bishops has decided that criminal record checks must be renewed every five years. (Should there ever be a delay in obtaining the criminal record check, the person is not approved by the Church to act and must stand down pending completion of the process).
15 15 Who needs an enhanced DBS check? Good safeguarding practice requires those who work closely with children and/or adults experiencing, or at risk of abuse or neglect to have an enhanced criminal record check. Those in self-help groups or family and friends arrangements are not eligible for an enhanced check. This is a broad summary. For full details please refer to the Safer Recruitment Practice Guidance (in particular Appendix 7 and 8).
16 16 DBS Application Process Clergy Church Officers (Volunteers & Employees) Clergy complete a Confidential Declaration Form and send it directly to Safeguarding at Church House. The Parish Safeguarding Link gives the applicant a Confidential Declaration Form to complete and return to them. The PSL completes a Justification Form, takes a copy of both forms for their records, and sends both forms to Safeguarding at Church House. The applicant will receive an containing their User ID number, a link, and instructions for the online form.
17 The applicant completes the online form. The Safeguarding Team receive a notification that the form is complete and ensures the check is completed at the correct level. 17 The DBS Certificate is posted out to the applicant. The Safeguarding Team receive notification that the certificate is complete. A copy of the notification is sent to the Bishop s Office to be put in the clergy file. The Safeguarding Team inform the PSL that the Certificate is clear. If the DBS certificate comes back blemished, The Diocesan Safeguarding Adviser will ask to see it to determine if the blemishes are relevant to the role the applicant will be undertaking.
18 18 Levels of Enhanced Criminal Record Check There are three types of checks: Basic: This checks for unspent criminal conviction information only. Enhanced: This checks for spent and unspent convictions, cautions, reprimands and final warnings plus any additional information held by the police that s reasonably considered relevant to the role being applied for. Enhanced with barring list checks: This is like the enhanced check, but includes a check of the DBS barred child and/or adult lists.
